1 Vacancy Announcement No. 2016/3 ADVERTISEMENT The UN Women Fiji Multi Country Office (MCO) seek to recruit a suitably qualified Solomon Islands national for the following position to be based in Honiara, Solomon Islands :- Project Coordinator, Ending Violence Against Women / EVAW (SOI covering Vanuatu) (SC SB-4) UN Women is seeking the services of a national Project Coordinator for the Pacific Regional EVAW Facility Fund project. Under the supervision and guidance of the Regional Project Manager of the Pacific Regional EVAW Facility Fund, and in collaboration with the Pacific Fund Team, the Project Coordinator will be responsible for providing day to day technical assistance, mentoring and support to grantees and EVAW organisations in Solomon Islands (covering Vanuatu). The Project Coordinator will support EVAW organisations and practitioners to develop and adopt a rights-based and gender responsive approach to planning and implementing projects to end VAW. The Project Coordinator will promote networking and collaboration between government, UN, donor and Civil Society Organisations on VAW issues. The Project Coordinator will assist in the day to day management and administration of the Pacific Regional EVAW Facility project. A substantial part of the Project Coordinator s role will be to support and strengthen results based monitoring, reporting and communication activities of grantees and partners of UN Women addressing EVAW. Position Information Job code title: Project Coordinator, Ending Violence Against Women / EVAW (SOI covering Vanuatu) Pre-classified Grade: SC SB-4 Supervisor (s): Regional Project Manager of the Pacific Regional EVAW Facility Fund (Suva, Fiji) II. Organizational Context The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women provides support to Member States efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors. The UN Women Fiji Multi-Country Office (MCO) covering the Pacific sub-region has four main thematic areas: Advancing Gender Justice in the Pacific (AGJP); Ending Violence against Women (EVAW); Improving Women s Economic Empowerment (WEE); Increasing Community Resilience through the Empowerment of Women to Address Climate Change and Natural Hazards (IREACH). From Policy to Action: Ending Violence against Women and Girls in the Pacific is UN Women s regional EVAW programme which aims to support a reduction in violence against women and girls in the 14 Pacific Island Countries covered by the Fiji MCO. The programme supports Pacific-led activities to improve the policy environment on ending VAWG as well as meet the immediate needs of women and men at the community level who are experiencing violence today; supports Pacific organisations to deliver services that meet the needs of survivors; and takes steps to prevent violence from occurring in the first place by working with media organisations and community organisations to promote community based solutions. The Fiji MCO EVAW programme manages the Pacific Regional Ending VAW Facility Fund (Pacific Fund); and coordinates the UN- Government Joint Programmes on Ending VAW in Kiribati and Solomon Islands. UN Women s work is framed under the UN Secretary General s UNiTE to End Violence against Women campaign. The Pacific Regional EVAW Facility Fund aims to increase access to resources and training, to strengthen government and civil society organisations to design and implement effective initiatives 1

3 to prevent violence against women and girls (VAWG) and expand the provision of and access to rights based and gender responsive services. The premise underlying the design is that: through increased financial resources and capacity development, civil society organizations (CSOs) and governments in the Pacific will provide more effective, comprehensive and holistic services to survivors of violence, their families and communities, and will support the progressive development of prevention strategies to end intergenerational cycles of violence against women and girls. The project offers grants and intensive support to the selected organisations through a targeted and coordinated capacity development programme. A robust, yet practical monitoring and evaluation framework ( ) has been designed to ensure that the Pacific Regional EVAW Facility Fund is equipped to systematically generate, capture and disseminate knowledge through a greater investment in monitoring and evaluation for the benefit of other practitioners, policy makers, and advocates. UN Women is seeking the services of a national Project Coordinator for the Pacific Regional EVAW Facility Fund project. III. Functions / Key Results Expected Summary of Key Functions: Reporting to the Country Programme Coordinator (Solomon Islands) for daily supervision needs, and to the Pacific Fund Project Manager (Suva, Fiji) for technical and operational issues related to the Pacific Fund, with overall supervision of the Regional EVAW Programme Manager, the Project Coordinator will support the implementation of the EVAW Programme in Solomon Islands and Vanuatu, including but not limited to: Provide regular technical assistance and capacity development support to grantees and EVAW initiatives; Support results based monitoring, knowledge building and communications; Support networking and linkages between EVAW organisations; Provide grant management, operational and administrative support to the Pacific Regional EVAW Facility Fund partners grantees and EVAW organisations; Support UN Women Pacific regional EVAW initiatives. 1. Provide regular technical assistance and capacity development support to grantees and EVAW initiatives 2

4 Provide support through technical assistance and mentoring to grantees and EVAW organisations working to end VAW; Place a significant emphasis on maintaining close relationships with grantee organizations of the Pacific Fund, identifying and providing technical support as needed; including through regular site visits; Support training and capacity development initiatives provided for Pacific Fund grantees through technical and logistical support; Deliver in depth, in person introductions to UN Women s knowledge resources on EVAW available online, including the Virtual Knowledge Centre on EVAW, the Secretary General s Database on VAW, Say NO UNiTE media outlets, and the Pacific Fund s Community of Practice (NesianTok and grantees networks/platforms); Support government departments with requests to develop, revise or implement legislation, policies and protocols on ending VAW, with a particular focusing on strengthening multidisciplinary, coordinated service delivery and prevention programming; Identify and support opportunities for capacity building with policy makers and media on ending VAW and gender sensitive communication; Promote strong linkages between UN Women s thematic areas and EVAW/the Pacific Fund, supporting joint initatives, events and actions, and documenting each; Track and report on the provision of technical support to grantees and other EVAW related initiatives and organisations on a monthly basis; Support organizations funded by the Pacific Fund to further develop skills in organisational and project management, response and prevention to violence against women, documentation and human rights based approaches, and to meet performance standards; Identify and respond to specific capacity building needs in grantees, particularly in relation to women s human rights based approaches and gender sensitization, through facilitating capacity building site visits, processes or trainings required; Provide tailored training and guidance to grantees when needed, to support the implementation, monitoring and evaluation of projects; Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects capacity development programme is harmonised and coordinated with other in-country efforts; Following up and maintaining contact with those supported to attend capacity development organised events provided to grantees. 2. Support results based monitoring, knowledge building and communications The Project Coordinator will support the implementation and reporting of the project s Monitoring and Evaluation Strategy, UN Women s EVAW Operationaland Country Action Plans; Regularly utilize the UN Women and Pacific Fund results monitoring frameworks to capture achievements, progress and results, particularly against Annual Work Plans; Conduct regular monitoring site visits to grantees and regular contact as part of the Pacific Fund monitoring and evaluation processes and results-based reporting; Provide the first level of review, feedback and clearance on grantee narrative and financial reports before submission to the regional secretariat team; Support the development of knowledge materials on EVAW capturing good practices and lessons learned; Support funded organizations and key partners in regularly and systematically capturing, documenting and communicating lessons learned and good practices in EVAW in the Pacific context- through regular reports, case studies, stories, etc; Maintain strong and regular communications with the Pacific Fund team throughout the Pacific and in Suva to document and share country achievements, developments, stories, case studies, and updates, responding in a timely manner to requests for information; 3

5 Support the implementation of the UN Women Fiji MCO EVAW communications plan; Work with various media partners to enhance reporting on EVAW; Identify of sources of information related to policy-driven issues, linked to programme and country policy goals; Provide quality and timely monthly, quarterly and annual reports, and as requested, to the EVAW team management. 3. Support networking and linkages between organisations working on ending violence against women Support networking, information sharing and coordination among grantees, EVAW organisations within and across Pacific countries, including through the Pacific Fund s Community of Practice (CoP); Initiate and support dialogue between grantees through the CoP, providing sound contributions; Share information on good practices and lessons learned in ending VAW; Convene meetings and dialogues on topical issues with organizations and government departments addressing VAW; Support and promote the regular use of data and outcomes from VAW prevalence studies and VAW policy frameworks to inform programme design, advocacy and engagement, policy development etc; Support linkages between Government and civil society organisations in the development and implementation of VAW studies, policies, budget and resource allocations, legislation, programmes, services, protocols and mechanisms; Be the catalyst for partnerships amongst EVAW organisations; Support the development, implementation and results reporting on South-South exchanges among grantee organizations in the Pacific; Support regular initiatives, events and partnerships under the UN Secretary General s UNiTE campaign to end VAW, including documentation and communication of joint actions. Support in particular joint UN actions under UNiTE. 4. Provide grant management, operational and administrative support to the Pacific Fund grantees and EVAW organisations. The Project Coordinator will be guided by UN Women s global and regional strategic plans (Development Results Frameworks), the Fiji MCO and country Annual Work Plans, Pacific Fund results frameworks (Performance Monitoring Framework, PMF) and will report regularly on progress; Assist in the administration of the small grants scheme. This includes formulating country reports of the operations and results of the Pacific Regional EVAW Facility Fund activities and the timely submission of all required internal reports; Facilitate the full Call for Proposals grant application process in country; Coordinate and document the grant selection processes, including convening in-country information dissemination on grant calls, advertising of grant calls, organizing briefing sessions to potential applicants on the Pacific Regional EVAW Faiclity Fund and convening National Shortlisting Committee (NSC) meetings; Complete full capacity assessments for potential grantees and partners when required; Support the Pacific Regional EVAW Facility Fund team in multiple areas including administration, communication, human resources, establishment and sustaining of processes; Support the project team with regular reporting; contributing to operational and periodic reports on progress, as well as resource mobilization efforts; 4

6 Supporting the Pacific Regional EVAW Facility Fund team to administer the small grants and related capacity development assistance; Support the completion of capacity assessments and profiling of provisionally approved grantees prior to finalisation of contracts, grant disbursements and Risks and Issues Log; Monitor and provide support to grantees regarding the timely and quality submission of progress and periodic reports- both financial and narrative- and assessing the reports for quality; Provide regular feedback to grantees and partners on reports submitted, with consideration to UN Women s policies and requirements; Complete quality documentation of meeting minutes and communications, particularly among partners. 5. Support UN Women Pacific regional EVAW initiatives The Project Coordinator will also assist in the delivery of UN Women Fiji Multi Country Office EVAW portfolio initiatives in Solomon Islands and Vanuatu; Support actions and communications to mark international awareness and campaign dates. This includes, for example: 16 Days of Activism to End Gender Violence, One Billion Rising / V-Day, International Women s Day, International Day of the Girl Child, etc; Support actions to advance UN joint programming to End VAW; Support UNiTE campaign in-country and regional actions, including marking Orange Day on the 25 th of each month; Support relevant work related to the United Nations Trust Fund to End Violence against Women; Support the development and implementation of UN-Government joint programming to end VAW; Participate in and contribute to UN Women and partner meetings, forums, events as requested; Support all partners to have access to and utilize international frameworks and guidance related to EVAW, including, for example the Agreed Conclusions of CSW 57; Other EVAW related work as required by the Regional Project Manager for the Pacific Fund and EVAW Programme Manager. IV. Impact of Results The key results have an impact on the success of country programmes within specific areas of cooperation of UN Women in [country]. In particular, the key results have an impact on the design, operation, programming, monitoring and reporting of activities, progress and achievements, creation of strategic partnerships as well as reaching resource mobilization targets. Recruitment Qualifications Education: Masters Degree or equivalent in Gender, Social Work, International Relations, Management, Development, Public Administration, political or social sciences or related field. And/or: Bachelors Degree or equivalent in Gender, Human Rights, Social Work, International Relations, Management, Development Studies, Public Administration, political or social sciences or related field. Experience: Masters Degree or Higher + years of experience requirement: Minimum 2 years of relevant experience at the national, regional or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. And/or: Bachelors Degree + years of experience requirement : Minimum 4 years of relevant experience at the community, national, regional or international level in providing hands-on experience in ending violence against women planning, implementing, monitoring and reporting Sound knowledge and practical experience in violence against women programming - including service delivery, gender analysis, gender mainstreaming in sectoral policy, planning, and programming is important. Some experience of research and policy-level analysis, partnership building and management, and project management is required. Experience in the use of computers and office software packages and handling of web based management systems. Language Requirements: Fluency in the UN and national language of the duty station.
