Development Manager Salary: 50, hours per week A unique opportunity exists to join the Worthing Homes team as Development Manager playing a vital role in delivering our vision to help create thriving communities so we can provide a range of tenures and different types of properties at prices that people can afford. We aspire to provide a further 500 homes over the next 5 years and have the funding in place to deliver this. With innovative schemes and opportunities for partnership working, it may be feasible to increase this number of homes over the same period. We are seeking an individual with the desire to create homes and sustainable communities for our customers. You will need experience of managing property development services, preferably within social housing. Coupled with experience of leading and managing projects and co-ordinating staff across different teams. The successful candidate will be responsible for the day to day management of the development team in delivering a high performing, customer focused service, actively identifying and delivering new development and regeneration opportunities. If you are educated to degree level with a housing or equivalent programme / project management qualification and have a thorough knowledge of Homes and Communities Agency development and scheme work standards and comprehensive knowledge of the affordable housing development process, we would like to hear from you. 4 Role Profile Template Role Title: Reporting To: Role Purpose: Development Manager Head of Asset and New Business To be an effective member of the Asset and New Business team, making a significant and effective contribution to the operational running of the team and Worthing Homes ensuring that it is well positioned to achieve its vision, current and future business and operational plans and performance targets. Key Management Accountabilities To take particular responsibility for the day-to-day management of the development team in delivering a high performing, customer focused service, actively identifying and delivering new development and regeneration opportunities. Manager Customer Focus To ensure that the development team delivers an excellent quality, flexible, customer focussed service and that we achieve, or exceed, our customer satisfaction targets. To ensure the team members work well with colleagues across the business so that they provide joined up services that meet our vision and values. To ensure that all team members understand the importance of and can demonstrate a high level of commitment and excellence in delivering both external and internal customer services. Management To be a positive, professional and effective role model for the team, supporting recruiting, inspiring, motivating, retaining and coaching team members. To support the executive and operational management teams in the development of a strong culture and behaviours that focus on our key priorities around customers, performance, quality, efficiency and continuous improvement. Key Functional Responsibilities This post holds accountability for the day-to-day management, motivation, development, performance and delivery for the development team To lead, develop and manage the team to deliver an excellent, customer focussed and effectively delivered service. To be accountable for the team s performance by ensuring the effective management of staff development within the team, 1

5 including induction, training, regular team meetings, regular 1:1s, appraisals and performance management. To lead the delivery of the development programme, liaising with funders and partners, making sure all allocations are taken up, and maximising funding opportunities. Together with the Head of Assets and New Business source new business and development opportunities and prepare proposals for consideration by the Board, assisting with the preparation of bid submissions for stock transfers on behalf of Worthing Homes. To negotiate purchases with vendors, instructing and liaising with valuers, consultants, solicitors, local authorities and other agencies as appropriate. To carry out detailed feasibility studies to assess financial and other development risks. To make bids to the Homes and Communities Agency and other funders; to draw down capital grants in accordance with due processes; to monitor, review and prepare project budgets and to ensure that all expenditure and income is closely monitored and controlled. To develop and maintain contacts with developers, consultants and local authorities to assist Worthing Homes in the delivery of new homes. To maintain policies and procedures relating to development work, ensuring that all legal requirements and good practices are observed and that the risk to the organisation is minimised. To ensure all developments comply with our internal standards, with those of the Homes and Communities Agency and other relevant bodies, and with statutory and regulatory requirements. To appoint consultants and contractors, in conjunction with the Procurement Coordinator organise tendering, negotiation or partnering arrangements and ensure that all development works are entered into in accordance with the company s financial regulations / procedures. To ensure site meetings and pre-handover inspections are carried out in a timely and effective manner. To monitor progress of works, control expenditure and quality. To oversee and check rent and service charge information for rented and shared ownership properties. To oversee post-handover queries and latent defects/complaints that cannot be resolved by the relevant neighbourhood surveyor. To ensure comprehensive key information (e.g. legal, contract, planning, contamination) on all completed schemes is in place to ensure effective future management, maintenance and charging of properties. To ensure that value for money and high quality of development work is achieved in line with the Housing Quality Indicators, Design and Quality Standards, as well as meeting regulatory and legal requirements. To identify and achieve performance and other operational targets relating to development and put in place arrangements for their monitoring and regular review. To actively seek resident feedback on completed schemes to inform the design and delivery of future developments and carry out regular reviews of the Development Brief and Performance Specification. To prepare detailed scheme feasibilities to carry out financial appraisals and assess development risks, monitoring and controlling 2

To work collaboratively across the organisation with other teams to ensure that all requirements and processes are met, and in particular take the lead in and/or participate in one off projects/project groups. Person requirements to fulfil the role Qualifications Educated to degree level with a housing or equivalent programme /project management qualification. Additional training that demonstrates that the post holder has the appropriate calibre for a management post and is able to keep abreast of the challenges of the professional areas managed will be an advantage. Behaviours The post holder must be able to demonstrate a commitment to and the ability to role model our values. Knowledge and Skills A thorough knowledge of Homes and Communities Agency development and scheme work requirements, including the Design and Quality Standards, Housing Quality Indicators, Code for Sustainable Homes, Building for Life etc. Comprehensive knowledge of the affordable housing development process from feasibility to completion and of the affordable housing planning framework to be able to problem solve and find solutions to issues blocking scheme delivery. Excellent verbal and written communication skills. Effective stakeholder management skills, building and maintaining positive external relationships and networks. Ability to work under pressure, dealing with competing priorities and delivering results to tight deadlines. Good numerical and analytical skills, and an ability to understand and interpret information. Experience Experience of managing property development services, preferably within social housing. Experience of leading and managing projects and co-ordinating staff across different teams. Experience of managing and motivating teams to deliver objectives and targets. Evidence of commitment to and delivery of high quality customer services and commitment to continuous improvement. Leadership The post holder will have the ability to be an effective role model for Worthing Homes at the management level and to be able to develop productive working relationships. 3
