1 Regional Security Director South Asia Pacific Location: [Asia & Pacific] [Singapore] [Singapore] Category: Security Job Type: Fixed term, Full-time PURPOSE OF POSITION: Provide technical leadership in regional security/integrated risk management and assist National Offices to facilitate the embedding of sound security practices into World Vision operations to enhance the safety & security of World Vision staff, assets & programmes and to minimise operational risks to World Vision (WV). Oversee Enterprise Risk Management for the region. KEY RESPONSIBILITIES: Strategy: Lead the development and implementation of the regional security strategy and develop an annual business plan in alignment with the regional strategy and WV Security Policy and international best practice. Contribute to global security & risk strategies, priorities and plans ensuring that strategy concerns of the East Asia Region are integrated and prioritized. Collaborate with the other regional functions to ensure that the regional security strategy appropriately supports the operational program priorities of Humanitarian Emergency Affairs (HEA), Advocacy and Development. Technical Support: Provide technical advice and support to the Regional Leader and the regional team on security and risk management

2 issues and its likely impact to WVs strategies and programme operations. Provide advice and input to National Directors on recruitment and appointment of part-time and full-time security/risk management staff, particularly in regard to professional and technical requirements and competence of candidates for selection. Work closely with National Office security and risk management staff providing critical guidance and input in the area of security management. Recommend on the safety, security and protection of the organisation and its staff, particularly in insecure complex humanitarian environments or during potential security risks and threats arising from changing political, social and economic situations in the national offices. Contribute to development of global policies, guidelines and standards relating to security and provide leadership in contextualizing and mainstreaming them within the region. Support and advise national offices in carrying out Security Risk Assessments, using standard tools and processes. Enterprise Risk Management: Develop South Asia Pacific Region (SAP) contextual Enterprise Risk Management (ERM) policy and framework. Develop toolkits for Risk Management for SAP Regional Office and National Offices and NOs use. Facilitate SAP Risk Management Committee. Facilitate the identification of Regional Top Risks, development of mitigation plan, and monitoring of the risk mitigation. Monitor the case management in the region through Integrated Incident Management system.

3 Facilitate and monitor the management of whistle blower cases in the Region in close collaboration with Global Center and National Offices. Coordinate and facilitate the ERM Communities of Practice in SAP Region for knowledge sharing and capacity building. Operational Support: Provide sound technical leadership in managing critical incidents in the region and provide input to the regional senior management team in crisis management situations. Review Country Risk Ratings in the region and engage with National Offices to develop mitigation strategies that are compliant with WVs Core Security Requirements (CSR). Guide National Offices in the development of security, evacuation and contingency plans in alignment with the Security Risk Assessment process. Monitor regional security incident reporting and ensure the appropriate dissemination of information during emergencies. Manage and provide surge capacity requirements for critical incidents that are beyond the scope of National Officess (ie. facilitate consultancies etc). Capacity Building: Coordinate assessment, development and implementation of regional capacity building plan for security management based on national program Security Risk Assessments. Engage with National Offices and regional support staff to raise the awareness of security and risk management as per WV Corporate Security policies. Identify, share / facilitate access to security tools, resources and materials as well as learning and support

4 opportunities for national offices. These may Include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchange or mentoring. Knowledge Management: Lead the process of continuous learning on international best practice in security and risk management and identify tools and processes that can be implemented into WV operations in the East Asia region. Encourage mutual learning on security management issues within the region and globally. Facilitate formation and coordination of regional security forum/network that promotes the embedding of security management in all layers of WVs programmes. Facilitate the documentation of best practices and contribute to the community of practice and center of excellence. Quality Assurance: Review and contextualize security and risk management standards in the East Asia region and promote alignment with WVs Core Security Requirements (CSR). Support and advise National Offices in observing the appropriate security standards in accordance with the country risk rating. Support Ministry Support functions in addressing ministry quality issues and needs related to security and risk management. Internal Liaison and Coordination: Act as a strategic link for regional security connecting National Offices, Support Offices and Global Center. Liaise with WV security networks on East Asia security issues and provide analysis on potential impact on WV

5 operations. Participate and actively contribute in the partnership forums, working Groups and networks related to security management. Work with other members of the Asia Pacific Region functional groups to ensure that they are adequately aware of potential security issues. Work closely with the members of the Corporate Security promoting mutual learning, support and accountability. External Relations: Identify and develop strategic regional security networks to share information on security issues affecting humanitarian operations in East Asia. Liaise with external security networks (UN, IOs, INGOs, Embassies, etc) on global and East Asia, specific security issues and their likely impact with regards to national strategies and operations. General: Lead and support activities that will enrich and develop mutual growth in Christ. Practice servant leadership and be a role model for the staff team, peers and others. Perform any other tasks assigned by the Senior Director of Operations South Asia and Pacific. KNOWLEDGE, SKILLS & ABILITIES:: Relevant bachelors degree in Security, Strategic, or International Studies, or related discipline; or relevant work experience in the professional security arena.

6 Relevant undergraduate degree, or relevant work experience in the professional security arena. Sound knowledge of the security risk assessment process, security & contingency planning and crises management in the humanitarian context. Understanding of implementing Minimum Operating Security Standards (MOSS), or equivalent. Excellent oral and written (English) communication skills. Solid interpersonal, negotiating and networking skills. Strong analytical (tactical & strategic), organizational and problem solving skills. Ability to work under pressure. At least 3 years experience in NGO or UN Security Management. Work experience in Asia Pacific countries. At least 5 years work experience with diverse team in a Non profit organizations. Experience in liaising with all levels of Government, IO & NGOs. Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint. Work Environment: The position requires ability and willingness to travel domestically and internationally up to 30% of the time.
