2 GENERAL PURPOSE Under general supervision, plans, assigns, inspects, and supervises the daily work of maintenance personnel engaged in the repair and servicing of a wide variety of gasoline, diesel and CNG-powered vehicles and equipment; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS The reports to the Assistant Public Works Director / Operations overseeing the operation of the Fleet Services Section, and provides supervision, technical assistance and training to a staff of Fleet Technicians, service workers and related craft workers. Work and results are reviewed through inspection and analysis of records, reports and completed work orders. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Participates in the selection and training of personnel; establishes daily work priorities and assigns service orders to Fleet Services personnel. Participates in the evaluation of assigned personnel; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development. Performs quality control inspections on City-owned transit buses, as it pertains to maintenance requirements, performed maintenance, and documentation retention. Participates in the installation, design, and specifications for the upfit of Police Emergency Response Units including evaluation of equipment needs, design, wiring schematics, and troubleshooting / repair. Explains and enforces safe work procedures and proper use of equipment; provides technical assistance to staff in resolving difficult problems encountered; manages the City s CHP terminal inspection program to ensure compliance. Uses approved requisitions to purchase materials, tools and fleet service equipment; responsible for contracted maintenance services for shop efficiency; monitors work activities and expenditures to control costs; and maintains the parts inventory. Tracks and evaluates service history information for specific vehicles related to the assessment of the economic life of particular vehicles and equipment. Monitors and assesses service performance and the overall efficiency of the City s motor pool program. Schedules, coordinates, supervises and inspects the daily work of personnel engaged in the overhaul, repair and maintenance of a wide variety of automobiles and gas or diesel-powered trucks and equipment, including engines, fuel, electrical, hydraulic and body and chassis parts; reviews and approves vehicle modifications to ensure compliance with the Department of Transportation. Inspects equipment to determine work required and to evaluate performance; estimates personnel, material, and equipment requirements for assigned jobs; recommends special work required or necessary equipment maintenance; reviews completed work. Completes routine service records, including time cards and worksheets and provides information for accident reports, maintenance requests. Responds to questions and concerns from other departments, divisions, and members of the public. Participates in actual maintenance or repair work, as needed and responds to emergency service requests, as needed. Maintains Fleet compliance with all state, regional, and local air quality regulations. Page 2
3 ESSENTIAL DUTIES AND RESPONSIBILITIES (continued) Prepares specifications for City cars, light and heavy-duty trucks, and equipment in accordance with job function and demands. Prepares the annual budget for Fleet Services, including the operating budget, fuel budget, City-wide motor pool rates, and vehicle replacement and retention programs under the direction of the Assistant Public Works Director / Operations. Oversees the operation and maintenance of gasoline and CNG fueling stations, including fuel purchasing, billing preparation, repair, enhancement, and expansion. May schedule, coordinate, supervise, and inspect the maintenance and repair of Fire Department vehicles, apparatus. QUALIFICATIONS GUIDELINES Knowledge of: Techniques, methods, materials, tools and equipment used in the overhaul, repair and maintenance of gasoline, diesel, and CNG-powered vehicles, trucks and related equipment; principles and practices of employee supervision; purchasing procedures; safe work methods and safety practices pertaining to the work, including fire safety practices and OSHA standards; operation and maintenance of a wide variety of equipment, hand, shop and power tools; machine and welding shop methods and practices; relevant codes and regulations; micro-computer applications related to the work; federal, state and local laws and regulations pertaining to the handling and disposal of hazardous waste and clean air requirements; fuel delivery systems; air quality regulations. Ability to: Plan, estimate, coordinate and schedule the work of others; prepare and maintain a variety of reports and records; read and interpret plans, specifications and manuals; operate and maintain equipment and tools used in the field; establish and maintain effective working relationships with those encountered in the course of the work; identify and implement effective courses of action to complete assigned work; coordinate work assignments with other divisions, departments and agencies; develop and implement goals, objectives, policies, procedures, work standards and internal controls; exercise independent judgment within established guidelines. Education/Training/Experience: A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from high school or G.E.D. equivalent, five years of skilled journey-level experience in the repair and maintenance of gasoline, diesel, and CNGpowered vehicles and equipment, including three years of lead / supervisory experience, preferably in management of a commercial or government fleet, or an equivalent combination of training and experience. Desirable Qualifications: Experience in the maintenance and repair of Fire Department vehicles/ apparatus. Licenses; Certificates; Special Requirements: A valid Class C California driver s license and the ability to maintain insurability under the City s vehicle insurance policy is required. ASE Certifications at the Master Certification Level in Automobile and Light Truck and/or Medium and Heavy Truck. A Class A driver s license, or the ability to obtain one within 12 months of date of hire, is preferred. Page 3

5 CORONA SUPERVISORS ASSOCIATION CITY PAID BENEFITS RETIREMENT: Employees are covered by the Public Employees Retirement System. The CALPERS contribution is 8% of the employee s base salary. For employees hired on or after January 1, 1999, the City pays 5% and the employee pays 3% for a total contribution of 8%. The City does not participate in Social Security and the City pays the employees mandatory contribution to the Medicare Program. ANNUAL LEAVE & HOLIDAYS: 25 (8-hour) working days (200 hours) of paid leave are earned after one year of employment, with additional days earned, based on length of service, up to 35 (8-hour) days (280 hours). There are 12 (8-hour) paid holidays (96 hours) per calendar year. ANNUAL LEAVE BUYBACK: Eligible employees may buy back a maximum of 160 hours of Annual Leave once each year. DISABILITY & LIFE INSURANCE: Long term disability insurance provided free for each employee. Also, a term life insurance policy is provided to each employee equal to 5 ½ times the employee s annual basic earnings to a maximum, of $750, MEDICAL INSURANCE: Employees and dependents health insurance premiums are provided. For employees hired on or after January 1, 1999, the City will pay base a monthly IRC plan contribution in an amount equal to the premium payment for Blueshield family coverage (currently $ per month). There are a variety of plans to choose from. Option to waive medical insurance, indexed at 2003 PERS Choice rate equivalent to your current coverage (i.e. single , employee + one , family ). EMPLOYEE ASSISTANCE AND COUNSELING PROGRAM: This is a comprehensive program designed to help employees and their family members find direction in solving personal and/or emotional problems. DIRECT DEPOSIT: A free checking account and checks are available with Bank of America, Corona. FLEXIBLE SPENDING PLAN: Each employee may contribute to either a medical reimbursement account or dependent care account to pay for unreimbursed medical expenses and/or dependent care expenses with pre-tax dollars. The flexible benefit plan is offered at the time of hire and at each open enrollment period. DEFERRED COMPENSATION PLAN: Employees hired on or after January 1, 1999 shall receive a payment into their deferred compensation plan account of $ per quarter plus $ per quarter to be deposited into a Retirement Healthcare Savings Account (ICMA VantageCare or Nationwide PEHP). LONGEVITY PAY: After 5 years of service: $1, annually. After 15 years of service: $1, annually. After 10 years of service: $1, annually. After 20 years of service: $2, annually. TUITION REIMBURSEMENT: The City shall reimburse for books and tuition for college-level courses leading to a job related degree or certificate. Tuition is reimbursed at a rate equivalent to the California State University Fee Schedule.
