1 Emergency Supprt Functin 7 Lgistics Management & Resurce Supprt Crdinating Agency West Virginia Divisin f Hmeland Security and Emergency Management (WVDHSEM) Supprt Agencies and Organizatins West Virginia Department f Military Affairs and Public Safety (WVDMAPS) West Virginia Department f Transprtatin (WVDOT) West Virginia Department f Administratin Purpse Scpe Plicies Emergency Supprt Functin ESF 7 supprts and crdinates the lgistics and resurce management prcess in crdinatin with all ESFs, lcal jurisdictins, federal gvernment, and private sectr stakehlders. This annex prvides guidance fr when the resurces f the affected lcal jurisdictins are exceeded. ESF 7 crdinates the prvisin f emergency relief supplies, fuel, facility space, ffice equipment, ffice supplies, cmmunicatins, cntracting services, transprtatin services, security services, equipment and persnnel required t supprt respnse activities. ESF 7 als prvides supprt fr requests frm all ther ESFs. A. All departments and agencies assigned respnsibilities within ESF 7 will develp and maintain the necessary plans and standard perating prcedures needed t accmplish their tasks. B. Lcal jurisdictins are respnsible fr resurce management and respnse. Once lcal jurisdictins have cmmitted all resurces t an incident, requests fr assistance will be made thrugh the WV State Emergency Operatins Center (WVSEOC). C. WVDHSEM is respnsible fr planning, crdinating, and managing the resurces needed t supprt ESF 7. D. WVDHSEM will prvisin resurce requests frm current stcks r surplus and frm cmmercial surces. E. WVDHSEM will terminate ESF 7 supprt t lcal jurisdictins at the earliest apprpriate time. January 2016 Lgistics Management & Resurce Supprt ESF 7-1
2 F. WVDHSEM will publish West Virginia Statewide Mutual Aid Agreement Operatins Manual. Organizatinal Structure WVDHSEM crdinates and identifies essential resurces t be rendered t disaster victims. State Gvernment WVDHSEM Within gubernatrial guidance, allcates state resurces fr use by state agencies as needed. Crdinates resurces prvided by lcal jurisdictins, nn-prfit rganizatins, and the private sectr. Requests assistance, n behalf f the Gvernr, thrugh the EMAC. Maintains lists f resurces available thrugh agencies f state gvernment. These lists may als be maintained by each agency and prvided t the WVSEOC upn activatin and semi-annually. Establishes and maintains cntracts with private vendrs pre-incident s that the lcatin can be identified and fixed pricing can be established. Agreements als shuld exist pre-incident with nn-prfit and vlunteer rganizatins identifying ptential resurces they can prvide. Requests resurces frm federal and ther state agencies using Natinal Incident Management System (NIMS) typing. Analyzes the state-wide impact f the disaster at the WVSEOC. The analysis allws the WVSEOC management team t determine which areas have been impacted and t what degree. Sme f the pints that are analyzed include, but are nt limited t: The ppulatin being impacted; The number f deaths, injuries, r illness t the ppulatin; Areas in which cnditins may deterirate, as in the case with flding r a hazardus material release, as cmpared t areas where cnditins have stabilized; January 2016 Lgistics Management & Resurce Supprt ESF 7-2
3 The number f schls, hspitals, nursing hmes, r ther cngregate, and medical facilities may be impacted; The lcatin f key assets r critical facilities that are/culd be impacted; Presence f mining peratins r related industries; Affected rad and highway systems; and Resurce capabilities f the lcal authrities. Cntinuusly mnitrs situatin t prvide decisin-makers with an accurate needs assessment. Assists in priritizing resurce allcatins. A guiding principal is that prtectin f life takes pririty ver preserving prperty. The fllwing is a guideline t assist thse priritizing allcatins: Prvide resurces t supprt actins t assist thse in imminent danger. Prvide resurces t thse wh are nt in imminent danger, but where injuries r illness are excessive. Prvide resurces t assist the preservatin f key assets and critical facilities, as well as the highway and rad system. Mitigate against pssible wrsening cnditins at sites that pse extreme risk t civilian ppulatins, such as sites cntaining hazardus materials. Mitigate against pssible wrsening cnditins in areas with a density f schls, hspitals, mental health, and nursing facilities. Mitigate against wrsening cnditins t the business cmmunity, which is vital t recvery effrts. Prvide resurces fr serving the needs f the general ppulatin. Prvide resurces fr mining accidents with the West Virginia Office f Miners Health, Safety, and Training (WVOMHST). A new database is currently being develped t address mining resurces. 4 Lcal Gvernment Receives allcatins f resurces and manages resurces effectively. Activates lcal Emergency Operatin Centers (EOCs) as apprpriate, and staffs them with sufficient persnnel t adequately direct and cntrl the use f resurces whether they are internal t the jurisdictin, prvided by mutual aid jurisdictins, r are the results f state r federal supprt. Requests fr resurces using NIMS typing. Criteria fr NIMS typing f resurces can be fund at the website. Federal Gvernment Department f Hmeland Security/Federal Emergency Management Agency (DHS/FEMA) crdinates resurces in the event that all lcal and state resurces have been exhausted. Cncept f Operatins A. General 1. Where n established agency exists t prperly administer a resurce area, persnnel may be btained frm private resurces nrmally engaged in areas f cncern, (i.e. electric pwer, fd, industrial prductin). 2. Plans have been develped t cnserve and direct the distributin and use f resurces in accrdance with state and federal plicies and pririties. B. Phases f Management 1. Mitigatin a. Ensure that resurces are stred prperly and prtected frm any ptential damage. 2. Preparedness a. Develp respnse and recvery plans that make full use f all available resurces, including thse frm gvernment, nn-prfit rganizatins, and the private sectr. 5 3. Respnse b. Establish mutual aid agreements and/r cntingency cntracts that allw fr the prmpt delivery f resurces. c. Maintain accurate inventry lists f state agency supplies, equipment, vehicles, and persnnel. Requests fr resurces shuld be made thrugh the WVSEOC when the lcal level exceeds their resurce capabilities. Resurce requests may als be made frm state agency-t-state agency thrugh the use f mutual aid agreements (i.e. backup labratry services).the inventry lists f supplies, equipment, vehicles, and persnnel shuld be submitted t the WVSEOC annually r when significant changes ccur. d. Train persnnel wh will be managing resurces in NIMS cmpliance and the NIMS resurce typing and management system. e. Test plans thrugh table-tp, functinal, and full-scale exercises t assure that at all levels persnnel knw hw t request, transfer, track, utilize, dembilize, return and accunt fr resurces. a. Resurce Management 1) The WVSEOC receives requests fr resurces frm state agencies and cunties after thse rganizatins have cmmitted all available resurces. When receiving requests fr resurces, the WVSEOC needs t btain as much data as pssible. That includes the use f C-SALTT: Capability (what d yu need it fr); S Size (galln, quart, bale, clthing sizes); A Amunt (hw many); Lcatin fr delivery purpses; T Type (i.e., leather glves versus rubber r surgical); and T Time (delivery is required). i. When state resurce capabilities have been exceeded, WVDHSEM may request assistance frm the Department f Hmeland Security/Federal Emergency Management Agency (DHS/FEMA) and/r the EMAC. ii. The request fr specific items is by NIMS Resurce Types. iii. The request shuld explain hw the resurce will be utilized s the mst apprpriate resurce can be allcated. 6 2) Allcating Resurces i. WVSEOC management strives t use all resurces as effectively and efficiently as pssible. ii. In allcating resurces, the WVSEOC staff prvides guidance t the receiving rganizatin regarding hw sn the resurce must be returned t the lending agency. In sme instances, the resurce is needed elsewhere and must be prmptly returned. In ther cases, there may be n pressing demand fr its return. 3) Tracking Resurces Allcatin thrugh the use f E Team i. Establish a methd f tracking brrwed resurces frm ther agencies f state and lcal gvernment, dnated resurces frm vlunteer rganizatins, and leased and/r rented resurces frm the private sectr. Als, track the destinatin f the brrwed resurce and the expected return date. ii. Mnitrs resurces brrwed frm and laned t ther rganizatins. T d this, it may appint a specific persn, such as the Prperty Cntrl Manager, Resurce Cntrl Manager, r ther such title. 4) Damage t Resurces i. Returned resurces shuld be inspected fr damage by the brrwing agency prir t returning the resurces. The agency that laned the equipment shuld als cnduct an inspectin f the resurces. The tw rganizatins shuld recncile repair r maintenance issues that will be mutually agreed upn. ii. Resurces btained under WVSMAA must be returned t the cnditin in which it was received by the Requesting Jurisdictin, prir t return t the Assisting Jurisdictin, unless ther arrangements are made between the jurisdictins. Hwever, resurces frm state agencies wuld have t be returned t pre-deplyment cnditin by the wning rganizatin. b. Persnnel Resurce Issues 1) Cnsideratin shuld be given t the medical/health needs and cnditins f persnnel prir t cmmitting them. Fr example, persnnel wh require medicatin that may be difficult t acquire in January 2016 Lgistics Management & Resurce Supprt ESF 7-6
7 the impact area, r if they have a heart, diabetic r ther cnditin is ne issue. 2) Persnnel require shelter, fd, and water. The receiving rganizatin shuld explain hw this is managed, s the allcated persnnel knw what circumstances they will face. This infrmatin must be in the riginal request fr persnnel as the request cannt be prcessed withut it. 3) Mutual aid respnse persnnel shuld be managed in cmpliance with NIMS, meaning they have ne persn they reprt t, and the line f directin and cntrl is clearly understd. They shuld als be infrmed f: i. Where and when t reprt; ii. Apprximately hw lng they will be needed, s they can address persnal/family issues prir t leaving fr their assignment, and knw hw much clthing and ther persnal equipment t bring with them; iii. Prfessinal r technical supprt equipment they shuld bring with them, such as a laptp cmputer and reference material, tents, prtective masks; and iv. If a vehicle will be prvided r if they are expected t arrive with a duty vehicle. c. Distribute and manage resurces. 1) Persnnel and equipment t perate these staging areas are crdinated thrugh a tasking t the WVNG (fr example) with number f persnnel and number and types f equipment assigned t the staging areas based upn WVNG missin analysis. 2) Analysis includes the types and quantities f resurces expected frm Resurce Request Frms (RRFs) submitted t FEMA Regin 3, either directly r via the Incident Management Team (IMT). 3) West Virginia uses a thrughput peratin n resurces being delivered t lcal jurisdictins. 8 4) This includes drp-shipment f materials that are leased/purchased fr the lcal jurisdictin by WVDHSEM and thrughput frm a State Staging Area t lcal jurisdictin Pints f Distributin (PODs) fr all categries f sustainment supplies. 5) Lcal jurisdictins establish PODs based n areas t be served, the number and types f resurces t be distributed, and available resurces t cnduct POD peratins. 6) WVDHSEM ensures that lcal jurisdictins have material handling equipment (MHE) f apprpriate types and weight capacities fr the resurces being delivered. This includes the use f frk lifts, pallet jacks, lading ramps, etc. 7) Lcal jurisdictins als are t prvide sufficient numbers f persnnel, prvide just-in-time training fr persnnel, safety equipment, and traffic cntrl fr all POD sites. d. Crdinate resurces fr disaster victims. 1) WVDHSEM prvides all prcurement/cntracting n mst cmmn items. 2) WVDHSEM can als prcure specialized supplies and equipment, based n recmmendatins frm apprpriate state agencies. e. Identify resurce distributin and staging lcatins: 1) 130th Military Airlift Wing (MAW), Yeager Airprt, Charlestn and 2) 167th Military Airlift Wing (MAW), Martinsburg Airprt, Martinsburg, WV 3) Lcal Emergency Planning Cmmittee (LEPC) have pre designated distributin sites. f.
