1 Position Description Title Sports Liaison Officer Directorate Environment and Infrastructure Department Parks and Gardens Location Kew Classification Band 5 Position code CWPGSPXXSPL Position purpose To effectively organise and administer the planning, coordination, evaluation and promotion of Council s sporting infrastructure and provision of sporting opportunities. Act as the primary point of contact within Council for liaison with sporting clubs, school sports and various sporting organisations and associations.

2 Reporting relationships Reports to: Coordinator Sport Services Internal liaisons: Turf Operations Coordinator Team Leader Turf Management Facilities Officers Other Council staff External liaisons: Residents Members of the public Parks and Gardens Friends Members of sports associations and clubs Schools Government departments Assessment criteria The position will be assessed against the following items: Council Plan Business Plan Performance review and enhancement program (PREP) Risk management Boroondara values statements Duties and responsibilities Sports liaison Act as the primary point of contact for sporting clubs providing support and assistance to them as required Correspondence with Sports Clubs and stakeholder with issues related to sport and recreation across the municipality Act as primary point of contact for maintenance requests and correspondence relating to sports turf and sports facility maintenance

3 Facilitate training and education opportunities for sporting club personnel Support the development of partnerships between the City of Boroondara and internal and community stakeholders in order to facilitate a program of activities aimed at increasing utilisation of Council recreation reserves during off peak periods With support from other team members, be responsible for: - Seasonal Club sportsground allocations - Seasonal pavilion access - pre season club training allocations - website reviews and updates Sport development Assist with the planning of improvements and development of Council s sportsgrounds, sports pavilions and open space facilities Develop and maintain knowledge of current sport and leisure services and infrastructure to service the local community Assist with draft Council reports and briefing papers, together with appropriate recommendations as required for consideration by the Manager Parks and Gardens Assist senior staff to undertake community consultation in the development of new sporting and leisure facilities, policies and strategies Assist in the development of presentations, marketing material and funding submissions including the research of background information Facility management Administer fees and charges for the use of facilities associated with Council s sportsgrounds on a casual hire and yearly tenant basis Assist with bookings of Council s sporting facilities and pavilions associated with sports grounds Coordinate and maintain the tenants key and bond administration processes and systems Carry out regular inspections and reporting of facilities associated with sportsgrounds to ensure they are maintained to an acceptable level Administer fees and charges for the use of Council s sports facilities Coordinate bookings of Council s sportsgrounds, sports pavilions and open space areas Coordinate the sporting clubs key and bond administration system Co-ordinate requests and correspondence for maintenance of sport facilities and turf issues

4 Document management Document management is a shared responsibility between staff, managers, corporate information and system administrators. ECM is the corporate document management system. The Council Service Charter requires a final or interim response to incoming correspondence be provided within 10 working days. If an interim response is provided, it will detail when a full response will be provided. All staff are responsible for making and keeping complete full and accurate records in the Corporate System ECM that adequately document Council business activities and support any decisions made. This further extends to making information available to other staff through ECM improving the overall service provided by Council. Ensuring that all correspondance is responded to, distributed and addressed in a timely matter Administrative tasks to be completed as per business requirements In conjunction with Sports Services Coordinator, review existing workplace documents and systems to implement improvements Risk management Follow established safe working practices, procedures and instructions Take reasonable care for their own OHS and that of their colleagues Seek assistance when unsure of practices and procedures to perform a task Report all incidents, accidents, injuries, near misses and potential risks as soon as practicable to their supervisor Actively participate and contribute to audits, team meetings and training Accountability and extent of authority Reports to Coordinator Sport Services for the effective planning and promotion of sports programs, facilities and services within the municipality Liaise extensively with the Coordinator Sports Services regarding ground bookings and associated issues Providing Sports club development Direct relationship and correspondence with clubs and stakeholders

5 Specialist skills and knowledge Comprehensive knowledge of sport and recreation in a local government context. Excellent customer service skills Understanding of sporting infrastructure and system management. Demonstrated knowledge of facility management Knowledge of sport and recreation planning. Knowledge of issues relating to sporting clubs and their committees and operations at a local level Knowledge of issues relating to sporting leagues and associations across sporting industries A sound understanding of computer applications pertaining to open space and facility bookings management Judgment and decision making Required to make decisions independently and select the most effective solutions/options for all assigned projects under his/her area of control. Required to show innovation in developing and improving work methods to achieve best practice. Required to exercise sound problem-solving skills in the selection of the most effective methods or processes within budgets and time constraints. Management skills Demonstrated ability to manage time, set priorities, co-ordinate resources, plan and organise their own work to achieve set goals and objectives Sound planning, organisational and work management skills Well developed conflict resolution and negotiating skills Ability to implement change Ability to supervise and motivate staff Interpersonal skills Excellent written and oral communication skills to assist with effective liaison with management, staff and external groups and committees

Ability to resolve issues by problem solving and negotiation Ability to work in a multi-disciplinary team environment Foster and lead a commitment to personal and team service excellence Be comfortable in challenging and leading by example Qualifications and experience Current driving license Diploma in Recreation, Sport Management or related field and/or experience in recreation or facility management Experience in sport and recreation management Experience in sporting club operations and facility usage agreements Selection criteria Diploma in Recreation, Sport Management or related field and/or experience in recreation or facility management Comprehensive knowledge of sport and recreation in a local government context.
