1 Terms f Reference Title Objective Mnitring and Results Measurement Officers Cntribute t the implementatin f Sudkkh s Mnitring and Results Measurement (MRM) system Perid 1 January 2016 till 31 March 2019 Lcatin Reprts t Dhaka with regular field wrk at lcatins thrughut Bangladesh Mnitring and Results Measurement Manager Backgrund t the Sudkkh prgramme SEP-B branded as Sudkkh is a 22 millin, 5-year prgramme that is funded by UK aid and SDC. Sudkkh supprts private-sectr led training fr the pr, and in particular training that effectively supprts wmen and disadvantaged ppulatins int decent emplyment. The prgramme seeks t test and scale-up market driven, quality skills training mdels within the Ready Made Garments (RMG) and Cnstructin sectrs that will stimulate further investment in training by trainees, private training prviders and emplyers. Within the prgramme perid, Sudkkh supprts up t 70 different training initiatives that will train at least 110,000 men and wmen. The increased incme f trainees will be 65 millin, three times the verall prgramme cst. Sudkkh supprts and builds upn the TVET refrm agenda f Bangladesh in crdinatin with the Directrate f Technical Educatin (DTE) f the Ministry f Educatin. The prgramme is structured arund tw cmpnents, which aim t impact bth the supply and demand f the skills market, bringing abut systemic change in the labur market. The tw cmpnents, knwn as Outputs, are: 1. Supprting private training prviders t ffer affrdable quality training that enhances emplyability. 2. Supprting private sectr industries t develp and perate industry-led training facilities. Additinally, Sudkkh supprts industry skills cuncils and the develpment f skills training packages that meet the ccupatinal standards f the industry and can be used by abve mentined training systems. Sudkkh is implemented by Palladium, in cnsrtium with the British Cuncil and Swisscntact. Swisscntact leads the prcess f recruiting and cntracting the Mnitring and Results Measurement Officers. Ratinale fr the psitin Sudkkh perates a cmprehensive MRM system. The MRM department is respnsible t keep the MRM system updated, t facilitate the applicatin f MRM tls and instruments, and t analyse and reprt n MRM infrmatin. The MRM department is headed by the MRM manager. T carry ut its MRM tasks, Sudkkh will recruit tw MRM Officers t which these terms f reference relate. 1

2 Respnsibilities, duties and tasks Sudkkh s MRM systems has the fllwing key elements Lgframe, illustrating the targets as agreed between Palladium and DFID. The Thery f Change (TC) that infrms Sudkkh n its strategic directin and the systemic changes it aims t address. Results Chains (RC) per interventin r per partnership. Activity planning and mnitring system, including wrk plans (WP). A results planning and mnitring system, including a cmprehensive measurement plan relevant t each results chain, a Trainee Measurement System (TMS), a Stakehlders Assessment System (SAS), a Qualitative Reflectin System (QRS) and a mid-term and end-f-prject Impact Measurement Survey (IMS) Prgress reprting system, that includes varius reprts, including the quarterly and annual prgress reprts The MRM Officers frm tgether with the MRM manager a team that versees and facilitates Sudkkh s entire MRM system f which the key elements are mentined abve. Key respnsibilities within this team are: MRM Manager: Final respnsible fr the well-functining f all MRM related tasks and duties; Caching the MRM fficers; reprting t the prject s executive team. MRM Officer 1 MRM prcess management: Design f results schedules, survey methds and factual MRM data cllectin. MRM Officer 2 MRM data management: Facilitate the use f the MRM based data management and reprting system. Overall respnsibilities, duties and tasks Bth the MRM Officers will be engaged with the fllwing verall MRM respnsibilities, duties and tasks: Participate in planning and mnitring meetings Carry ut field visit t verify MRM infrmatin and as part f that facilitate training fr staff f Sudkkh partners n MRM activities. cntribute t systematic evaluatin f current and anticipated data flws and needs between trainees, prviders, emplyers and external stakehlders quality assurance f all mnitring peratins thrugh data validatin and verificatin visits mnitring data entry prcedures and trubleshting Wrk clsely with Prject Officers t cllect cntinuus data fr tracking trainees data frm partners 2

Cntinuusly mnitring MRM system and perfrmance Specific respnsibilities, duties and tasks MRM Officer 1 prcess management Prepare MRM Qualitative and Quantitative data cllectin tls and reprting frmats Update result chains fr Sudkkh prgramme Facilitate Develpment f Result Chains by each interventin by the partners Facilitate training n nline data entry, data submissin, editing and reprt printing Orient Prject Officer, Partner staffs n data cllectin tls, indicatrs and reprting frmats Design and Implement Survey and Study t meet infrmatin need f the prgramme Handling databases and analyse data using MS Excel r statistical sftware such as Stata and SPSS Supprt Cmmunicatin fficer in updating Sudkkh web-site MRM Officer 2 MRM data management Imprving the effectiveness f the nline database management tls and services Ensuring all the data cmplies with legal regulatins and keeping updates in real time dashbard platfrm Ensuring that strage and archiving prcedures are functining crrectly and making sure the infrmatin is prtected and well backed-up Cmmissining and installing new applicatins and custmizing existing applicatins (including updating the TMS) in rder t make them fit fr purpse Writing database dcumentatin, including data standards, prcedures and definitins fr the data dictinary (metadata) Cntrlling access permissins and privileges Facilitate training n the Web-based management infrmatin system particularly n data entry, data submissin, editing and reprt printing Supprt Sudkkh n IT related issues 3

4 Additinally, bth the MRM Officers have the fllwing respnsibilities: 1. Gender and scial inclusin Ensure that within the assigned duties and tasks the Sudkkh Gender and Scial Inclusin Strategy is fully applied, and where relevant seek cperatin with the Sudkkh Gender and Scial Inclusin Advisr 2. Cmmunicatins In cnsultatin with the Sudkkh Cmmunicatin Officer, apply Sudkkh cmmunicatin strategy and branding guideline where relevant. 3. Other During the scpe f implementatin f Sudkkh, additinal tasks may emerge fr which the prgramme takes respnsibility; In the event that the MRM Officer is cnsidered suitable fr taking up these tasks, and if wrklad permits, the Team Leader in cnsultatin with the MRM Manager may assign these additinal tasks. Key Perfrmance Indicatrs Chief perfrmance indicatr is meeting individual targets as agreed upn in the annual wrk plan that will be prepared in cnsultatin with MRM Manager and apprval by the Team Leader. This includes verall annual targets as well intermittent targets fr specific tasks, prepare activity plans by means f a standard time sheet n a weekly basis, and reprt the factual activities undertaken. Full cmpliance with the Sudkkh Gender and Scial Inclusin Strategy, and Cmmunicatin Strategy. Full cmpliance with the guidelines f the Sudkkh peratinal manual. Prfile f the Prject Officer Bth the MRM Officers will meet the fllwing minimum criteria A master s degree in ecnmics, business, develpment, IT r technical studies. Prven familiarity in wrking with planning and mnitring systems. Prven excellent prficiency in MS Office (particularly Wrd and Excel). Excellent cmmunicatin in English and Bangla. Strng analytical and rganisatinal skills, and prven reprting skills. Results rientated Team player 4

5 Additinally, the fllwing specific criteria have t be met: MRM Officer 1 prcess management At least 5 years wrking experience in a mnitring psitin At least 2 years f experience in handling databases and analysis f data using statistical sftware such as Stata and SPSS. Experience in design and implementatin f surveys, mnitring, and cmmunity-based research. Knwledge abut qualitative and quantitative research methds and skill in develping qualitative and quantitative data cllectin tls Skill in facilitating FGD, Key Infrmant Interviews, In-depth-Interviews Experience in data prcessing, validatin, verificatin and analysis MRM Officer 2 MRM data management At least 2 years wrking experience in mnitring/mis and database management Knwledge f the fllwing: WebLgic, WebSphere, DB2, Oracle, MySQL, PHP, etc. Knwledge f Windws, netwrking prtcls, general web prgramming languages, Linux, Java. Knwledge f deplyment autmatin techniques Experience in using SPSS 5
