1 JOB DESCRIPTION AND PERSON SPECIFICATION MECHANICAL AND ELECTRICAL MANAGER Responsible to: Responsible for: Overall Purpose: Repairs and Maintenance Manager The delivery, co-ordination, regulatory/statutory compliance and overall management of Mechanical and Electrical (M&E) services on behalf of Derwentside Homes and its subsidiaries (eg Prince Bishop Homes). Through the Repairs and Maintenance Manager to lead on the development and delivery of a high quality mechanical and electrical service that will enable Derwentside Homes to meet its business objectives as both a construction client and commercial contracting organisation along with the needs of all users/stakeholders. This will include management of M&E services including full statutory and regulatory compliance, development of strategies for growth, management of programme budgets and management of direct works including the associated trading account. Key Responsibilities (Functional) To be responsible for the management and control of the M&E service and its related functions, ensuring the commercial viability of the functions and that all aspects such as project management, operational management, design, procurement, estimating, partnering, management of programme budgets, forecasts of cash flow/budget, cost plans, budgetary control, cost/value reconciliation, contract administration, energy management, compliance with CDM Regulations, environmental management, waste management, cost floor information, customer satisfaction, risk management, health & safety, commercialism/management of trading account and technical support services (including developing actions/strategies with internal stakeholders) are delivered and provided to high standards. To lead on the preparation, monitoring, control, forecasting and regularly reporting on the management, performance, progress and reconciliation of the budget/trading accounts of the M&E section (including individual trading areas) including recommending appropriate action where required to ensure schemes are delivered to quality, time, within budget/generating a surplus and the required customer satisfaction levels, with appropriate risk and health and safety management. Ensure that Derwentside Homes and the service is compliant with current legislation, regulatory requirements, policies, best practice and relevant guidance. Keep yourself, your team and the organisation up to date with all of these and ensure that any required changes as a result of changes in these are implemented in a timely and efficient manner.
2 Lead on the delivery of the M&E cyclical maintenance functions (as both client and contractor) and ensure that all domestic properties have a valid landlord gas safety certificate and electrical inspection with full regulatory compliance. To assist the Strategic Asset Manager in his duty as "Responsible Person" and in ensuring regulatory/statutory compliance through the effective management, monitoring, service and maintenance of all electrical, gas, heating, ventilation & cooling installations, lift installations, fire/carbon monoxide detection/alarm, water hygiene, equipment and plant in all nondomestic premises. Lead on the establishment, implementation, management and review of targets to ensure the commercial viability of the M&E service, continuous improvement, sustainability and growth. This will include targets such as operative performance, use of subcontractors and surplus, and the consultation/sharing these targets with all team members and ensuring ownership of them at an appropriate level. Lead on the establishment, implementation, management and review of targets to ensure the delivery within M&E budgets, including recommending any appropriate actions to retain expenditure within budget and drive delivery of value/efficiencies. To lead on the development and management of Renewable Energies including design, construction and administrative functions. To manage the preparation of cost plans, procurement strategies and the verification of interim valuations and final accounts. To establish monitoring procedures to ensure that the services delivered by contractors, consultants and suppliers are in a manner that supports and complies with both external regulations and internal policies and procedures, including the Equality and Diversity Policy To assist the Repairs and Maintenance Manager to determine appropriate procurement routes/tender opportunities, manage the preparation of tender documents, estimating, opening of tenders, preparation of reports, preparation of contract documents, delivery of contractual obligations, issuing of instructions/certificates, and to monitor performance (inc. dispute resolution). To manage the carrying out of stock condition/asbestos surveys relating to M&E Services and provide relevant data to the Strategic Asset Manager to update/maintain the asset management and asbestos database. Ensure that the functions of the service are competently carried with full consideration of asbestos, the asbestos management plan and the asbestos register/database by both internal and external parties, including appropriate management of the associated risks and any necessary removal. This will include the provision of any necessary asbestos surveys to contractors/operatives and approval of any necessary method statements/risk assessments. To assist the Repairs and Maintenance Manager to lead on the appointment, process and management of partnering agreements/traditional contracts, specialist contractors lists and consortia arrangements.
3 To assist the Repairs and Maintenance Manager to ensure the Company uses modern methods/new initiatives to provide maintenance services to customers and ensure they are responsive, consistent, accessible, safety minded and operates within financial plans, meeting best practice, and in accordance with all statutory legislation. To manage within the M&E section the control the use of transport, subcontractors and all other variable overheads in line with organisational requirements, best practice, and effective supply chain management. To identify, develop, implement, and report on efficiencies in accordance with the Efficiency Agenda. To lead in the identification, development, implementation and reporting on M&E innovations/best practice that will benefit Derwentside Homes, its partners, customers and stakeholders To work with the Environmental and Sustainability Officer on energy efficiency matters including carbon reduction, mitigation of fuel poverty, fuel contracts and relevant statistical returns. To manage the preparation of risk assessments and liase with partners/contractors to ensure compliance with all health and safety legislation (CDM) To assist the Repairs and Maintenance Manager to carry out the role of CDM Co-ordinator/Client/Contractor on contracts within the section. To liase with all stakeholders as necessary within a customer focussed environment. To ensure that responses to enquiries, complaints, MP/Councillor enquiries and stakeholders are made in an appropriate manner, within the required timescales as stated within the relevant procedures. To ensure that Derwentside Homes retain Professional Bodies membership to relevant discipline and adheres to recognised standards set out to maintain accreditation.

Engage with and establish good communications and working relationships with partners, internal/external stakeholders and external organisations to ensure a co-ordinated approach in delivering excellent services. Ensure that the Company and its staff comply with all legal, statutory and Housing Corporation regulations along with best practice. Ensure timely and meaningful engagement and consultation is undertaken with tenants and other relevant groups/individuals as required to ensure a customer focussed service. To determine and monitor standards of performance throughout the range of the function s operations, ensuring development of an effective service responsive to changing circumstances and demands. As a line manager, to ensure that the organisation s equality, diversity and inclusion policies are fully implemented at all times and in all aspects of service delivery and employment. In all aspects of the company s work, to promote effective communications, excellence in customer service, and a focus on continuous improvement. Ensure activities meet with and integrate with organisational requirements for health and safety (Inc CDM), legal stipulations, environmental duties and general duty of care. Responsible for acting with other officers within and outside of the Directorate to help achieve the corporate objectives of Derwentside Homes as contained in the Corporate Plan.
5 To ensure staff training, appraisal and development are carried out annually and training plans developed in conjunction with HR. To review sickness absence and manage the implementation of any policies in relation to that area to ensure the continued reductions in the cost of sickness. To carry out such duties and responsibilities as may reasonably be directed by the Repairs and Maintenance Manager.
6 Key Requirements Qualifications Experience Degree level or equivalent education or recognised mechanical qualification or electrical or significant relevant Mechanical and electrical experience gained within construction/housing. Evidence of continually developing professional knowledge. Significant management level experience with budgetary responsibilities; Experience of managing M&E commercial organisations, client services and operational management. Good commercial/entrepreneurial experience; Experience of providing a customer based service; Experience of managing a skilled, multidiscipline team with full statutory and regulatory compliance, together with a commercial acumen. Promoting equality and diversity in all aspects of employment and service delivery; Knowledge/Understanding Knowledge of social housing and understanding of public sector issues and sensitivities, including Regulatory compliance; Well developed understanding of the dynamics of business and financial management within a complex organisation and in particular those of a mechanical and electrical contractor/client. IT Literate with thorough understanding of IT and how effective IT systems can support the efficiency of organisations; Up to date knowledge of legislative frameworks and key issues relevant to the post; Good understanding of Health and Safety issues.
