1 THIS POST IS FOR THOSE EMPLOYED IN A HEALTH & SOCIAL CARE ORGANISATION (NI) Ref No: JOB DESCRIPTION JOB TITLE Practice Education Facilitator (Midwifery) (Temporary / Secondment until 30 th June 2013) BAND 7 DIRECTORATE INITIAL LOCATION REPORTS TO ACCOUNTABLE TO Mental Health and Disability Services Trustwide Practice Education Coordinator Assistant Director of Nursing Workforce, Development and Training JOB SUMMARY Contribute to the development of, and sustain an effective learning environment for pre and post registered nursing, midwifery and community public health nursing students in the Trust. He/she will be required to contribute to the implementation of a learning and assessment governance framework to ensure that the Nursing and Midwifery Council s (NMC) Standards for Learning & Assessment in Practice are met. Act as a member of the team of nursing and midwifery practice education facilitators contributing to the high quality of placement learning experiences for students, to ensure that they complete programmes for registration or recording a qualification with the NMC. Be responsible for providing professional support and facilitation for ward managers and team leaders, mentors/practice teachers and students in collaboration with Trust Senior Nurses, to ensure that the NMC Standards for Learning and Assessment in Practice are met.
2 Work in partnership with others to contribute to systems that critically evaluate the effectiveness of learning and education activities within pre and specific post registration programmes. Deputise for the Practice Education Coordinator and to provide cover for team colleagues as and when required. KEY DUTIES / RESPONSIBILITIES Contribute to developments in the Trust s education and learning needs framework, in collaboration with nurses and midwives as appropriate to: 1. Promote an effective learning culture that maximises the acquisition of competence by student on nursing/midwifery/specialist community public health programmes to provide high quality patient client care. 2. Contribute to the implementation of an effective infrastructure supporting learning and assessment of students in practice. 3. Have an understanding of Trust and UK standards and policies relating to learning and Education. 4. Contribute to the development of policies, guidelines and strategies related to students on nursing/midwifery specialist public health nursing programmes. 5. Contribute to the on going learning needs analysis of mentors/sign off mentors and practice teachers. 6. Maintain records of practice activities. Service Delivery 7. Plan and manage the allocation of students across the designated clinical areas for student nurses/ midwives at all stages of training. 8. Develop, plan and manage the audit of practice placements areas in partnership with service and education providers. 9. Develop strategies and action plans to address deficits identified through clinical placement audits to ensure that the practice areas meet the requirements of students, education providers and service.

Contribute to systems that critically analyse the on-going quality of practice placement experience and influence action plans in collaboration with team leaders/ward managers to address issues arising. 11. Provide professional advice to ward/team managers relating to students on nursing/midwifery/specialist public health nursing programmes. 12. Contribute to the establishment of effective learning networks for mentors, sign off mentors and practice teachers within the Trust. 13. Contribute to the development of flexible approaches to the delivery of practice learning for students on nursing/midwifery/specialist public health nursing programmes. Collaborative working 14. Maintain effective collaboration partnerships with education providers to support practice learning 15. Work collaboratively with other nurses/midwives/specialist community public health nurses in the Trust, and with Professional Leads to ensure consistency in the application of standards for learning and education. 16. Work collaboratively with clinical colleagues to promote staff development and professional practice to enhance the student experience. Communication and Information Management 17. Maintain effective communication with ward managers and other clinical colleagues concerning future learning and education needs to meet service objectives. 18. Analyse and interpret policy documents at Trust, Regional and National level relating to all aspects of professional regulation. 19. Manage contenscious and sensitive situations pertaining to student assessment with the designated clinical areas. 20. Initiate and prepare detailed reports on issues relating to mentorship and student learning on both an adhoc and regular basis. 21. Use appropriate information to hold others to account and to be held to accountable to the Trust.
4 22. Contribute to the promotion of the corporate vision and strategy for nursing and midwifery learning and development within the Trust. Quality, Innovation & Development 23. Ensure NMC requirements for annual updates and triennial reviews of mentors, sign off mentors and practice teachers take place and are incorporated into annual appraisals. 24. Contribute to the management of lack of competence in relation to mentors, sign off mentors and practice teachers. 25. Contribute to the promotion of high standards of care through maximising learning and assessment activities in practice, working with the practice education co- coordinator & other practice education facilitators. 26. Contribute to the implementation of the Trust s overall corporate governance process. 27. To participate in research and audit activities as required. 28. To ensure any changes in mentor/sign off mentor/practice teacher details are notified in accordance with Trust arrangements so to maintain the accuracy of the Trust NMC register. Professional and People Management and Development 29. Act as a role model in practising the highest standards of conduct in accordance with the NMC Code of Conduct 30. Participate in the Trusts Staff Development and Performance Review Scheme. 31. Promote good staff relationships and morale amongst staff. 32. Participate as required in the selection and appointment of staff in accordance with procedures laid down by the Trust. 33. Contribute to a professional development plan and facilitate the individuals (mentors, sign off mentors/ practice teachers) learning as identified through capability processes in accordance with Trust procedures.
5 GENERAL REQUIREMENTS The post holder will be required to: 1. Contribute to ensuring the highest standards of environmental cleanliness within your designated area of work. 5. Co-operate fully with regard to Trust policies and procedures relating to infection prevention and control. 6. All employees of the trust are legally responsible for all records held, created or used as part of their business within the Trust including patients/clients, corporate and administrative records whether paperbased or electronic and also including s. All such records are public records and are accessible to the general public, with limited exception, under the Freedom of Information act 2000 the Environmental Information Regulations 2004 and the Data Protection Acts Employees are required to be conversant with the Trusts policy and procedures on records management and to seek advice if in doubt. 7. Take responsibility for his/her own ongoing learning and development, including full participation in KSF Development Reviews/appraisals, in order to maximise his/her potential and continue to meet the demands of the post. 8. Represent the Trust s commitment to providing the highest possible standard of service to patients/clients and members of the public, by treating all those with whom he/she comes into contact in the course of work, in a pleasant, courteous and respectful manner.

Available / able to work any 5 days out of 7 over the 24 hour period, which may include on-call / stand-by / sleep-in duties, shifts, night duty, weekends and Public Holidays if required immediately on appointment or at a later stage following commencement in response to changing demands of the service. 10. Understand that this post may evolve over time, and that this Job Description will therefore be subject to review in the light of changing circumstances. Other duties of a similar nature and appropriate to the grade may be assigned from time to time. 7 PERSONNEL SPECIFICATION JOB TITLE Practice Education Facilitator, (Midwifery) Band 7 (Temporary / Secondment until 30 th June 2013) DIRECTORATE SALARY HOURS Mental Health and Disability Services 30,460-40,157 per annum pro rata per week (Job share) Ref No: January 2013 Notes to applicants: 1. ESSENTIAL CRITERIA these are criteria all applicants MUST be able to demonstrate either at shortlisting or at interview. Applicants should therefore make it clear on their application form whether or not they meet these criteria. Failure to do so may result in you not being shortlisted. The stage in the process when the criteria will be measured is stated below; The following are essential criteria which will initially be measured at Shortlisting Stage although may also be further explored during the interview stage; 1. Applicants must provide evidence by the closing date for application that they are employed within a Health & Social Care organisation as defined 1 OR an agency worker engaged by the Southern H&SC Trust. You must therefore clearly demonstrate your eligibility on your application form. Please note that failure to do this will result in you not being shortlisted. 1 This will be defined as one of the following organisations in Northern Ireland - The Regional HSC Board; The Regional Agency for Public Health & Social Well being; the Regional Business Services Organisation; HSC Trusts, Special Agencies, the Patient Client Council, the RQIA, the NI Practice & Education Council and the NI Social Care Council
8 2. Currently registered on the NMC as: Part 2 Midwife 3. Hold a University Degree/Diploma in Midwifery and have at least 2 years post registration experience as a Midwife. OR Have at least 5 years post registration experience as a Midwife in a health and social care or education setting. 4. Have a minimum of 3 years post registration experience as a mentor/practice teacher or facilitator of learning in the last 5 years. 5. Hold a full current driving license valid for use in the UK and have access to a car on appointment 2 The following are essential criteria which will be measured during the interview stage. 6. Ability to manage challenging relationships and complex situations. 7. Working knowledge of NMC Standards for Assessment and Learning in Practice (NMC 2006, 2008). 8. Knowledge of professional issues in Nursing and Midwifery. 9. Evidence of effective planning and organisational skills. DESIRABLE CRITERIA these will only be used where it is necessary to introduce additional job related criteria to ensure files are manageable.
