8 POWAY UNIFIED SCHOOL DISTRICT MINUTES OF THE BOARD OF EDUCATION AT A REGULAR MEETING October 13, 2014 District Office Community Room REGULAR MEETING A. PRELIMINARY FUNCTIONS A-1 Call to Order The regular meeting of the Board of Education was called to order at 6:00 p.m. by President Todd Gutschow. Mr. Gutschow announced that beginning with tonight s meeting, the monthly regular Board meetings will be video and audio recorded. The video recordings will be published on the PUSD website. A-2 Report Out of Closed Session There were no closed session agenda items. A-3 Salute to Flag President Gutschow led the salute to the flag. A-4 Members in Attendance All Board members were present. A-5 Welcome to Public Mr. Davis welcomed the public and offered instructions on the procedure for addressing the Board during the Public Comments segment of the meeting. He explained the procedure now in place which limits public comments to 15 minutes on any one topic unless waived by the Board president. A-6 Approval of Minutes It was moved by Mrs. Ranftle and seconded by Mr. Patapow that the minutes of the September 15, 2014 Regular Board Meeting, be approved as presented. Motion carried unanimously, 5-0. It was moved by Mrs. Beatty and seconded by Mr. Davis that the minutes of the September 23, 2014, October 2, 2014, and October 4, 2014 Special Meetings/Public Forums be approved as presented. Motion carried, 4-0 with Mrs. Ranftle abstaining. It was moved by Mrs. Ranftle and seconded by Mr. Patapow, that with the exception of items E-305, E-306, E-307, and E-310, the items on the consent calendar be approved as presented. Motion carried unanimously, 5-0. B. REPORTS / PRESENTATIONS / EARLY AGENDA ITEMS B-1 Student Board Representative Reports Student Board Representatives A.J. Aciniega from Abraxas High School, Ammar Alsaid from Del Norte High School, Nathan Dunford from Mt. Carmel High School, Megan Miller from Poway High School, and Kristen Gillespie from Rancho Bernardo High School reported on events and activities at their respective schools. Nathan Glovinsky from Westview High School was not in attendance; however Dr. Collins noted that Nathan has recently been appointed President of the California Association of Student Leaders (CASL). B-2 (a) Superintendent s Briefing Dr. Collins reported that PUSD s three teachers of the year were honored on Saturday, October 11, at the SDCOE annual A Salute to Teachers ceremony. Stephanie Martin from Willow Grove Elementary, Crystal Ochoa from Sunset Hills Elementary, and Mike Bird from Mt. Carmel High School represented Poway Unified incredibly well. Stephanie and Crystal were also selected as top ten finalists for the San Diego County Teacher of the Year. Dr. Collins introduced Executive Director Eric Lehew who presented a brief report on PUSD College and Career Performance Targets.. Dr. Collins attended a consortium in New York along with fifteen other high performing school districts from across the nation to review national acceptance and completion rates for college. The group is advising the Department of Education and legislators on the reauthorization of ESEA. 2

10 (b) Student Recognition Dr. Collins congratulated Westview High students Chetan Sharma and Jacqueline Guy who were named Gordon Fellows By COSMOS, the California State Summer School for Mathematics and Science at UCSD. (c) School Recognition Creekside, Del Sur, and Stone Ranch Elementary Schools were selected as 2014 California Distinguished Schools. They are among 424 schools state wide to earn the honor this year. Principals Christine Donnelly, Doug Johnson, and Lisa Danzer were introduced and congratulated by President Gutschow and Dr. Collins. B-3 Del Sur Elementary School Receives 2014 National Blue Ribbon School Award Del Sur Elementary has been recognized as a National Blue Ribbon School by the United States Department of Education. Del Sur is one of 377 schools nationwide to earn this honor for their overall academic excellence and/or progress in closing achievement gaps among student subgroups. Dr. Collins introduced and congratulated Principal Doug Johnson and his Del Sur team. B-4 Board Member Reports Board members reported on their activities and events attended in the previous month. C. PUBLIC COMMENTS 1. Wayne Rounsavell requested that more than three minutes be allowed for public comments at regular Board meetings. He asked when the FAQs and responses from the three CAB public forums would be made public and requested they be published in local newspapers. 2. Steve Sarviel stated that given the influx of illegal immigrant minors in our community, parents need to be on alert to protect their children and outlined his five-step plan for PUSD to follow to ensure that that students remain healthy. EARLY AGENDA ITEMS G-601 Possible Refinancing of the Capital Appreciation Bonds (CABS) Dr. Collins introduced Mrs. Tholandi who presented feedback from the preference cards collected at the three recent CAB public forums as well as those online. Public comments were heard from attendees who submitted speaker slips on this agenda item: 1. Diane Kodadek asked the community to do their due diligence, make informed decisions, and remember that the CAB passed because of a vote by the public; not the Board. 2. Steve Sarivel remarked that the District has withheld details and has not been transparent regarding the CAB proposal and requested answers to all of the questions that were posed at the public CAB forums. 3. Chris Garnier provided a detailed history of his background and distributed two handouts to the Board. 4. Wayne Rounsavell asked if any bond consultants have been approached to discuss the proposal and provide other potential options. Following discussion, the Board directed Dr. Collins and staff to publish the following items: 1. The FAQ s and their responses from the three public CAB forums 2. Dale Scott s PowerPoint Presentation from the August 19, 2014 Board meeting 3. Data collected from the preference cards 4. Findings from the two independent analyses being conducted. 3

11 The Board will discuss these items at the November 17, 2014 Board meeting. Should the decision be made to proceed with the CAB refunding proposal, the Board will set parameters at that time and give further direction on how to proceed. D. ACTION ITEMS D-101 Approval of Resolution No Entitled Character Counts! and Red Ribbon Week for Alcohol, Tobacco, and other Drugs Prevention It was moved by Mr. Patapow, seconded by Mrs. Beatty, that the Board proclaim October 20-24, 2014 as Character Counts! and Red Ribbon Week. Motion carried unanimously, 5-0. D-102 Approval of Updated Special Education Community Advisory Committee Members On a motion by Mrs. Beatty, and a second by Mr. Davis, the Board voted to approve the appointees for the Special Education Community Advisory Committee as presented. Motion carried unanimously, 5-0. D-301 Approval of Monthly Budget Revisions It was moved by Mrs. Ranftle, seconded by Mr. Patapow, that the budget revisions for the month of September, Fiscal Year , be approved as presented. Motion carried unanimously, 5-0. D-302 Public Hearing and Approval of Resolution No Entitled Approving a School Facilities Needs Analysis; Adopting Alternative School Facility Fees in Compliance with California Education Code and Government Code Sections , , , and et seq.; and Making Related Findings and Determinations President Gutschow opened a public hearing at 7:58 p.m. to hear any public comment. Hearing none, the public hearing was closed. On a motion by Mr. Davis and a second by Mrs. Beatty, the Board approved Resolution No as presented. Motion carried unanimously, 5-0. D-303 Award a Contract for Bid No B Purchase of School Buses to Creative Bus Sales for Line Item 1 and 2 and Reject Non-Responsive Bid from Bus West for Line Item 2 Mrs. Beatty moved and Mr. Patapow seconded that the Board award a contract for Bid No B to Creative Bus Sales for Line Item 1 and Reject Non-Responsive Bid from Bus West for Line Item 2. Motion carried unanimously, 5-0. D-304 Authorization to Award a Contract for Bid No B Financing for School Buses and Approval of Resolution No Entitled Authorization to Execute Documents for Lease/Purchase Financing for School Buses On a motion by Mr. Davis and a second by Mrs. Ranftle, the Board authorized the Superintendent to award a contract for Bid No B for financing of school buses and approved Resolution No , Authorization to Execute Documents for Lease/Purchase Financing for School Buses. Motion carried unanimously, 5-0. E-305 Approval/Ratification of Contractual Services Report No Following discussion, on a motion by Mrs. Beatty and a second by Mrs. Ranftle, the Board voted to approve Contractual Services Report No Motion carried unanimously, 5-0. E-307 Acceptance of Project as Complete and Authorization to File a Notice of Completion for Bid No B Transportation Compressed Natural Gas Compressor Replacement Project Following discussion, on a motion by Mrs. Beatty, and a second by Mr. Davis, the Board voted to accept the project as complete and authorized the Superintendent to file a Notice of Completion for Bid No B. Motion carried unanimously, 5-0. E-310 Acceptance of Project as Complete and Authorization to File a Notice of Completion for Artificial Turf Replacement by Sole Source Provider Fieldturf USA, Inc., at Poway High School Following discussion, on a motion by Mr. Davis, and a second by Mrs. Ranftle, the Board voted to approve the project as complete and authorized the Superintendent to file a Notice of Completion for Fieldturf USA, Inc. at Poway High School. Motion carried unanimously, 5-0. F. FIRST READING ITEMS There were no first read agenda items. G. INFORMATION ITEMS G-311 Enrollment Report No. 1/ This item was presented as information only. H. NEW BUSINESS BOARD MEMBERS Mr. Davis asked if there was a launch date for OpenGov. Mrs. Tholandi responded that it would be rolled out once a tutorial manual is completed and following Cabinet discussion. Mr. Gutschow asked for feedback on whether the Board should set policy for unused CFD seats. I. CORRESPONDENCE There was no correspondence presented. J. NJROTC is a citizenship development program that instills service to the United States, personal responsibility and a sense of accomplishment in students in United States secondary educational institutions. The NJROTC program teaches cadets self-discipline, self-confidence and leadership skills to help meet life's challenges and helps prepare them for life after high school to support their chosen career path. Mt. Carmel High School Teacher, Bill Briscoe and his Fire Science students were presented a Certificate of Recognition from the Poway City Council for their role in helping to make the 29 th Annual Poway Fire Department Open House such a community success. DISCUSSION/PROGRAM: EVERYDAY HEROES honors classified employees who demonstrate excellence in work performance, school and community involvement, and leadership and commitment to our District and students. Tier 1 of the program allows anyone (fellow employee, supervisor, parent, etc.) to submit a nomination to recognize the efforts of Poway Unified classified employees at any time of the year. Nominated classified employees, along with their supervisors and nominator, receive a notification informing them that they have been nominated as a Tier 1 Everyday Hero. Three times a year, a committee reviews the nominations of employees recognized in Tier 1 and selects those to be recognized as Tier 2 Outstanding PUSD employees. Tier 2 employees are recognized at Board of Education meetings receive certificates of recognition. The October Tier 2 Outstanding Classified Employees are: Kyle Allen - Instructional Assistant I - Special Education Twin Peaks Middle School Kyle is a one-on-one aide at Twin Peaks Middle School who volunteered to support one of our special needs students at Oak Valley Middle School at Outdoor School. Kyle is outgoing, energetic, enthusiastic, and genuinely caring. He hadn t worked with the student prior to this so there were many challenges along the way. Kyle put in many long days as he supported his student through breakfast, all day activities, lunch, dinner, and evening program. Kyle was like his big brother, always had a smile on his face, guiding him patiently, and always with his caring nature. When his student was homesick, Kyle stuck with him every step of the way and made it through the week with success and a smile. This extraordinary experience could have never happened without Kyle s support. He was such an amazing mentor, big brother, and patient supporter. The world is made a better place one person at a time, one step at a time. Through Kyle s efforts and support, he changes many lives; he s truly a hero! Kimberly Carroll High School Registrar Westview High School Kim Carroll excels at her job, embraces every challenge and goes miles above and beyond expectations on a daily basis. Her job description doesn't come close to summarizing all the different facets of her daily undertakings; all of which she embraces with skill and passion. While effortlessly multi-tasking, she selflessly gives her time, her experience and knowledge of the job to assist and mentor all of PUSD s Registrars. Being new on the job myself, she has generously taken on the daunting task of training me in this new job that carries with it a year-long learning curve. From day one, on a daily basis; she has answered my multitude of phone calls and s, as well as offered herself in person, to give me the best opportunity to be successful in this new position. Her positive outlook and patience seems Continued

It s mind-boggling how she handles many needs, responds to questions from the other Registrars, and acts as a right-hand gal to our management, without skipping a beat managing her own, extensive job responsibilities. I sincerely hope PUSD will recognize the valuable contributions Kim has, and continues to provide to PUSD employees; and therefore, to PUSD as a whole. She so deserves this recognition. Dan Flaherty Maintenance Worker II Maintenance & Operations During the summer of 2014, I personally witnessed the diligence and ingenuity of Dan Flaherty. He singlehandedly fixed, welded, and fabricated parts of 430 student desks at Rancho Bernardo High School. Since most of the student desks have a missing part or parts, he fabricated the parts to make the desks usable again. What makes him commendable is he did these by himself. He is truly a great asset for the district. Laura Gonzalez Garcia Parent Liaison-Bilingual Valley Elementary School Laura Gonzalez Garcia goes above and beyond! This year in addition to her job duties, she volunteered at Back to School Night with the School Counselor. She helped to provide resources for families and to encourage them to register for the 3-Day Positive Parenting Program. Every year, Laura voluntarily attends each parenting class. She arrives early and leaves late. She makes sure the presenters and families needs are met, and that the childcare runs smoothly. She is an invaluable member of the Valley Team. She is reliable, dedicated, and committed when it comes to meeting the needs of students and families. She is highly regarded by teachers, administrators, support staff, and parents and is an absolute asset to our team! Olga Jones Middle School Accounting Technician Twin Peaks Middle School Twin Peaks Middle School has the distinct honor of having Olga Jones working with us on our site. As our Finance Secretary, Olga arrives daily at the crack of dawn, well before others, and begins organizing her many tasks. I am not sure how she stays on top of all of the things she does. As the Director of Activities at Twin Peaks, I have had the pleasure of working with Olga since she started at Twin Peaks. Olga is a warm and generous person who is an active listener and always tries to find solutions for whatever the current issue may be. In her "spare time", she organizes our "Sunshine" Teacher/Staff group. This puts her in the forefront of organizing cards, gifts, and events for the happy times of our staff as well as the sad. This is a difficult task that she has done for many years out of the kindness of her heart because she cares for the Twin Peaks Family. As busy as we all are at the end of the school year, Olga also coordinates our end of the year summer celebration. I for one am grateful that she is part of the Twin Peaks Family and would like to see her recognized for all that she does. Tarrah Marcus Instructional Assistant I Special Education Mt. Carmel High School Tarrah is new to Mt. Carmel this year and she came in embracing the Sundevil Way! Tarrah takes time with each student making them feel important, smart, and accountable. She gets to know them on a personal level and relates to them in order to get the desired work out of them. She is a natural working with high school students. When I say she goes above and beyond, it barely scratches the tip of the iceberg! She stays after working hours to make sure that students understand math concepts. She listens to them if they are having personal issues. She does all of this and more without being asked and every single day she has a huge smile on her face, a desire to help, and a positive attitude. We are so lucky to have her here on campus, and I am lucky to have her in my class. Elizabeth McDowell Program Aide ESS Del Sur Elementary School I would like to nominate Elizabeth (Lizzie) for her outstanding work with the children here at Del Sur ESS. Lizzie's dedication, effort and creativity amaze me every day. She is always early for work to begin Continued

21 preparing for her project for the day, or coming in with a new creative idea that she came up with at home the night before. Lizzie has put together countless projects and activities that teach the children about various topics, from how to make butter and how to say words in Italian, to earthquakes and how they make the earth shake. She genuinely cares about the kids and comes to work excited about her job each day. The kids in her group always walk away having had a blast as well as learning something new. Deirdre Sheehy School Administrative Assistant Middle School Oak Valley Middle School Deirdre is the heart of Oak Valley. She is the go-to person for everything and is always patient and smiling, even though she might have been asked the same question a million times. Deirdre will get it done, whatever it takes. Most recently she put in long days getting 6th grade camp organized and finalized for our campers. Over the years, Deirdre has been the glue that has held Oak Valley on course as we have gone through the usual changes of administrators. She has employed her knowledge of the school, sense of humor, wit and wisdom and vast patience as she has done her job most remarkably! Kathy Webb School Administrative Assistant Elementary Pomerado Elementary From the moment Kathy Webb set foot on our campus and officially became a Pomerado Wildcat last year, she has made a most positive and significant impact at our school. We are a CHARACTER COUNTS! school and Kathy exhibits the six pillars of character: Trustworthiness, Respect, Responsibility, Fairness, Caring, and Citizenship. Recently, a dad volunteered to paint lines at our school, but he needed access during the weekend. Kathy volunteered without hesitation to drive over and open the gate so that he could paint the lines. In all ways, Kathy has demonstrated the highest level of character and professionalism. Her contributions have made our school a better place since she first joined us! Everyone has nothing but the most positive things to say about our friend. I can t imagine how she doesn t deserve the highest level of recognition that our district has to give. She is truly our great hero!

DISCUSSION/PROGRAM: TEAM PUSD is designed to recognize an admirable team of employees, who together accomplish an exceptional task or project. The recognition is for a group of two or more certificated and/or classified individuals who have made a significant contribution to the benefit of PUSD, an individual, his or her work site, the community, or other volunteer or service organization. The activity for which they are being recognized generally demonstrates excellence or exceeds the employee's normal job responsibilities. Nominated for a TEAM PUSD award are: Dale Klinert and Robert Cicero Mt. Carmel High School Groundskeeper II s Mr. Klinert and Mr. Cicero are a great team and have done a phenomenal job of getting Mt. Carmel High School ready for staff and students. They were tasked with gigantic cleanup and trimming jobs and worked tirelessly to complete them. They have trimmed plants and trees that have been overlooked for many years. They have adjusted sprinklers and created a watering schedule that will help reduce the amount of water MCHS will use for irrigation during our statewide drought emergency. They have taken out old overgrown plants and created plans to plant shrubs and flowers that will be more visually appealing to staff and students and that will display our school colors. The work they did to prepare not only for athletes to return to the fields, and students to return to campus, but also for the entire district to visit our site for several special presentations by Dr. Collins has been fantastic. Our coaches are raving about their fields. The principal commented that in his eleven years at MCHS, the grounds have never looked as good as they have in the past four weeks." Our parents, students, and staff have noticed a difference, and we are beautifying our campus. Thank you to Dale and Bob, the grounds team at Mt. Carmel. They contribute largely to our Sundevil Way and the pride our community has in our school and district! Marcelina (Ellen) Nazareno and Dennis Sweeney Stone Ranch Elementary School Custodians Both Dennis and Ellen stepped up and took on additional duties when our lead custodian became ill and unable to work. During the summer months they both packaged up and readied four teachers classrooms who were transferred to other sites. When the District drivers came to take the items to the new site they were so excited to see them wrapped with plastic and put together so nicely that it made the move easy for them, as well as for the teachers when they arrived at their new site. To prepare for the new school year, Marcelina and Dennis completed additional cleaning in rooms where necessary, even if not on their route, to assist each other with the extra responsibilities that Continued

23 resulted from not having the lead there. The Health Office was given extra care to ensure it was clean and germ free each evening to make sure our students and staff remain healthy. They make sure that the areas where children walk are safe, including replacing the lights for their walkways to be safe at night during their evening routes. Where would we be without their "CAN DO ATTITUDE" and their smiles? They are kind and generous and show what our Character Pillars talk about. Thank you to these extra special employees at Stone Ranch Elementary. Wulff, Dawn Zwibel Personnel Support Services During the "relaxation" of the summer months, PSS was not relaxing! Employees of the department were accomplishing the impossible. Thousands of PUSD employees received retroactive pay increases, hundreds of certificated employees were hired, and hundreds of classified employees were hired! Each of our dedicated staff worked evenings, weekends, and holidays to make this happen. It was a huge task but one handled with professionalism and an understanding of doing "whatever it takes" to be sure employees were in place, cleared of all requirements and appropriately placed in the payroll system to start the new school year. Personnel Support Services is a team of professionals both certificated and classified, that includes departments of Payroll, Risk Management, Personnel Commission, Insurance and Human Resources, as well as Administrative and Director Support. The team provides excellent service to all applicants, prospective and current employees, as well as retirees. What makes this team so incredible is the daily dedicated compassion and concern they have for their work and all employees. Team spirit is observed and seen daily as different groups assist each other to collaborate, generate effective processes, revise and refine work flow and meet common goals such as getting all those new employees processed in August and ready to report to work to support our students on the first day of school. This includes everything from recruitment, testing, interviewing, enrollment in insurance benefits, on line trainings, pre-employment physicals, employee orientations, signing of contracts, establishing s and more! Getting employees ready to open school with all the personnel components in place prepares them to provide direct services to our clients. I am so impressed with this team and their knowledge skills and dedication to service. PSS is the proud place to be.
