1 IDENTIFICATION Department Position Title Health and Social Services Project Manager, Health Informatics Position Number Community Division/Region 49-New Yellowknife Shared Services and Innovation PURPOSE OF THE POSITION The Project Manager, Health Informatics, Shared Services and Innovation ( Project Manager ) is responsible and accountable for managing the strategic planning, monitoring and implementation of various medium to large size complex health informatics projects throughout the Department of Health and Social Services (DHSS). SCOPE Located in Headquarters, the Project Manager position will report to the Director, Shared Services and Innovation and be accountable to them, as well as be accountable to other Senior Project Manager(s), Project Sponsor(s)/Lead(s) and/or DHSS/HSSA Director(s) or Manager(s) they are assigned to support. The position will need to work in often a complex matrix environment and consequently will also often work closely with Departmental Senior Managers and Senior Managers of the eight (8) Health and Social Services Authorities. The position is also accountable for overseeing and managing the work of any consultants/experts engaged by the Department to assist in the analysis and development of projects. The position is part of the Shared Services and Innovation Division that is exploring options to improve efficiencies, increase capacity through collaboration, and increase risk management within a Territorial Delivery system. The purpose of the Division is to create, support, maintain or improve HSS services while addressing cost challenges, duplication of service, and other barriers to consistent service delivery. Health and Social Services (HSS) delivery in the NWT is managed by eight Health and Social Services Authorities (HSSA), established under the Hospital Insurance and Health and Social Services Administration Act; and operated under the direction of Boards of Management appointed by the Minister. Management of the system involves 22 pieces of legislation, a budget of $350 million, and operation of 34 health centres and a territorial hospital. 2 The development and implementation of shared services and system innovations are critical to supporting and facilitating other system wide initiatives in the NWT Health and Social Services System, including but not limited to System Transformation (i.e., governance reform), Integrated Service Delivery Model (Primary Care) reform, IT/IS Shared Services, Medical Travel Modernization, Air Ambulance Services, etc.. The Project Manager plays a critical role in keeping the Division s projects on track, managing contracts and sub-projects and ensuring a coordinated and consistent approach to all activities. The Project Manager applies project management methodology, including but not limited to: project planning, risk management and contingency planning, communication, monitoring and project and program evaluation techniques to ensure that project implementation is done efficiently and effectively and the outcomes meet all project requirements. This position will develop plans for and oversee implementation of territorial Shared Services and Innovation projects in the Department and eight Health and Social Services Authorities. These projects encompass complex multi-jurisdictional shared services projects prioritized by departmental and ministerial priorities (e.g., shared services initiatives in administration, financial management, planning and strategic management, risk management, procurement, quality assurance and patient safety, and clinical supports). The potential areas for inclusion in Shared Services and Innovation projects cover a wide range of services that will impact a significant number of staff in all eight (8) HSS Authorities as well as the Department. Successful implementation of the complex plans cannot be realized without highly effective coordination and planning, with specific attention required to change management. Shared Services and Innovation projects are unique territorial services and initiatives and are often unique nationally. Any changes, plans or analysis will require a high degree of system understanding with often limited to no known information, precedence or theory to guide decision making. 3 RESPONSIBILITIES 1. Manages the development of medium to large project project implementation plans for the NWT Health and Social Services System. Develops implementation plans for review and approval by project sponsors and project steering committees. Provide strategic advice to HSS Senior Management on the implementation plans. 2. Provides expert strategic advice and guidance to HSS Senior Management on medium to large size projects. In Collaboration with Project Managers for other HSS initiatives, identifies and assesses risks and potential impacts (i.e. organization design and policy creation), and provides contingency plans to address variable situations as they arise. On an on-going basis, identifies risks that may result in an unsuccessful implementation, and develop risk mitigation strategies. 3. Manages and oversees project implementation on medium to large size projects to ensure that all work and activities stay focused and on track and that the project is fully implemented within the required time frames. Develops implementation strategies and schedules in consultation with the Project Steering Committee. Oversee the work progress of each area the Leads are responsible for and manages the work schedule. Researches best practices and benchmark projects using those best practices Identifies and documents position and duties impacted by Implementation Contributes to the development of a communication strategy and ensures it is successfully implemented 4. Manage the development and implementation of evaluation frameworks for the project implementation. Monitors and assesses success of strategies, including developing project metrics and reporting on metrics to Senior Leadership. 5. Ensures regular project reporting to the Assistant Deputy Minister, Deputy Minister, and Minister, as well as the Joint Senior Management Committee (HSS Authority CEOs and Department Senior Managers). Manages tracking system for project implementation. Manages project plans to support project implementation. Ensures that all Departmental and Inter Departmental activities are accurately tracked and reported on. 6. Manages Contracts and Sub-Projects. Includes contracts with major organizations, consultants and contractors, as well as individual service contracts as required. September 4, 2015 GNWT Job Description 49-New Page 3 of 6

4 Tracks and manages budget and variance. Manages contracts and sub-project compliance. 7. Manages reviews all project detail information in the preparation of Financial Management Board and/or Executive Council submissions as required for the project/program implementation. Prepares all project detail draft information. Reviews and is responsible for all project detail information in final submissions. 8. Manages all activities required to implement the organizational structure to govern, manage and administer programs and processes being implemented under the assigned project. Proactively advises other division staff based on experience or areas of expertise. Actively supports other projects, when required by leadership (i.e., up to and including taking on temporary management and reprioritizing other project responsibilities accordingly). 5 TYPICALLY, THE ABOVE QUALIFICATIONS WOULD BE ATTAINED BY: The knowledge and skills for this position are normally obtained through a bachelor s degree in engineering, computer science or informatics and four (4) years of progressive project management or managerial experience with advanced training in strategic planning and project management. The four (4) years of progressive experience will include a minimum of two (2) years of experience managing medium to large complex health informatics projects in a Canadian Health and Social Services work environment. Other combinations of education and related GNWT/Northern experience will be considered. The incumbent deals with senior staff and staff in various authorities and divisions who may have divergent perspectives and demands. Interest based resolutions I answers are required. The scope of work can involve politically sensitive issues and tight deadlines with a high degree of intensity. Decisions often have long range impacts on the health and social service system. These conditions can lead to mental and emotional fatigue and stress.
