1 JOB DESCRIPTION Job Title Tenure / Hours Directorate and Work Unit Responsible to Responsible for Budget Responsibilities Delegations Job Purpose Technician - (Core Services or Capital s) Full time 40 hours per week Works and Services Engineering Services Engineering Services Group Team leader (Core Services or Capital s N/A Operating Expenditure: $Nil Nil The Technician purpose is to assist in the running of projects under the guidance of the Engineering Service Team leaders which shall included Roading, Drainage and Water activities for the Works and Services Directorate of Council in either Core Services or Capital s. Providing a high level of customer service to the ratepayers of Invercargill in regards to the provision of Engineering services. As part of the employee s career path within Engineering Services, Council will endeavour to provide professional development opportunities across a variety of engineering fields. EXTERNAL TO COUNCIL WITHIN COUNCIL Clients/public. Other team members in your Division/Directorate. Other local and regional authorities. Other Invercargill City Council employees. Outside agencies and professional organisations. Elected Representatives. Community groups and organisations. Contractors Engineering Duties Assisting to supervise and manage contracts, ensuring all work is carried out to a high quality, and is accurate and timely. The day to day running of the contract works is well coordinated, effective and timely. You ensure that the quality of works being carried out is as per the contract document. Faults are thoroughly investigated within the agreed time frames, accurately defined and promptly actioned. Contract claims are verified, checked and certified as being correct within agreed timeframes. Page 2 of 5
3 Accurately and efficiently undertaking investigations, and or design work under the direction of the team leader including obtaining information relating to the assets and entering this data into Council systems. All data is obtained in an accurate manner and entered into the appropriate corporate programme within agreed time frames, with minimal, if any errors. Designs are prepared following recognised standards and guidelines for either Hydraulic Models or Roading designs. All necessary results are accurately and efficiently obtained, printed and reviewed appropriately. Investigating in the field public enquiries / requests for assistance. Enquiries are dealt with promptly, in a customer friendly manner and where appropriate, members of the public are properly advised. Responding promptly to emergency callouts from time to time. You are easily contactable and respond to faults and emergencies within required timeframes within employment agreement requirements. Duties are executed so as to enhance the image of the Council. You carry out instructions and/or set procedures accurately and within given time frames Administration Follow administrative procedures of Engineering Services Group and Council. Complete timesheets, leave forms and other administrative procedures in a timely and supportive manner. Follow agreed guidelines on cell phone use ( including texting), use of fuel cards, study leave, start times, standard of dress and morning, lunch and, afternoon break times and durations Accurately allocating chargeable time to each project. Allocation of chargeable time to each project, accurately and fairly represents that time taken. Utilising corporate systems effectively. Is able to demonstrate that the user of Pathways, Burt, City Map, Excel, Word programmes is consistent with the direction set for the Engineering Services. Customer Service Acting as an ambassador for our Council, going above and beyond to provide both internal and external customers with exceptional service at all times. You are regarded as approachable, interested and friendly. You stop to listen, learn and understand when assisting customers. Customers recognise they have received the level of support and service they seek. You take the initiative to improve work practices and to get the best possible outcome. Problems and complaints are acknowledged, solutions identified and promptly acted upon Council confidentiality policies are met when dealing with customer information. Page 3 of 5

Civil Defence Emergency Management Assisting Council in preparing for and responding to an emergency. After establishing the safety of members of your household, you may be assigned duties to assist Council and/or Emergency Management Southland in an emergency. Health and Safety Taking all practicable steps to ensure personal safety and the safety of others while at work, in accordance with Council s Health and Safety policies, procedures and systems. You understand and consistently meet your obligations under Council s Health and Safety policy/procedures. You actively encourage and challenge your peers to work in a safe manner. Effort is made to strive for best practice in Health and Safety at all times. Other Duties From time to time you may be required to undertake duties in addition to those outlined but which fall within your capabilities and experience. This may be a combination of knowledge / experience, qualifications or equivalent level of learning through experience or key skills, attributes or job specific competencies. ESSENTIAL Education and Qualifications NCEA or equivalent passes in English, Mathematics and computing. Holds a full NZ Drivers Licence. DESIRABLE Diploma in Engineering (Civil) or working towards completion or: National Certificate with an engineering nature or equivalent/higher qualification and/or is actively working towards completion or: Relevant Trade Qualification (Plumbing and/or drainage) and associated work experience. Roading exposure and having knowledge of the RAMM database system. Traffic Controller or Site Traffic Management Supervisor qualification. Knowledge, Skills and Experience Has a Mechanical Aptitude. Is able to communicate effectively in a friendly and cooperative manner. Has good written skills Competent user of Microsoft Word, Excel Previous experience in either or Drainage, Roading or Water networks. Knowledge of Health and Safety principals and application. Familiarity with data bases or Microsoft Access. Is able to maintain accurate and comprehensive records. Customer service experience Practical work experience in a relevant field. Personal Qualities Has an ability to organise and prioritise work and work under pressure. Be a willing and enthusiastic member of the Engineering team. Is flexible able to adapt easily to changing work requirements helps out where needed. Is customer focused. Able to follow instructions accurately and promptly. Can work independently and effectively as part of a wider team. Thorough and perceptive problem-solving abilities.
