The pln reflects input by internl nd externl stkeholders. ACCEL will implement the pln through the shred ledership of both segments. Orgniztionl Structure Consorti Membership: ACCEL hs six member orgniztions: Cbrillo Unified School District, Jefferson Union High School District, South Sn Frncisco Unified School District, Sn Mteo Union High School District, Sequoi Union High School District, nd the Sn Mteo County Community College District (Skyline College, College of Sn Mteo, nd Cnd College). (See ttched orgniztionl chrt for the consortium s ledership/governnce structure.) The members hve long history of successful collbortion nd innovtion relted to dult eduction, including: College trnsition nd ESL clsses offered t Adult School, High School nd Elementry School sites ESL courses nd ssessments ligned to provide direct trnsition from Adult School to Community College. One grnt-funded model includes trnsition dviser. GED/HSD collbortion (outrech, visits, mbssdors) Referrls to Skyline SprkPoint center to ccess support services College stff on Adult School Advisory bords Schools to Colleges nd vice vers Cross referrl College outrech to Adult School students Articultion greements Adult Dt mtching to identify students ttending both Adult School nd Community Colleges Prticiption in the ALLIES colition to crete semless delivery for English Lerner dults The plnning process will build on these existing collbortive reltionships in two wys: Locl collbortion best prctices will be shred for possible repliction in other res of the county Existing prtnerships will be incorported in plnning to build n ongoing collbortive cpcity for semless delivery I

Prtnerships ACCEL hs identified brod set of prtners including: employers (especilly smll businesses), community-bsed orgniztions (Puente de I Cost Sur, Nuestr Cs, JobTrin, Smritn House, North Fir Oks Community Center, etc.), Sn Mteo County Socil Service Agency, Sn Mteo County Office of Eduction, orgniztions serving dults with disbilities (Goodwill Industries, Community Gtepth), Apprenticeship Progrms, Sn Mteo Centrl Lbor Council, the WIB One-Stop Centers, nd the Silicon Vlley Community Foundtion. Member orgniztions hve vriety of existing collbortions with prtners tht will inform plnning. For exmple, Sequoi Adult School hs led n effort to crete mini ALLIES to provide delivery with Nuestr Cs, Cnd College, JobTrin, nd other prtners. The Community College District hs collborted with the WIB system on lbor mrket nlysis. 3 f Project Plnning Roles nd ResponsibilitEes See the Orgniztionl Structure Chrt for roles nd responsibilities of ll groups nd project prticipnts. Steering Committee: The Steering Committee includes the Co-Directors, representtive of the County Office of Eduction, nd representtive from ech Member orgniztion, including n instructionl professionl from ech segment. The Steering Committee will develop the drft pln content for n integrted system integrting the work of the Collbortive Action Tems nd the bckground reserch for objectives 1, 2 nd 4. The Steering Committee will use the shred greement model to develop techniclly sound nd strongly supported solutions. The committee s roles include: Leds the overll plnning nd cpcity building process Develops drft plns nd reports Guides the work of the Collbortive Action Tems Chmpions the outrech process Co-Directors: The project Co-Directors shre ledership eqully on behlf of the two segments. The Community College District Chncellor nd the School District Superintendents, respectively, ppointed the co-directors. Ech Co-Director will consult with the members from their segment to identify their collective preferred direction. The Co-Directors develop finl greements reflecting the shred greement of the Steering Committee nd the equl decision mking voice of ech segment. Collbortive Action Tems: The Collbortive Action Tems (CATS) re the min vehicle to develop collbortive plns nd build ongoing cpcity. The Tems will bring together stff from both sectors to review dt nd developed shred strtegies. Two Co-Fcilittors, one from ech segment, will support ech tem. The Cc- Fcilittors will receive trining on collbortion best prctices to ensure effective tem development. They will lso receive bckground informtion nd interctive tools to led their tems in reviewing nd dpting best prctices to ccelerte student gol chievement. The tems will identify collbortive pilot projects to gin concrete experience in ligning services. Ech community college nd dult school representtive will select their co-chir using the following criteri, which were generted by the steering committee: Experience nd knowledge of Adult Eduction students nd progrms Excellent collbortion nd fcilittion skills Pssion for the work nd the students Openness to innovtion 3

This cn tke the form of student interviews or focus groups, or the prticiption of students on the Tems. Similrly, the Tems will rech out to community prtners to engge stkeholders in defining needs nd developing solutions. In close consulttion with the Project Tem, consultnt project mnger/fcilittor will coordinte the consultnt tem: the reserch consultnt, triners nd subject mtter experts. The project mnger/fcilittor will develop gends nd process support mterils. The reserch consultnt will conduct ll reserch necessry for objectives 1, 2 nd 4, nd provide input to the plns developed for objectives 3, 5, 6, nd 7. A hndbook will be developed for ll plnning prticipnts to provide project overview, provide tem effectiveness guidelines, nd describe their scope of work nd their roles nd responsibilities. Communiction There re three key prtner communiction elements. The first is countywide Prtnering Input Session to be held in April The purpose is to provide bckground on ACCEL to externl stkeholders nd obtin their input to the plnning process, especilly in identifying needs nd community ssets. The second communiction event will be Adult Eduction Ledership Retret. The purpose is to engge employers, elected officils nd prtners in identifying criticl strtegies to support the success of Adult Eduction students. 5
