1 6.2 Infrmatin Technlgy (IT) The newspaper reprt f 2 nd April 2014 captures the situatin just days befre the pll necessitating the extensive Dry Run t check BSNL services n 7 th April Thanks t the effrt put in by BSNL, the Electin Department was able t cmmunicate with 330 ut f 386 plling statin thrugh BSNL services which was a huge imprvement n the situatin a few days earlier, Hwever, these services were nly the mst basic and the level f barest minimum, in ther wrds, they were just enugh t make a telephne call r send an SMS. Due t bth the bandwidth cnstraints n a regular basis and the cllapse f the main satellite, the first reactin f the Electin department was it wuld be impssible t have IT based initiatives fr the electins. The Electin Cmmissin was frwarding many instructin regarding updating infrmatin n the ECI prtal/dashbard, sending infrmatin thrugh the internet, live web casting etc. The fficers, especially the yunger nes like the RO and the DEOs were nt willing t let adverse circumstances stp them frm trying their level best. The IT department f the administratin with the assistance f the NIC and the BSNL wrked with the Electin department t translate these int reality. a) Live Web Casting Thus, in spite f the almst nn-existent bandwidth, the Electin department was able t have live web casting frm 5 plling statins n 10 th April, It was fr the first time in the histry f these islands that live steaming f any event was attempted. The feed was frequently interrupted but interestingly, while many peple n these islands culd nt see it, it was clearly visible t peple n the mainland, thanks t the uplading by the NIC n CEO website. In rder t achieve this BSNL had t diver bandwidth frm elsewhere and 5 plling statin lcatins was the maximum that culd have been dne. 1

2 Live webcasting frm 5 Plling Statins. This was a very challenging task in this UT because f the very limited bandwidth. It was fr the first time that live streaming f any event frm these islands was dne Snapsht f CEO s Website shwing links t Live Web casting b) Mbile Applicatin The IT department develped a Mbile Applicatin fr all eligible vters t find ut their plling statin details by simply typing in their EPIC Number frm their mbile phne. This applicatin was free f cst and culd be dwnladed frm the website. c) Live Pll Mnitring SMS BASED POLL MONITORING SYSTEM AND LIVE POLL DATA ON CEO WEBSITE Besides the nrmal mde f cllecting infrmatin n varius parameters n the Pll day, this year the UT Electin department in assciatin with NIC and IT Department intrduced a SMS based Plling Mnitring System fr enabling cntinuus data cllectin f pll status frm every Plling Statins thrugh the registered Mbile number f the Presiding Officer and first Plling Officer. There were sme plling statins in every district which were nt accessible by mbile telephnes and in thse Plling Statins help f Plice Radi was taken n the pll day in rder t enable the ffice t cmpile the figures and t send peridical reprts t the Electin Cmmissin f India at regular intervals. 5 d) Cunting fr GE 2014 Methds f cmmunicatin are very limited in the Andaman and Nicbar Islands. There are very few private newspapers and that t nne with high circulatin. The All India Radi service is nt available everywhere, and the lcal cable TV channels are nt well develped. Mbile phnes are therefre perhaps the mst effective methd f sharing infrmatin and fr the first time, the Electin department tied up with the UT Infrmatin Technlgy Department t give regular uplads thrugh SMS n cunting results n 16 th May This was a very ppular initiative and mst peple depended n this fr real time accurate infrmatin. e) The limitatins f bandwidth and ther cnstraints encuraged fficers t frequently lk fr unusual slutins. Since it was difficult t cmmunicate even within the districts and frm Prt Blair with all the fficers, especially thse in remte areas, it was decided t create a grup n which all cmmunicatin was upladed. All the fficers were given the passwrd f this grup n Ggle. The fficers were in tuch with each ther n Whatsapp and all the detailed instructins, handbk, manual and cmpendium f the Electin Cmmissin was placed n Ggle Clud because it was easier t access. As already mentined, Ggle Earth was extensively utilised t map the crdinates f the plling statins. Hwever, many applicatins such as Whatsapp culd be dwnladed either n the mainland r in Prt Blair n a very gd day. All these initiatives were very unique fr these islands and had nt been attempted befre. It was matter f great pride when n Pll day and Cunting day, all these initiatives were implemented smthly and successfully. This has given enrmus cnfidence t the fficers in this Administratin, in turn prviding a bst t all e-initiatives. 5
