Credit will be given for years of service, plus $1,000 for Masters Degree. BENEFITS: DEFINITION AND RESPONSIBILITIES: Health and dental insurance for employee and dependents included in salary package. A life insurance policy on the employee for $10,000 is provided at no cost to employee. The employee participates in the State Teachers Retirement System. 2 AREA INFORMATION: Siskiyou County is located at the top of the State midway between Ashland, Oregon, home of the Oregon Shakespeare Festival, and Redding California, the Shasta Lake Recreation Area. It is the fifth largest county geographically in the State of California. Scattered throughout the County are historic homes, ranches, railroads, five wilderness areas, four wild and scenic rivers and a national wildlife refuge. Siskiyou County provides some of California s most beautiful landscape. From scenic forests, valleys and lakes to majestic Mt. Shasta, the Lava Beds National Monument and the Marble Mountain Wilderness. Recreational activities include rafting, canoeing, gold panning, packing/camping, hunting, fishing, hiking, skiing, snowboarding, golf and mountain biking. 3 609 South Gold Street Siskiyou County Office of Education Yreka, CA Providing a Menu of Powerful Services to Schools and Communities Supporting the Learning Goals of Each Child and Family ASSOCIATE SUPERINTENDENT - SPECIAL EDUCATION/SELPA POSITION SUMMARY Under the general direction of the County Superintendent, the Associate Superintendent of Special Education/SELPA plans, coordinates, and administers the various instructional and student-oriented programs maintained by and operated through the Siskiyou County Office of Education, with emphasis on special education, court/community school and other student program supervision. Budget and LCAP development, monitoring for the various program areas is a shared responsibility of the Associate Superintendent, working in cooperation with other office staff. ESSENTIAL FUNCTIONS Serves as SELPA director, and provides vision and leadership for Special Education Local Plan implementation Coordinates and integrates the office s various instructional programs as they are related to special education and community/court schools Oversees the submission of state and federal required reporting documents including Budget and Service Delivery plans, waiver request, annual budget reports including LCAP, etc. Oversees and coordinates state and federal monitoring efforts and implements changes when necessary Leads and supervises the Program Managers within the special schools and services division Knowledge of principals and practices used in evaluating the disabilities of children in order to assure proper placement in programs including a broad range of disabling conditions exhibited by students Directs the court and community school programs sponsored by the county Consults with district personnel in evaluating special education instructional program effectiveness and compliance Supervises and evaluates certain instructional staff and office personnel and plays a key role in the selection, placement, and professional learning planning for every staff member under his/her leadership Coordinated interagency services with various community agencies to ensure optimum services to schools, parents and students Prepares and manages department budget and LCAP Serves as a member of the Superintendent s Cabinet Actively engages in an ongoing program of professional learning to maintain and improve management skills and leadership abilities

4 ABILITIES Work well with people to establish and maintain effective working relationships in multicultural settings Identify and respond to community, School Boards and Superintendents issues, concerns and needs Make presentations to various audiences Stay current on special education issues regarding legislation, regulations and requirements Collect data, complete reports, work plans and evaluations of program effectiveness Communicate effectively both orally and in writing Interpret, apply and explain rules, regulations, policies and procedures Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals QUALIFICATIONS Possess an appropriate California Administrative Credential. Advanced Degree preferred Possess a minimum of three years of successful education administration experience, including at least three years in a responsible site or central office administrative capacity Possess a minimum of five years of successful special education experience Possess experience/training in program and budget planning; staff and curriculum development; staff and program evaluation; and special education program administration Knowledge of issues and elements affecting the functioning of a SELPA organization Experience in coordinating interagency efforts to ensure optimum services to children with disabilities and their families Possess a valid California Driver s License PHYSICAL REQUIREMENTS The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.
