1 GUIDELINES FOR RIGHT TO INFORMATION FELLOWSHIP RTI Fellowship The Deprtment of Personnel nd Trining (DOPT), Ministry of Personnel, Puli Grievnes nd Pensions, Government of Indi, is the nodl Ministry for the Right to Informtion At. It is lso dministering Pln sheme titled Improving Trnspreny nd Aountility in Government through effetive Implementtion of the Right to Informtion At. The primry gol of the sheme is to ontriute towrds more ountle nd trnsprent government nd it hs severl omponents inluding progrmmes for wreness genertion, trining nd e-governne inititives for RTI for hieving the purpose. Under this sheme, DOPT proposes to offer 4(Four) short-term fellowships to reserhers from the field of medi / Civil Soiety professionls / RTI Triners to ondut field sed reserh on themes relting to RTI. It is hoped tht the reserh output will enhne our understnding of the sttus of the implementtion of the t, inluding its suesses, onstrints in its implementtion nd how those re eing / ould e overome nd wht more needs to e done to help hieve the ojetives of the At. Who n Apply/ The fellowship is open to professionls in the ge group 25 to 40 from the field of journlism (newspper/ mgzine/ rdio/ TV), Civil Soiety nd reserh nd trining in the field of RTI. The pplint should hve proven redentils in his / her professionl re, hve some prior experiene of work relting to the Right to Informtion nd should hve n ptitude for reserh. Suggested Ares of Study nd Reserh Output RTI fellowships would e grnted for reserhing ny theme relting to RTI with the ojetive of ontriuting towrds etter understnding of the suesses of RTI nd/ or onstrints in its implementtion nd how implementtion of the At ould e strengthened? Some exmples of themes tht ould e seleted re given elow. These re only in the nture of exmples nd pplints my hoose ny theme relting to RTI s long s they re le to justify tht it would meet the ojetive of the sheme. () Issues relting to wreness genertion nd essiility for seeking informtion. () Role of ivil soiety in strengthening RTI regime nd how government my oordinte with the efforts of the CSOs. () Suesses of RTI in improving trnspreny nd ountility. (d) Issues in funtioning of Centrl Informtion Commission /Stte Informtion Commissions. (e) Implementtion of provisions regrding pro-tive dislosures. (f) Best prties from the field.

2 The proposl should lerly indite the output tht will e delivered t the end of the fellowship. It ould e in the nture of monogrph of,000 words whih is redy for pulition, or fetures/news stories /investigtive stories tht ould e printed / pulished s journlisti piee in ntionl /interntionl medi or, in the se of professionls from the field of udio-video medi, it ould even e short video films or stories. The opyright of the reserh output will vest in Government of Indi who my pulish the reserh output nd /or my use it in ny other wy for the purpose of strengthening the working of the RTI regime in the ountry. GOI my, however, upon request, permit the Fellow to use the output for pulition et., if government itself does not pulish / mke use of the output within one yer. Durtion The fellowships would e for durtion of three months. Compenstion nd funding ) Eh seleted Fellow will reeive stipend of Rs lkhs (sujet to tx dedution t soure). ) The fellowship will e disursed on monthly sis (Rs. 50, per month) on reeipt of stisftory progress report y n expert group s per the monthly trgets defined in the proposl. In ddition, grnt of Rs. 50,000 for ooks, reserh mteril, trvel, printing, prodution of retives et. will e provided. These funds will e sntioned on the sis of the reserh proposl nd relesed on prodution of tul ills. ) Finl pyment of Rs. 50, will e mde on the sumission of the finl output /deliverle nd its eptne y the expert group. Seletion RTI fellows will e seleted on the sis of pprisl of the pplition nd the reserh proposl nd/or interviews /presenttion of the proposl.
