1 1 Fcus Area: Water & Urbanizatin Water & Urbanizatin addresses Integrated Urban Water Management (IUWM), fld risk management in cities, climate change and urban areas, management f newly urbanized areas, efficient water use in urban areas, as well as imprved water quality and eclgical status f urban water bdies. Prpsed c-lead prgrams under this Strategic Fcus Area: Integrated Urban Water Management (IUWM) (DK) Fld Risk Management & Dike Safety (NL) Mre c-lead prgrams may be included at a later stage. 3.1 Objectives f the Fcus Area The verall bjective f this Fcus Area is t imprve the efficient and sustainable use, management and allcatin f urban water resurces, fld preventin, climate change adaptatin and mitigatin, and use f water in the urban landscape and envirnment, and t prvide substantial input t the verall EU China dialgue n Sustainable Urbanizatin. In ding s it will cntribute t the achievement f the verarching aims f the CEWP by generating plicy recmmendatins and jint prjects, and by invlving gvernments, businesses, and researchers frm the EU and China in a cmprehensive dialgue within the Fcus Area Water and Urbanizatin. Specific bjectives will be t: Supprt plicy makers, businesses and water managers in practical implementatin and adaptatin f measures t imprve water management in urban areas, and particularly: Cntribute t an enabling envirnment f plicies, legislatin and financing and thus imprving urban water management and security Engage gvernments, businesses and researchers in a cmprehensive dialgue n the different aspects f Urban water management, Draw n Chinese, EU and ther internatinal 1 experiences t infrm develpment f financial, ecnmic and legislative tls such as incentive schemes and adequate pricing mechanisms, cst benefit analysis, the plluter pays principle, Water Framewrk Directive (WFD), Fld Directive, Drinking Water Directive, Water Safety Planning, Guidelines fr reductin f water lsses, fr knwledge transfer frm Eurpe t China, T prvide plicy recmmendatins fr urban water management in China and EU based n the abve experiences. Invlve several EU member states, and Chinese prvinces, cities and ther partners in rder t prmte knwledge exchange n urban water based n cllectins f lessns learned and best practices related t urban water management in China and Eurpe. Prmte ptins fr the develpment f jint prjects, demnstratin f test sites and ther types f applicatin f technical and institutinal tls that imprve urban water management. Prmte new business ptential and market pprtunities fr Eurpean industries, including SMEs t prvide expertise, technlgy and services t imprve urban water management. 1 IWA, OECD, WHO, EIB etc.

Capacity needs f lcal and natinal authrities t implement key plicies thrugh technical guidance n urban water management and technlgies are utlined and capacities imprved Knwledge n water and urbanizatin is imprved and streamlined between the EU and China in rder t tackle measures regarding urban water management, including urban flding and different uses f water in urban areas: dmestic, industrial, recreatinal etc. Integratin f urban water management cncepts with spatial and urban planning. This als includes climate change adaptatin. Strengthened research, innvatin and business cperatin between Eurpe and China in rder t facilitate the new urban water technlgies, innvative appraches fr urban water management as part f spatial and urban planning, imprved fld and climate resilience and in ding s t penetrate markets by invlving all stakehlders including technlgy develpers, decisin makers, and investrs. Plicy recmmendatins and knwledge exchange n integrated urban water management are develped; specific pprtunities fr cperatin and urban water innvatin partnerships including private sectr invlvement are identified and delivered t EU, MWR and EU-China Partnership fr Sustainable Urbanizatin. Outputs and activities Establishment f a sustained partnership mechanism n water and urbanizatin between EU institutins and partners and the Chinese partners, Annual Gvernance Studies n tpics like: Climate change adaptatin in urban areas; Fld Risk Management in Urban Areas; Pricing f Water Resurces and Increasing Water Use Efficiency; Water Savings and Public Acceptance; Water management in areas f rapid urbanizatin; Integratin f urban water management in spatial and urban planning. Annual Wrkshps cnducted n similar tpics with the purpse f sharing knwledge between Eurpean and Chinese partners.

Prmting innvatins in integrated urban water management thrugh gvernment t business prjects and activities with the aim f stimulating new and innvative slutins that can be marketed by Eurpean and Chinese businesses, with a particular fcus n enhancing the innvatin pwer f SMEs. Chinese partners will seek funding fr activities thrugh internal Chinese surces Sme activities cncerning the Research and Business Pillars will be develped and funded under the PIANO prject. Cmplementary funding frm EU Partnership Instrument (PI) and ther Eurpean initiatives such as PDSF, PSF and TAEIF is expected t allw extending the scale f the prject; it will prvide substantial pprtunities fr EU partners n the Chinese market.

4 Bilateral develpment funds, as well as ther Eurpean funding schemes (e.g. Interreg. Initiative) will be slicited t help funding sme specific prjects which will be highlighted during these 3 years (e.g. specific measures such as waste water treatment plant, water bdy eclgical restratin, pilt payment fr ecsystem services scheme implementatin in Eurpe). Specific Recmmended Request fr PI Supprt Cmplementary funding frm EU Partnership Instrument (PI) and ther Eurpean initiatives such as PDSF, PSF and TAEIF wuld enable the fllwing activities t take place and wuld be well suited fr implementatin by c-lead prgramme members. Mre detailed wrkshp prgrammes r study cntents will be prvided upn request. Supprt is in particular applied fr: 1. Implementatin f Annual Plicy Studies / Reprts based upn the needs and activities f the demnstratin prjects and c-lead areas 2. Implementatin f Annual Wrkshps fcusing n Plicy Dialgue, Business and Innvatin aspects f the C-leads. These will be implemented back-t-back with ther events such as Annual High level meetings and dialgues in rder t save csts and attract participants. EU C-funding fr activities As mentined abve the verarching gals f this Strategic Fcus Area n Water and Urbanizatin will be achieved thrugh the activities f the tw C-Leads. These C-Leads are seeking fr shared financing appraches t fllw their activities ver the CEWP implementatin phase Cmplementary funding frm EU Partnership Instrument (PI) and ther Eurpean initiatives such as PDSF, PSF and TAEIF is expected t allw extending the scale f the prject; it will prvide substantial pprtunities fr EU partners n the Chinese market. Natinal and Eurpean funding schemes will be slicited t help funding sme specific prjects which will be highlighted during these 3 years. Chinese partners will seek funding fr activities thrugh the MWR funds as well as MEP, MST. and MOHURD Ministry f Husing and Urban/Rural Develpment and ther gvernment institutins as well as thrugh the funds f the Chinese C-Lead partners: China Academy r Urban Planning and Design, NHRI, and Institute f Water Resurces and Hydrpwer Research (IWHR). Sme activities cncerning the Research and Business Pillars will be develped under the PIANO prject. Funding frm the EU Partnership Instrument thrugh CEWP and ther financial tls is expected in rder t prvide substantial pprtunities fr EU partners n the Chinese market and t facilitate plicy studies that will directly supprt EU-China dialgues n water and urbanizatin. Supprt frm ther Eurpean initiatives is als expected such as H2020, EURaccess, and natinal bilateral funds frm participating partners will als be sught. Chinese partners will be funding their cntributins t the activities. Funding frm the PSF-funds are expecte arund Eur and is prpsed t be used in the fllwing way: Annual Plicy Studies / Reprts ,- Annual Wrkshps fcusing n Plicy Dialgue, Business and Innvatin aspects f the C-leads ,- 5 Crdinatin and management Besides the verall crdinatin frm the verarching CEWP level, the Wrk Area at Eurpean level is crdinated by Denmark (DHI).

5 DHI, Denmark is managing the Integrated Urban Water Management c-lead. Netherlands, Ministry f Infrastructure and the Envirnment, Rijkswaterstaat is managing Fld Risk Management and Dike Safety c-lead Mre partners may be included at a later stage. The C-Lead Partners will be invlved t ensure the achievement f the bjectives and is the implementing level f mst activities. Effective feedback t all CEWP levels including the lead level, all ther Fcus Areas and their C-Lead Partnerships will be ensured. Crdinatin n the Chinese side will be maintained thrugh the China Academy f Urban Planning and Design under the Ministry f Infrastructure and Cnstructin and the Institute f Water Resurces and Hydrpwer Research (IWHR). Mre partners may be included at a later stage. The EU Delegatin t China and Mnglia and the Danish and Dutch representatins in Beijing will be invited t act as fcal pints in China alng with c-lead partners, helping t gather infrmatin and facilitating cmmunicatin abut actins develped within this wrk area thrugh: Websites, articles Netwrking events Dialgue with partners
