Major duties and responsibilities: This role is primarily responsible for providing strategic advice to the Head of Mission, advisory and coaching support to national authorities to enhance public security and the maintenance of the law and order, develop frameworks for the development of the local police and management of police personnel of the AU Police Component of AMISOM. Within limits of delegated authority, the Police Commissioner will be responsible for the following duties: Advising the HoM and other AMISOM leaderships on issues related to the implementation of the mandate of the police component and provide regular reports on key issues and work program implementation; Advising and assisting the national senior leadership in all aspects of police administration and management in support of the implementation of the peace agreement; Advising the HoM on matters relating to the assistance/support requirements needs for the development of the National police in line with the international and democratic standards of policing; Leading and managing the development and implementation of the capacity enhancement and overall institutional development plans for the National Police

2 through a wide ranging consultation process which will engage international and national partners; Assisting the national authorities in the development of police operational plans to enhance the law and order and public security provisions in Somalia and operationally support their implementation. Providing advice and guidance to national authorities about the reform and strengthening of the police system in line with the local reality and relevance that will include issues relating to international human rights standards, implementation of strategic planning processes, legislative proposals, development of policy and procedures, rehabilitation of facilities, management of police in accordance with international guidelines, police administration, budget management, human resource management, performance management and staff training; Assessing the needs of the police in close coordination with national actors, AMISOM and UN system partners and contribute to the development of bilateral aid/support proposals; Effectively and properly utilizing all available police resources to maximize police visibility throughout the country to enhance public confidence on the peace operations. Guiding and supporting the development and implementation of a comprehensive training initiatives, including the development and implementation of a national training framework, policy and programs for all levels of police staff; Regularly consulting and collaborating with UN agencies, international and national NGOs, judicial officers, correction officers, bilateral/multilateral donors, members of civil society, and members of the national government on police issues relevant to the AMISOM mandate; Coordinating and supporting Human Rights and civil affairs organizations initiatives relating to police monitoring, development of accountability mechanisms and police training; Performing such other functions as are consistent with the mandate provided by the AU Communiqué of the 105 th meeting of the AU PSC and as may be required by the SRCC or HoM, relating to the management of the African Union Police Component of AMISOM. Management Coordinating all AMISOM activities related to police reform and provide necessary guidance to national and international staff in the Mission. Preparing and executing AU Police deployment plans in compliance with respect for diversity and gender balance. Participating in Mission senior management team meeting and contributing towards the smooth operations of the mission. Supervising, and helping develop the skills, competencies and experience of all staff members that the Mission may determine to hire to directly support the work of the AU Police Component

3 Partnership Regularly consulting and collaborating with other AMISOM Sections, UN agencies, international and national NGOs, local police personnel, and judicial officers, correctional service establishment, traditional justice officials, bilateral/multilateral donors, members of civil society, and members of the national government on police issues relevant to the AMISOM mandate; Coordinating and supporting all military operations that will require police engagements. Coordinating with, Human Rights organizations, DDR and other relevant components within the mission agencies in relation to police monitoring, development of accountability mechanisms and staff training; Work implies frequent interaction with the following: HoM, D/HoM, and senior civilian and military officers within the mission, AU Commission, and national authorities involved in police policy decisions making and implementation. Officials in AU common system organizations, specialized agencies, local and international NGOs, professional associations, universities, national and international armed forces, donors, embassy officials, media and other external entities as appropriate. Results Expected: Strong and effective training, mentoring and advisory relationships developed with national senior police officials and strong partnerships developed with the counterparts mentioned above. Effective and sustainable Police Reform Plan developed and implemented. Use of innovative approaches and solutions and sound judgment in all policy initiatives for the police matters. Effective leadership and guidance to AU Police, UN agencies, NGOs and partners on relevant police issues. Enhanced public security and law and order in the country, respect for human rights creating a conducive environment for the rule of law to strengthen and sustain. Achievement of the African Union Police Benchmarks in Somalia. 3. QUALIFICATION AND WORK EXPERIENCE REQUIRED: Advanced degree in Police Studies, Criminology, Political Science, International Relations, Public Policy, Law; or other relevant advanced degree; Graduate from a certified Police Academy, a related field or a relevant combination of academic qualifications, professional training and experience;

4 Must hold the rank that would normally be associated with at a substantive police regional commander or police provincial commander in own country (as a guide equivalent to and not lower than a brigadier-general in the military) Minimum of 18 years of progressive and active policing service/experience both at the field and national headquarters level; at least 10 years of active experience in police management, planning, training, operations and administrative positions with extensive strategic and police management experience; Highly developed advisory, coaching/mentoring skills, well-developed consultation, effective negotiation and written communication skills; In-depth planning (tactical and strategic) and organizational skills especially working in a multicultural environment. Experience at senior management and national level policy making; In-depth understanding of contemporary international relations and of AU System, organization and inter-relationships; In-depth knowledge of local and international procedures and understanding of issues related to administration of human, material and financial resources, and policy formulation on police operations; In-depth knowledge of police procedures and issues related to national police organization management; In-depth understanding of the Mission Police Component mandate, strong analytical skills combined with good judgment; Ability to prepare reports and presentations clearly formulating AU Police positions on issues, articulating options and defending recommendations; Previous experience in AU or UN peace operations or international policing; Good knowledge of the conditions prevailing in the country of assignment. 4. Other Relevant Skills Ability to meet minimum AU Civilian Police peace mission requirements (Language Proficiency and Driving Skills) Computer Literacy Skills in political assessment/analysis and the preparation of succinct analytical reports Extensive ability and experience in preparing project proposals Excellent physical and mental conditions (fulfilling all AU medical requirements) Availability for immediate deployment. 5. COMPETENCIES: Professionalism; Knowledge and understanding of theories, concepts and approaches relevant to democratic policing, law enforcement, etc.; actual experience in the development and implementation of community oriented policing program; management and administration; good research, analytical and problem-solving skills: ability to identify and participate in the resolution of issues/problems; abilities

5 to apply good judgment in the context of assignments given; ability to plan own work and manage work/task priorities. Leadership/Management - Leadership and supervisory skills and ability to coach, mentor and develop staff. Ability to provide effective advisory, coaching and mentoring support to senior police officials; ability to generate and communicate reform processes and agenda as well as introduce and emphasize AU policies into the dialogue (e.g. Human rights, gender mainstreaming, etc.) Communications Diplomacy, negotiation and excellent communication (spoken and written) skills, including the ability to draft/edit a variety of written reports, prepare comprehensive reports and conduct presentations by clearly formulating positions on issues, articulating options concisely conveying necessary information, making and defending recommendations. Technology Awareness Fully proficient in the use of computer and relevant software and other applications, e.g. word processing, power point, graphics software, spreadsheets and other statistical applications, Internet, etc. familiarity with and experience in the use of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Teamwork/Partnership Orientation Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity; Ability to work effectively with a wide range of international and national agencies and partners to identify client s needs and develop appropriate solutions; ability to establish and maintain productive partnerships especially with other rule of law components. Gender Mainstreaming Provide leadership and take responsibility for ensuring appropriate attention to both gender balance and geographic and national representation in staffing and incorporating gender perspectives into the substantive work. Judgment/decision-making demonstrate sound judgment in applying technical expertise to resolve a range of issues/problems. Ability to proactively seek and recommend sound policy initiatives. Creativity/Initiative Ability to actively seek to improve programs/services, offer new and different options to solve problems/meet client needs, and promote and persuade others to consider new ideas. Commitment to Continuous Learning Willingness to learn to keep abreast of new developments in policing. 6. LANGUAGE REQUIREMENT: Proficiency in one of the African Union working languages. Knowledge of one or several other working languages would be an added advantage. 7. AGE REQUIREMENT: Candidates must preferably be between 35 and 50 years old.

6 8. TENURE OF APPOINTMENT: The appointment will be made on a fixed term contract for a period of One (1) years, of which the first twelve months will be considered as a probationary period. Thereafter, the contract will be for a annually subject to satisfactory performance and fund availability. 9.
