1 Job Opportunities Date: March 6, 2015 Application deadline: March 16, 2015 Duty station: AFENET Secretariat BACKGROUND: The African Field Epidemiology Network (AFENET) is a not for profit, networking alliance and service organization that brings together field epidemiology training programs (FETPs) across Africa working side by side with Ministries of Health, regional and international partners. AFENET works to strengthen epidemiological and disease surveillance capabilities of Africa countries that are critical to meeting the requirements of the Integrated Disease Surveillance and Response (IDSR) strategy, and the International Health Regulations (IHR). Established in 2005, AFENET has supported more than 20 African countries across sub- Saharan Africa advance their capabilities in early detection and response to infectious and non infectious diseases. AFENET is looking to hire capable and qualified persons into the positions listed below, to strengthen running of the organization s affairs at the Secretariat and supporting AFENET partners and member countries. 1. POSITION: MONITORING AND EVALUATION OFFICER Provide Technical assistance in strengthening the M &E function at the Organization. In charge of implementing the Monitoring and Evaluation function and strategic plans. Participate in proposal and provide input into project proposals and applications for funding Carry out training and guidance for Program/project staff in developing, updating and implementing annual M& E work plans. Assist in developing M&E data collection tools and training field staff and partners in usage. Assist the Head of Programs in monitoring progress towards achievement of project targets and outputs. Managing data, entering data in M& E databases and generating periodical progress assessment reports for implementation use.
2 Conducting data quality audits for field project for quality assurance assessment purposes. Participate in carrying out evaluations to measure program/project results and documenting challenges and lessons learnt. Assist the Head of Programs in carrying out appropriate M& E research assessments on projects before making Program viability decisions and recommendations. Supporting project teams and partners to understand project M&E requirements and procedures including indicators, definitions and targets. Maintaining an updated filing system for all Program/ project reports and all information pertaining to M&E. KEY COMPETENCIES: Excellent analytical skills Expertise in developing M&E report writing Results oriented with excellence in Project Research Excellent skills in conducting data analysis using statistical and/or qualitative software packages. Excellent presentation skills. A team player QUALIFICATIONS REQUIRED: A Masters Degree in Public Health, Statistics, Social Sciences, Development Studies or relevant discipline plus an advanced certificate in M&E. Demonstrable and proven practical experience of at least five (5) years of Post Graduate practice in implementing Monitoring and Evaluation activities in Public Health related organizations and institutions. Proof of applied skills and experience in designing, implementation and operating project M&E systems from project initiation to close out; experience in NGO sector is preferred advantage. Experience in handling M&E for multiple donor funds including US CDC, USAID, EU among others. Knowledge of the major evaluation methodologies and experience in data analysis methodologies. Ability to speak French and/or Portuguese is an added advantage
3 2. POSITION: RESEARCH OFFICER Grant Research and Analysis: Develop annual goals and strategy for submitting grant proposals to new and existing funders. Solicit and understand funding needs from AFENET staff. Monitor funding trends and opportunities for relevance to AFENET strategic priorities, initiatives, and projects. Conduct in-depth research of funding opportunities and analyze any such funding announcements for potential fit with AFENET s priorities and recommend specific funding opportunities to pursue. Share relevant information on available funding opportunities with AFENET members Maintain an accurate database of institutional funders and prospects. Develop and submit letters of intent as required. Participate in writing concept notes Proposal Development: Support process of obtaining internal approval for grant pursuit, including identifying writing team members. Negotiate terms of grant agreements in close liaison with the Executive Director. In instances of partnerships, ensure AFENET s interests are taken care of through the execution of the teaming agreements. Help program staff develop budget proposals and related information. Coordinate and actively participate in the collection of relevant information for inclusion into the technical section of the grant application including literature review, methodologies and/or interview of relevant persons. Review and edit final grant document for scientific merit, comprehensiveness, competitiveness and compliance with AFENET s and funders requirements. Dissemination Support scientific writing/publication at the Secretariat and within the network; this includes and is not limited to review of drafts, facilitation at Scientific conferences. Participate in review of technical reports Participate in AFENET Conference preparations
4 QUALIFICATIONS REQUIRED: Bachelors Degree in Medicine, Science or relevant discipline Additional training and experience in Grants research, management plus Project proposal writing is required. A Masters degree in Public Health is added advantage. Proven and relevant work experience in Project Grants work in NGO environment is preferred and accordingly exceptional experience in similar duties can be considered in lieu of above education background. Excellence in relevant Ms. Office computer applications. 3. POSITION: HUMAN RESOURCE ASSISTANT In consultation with the Senior HR Officer, manage and follow up on local staff and country staff contractual status and ensure appropriate and timely action recommendation. Provide support and assistance in day to day tasks in the Human Resource administration, application of rules and regulations and in follow up of HR procedures and other related policies. Support all Human resource functions at the Secretariat and in the entire organization network. Assist in management of HR records, filing and tracking of required documentation for filing. Assist in capturing, entering of all Human resource data into HR software and data bases. Prepare all relevant employment documentation for newly recruited staff and assist the induction and orientation processes. Provide clerical and logistical support to the HR office during trainings and in the preparation of training and workshop materials and other HR functions. Assist with the preparation and tracking of payment requisitions and other routine correspondences between HR Office and other units. Offer support during staff performance evaluations. In addition to the general HR administration, assist in the implementation of various entitlements for international, local staff and separated staff in accordance with AFENET rules and regulations. Maintain and generate monthly staff attendance records and time sheets as well as offer assistance in leave management and coordination of staff welfare, medical and insurance schemes. Provide support to the Administration unit and/or other units with clerical work that may range from: typing documents, correspondences, entering data, scanning documents, filing and photocopying.
5 KEY COMPETENCIES: Excellent analytical skills Good planning and organizing skills Good judgment, Initiative, High sense of responsibility and confidentiality A team player QUALIFICATIONS: Bachelors Degree in Human Resource Management or Industrial Psychology Post Graduate training in Human Resource management is added advantage. Proven work experience of 2-3 years under Human Resource management function in a busy work environment or any reputable organization preferably an NGO is most desired. Excellent communication, customer care and relationship skills.
