1 WEBER SCHOOL DISTRICT 5320 Adams Avenue Parkway Ogden, Utah General Board Meeting February 2, 2011 The Board of Education of the Weber School District held a Board Meeting in the Board Room at 5320 Adams Avenue Parkway, Washington Terrace, Utah. The meeting convened at 6:02 p.m. The following s and Superintendency were present: Brent Richardson Jon Ritchie Allen Berrett Cheryl Ferrin Sharilyn Gerber Douglas Hurst Dean Oborn Michael Jacobsen Linda Carver Jeff Stephens Robert Petersen President Vice President Superintendent Assistant Superintendent Assistant Superintendent Business Administrator Board President, Brent Richardson welcomed all present. He acknowledged the presence of Nancy Van Valkenburg, newly assigned education reporter for the Standard Examiner. (This meeting is a strategy session to discuss the character, professional competence, or physical or mental health of an individual.) AGENDUM ITEM #1 Consent Calendar A. Minutes That the minutes for the Study Session, General Board Meeting Session and Closed Session held on January 5, 2011 and the minutes for the Special Board Meeting and Closed Session held on January 12, 2011 be approved. B. Warrant Register That check numbers , , , , , , , and , and through totaling $4,735, dated January 25, 2011 be approved. C. Budget Update D. New Hires That the budget update dated January 25, 2011 be approved. That the list of personnel changes and additions dated January 25, 2011 be approved. E. Bid/Purchase Approvals That the purchase of unlimited user licenses to 43 locations of the Read: Outloud 6 text-to-speech software serving Special Education students be approved. Also the purchase of additional site licenses costing $5, total for the Co:Writer software for 25 additional workstations be approved. Total cost of all above licenses is $51, F. Leave of Absence Requests There were no Leave of Absence requests to be approved. Motion: Sharilyn Gerber Seconded: Dean Oborn
3 That the above consent calendar be approved. Voting was unanimous in support of this motion. AGENDUM ITEM #2 Recognitions A. Sharen Kamp Two Rivers High School I Love Teaching Award Reid Newey, Career & Technical Education (CTE) Director, introduced Sharen Kamp to the Board and noted there is no candidate more worthy to receive the I Love Teaching Award than her. Mrs. Kamp is a CTE coordinator based out of Two Rivers High School. Mr. Newey invited the Board to visit Two Rivers during school hours to experience first-hand the incredible things that takes place within the school under the leadership of Principal Pam Drake and the dedicated staff members at the school. Mr. Newey read an excerpt from Principal Pam Drake s letter of nomination which states, Sharen has a sign in her office which reads, If you want something done, ask the busiest person you know. Sharen is the busiest person I know, and she has been the busiest person I know since we worked together at Roy High. Most days Sharen is the first one in the school and often the last one out at night. She is a meticulous record keeper and is usually the one asked to provide the chart, spreadsheet, or well-written word document. She faithfully utilizes the student tracker program to document her interactions with students and parents. And she is the most available person I have ever encountered never too busy to meet with a student or a parent, willing to drop whatever she is doing to give her full attention to staff members or teachers, accessible for consultations regarding health issues or personal situations She is the caretaker of the DRSLS for the Two Rivers accreditation process and the keeper of the data. Sharen is the go to person for medical emergencies at our school freely giving of her medical expertise as an RN. Sharen is the teacher of teachers whenever or whatever is required. She is the proofreader of all important documents. She is the encourager of students who seek her expertise in enrolling at the ATC. She is also the reality check they need when discussing career options Mr. Newey commented that there are two types of people those who feel indebted to Sharen Kamp and those who have never worked with Sharen Kamp. If you know and have worked with Sharen Kamp, you feel indebted to her. Mr. Newey has worked with state education officials with competency issues and the officials often turn to Sharen for recommendations and advice. They often comment in jest, Not every district has a Sharen Kamp - we need to clone her! Sharen Kamp is a true giant in education. She has positively influenced more students and adults in education than she ll ever know. It is an honor to present her with the I Love Teaching Award. B. Marty Roskelley North Ogden Jr. High School Extra Mile Award Dale Pfister, Secondary Supervisor, expressed his pleasure in presenting Marty Roskelley to the Board of Education as a recipient of the Extra Mile Award and noted that Mrs. Roskelley best represents the extra 100 mile award as everything she does, she does at one hundred percent. Mrs. Roskelley endearingly calls students, co-workers, even the administration, honey, sweetie, darlin which brings a warmth about her that draws others to her. In his letter of nomination, Principal, Jay Anderson, stated, Marty Roskelley is the type of individual who sees something that needs to be done and does it without the expectation of reward or recognition. I have witnessed, on many occasions, Marty doing the little things that mean so much in the
4 great scheme of things within a junior high. Once a month she helps the kitchen staff prepare for Student of the Month breakfast programs. Marty volunteers her time to the cause. I have been amazed to learn that Marty arrives at 3:00 a.m. on these student recognitions days to assist in preparation of our famous North Ogden Jr. High quiche breakfast! She quietly slips out of a back door to take on the day in the office, almost as if she doesn t want anyone to know she helped us SHINE! Mr. Pfister talked with faculty and staff members at North Ogden Jr. High and asked their feelings about Marty Roskelley. Some of the comments include: She s the best! ; Her medical expertise is invaluable ; She thinks of everything and is always prepared ; She helps with the accreditation process ; She does everything with a smile and leaves smiley faces on the papers when she is done ; She is always happy never angry ; She calmly handles every situation ; She is patient ; She is sweet to everyone ; She is helpful and nice ; She is always upbeat ; She is patient and teaches me how to do things (this comment was from a student-helper); and She is kind. Mr. Pfister attests to all of these characteristics of Mrs. Roskelley as he has had the privilege to be her former principal at North Ogden Jr. High. Mr. Pfister concluded that Marty Roskelley is an incredible employee and most worthy recipient of the Extra Mile Award. AGENDUM ITEM #3 Presentation Comprehensive Guidance Bob Wood, Student Services Director, stated he is grateful for the opportunity to share information on Comprehensive Guidance to the Board this evening. He noted that next week, February 7-11, is National School Counselor Appreciation Week, a week set aside to honor school counselors nationwide. He expressed his appreciation for counselors and former counselors who were in the audience this evening. He then introduced Rich Shepherd, Student Services coordinator, who addressed the Board. Mr. Shepherd explained that this evening s presentation focuses on SEP s and SEOP s. He reviewed the district SEP/SEOP policy, guidelines and expectations as it relates to elementary, junior high and high school students. He noted that Utah State law 53A-1a-106 requires SEP/SEOP be provided for each student. Mr. Shepherd referred to Weber School District Policy #4700 Student Education Plan/Student Education Occupation Plan, which was adopted in 2003, and outlined the requirements listed in the policy. He noted that SEP s and SEOP s are the student s key to understanding education and career planning. These programs create a positive partnership between counselors and students. Krista Stettler, a counselor at Wahlquist Jr. High, explained students are tracked using an SEOP card which is universal to all schools feeding into a particular high school. This gives the high school counselor information that is consistent with all students in the school. She noted that in 7 th grade, SEOP s are conducted on an individual basis by the school counselor. Its purpose it to help with transition, acquaint the student with the counselor, and create a camaraderie encouraging the student to interact with the counselor. In 8 th grade the focus is on exploration. These SEOP s are conducted on an individual basis by counselors and a teacher team, who review pathways, such as college, ATC, or internship programs, and set goals. Ninth grade SEOP s are done in small- group fashion with individual attention focusing on preparation. Parents are invited to attend these meetings where graduation requirements are discussed and high schools registration options are explained.
5 Mary Young, counselor at Bonneville High, expressed her appreciation to jr. high counselors for preparing students for high school. She shared a short power point presentation on the SEOP process at Bonneville High School. She noted that counselors meet individually with seniors in August through October; and sophomores in October through March. Junior students meet with counselors in small groups during November through December. Included in SEOP meetings, the following are reviewed: Graduation requirements College requirements ACT/SAT college entrance exams Sports in college District make-up options AP classes Concurrent enrollment Early College ATC Magnet classes Internships State Scholarships (Regents, New Century, Centennial) Scholarships and financial aid (encourages volunteering, keep grades up, involvement in school activities) FAFSA (student aid) Laker Time guidance calendar During November through February, counselors help students apply for scholarships. Mrs. Young also acquainted s with the Bonneville High School webpage. Listed on the webpage is information students need to know about scholarships, financial aid, college information, how to practice for the ACT, scholarship links, etc. Counselors encourage sophomores and juniors to use this resource to learn how to access scholarships and prepare for their senior year. Mrs. Young asked for questions or comments from s., Cheryl Ferrin, commented that she was grateful, as a parent, that she was included in her childrens SEOP meetings. Mrs. Young responded that counselors encourage parents to become highly involved in this process. Board President Richardson commented when he receives negative feedback on counseling services, it is usually from parents who do not understand the services and choose not to be involved., Sharilyn Gerber, noted that Weber School District has an outstanding counseling program that is one of the best in the entire state. She thanked the counselors for all that they do.
6 AGENDUM ITEM #4 Discussion/Action Items A. Ratification of Negotiated Agreement with Weber Education Support Professionals (WESP) Superintendent Jacobsen explained that a tentative agreement has been reached with Weber Education Support Professionals (WESP) for the school year. He recommends that the Board approve ratification of this agreement. Motion: Dean Oborn Seconded: Jon Ritchie That the negotiated agreement between Weber Education Support Professionals for the school year be approved as outlined. Voting was unanimous in favor of the motion. President Richardson called for a motion to adjourn to a Closed Session to discuss the character, professional competence, or physical or mental health of an individual.. Motion: Allen Berrett Seconded: Dean Oborn That the Board Meeting be adjourned to a closed session to discuss the character, professional competence, or physical or mental health of an individual. Voting was unanimous in favor of the motion. Adjourned to Closed Session at 6:55 p.m. AGENDUM ITEM #6 Closed Session Reconvened into General Session at 8:10 p.m. President Richardson called for a motion to adjourn the General Session of Board Meeting. Motion: Sharilyn Gerber Seconded: Douglas Hurst That the General Session of Board Meeting be adjourned. Voting was unanimous in favor of the motion. President Richardson, after determining no further business needed to be conducted, adjourned the meeting at 8:11 p.m.
