The system would llow ny user with ccess to the Internet to mke DA sumissions from the convenience of their offices or homes. EDA is in line with the ojectives of CORENET (Construction nd Rel Estte Network) to llow prties in the construction nd rel estte sector to communicte nd exchnge informtion semlessly nd efficiently. EDA would lso e le to cpitlise on the Singpore ONE rodnd network tht will llow fst trnsmissions of digitl informtion over the Internet. User cn lso sumit DA to EDA through CORENET e-sumission System or ecitizen s Business wesite. Section 2 c d Definitions used in this document In this Opertion Mnul - User, you or yours mens the person, firm or corportion using the System to sumit electronic development pplictions, nd shll include ny gent using the System to sumit electronic development pplictions on ehlf of n Applicnt. Applicnt mens the person, firm or corportion mking development ppliction to the Competent Authority under The Plnning Act (Cp 232, 1998Ed) or ny rules mde thereunder. URA mens the Urn Redevelopment Authority. System mens the Electronic Development Appliction System. Section 3 Requirements for the use of EDA 3.1 Generl The User shll comply with ll requirements contined in this opertion mnul (including ll mendments nd updtes thereto s my from time to time e mde y URA) for the use of the System. The User shll lso comply with ll requirements URA my from time to time specify nd notify to the User for sumitting electronic development pplictions using the System. It shll e the responsiility of the User to ensure tht his electronic sumission is in ccordnce with ll requirements of the most up-to-dte opertion mnul nd s my e specified y URA. URA my reject ny electronic development ppliction sumitted y User using the System if the requirements of this opertion mnul (including ll mendments nd updtes thereto s my from time to time e mde y URA) or other requirements of URA re not complied with y the User. 5 3.2 Provision of Informtion y the User For sumission through EDAnet c An User using the System for the first time shll complete nd sign the form shown t Appendix A nd sumit hrdcopy of it to URA efore using the System to sumit ny electronic ppliction. Once URA hs received the form nd is stisfied tht ll informtion to e provided is complete nd sufficient, URA shll notify the User tht he my egin to sumit electronic pplictions using the System. URA my reject ny electronic ppliction sumitted y User efore such notifiction y URA to the User. The User shll notify URA immeditely where there is ny chnge in the informtion provided y him to URA in the form. Where such notifiction to URA is mde orlly y telephone or otherwise, the User shll confirm the chnges in writing to URA within seven dys. URA shll not e responsile for the consequences which my rise s result of or in connection with ny filure y the User to notify URA promptly of ny chnge in the informtion provided. For sumission through CORENET e-sumission System d e An User mking sumission to the System through CORENET e-sumission System shll register nd provide the relevnt informtion required y CORENET e-sumission System. The User shll notify URA immeditely where there is ny chnge in the informtion provided y him to URA through CORENET e-sumission System. Where such notifiction to URA is mde orlly y telephone or otherwise, the User shll confirm the chnges in writing to URA within seven dys. URA shll not e responsile for the consequences which my rise s result of or in connection with ny filure y the User to notify URA promptly of ny chnge in the informtion provided. For sumission through ecitizen s Business wesite f g An User mking sumission to the System through ecitizen s Business wesite shll register nd provide the relevnt informtion required y ecitizen s Business wesite. URA shll not e responsile for the consequences which my rise s result of or in connection with ny filure y the User to notify URA promptly of ny chnge in the informtion provided. 3.3 Sumissions to URA Prior to sumitting ny electronic sumission using the System, User shll ensure tht he hs - i ii iii iv otined the necessry hrdwre nd softwre s specified in Section 4 nd 11 of this opertion mnul; rrnged for pyment of the processing fees y cheque or e-pyment in the mnner s set out in this opertion mnul; provided URA with the necessry informtion in ccordnce with Section 3.2 ove; nd complied with ny other requirements s set out in this opertion mnul. Where the User is mking sumission s n gent for the Applicnt, the Endorsement on Owner s Consent shown in Appendix B shll lso e ppended to ll CAD drwings in the electronic development ppliction. For ll new erection sumissions, the Endorsement on Rod Line nd Dringe Interprettion Informtion s shown t Appendix C shll e ppended to ll the proposl plns in the electronic development ppliction. In ddition to the requirements ove, the sumission shll e suject to complince with ll of URA s previling requirements governing the type of development ppliction tht my e pplicle from time to time. Where the User is cting s gent for the Applicnt in sumitting n electronic ppliction using the System, the User shll comply with the requirements stted in Section 3.4 elow in ddition to the requirements ove. 3.4 Mking Sumissions s Agent EDA Opertions mnul Ver 1.6 ( ) pg 6

7 In ddition to the requirements stted in Section 3.3 ove, User using the System to sumit n electronic ppliction s gent on ehlf of n Applicnt shll require the Applicnt to sign nd furnish to him n uthoristion letter in the form s shown in Appendix D. A scnned copy of the duly signed uthoristion letter shll e included s prt of the sumission dt for the electronic ppliction. The User shll retin the originl copy of the duly signed uthoristion letter nd shll produce when required y URA. 3.5 Pyment of Processing Fee c d The fees prescried in the Plnning (Fees) Rules for the time eing in force shll pply to ny electronic development ppliction sumitted using the System. Pyment of the processing fees cn e mde y using cheque or e pyment. For cheque pyment, the User shll ensure tht the cheque for the requisite mount of processing fees together with copy of the print-out of the trnsction record shll rech URA within 2 working dys from the dte of the sumission. The User must ensure tht there re sufficient funds mintined in the designted ccount for deduction of the required processing fees for ech sumission. 3.6 Decision Notices nd Approved Plns URA shll trnsmit ll decisions, notices or other documents in reltion to the User s electronic ppliction in electronic form to the Emil ddress provided y the User to URA pursunt to Section 3.2 ove. The User shll ensure tht the Emil ddress provided to URA is ccurte. The User shll downlod the pproved plns within 7 working dys from the dte of decision notice served to him. An dministrtive fee my e chrged y URA if the User wishes to downlod the pproved plns fter the 7 dy period. All downloding of dt from the System shll e crried out t the User s sole risk nd URA shll not e responsile or ny loss, dmge or consequences suffered y the User or third prty rising from or in connection with the downloding of dt nd use of such downloded dt. 3.7 Inility to Use the System Where the User is unle to mke use of the System to sumit electronic ppliction due to nonvilility of the System, technicl or other resons, the User my still sumit development pplictions using the self-help terminls t the URA Centre. URA shll not e responsile for ny inconvenience, loss or dmge suffered y the User or ny third prty rising from or cused y the inility of the User to use the System for ny resons whtsoever. 3.8 Rollck for Filed Trnsctions If the User encounter ny technicl prolem in the course of the trnsction, he is to contct URA t Tel: to check the sttus of your trnsction. He is to provide the following detils:. Trnsction identifiction numer (if ny). Point t which error incurred, c. Time of trnsction, d. Error messge (if ny), e. Pyment mode selected nd f. Trnsction mount. 3.9 Cncelltion nd Refund Policy Any request for cncelltion must e sumitted within 10 dys from the dte of the registrtion to URA y e-mil (ur_des_registry@ur.gov.sg) or y post to 45 Mxwell Rod, The URA Centre, Singpore The User is to provide the following detils together his request: EDA Opertions mnul Ver 1.6 ( ) pg 7

The following re some possile connectivity options :- c Singpore ONE connection vi ADSL modem or cle modem. Lese line connection to Internet Service Provider (ISP). Modem dilup to ISP (minimum 56.6kps). 4.2 Hrdwre nd System Requirements The following hrdwre nd system softwre re mndtory for use with EDA :- A Personl Computer with the following recommended nd minimum configurtions :- i ii Pentium III PC(recommended); Pentium PC 166Mhz (minimum) 128 MB RAM (recommended); 32MB RAM (minimum) iii Windows 95 / Windows 98 / Win NT / Windows 2000 / Windows Millenium / Win XP Operting System c d Modem for Internet connectivity (minimum 56.6kps) Netrust Smrtcrd Certificte Netrust-Complint Smrtcrd Reder (eg. 9 Section 5 The Stges of n EDA Sumission Process through EDAnet 5.1 Generl Description of the EDA Sumission Process The EDA Sumission process is mde up of three (3) stges :- c Prepring the required Dt Files for sumission. Encrypting nd Signing the Dt Files with Netrust Digitl Certificte. Sending the encrypted nd signed Appliction to URA using We Browser. The following chpters will cover in more detil ech of the stges in the EDA Sumission process. Section 6 Prepring the Dt Files for Sumission through EDAnet 6.1 Overview of the Preprtion Process During Dt File Preprtion stge, the user hs to prepre the following mndtory files to e sumitted in his Appliction :- Appliction Form - Prepred using EDAform Softwre from URA CAD Drwing(s) - Prepred using CAD softwre The user my lso prepre ny other documents nd files which he deems necessry to support his ppliction, such s screenshot imges of the development site, scnned imges of officil documents from relevnt gencies. 6.2 Softwre Required The following softwre re required to prepre the mndtory files for sumission :- EDAForm Softwre from URA The softwre is used to prepre the Development Appliction Form. The output is n ed or md formtted file which the user must include in his ppliction. Computer Aided Design (CAD) Softwre The CAD softwre is used to prepre the drwing plns for sumission. The CAD softwre chosen y the user must e cple of exporting drwings to AutoCAD DWG Relese 14 to AutoCAD 2000 formts, DXF Relese 14 to AutoCAD 2000 formts, or Microsttion DGN formts. The output DXF, DWG or DGN formtted file(s) will e included in the ppliction. The CAD softwre must lso e le to red or import n AutoCAD DXF templte file which contins the endorsements nd required input fields tht the user must insert in his drwing. You my lso require one or more of the following softwre nd hrdwre to prepre documents which you deem necessry to support your ppliction :- i Word Processor or Text Editor You my need softwre to prepre cover letters or explntion notes to the DC plnners. Your softwre must e cple of producing documents either in ASCII Text formt, Rich-Text formt, Microsoft Word 6.0/95 formt, Microsoft Word 97 formt or Microsoft Word EDA Opertions mnul Ver 1.6 ( ) pg 9

10 ii Document Scnner nd Imge Processing Softwre If you wish to sumit officil documents from other gencies to support your ppliction, you my scn the documents into one of the cceptle rster imge formts for sumission to URA. We ccept Windows BMP formt, PCX formt, GIF formt, TIFF formt nd JPEG formt. Scnned photogrphs of your development site or of djcent sites my lso e sumitted in the ccepted rster imge formts to support your ppliction. iii Digitl Cmer nd Imge Processing Softwre If you wish to sumit digitl photogrphs of your development site or of djcent sites to support your ppliction, you my convert them into one of the cceptle rster imge formts for sumission to URA. 11 For this stge of the Sumission Process, you will require the following hrdwre nd softwre (See Section 4 for more detils): - High-speed Internet connection Personl Computer (meeting requirements listed in Section 4) c d Netrust Smrtcrd Certificte (issued y Netrust) Netrust-complint Smrtcrd Reder e Netrust Security Client Relese Netrust Security Client nd Smrtcrd Reder Instlltion The Netrust Security Client softwre which is otined from the Netrust wesite ( is single file nmed NSC128.msi. To instll, Click on NSC128.msi nd it will run the setup progrm. Follow the instlltion instructions. On complete instlltion, the Netrust Client menu will e generted in the Strt menu. You cn lso crete n icon on the desktop y creting shortcut nd point to netrust.exe. 7.4 Netrust Security Client Set-up Procedure (one-time) After the Netrust Security Client hs een instlled, you need to complete one-time set-up procedure to define the EDA We Server recipient list nd to set the defult encryption nd signture options. This is to ensure tht you do not hve to do the repetitive tsks of selecting the recipient nd setting options every time you wnt to encrypt nd sign pckge for URA. (Note tht you will hve to crry out this procedure once for ech Netrust Smrtcrd Certificte tht your firm holds.) Estlish n Internet Connection. Insert the Netrust Smrtcrd into the Smrtcrd Reder. c Click on Strt in the Windows tsk r nd select Progrms then Netrust Client EDA Opertions mnul Ver 1.6 ( ) pg 11

12 d e f g h i j Log in with pssword. Click on Recipients List icon. When the Recipients List window pops up, click on the New utton. When the New Recipients List window pop up, enter EDAnet for the nme of the new list. Click the Add utton nd Serch window will pop up. Enter ednet ur gov sg in the Lst Nme field. Click Mgnifying Glss nd ednet ur gov sg will pper in the ox on the left side of the window. k l m Select ednet ur gov sg record nd click Add to dd it to new list. Click the OK utton to ccept the new ddition to the list. 13 o p q r s t Check oth the Compress efore encrypting checkox nd the ASCII encode fter encrypting checkox. Leve the ent field s it is. Select Triple DES s the encryption option. Click OK to ccept the options nd exit from the More Options window. Click OK to commit the EDAnet recipients list. Click Done. Click File->Log off to log out of Netrust Security Client. 7.5 Prepring the ENT File After the files required for the sumission hve een prepred, the Netrust Certificte Holder of the firm will hve to pckge, encrypt nd sign the documents nd files into one single ENT file for sumission to URA. c d e f Estlish n Internet connection. Insert your Smrtcrd into the Smrtcrd Reder. Click on Strt in the Windows tsk r nd select Progrms then Netrust Client to strt the Netrust Security Client. Enter your Netrust pssword to log in. Click on Encrypt nd Sign icon. Select the files you wnt to send to URA, then click Open. EDA Opertions mnul Ver 1.6 ( ) pg 13

14 g h You my use the Add utton to dd more files into the pckge, or the Delete utton to remove files from the pckge. Select EDAnet s the Recipient of the pckge. i j k Mke sure the Encrypt nd Sign rdio utton is selected. Click the Browse utton to select Directory to store the encrypted nd signed pckge. Check on Archive. Enter n Archive Nme for the encrypted nd signed pckge. l Click OK utton to strt the pckging, encryption nd digitl signture process. m A window will pop up to show the sttus of the process. n On successful execution, file with the nme you entered will e generted in the directory you selected. 16 Section 8 Sending n Appliction to URA through EDANet 8.1 Overview of the Internet Sumission Process After the files required for the sumission hve een pckged, encrypted nd signed digitlly into one ENT file, the User cn proceed to send the ENT file over the Internet to the EDA We Server. 8.2 Softwre nd Hrdwre Required For this stge of the Sumission Process, you will require the following hrdwre nd softwre (See Section 4 for more detils) :- High-speed Internet connection Personl Computer (meeting requirements listed in Section 4) c Netscpe Nvigtor 4.x (preferred) or Internet Explorer 5.x We Browser 8.3 Nvigting to the EDA We Site The EDA We Server is rechle t Estlish n Internet connection. Strt up your We Browser. If it does not lredy point to EDA Homepge, simply type ednet.ur.gov.sg in the Loction ox nd press the Enter key. 8.4 Finding the Virtul DC Counter on EDA We Site After you re connected to the EDA Homepge, click the Mke Sumissions link on the left index frme to link to the Sumissions pge. 17 You will find list of trnsctions which you cn mke t the EDA Virtul DC Counter. 8.5 Mking Your Sumissions Using EDAform Select the Mking Sumissions Using EDAform link to ring up the Mking Sumission Using EDAForm Pge. EDA Opertions mnul Ver 1.6 ( ) pg 17

18 Click the Browse utton t Step 3 nd select the ENT file you creted erlier. c Click the Sumit utton to send the ppliction to URA. A messge will pop up to notify you to wit while the ppliction is on its wy to URA. d On successful completion, you will receive Trnsction Record or Reply Slip showing the dte nd time you sent the sumission, DC Reference Numer nd Trnsction Reference Numer. 19 e f g h If mking fee pyment y cheque, print copy of the Trnsction Record nd send it with the cheque to the DC ddress indicted on the slip. Plese lso print nd keep copy of the Trnsction Record for future references. You my use this Trnsction Reference Numer for checking the sttus of your sumission lter. You should lso note the DC Reference Numer for mking susequent resumissions for this cse. 8.6 Mking Test Sumission This function is for QPs to sumit test sumission to check if his computer nd Internet system is configured correctly nd the e-signing process ws lso done correctly. Plese note tht the test sumission will not e evluted Select the Testing Your System Configurtion link to ring up the Test Sumission Pge. Click the Browse utton nd select the ENT file you creted erlier. c Click the Sumit utton to send the test ppliction to URA. A messge will pop up to notify you to wit while the ppliction is on its wy to URA. d On successful completion, you will receive Trnsction Record or Reply Slip showing tht your test ppliction hd successfully sumitted. 20 8.7 Interpreting Error Messges for Unsuccessful Trnsctions When Mking EDA Sumission Here re some possile error messges tht might e displyed during n unsuccessful trnsction with the EDA We Server. Plese cll us t the EDA Hotline if you encounter ny other error messges not listed here.. Exceed File Size Limit. You re ttempting to send file tht exceeds our llowed limit. Error Code: EDA Invlid Netrust File You did not sumit vlid Netrust File! Plese esign nd encrypt your file nd re sumit gin. Error Code: EDA-1020 c.
