1 TRANSPORT OFFICER (AFRICAN STANDBY FORCE) 1. POST: Job Title: Grade: Section: Reports to: Duty Station: Transport officer P2 Transport Senior Transport officer Field Mission 2. JOB PURPOSE: To assist in vehicle fleet management and transport maintenance capacity, system and services 3. MAIN DUTIES AND RESPONSIBILITIES : Assist in the provision of the vehicle transport capability within the mission; Assist in the management of the vehicle fleet; Assist in the acquisition, receipt, distribution, maintenance, utilisation and disposal of vehicle fleet; Ensure that the mission s vehicles are used in accordance with African Union Rules and Regulations; Update data on vehicle usage; Assist in the development and maintenance of active road accident prevention programs; Assist in the development of an effective and efficient plan for transport re-supply of all Sections as required; Perform any other duties as directed by supervisor(s). 4. QUALIFICATIONS Minimum Bachelor s University Degree in mechanical engineering, transportation, logistics, administration, management or similar fields 5. EXPERIENCE At least 7 years work experience with a Bachelor s degree or 3 years work experience with a Master s degree in a related field with Government, NGO, think tank, or similar multi lateral, regional or international institution
2 6. SKILLS AND COMPETENCIES REQUIRED Computer literate and well versed in the use of the Internet, Power Point, Excel and Word. Ability to review alternative options and select most effective and cost efficient mode of transport Ability to work in a multicultural setting Must be prepared to work in a hardship context and highly pressurised and sometimes hazardous environment 7. AGE REQUIREMENT: Candidates must preferably be between 25 to 35 years old. 8. LANGUAGE REQUIREMENT : Proficiency in the mission language xxxx. Knowledge of other working languages would be an added advantage(english, Arabic, French and Portuguese). 9. JOB PURPOSE: Leadership of the transport section. Delivery of vehicle fleet management and transport maintenance capacity, system and services 3. MAIN DUTIES AND RESPONSIBILITIES : Manage all transport officers, including the drivers of vehicle fleet, and needs of the mission; Coordinate the provision of vehicle transport capability within the mission; Manage the fleet in accordance with the decisions made by headquarters and the mission; Oversee the acquisition, receipt, distribution, maintenance, utilisation and disposal of the vehicle fleet; Ensure that the mission s vehicles are used in accordance with African Union Rules and Regulations; Mange the testing of staff and issuance of AU driving permits in order to ensure that all vehicle users meet the required driving skills and have an understanding of host country road rules and regulations; Responsible for road safety and accident prevention programs; Provide guidance for an effective and efficient plan for the re-supply of all Sections; Control the costs and benefits of outsourcing transport functions and the feasibility in operational terms of executing these functions given the unstable political situation in prevailing in the field mission; Coordinate work with other AU section and with UN agencies, NGOs, contingents and intergovernmental agencies in providing transport support to the political and operational activities of the mission; Act as the line manager; Ensure the allocation and rotation of appropriate work assignments and develop training and career plans; Coordinate the individual yearly work plans for unit managers and produce detailed performance assessments and evaluations for all staff as required; Perform any other duties as directed by supervisor(s).
11 4. QUALIFICATIONS Minimum Master s University Degree in mechanical engineering, transportation, logistics, administration, management or similar fields 5. EXPERIENCE At least 15 years work experience in a related field with Government, NGO, think tank, or similar multilateral, regional or international institution, of which at least 8 years must have been in a senior managerial position 6. SKILLS AND COMPETENCIES REQUIRED Ability to work closely with governments, NGOs and multi-lateral institutions in complex political affairs, peace and security undertakings. Computer literate and well versed in the use of the Internet, Power Point, Excel and Word. Have excellent writing, negotiating, analytical and communication skills. Demonstrates ability to manage diverse transport operations Ability to review alternative options and select most effective and cost efficient mode of transport Ability to work in a multicultural setting Must be prepared to work in a hardship context and highly pressurised and sometimes hazardous environment 7. AGE REQUIREMENT: Candidates must preferably be between 40 to 60 years old. 8. LANGUAGE REQUIREMENT : Proficiency in the mission language xxxx. Knowledge of other working languages would be an added advantage(english, Arabic, French and Portuguese). 9.
