For more information about Alberta Infrastructure, visit our website at (A) POSITION SUMMARY As the Executive Director, Strategic Services you will provide executive leadership for a complete range of policy, planning and administrative services. Using innovative approaches to the development of policy and corporate initiatives you will support the Ministry in achieving its priorities. Working closely with your team you will oversee environmental scanning, enterprise risk management as well as program review and evaluation in support of business planning services. This role is also responsible for setting direction for records and information management, FOIP and business continuity services for the ministry. (B) AUTHORITIES The Executive Director is involved with the administration of legislation relating to the business of the ministry and other legislation related to leadership responsibilities and delegated authorities, including: Public Service Act Public Service Employee Relations Act Government Organization Act Administrative Procedures Act Financial Administration Act Freedom of Information and Protection of Privacy Act Fiscal Management Act (C) MAJOR RESPONSIBILITIES Leading the development of strategic policies and corporate initiatives, including those that impact legislation, programs or changes in Government of Alberta policies or standards. Guiding the development of the ministry s annual business plan. Advancing Alberta s infrastructure interests with federal, provincial, and territorial government stakeholders.
3 Supporting Ministry interests and involvement in government owned and supported buildings and government accommodations to ensure efficient and effective services. Providing strategic and business planning services and policy coordination including environmental scanning, program review and evaluation, enterprise risk management coordination and performance reporting. Presenting strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the Assistant Deputy Minister, Deputy Ministers, Ministers and executive teams. Overseeing records and information management, FOIP and business continuity services for the ministry. Establishing ongoing and effective working relationships with other ministries and governments and representing the department on various committees and forums. Leading, coaching and mentoring a team of managers and professionals to achieve business plan goals, link service and program activities, and develop processes that optimize capacity. Managing financial and human resources effectively to meet business plan objectives. (D) ORGANIZATION The Executive Director, Strategic Services reports to the Assistant Deputy Minister of Corporate Strategies and Services Division, and is responsible for Corporate Planning, Strategic Policy Development and Administrative Services. (E) FINANCIAL AND HUMAN RESOURCE MANAGEMENT The Executive Director, Strategic Services is accountable for managing a staff complement of approximately 31 full time equivalencies and oversees a budget of approximately $2 million. (F) CONTACTS Contacts include the Ministers, Deputy Ministers, members of the executive management teams and other staff from Alberta Infrastructure. Additional contacts including senior management and staff from other ministries, and other jurisdictions. 3
4 (G) ISSUES/CHALLENGES Analyzing complex policy issues with implications over a wide range of specialized areas. Evaluating risk and advancing effective policy positions that meet the needs of divergent stakeholder groups and the corporate agenda of government. Overseeing delivery of strategic and business planning services that support the ministry in meeting its goals. (H) THE PERSON (1) Knowledge/Experience Requirements Extensive related senior management experience including knowledge of economic, policy development, and strategic and business planning fundamentals. Thorough understanding of the Government of Alberta's policy approval process and the roles of policy/financial committees, such as Agenda and Priorities, Cabinet Policy Committees, Cabinet, Treasury Board, etc. Solid understanding of politics and political processes in Alberta and Canada to provide strategic direction to ministry executives, in alignment with political priorities and advance Alberta initiatives with other jurisdictions. Thorough understanding of regional, national and international trade agreements to develop effective policy and advance issues within government or with other jurisdictions. Broad knowledge of facility infrastructure, including development, operational and environmental aspects, particularly for government-owned buildings. Understanding of corporate asset management and government accommodation issues in owned and leased buildings. Thorough understanding of strategic planning processes, including environmental scanning, logic models, performance measurement, enterprise risk management, and operational planning. Broad knowledge of information, records and corporate management within the Government of Alberta, including cross-ministry strategies and regulations. Transformational leadership style and the ability to build collaborative relationships with partners and stakeholders. 4
5 Demonstrated critical thinking skills with the ability to make sound decisions and manage a number of complex issues while delivering service, solutions and results. Sound judgment and advanced interpersonal, consultation and negotiation skills to deal with clients and stakeholders on significant issues. Proven success in leading a team to achieve results and build leadership capacity. (2) Academic Background A degree in a related field is desirable. 5
