7 Bur Happld 17 Cnstructin Envirnmental Management Plan (CEMP) 17.1 Intrductin This sectin explains what is meant by a Cnstructin Envirnmental Management Plan (CEMP), what it wuld cntain, hw it wuld be used and sets ut the prcedures and respnsibilities assciated with its implementatin. This sectin is a general verview f the CEMP nly; details f measures which wuld be included in the CEMP and assciated dcuments fr the Hayle prject are set ut in the mitigatin sectins f each specific technical chapter f this Envirnmental Statement Intrductin t EMS An Envirnmental Management System (EMS) establishes what an rganisatin needs t d in rder t manage itself s as t meet its envirnmental, ecnmic and scial gals. A typical EMS mdel is represented diagrammatically belw. 8 Bur Happld Plicy An Envirnmental Plicy fr the prject will be develped by the Cntractrs senir management team. The envirnmental plicy, as defined by ISO 14001, is a statement by the rganisatin f its intentins and principles in relatin t its verall envirnmental perfrmance which prvides a framewrk fr actin and fr the setting f its envirnmental bjectives and targets. It will be cmmunicated t all emplyees and sub cntractrs via site inductins and tl bx talks and will be displayed n varius ntice bards thrughut the cnstructin sites. The plicy shuld als be available t the public Planning The cre dcument f the EMS is the Envirnmental Management Plan (EMP). The EMP is the lead envirnmental management dcument that defines the prcedures fr achieving the bjectives set ut in the Envirnmental Plicy and identified envirnmental perfrmance targets fr the prject. The EMP prvides the framewrk fr which cmmitments made in the ES r any requirements f planning cnditins r Sectin 106 agreements can be realised. The EMP utlines the cntractrs apprach t envirnmental management thrughut the cnstructin phases with the primary aim f reducing any adverse impacts frm cnstructin n lcal sensitive receivers Cntents f the EMP There are a number f key features that wuld be included in the EMP and they are briefly discussed in this sectin. A mre detailed list is prvided in the suggested layut fr the EMP prvided in Sectin 17.3 f this dcument. The EMP will identify the prject management structure and clearly identify the rles and respnsibilities with regard t managing and reprting n the cnstructin phase envirnmental aspects. Mre detail n rles and respnsibilities is prvided in Sectin An Envirnmental Risk Assessment will be undertaken when develping the EMP. The risk assessment identifies all aspects f cnstructin that culd have an envirnmental impact and assesses the ptential risk and impact f that activity n the envirnment. Management cntrls are then devised t eliminate and/r minimise thse identified impacts. The assessment wuld address the ptential impacts created during the temprary cnstructin perid (e.g cnstructin dust and nise) and any permanent impacts (e.g disturbance t vegetatin) that are influenced by cnstructin methds. Specific envirnmental issues wuld be addressed in the EMP and strategic details n hw these wuld be cntrlled acrss the prject wuld be prvided. A list f ptential issues that will need t be addressed in the plan are prvided belw based n infrmatin prvided in the Envirnmental Statement. 13 Bur Happld 17.5 Implementatin Cnstructin Methd Statements (CMS) The EMP prvides the verall prject strategy fr management f envirnmental issues, hwever, a Cnstructin Methd Statement (CMS) will address envirnmental management issues at a site level. The CMS prvides an envirnmental manual fr use by management and cnstructin staff invlved in the wrks. It addresses the envirnmental issues that are specific t an activity and/r site. CMS s shuld be prduced fr all majr cnstructin activities and/r majr cnstructin sites Wrk Instructins (WIs) Envirnmental wrk instructins (WI s) are the mst detailed frm f envirnmental cntrls and prvide hands n directins fr n-site staff. They are related t specific envirnmental aspects n-site and prvide clear and cncise instructin t site persnnel in dealing with situatins such as: envirnmental incidents adverse weather cnditins cmplaints cntrls and cmmitments detailed in the EMP and CMS s a trigger pint cntained in the envirnmental inspectin checklist r lg general gd site practice 17.6 Checking and crrective actin Mnitring and reprting Mnitring is an integral part f the EMS as it establishes hw the prject is perfrming against bjectives and targets set in the EMP. A schedule and prcedures fr mnitring and reprting shuld be develped at the utset in rder t: identify any negative impacts frm cnstructin activities assess the effectiveness f cntrl measures demnstrate cmpliance with regulatry cnditins and bjectives and targets set in the EMP Identify if further cntrls/crrective actin is required Regular mnitring and reprting f dust, nise, vibratin and water quality will be required by the regulatry authrity. The frequency f this mnitring and reprting will largely be dictated by requirements f the Hayle Harbur Revisin 01 Envirnmental Statement Nvember 2007 Cpyright Bur Happld Limited Sectin17-7

14 Bur Happld planning bligatin, sectin 106 agreements and the bjectives and targets set in the EMP. In additin, mnitring may be required as a result f a cmplaint, a request by a statutry bdy r a trigger pint in an inspectin r checklist being exceeded. Mnitring and reprting shuld als reflect any requirements identified r cmmitments made in the CMS Envirnmental inspectins, audits and registers In additin t the rutine mnitring detailed abve a schedule f regular inspectins, audits and reprting will be required by the cntractr. These inspectins etc will prvide a recrd f site cnditins and activities and prvide a mechanism by which the cntractr can establish the effectiveness f its EMP. These checklists and reprts shuld be kept at each site ffice and shuld be updated and used in the day t day peratin f the site. The client will als develp a schedule f inspectins and auditing f the cntractrs EMP in rder t ensure that established standards f envirnmental cntrls are being maintained by the cntractr Cmpliance and nn-cnfrmance/crrective actin reprt If criteria within the EMP are nt fulfilled and apprpriate and crrective actin is nt taken a nn-cnfrmance may be raised by the envirnmental manager. Examples f circumstances where this may arise include: Receipt f a cmplaint regarding pllutin r ther envirnmental impacts caused by the prject Departure frm apprved r agreed prcedures Nn-cnfrmance identified as a cnsequence f any self-assessment, frmal audit r ther envirnmental survey r inspectin Crrective actin may include changes t wrk instructins (frequency f testing, test methd etc.), alteratins t the CMS, further staff training etc. Nn cnfrmances shuld be reviewed by the envirnmental manager and frm part f cnstructin meeting agendas. In additin, nn-cnfrmance/crrective actin reprt can be issued t the cntractr by the client. It is the respnsibility f the cntractr t immediately initiate crrective actins and, nce cmpleted, prvide details f the actins undertaken n the nn-cnfrmance/crrective actin reprt and return it signed t the client s envirnmental manager within an agreed timeframe. If the nn-cnfrmance is cnsidered t breach legislative requirements, the breach shuld be reprted t the apprpriate public authrity Management review Review triggers will be set in rder t maintain the suitability and effectiveness f the EMP.
