1 Ministry of Technology, Innovation and Citizens Services Assistant Deputy Minister Integrated Workplace Solutions Victoria Ministry Overview The Ministry of Technology, Innovation and Citizens Services performs a dynamic role in government to support the development of an innovative and robust technology industry; to promote the commercialization of technology across B.C. s key economic sectors; to improve accessible and responsive services and information to citizens; to provide the enabling infrastructure for ministries to transform how government works on a day-to-day basis, and to maximize the value and efficiency of services provided by the private sector. The ministry provides services to transform deliver and promote services that are cost-effective for businesses, citizens and public sector clients. The ministry provides products and shared services to other ministries to ensure economies of scale are realized and required service standards are achieved. The ministry works with industry in B.C. to attract and retain entrepreneurial talent and promote the commercialization of technology to accelerate the growth of technology companies and advance economic development in the province. Position and Program The Integrated Workplace Solutions Division (IWS) is the Real Estate and Facilities management division of Shared Services BC (SSBC). It also provided Client Services functions for SSBC. IWS is responsible for providing a broad suite of real estate services to ministries and public agencies. It provides everything necessary to design, set up and manage a workplace, including the management of the province s real estate portfolio, office space, furniture, computers, printers, phones, telecommuting and mobile work tools, workplace project management and special purpose facilities. Client Services is responsible for providing account management and relationship functions for all of Shared Services BC services to all ministries and over 200 broader public sector organizations such as the health authorities, RCMP, Crown corporations and non-profit organizations. The provision of these services is achieved through defining the vision and strategies for the services, undertaking contract management functions associated with large property management out-sourcing arrangements, and ensuring the maintenance of corporate facilities infrastructure required to support customers in their day-do-day operations. Through the Leading Workplace Strategies (LWS) initiative, IWS and the ministry is implementing innovative workplace solutions for mobile workers across the BC Public Service. This is a major change management initiative. Office spaces are being redesigned to accommodate the needs of mobile workers, increase collaboration and bring down traditional silos between departments. All this has been possible with the use of mobile technology. Successful pilots with many ministries in Victoria have been completed and a multi-year plan is in place for the future. Through LWS activities, the ministry will play a pivotal role in the transformation of government. At the same time, the ministry is contributing to government s overall fiscal discipline by reducing government s overall Page 1 of 5
2 office space footprint and by achieving value for money through strategic relationships with key suppliers of services across the public sector. In addition, through its shared services, the ministry continues to manage the provincially-owned real estate portfolio, provide innovative, integrated and sustainable technology and purchase services at the lowest cost. Assistant Deputy Minister s Role The Assistant Deputy Minister (ADM) is responsible to the Associate Deputy Minister, Citizens Services and is accountable for all aspects of the performance of the division including the creation and refinement of service strategy and service delivery models, establishing an effective and innovative organizational structure, defining roles and responsibilities, financial management, contract management, developing strategic and business plans which afford annual performance objectives, and leading the development of infrastructure and human resource planning. The ADM will be responsible for all aspects of the business transformation as it relates to facility management for BC Public Service. The ADM provides leadership to the division s management and staff specific to service standards, strategy, planning and analysis, focusing resources, communication, formulation of service plans, business plans, and workforce plans, and developing client and private sector partnerships. The position is the senior advisor to the Associate Deputy Minister, Citizens Services accountable for ensuring government s facilities infrastructure and service delivery models are aligned to government s vision and priorities and client business needs. The ADM is a full member of the Ministry Executive. Accountabilities Reporting directly to the Associate Deputy Minister, Citizens Services, the ADM, Integrated Workplace Solutions (IWS) is responsible for the cost effective management of the real estate portfolio of Shared Services BC, comprised of owned and leased facilities, accommodation planning, management of outsourced property management services and facility projects. As a change leader, the ADM implements leading workplace strategies across the public service in partnership with the Technology Solutions Division, the BC Public Service Agency and line ministries transforming the way BC government works. The ADM also leads business transformation processes to implement a more disciplined approach to its business practices, service planning and service delivery models in support of government s strategic objectives. The position leads the strategic planning, management and delivery of government s real estate and property management services ensuring services and service delivery models are efficient and take advantage of strategic partnerships with vendors, and are consistent with TB approved funding model. The ADM is accountable for the contract management of its outsourced service delivery arrangements and for maximizing the benefits to government of these contracts by facilitating the on boarding of Broader Public Sector organizations (Crowns and Agencies) to appropriate contacts. The ADM also collaborates in the effective integration of all government Shared Services to enable the delivery of services based on consumer business transactions and to strengthen Shared Services BC s position as a leader from the perspective of clients. 3 The ADM: 1. Provides executive leadership and strategic advice on the identification of future real estate and property management services 2. Responsible for long term planning for the effective stewardship of the provinces real estate assets. 3. Ensures that the portfolio of office space is managed effectively and that any vacant space is within established targets. 4. Ensures that all construction projects are managed effectively through established project management practices and are completed on time and on budget. 5. Ensures that the leasing department negotiates best possible lease agreements for government and outperforms the market in lease negotiations. 6. Accountable for developing service strategies for all governments facilities Infrastructure services including decisions related the efficient and cost-effective service delivery models (in sourced/outsourced and direct vendor-to-customer) and ensuring the design and delivery of facilities Infrastructure services are aligned to government s strategic direction. 7. Accountable to manage and ensure alignment of its contracted service providers to the strategies of government, by participating in appropriate governance meetings, continually evolving the Agreements, resolving escalated issues and ensuring vendors deliver according to their contractual commitments. 8. Leads the establishment of the division s annual business plan, setting strategic direction, strategizing business initiatives, evaluation and performance measurement criteria to ensure outcomes achieve quality results and align with overall strategic priorities of the ministry and government. 9. Provides strategic direction and leadership to a division with a large, diverse and complex client portfolio, ensuring the appropriate and responsive delivery of services to its customers. 10. Leads the development of appropriate mechanisms for consultation and collaboration with key stakeholders, and facilitates discussions of information and service delivery needs. 11. As a full member of the Ministry s Executive, actively participates in Ministry initiatives and decisions including Capital planning, Transformation plans, Business planning. This includes supporting the Ministry s strategic priorities and supporting the development and fulfillment of the Ministry s Service plans. 12. Leads business and workplace change aimed at continuously improving services and service delivery models; and building cross-government partnerships that support the development of strategies to enhance the service model and increased efficiency and effectiveness. 13. Maximizes organizational effectiveness by aligning employee and corporate performance, implementing a workforce plan that responds to the Work Environment Survey and aligning with the direction of the Corporate HR Plan. Advises the Associate Deputy Minister, Citizens Services on significant and/or sensitive issues; anticipate changes and risks that will impact operations; and develop responsive plans, options and risk management solutions. 15. Provides briefings to Ministers, Deputy Ministers, Premier's office, Cabinet and Caucus Committees on proposed information and service system changes. 16. Effectively manages competing priorities of client needs within available funding and ensures that the Division remains within its budget allocation. Significant Contacts: The ADM must have a broad corporate view in order to provide efficient, effective real estate and facilities infrastructure services. The scope of programs managed includes all government ministries, Crown corporations, Agencies, Boards and Commissions that have direct service delivery activities with clients, and British Columbians accessing government services. Position Links: Associate Deputy Ministers and Deputy Minister receive direction and provide strategic advice. Executive Team, MTICS set strategic direction and strategize business initiatives for the Ministry. Assistant Deputy Minister Committees exchange information, collaborate and influence best practices and service improvement initiatives across government with program service delivery and corporate ADM s. Clients - regular interaction and support for maintaining and refining service delivery models, practices, and service standards; negotiate cost recoveries and service level agreements. Private Sector Service Providers executive level governance of service agreements for the delivery of IT Infrastructure services. Qualifications Completion of related post-secondary education and substantive leadership experience in management of facilities, human resources and finances; Additional relevant experience includes development of strategic plans, creation and execution of business and service plans, and development and maintenance of a client focused business culture and service standards. Experience in developing, negotiating and managing service contracts and in creating service delivery models maximizing vendor and internal capabilities. Experience in financial planning, management systems and reporting, and leading the development and implementation of strategies to support business programs and services Experience in managing the resolution of complex service delivery issues involving multiple service providers and multiple customers Experience in leading new, and managing existing, outsourced service delivery initiatives. A proven record of establishing goals, developing people and teams, building relationships both internal and external, solving problems, and providing innovative solutions, promoting accountability, engendering trust, and integrity.
