3 F EBRUARY 2007 P AGE 3 INFORMATIONAL ITEMS CLASSIFICATION & COMPENSATION STUDY Per the Personnel Commission Rules and Regulations (Section ) every five years a classification and compensation study should be conducted for the classified service within Lynwood USD, which is currently on-going. Some initial steps that have been taken include the convening of an eight person Classification and Compensation Committee dedicated to developing a success-oriented action plan for this process. This committee is comprised of Classified Personnel staff, District Administrators, and representatives from both unions (CSEA and SIEU). This group of individuals has worked diligently to jointly develop a classification and compensation implementation plan to ensure the greatest level of success, meeting several times to proactively discuss and address issues that may be presented during the different stages of this process. This study will continue to progress for the remainder of this fiscal year, and in order to make this process as successful as possible, participation is needed by all classified personnel. Information is being submitted to the Personnel Commission for review and approval at the March 5, 2007, Personnel Commission Meeting. The Personnel Commission will be provided with recommendations by the Classification and Compensation Committee in regard to study implementation procedures to be considered for the study and overall action plan to be utilized. Question in regard to this study can be directed to the Classified Personnel Office. LYNWOOD USD CLASSIFIED STAFF RECOGNITION Educational Support Services would like to recognize Mrs. Julieta Patula from the Curriculum and Instruction Department. Mrs. Patula is a hard-working retired employee who came back to work for Lynwood Unified School District (LUSD) on a temporary basis. Ms. Patula has been an employee of LUSD for 21 years and comes in everyday with a smile and kind words for all who work around her. Mrs. Patula is an exceptionally reliable employee who loves to work and is a great model of humility, kindness, and wisdom. Her personality, loving nature, dedication, and hard work inspire us all. For these reasons and more we would like to thank Mrs. Patula for being part of our working family. If one of your classified staff is deserving of recognition for excellent service or achievement of an honor or award (or you know of a classified employee who is deserving of this recognition), please submit this information to: Elva Ruiz, Newsletter Editor, at: eruiz@lynwood.k12.ca.us. Ms. Ruiz will then incorporate this information into the following newsletter. 4 P AGE 4 ONLINE VACANCY FORMS PHASE IN PROCESS The Classified Personnel Office continues to implement the Neogov Online Vacancy Request Software System, which allows the ability to submit Vacancy Authorization (VA) forms online for all positions processed through the Classified Personnel Office. This system enhances the transparency of this process while also eliminating needless regeneration of paperwork. The following sites have been chosen as pilot site to help with the phase in process: Marshall Elementary, Service Center, Nutrition Service Department, Lindbergh Elementary, Special Education, Adult School The next step will be to phase in the rest of the of the departments and sites throughout Lynwood USD. So that all VAs processed through Classified Personnel will be done online by the end of this fiscal year. NON-CLASSIFIED EMPLOYMENT PROCEDURES A memorandum was circulated on February 9, 2007 in regard to non-classified employees (i.e., employees that are not part of a union and classified service). Non-classified employees are only entitled to be employed for no greater than a single fiscal year. An administrator may elect to re-employee the same non-classified employee (s) the following year. A NEW VACANCY AUTHORIZATION FORM (VA) MUST BE GENERATED FOR THE NEXT FISCAL YEAR. 5 F EBRUARY 2007 P AGE 5 SUMMER SCHOOL ASSIGNMENTS An intra-office memorandum was sent on February 21, 2007, to all site and departmental administrators with the information pertaining to the summer school assignments processed through Classified Personnel. Please note all summer assignments vacancy authorization forms processed through Classified Personnel must be submitted NO LATER THAN MAY 1, Written reminder notifications will be sent out on April 1, 2007 and April 15, This time frame will allow more than two months to submit vacancy forms for summer school assignments. Please adhere to the mandates specified in the February 21, 2007 intra-office memorandum in regard to summer school assignments. The following information pertains to the summer school dates, time, work day and locations: Summer School Dates: June 25, 2007 August 3, 2007 Summer School Time: 8:00 a.m. - 12:30 p.m. Classified Work Day: Classified summer school assignments should NOT exceed four and a half (4.5) hours. Summer School Sites: Abbott, Lincoln, Lindbergh, Roosevelt, Rosa Parks, Will Rogers, Hosler Middle, Firebaugh High and Lynwood High School AFTER SCHOOL PROGRAM The District is in the process of acquiring grant funding for the Lynwood Enrichment After School Program (LEAP) at the elementary and middle school levels. The following classified and non-classified positions will be utilized: Title Classification Location Positions Available After School Program Coordinator Classified District Office 1 position only After School Program Supervisor Classified School Sites 1 position per school site After School Program Assistant Classified School Sites 1-2 positions per school site After School Program Mentor Non-classified School Sites Positions as needed per school site All persons interested in any of these classified positions must fill out an online classified employment application and submit all required documentation within submission deadlines to be considered for the positions. For the After School Program Mentor, these positions can either be internal classified employees or individuals external to the district. Internal classified employees who are working as After School Program Mentors may not exceed a total of 8 hours per day (forty hours per week) including their regular assignment. Please note the online applicant station is located at the District Office, Education Center in the atrium.
6 F EBRUARY 2007 P AGE 6 CALIFORNIA SCHOOL PERSONNEL COMMISSIONERS ASSOCIATION (CSPCA) 2007 ANNUAL CONFERENCE The 2007 California School Personnel Commissioners Association Annual (CSPCA) conference was held February 15-18, 2007 at the Westin Hotel in Long Beach. Lynwood USD was one of two districts with the largest attendance at the conference! The following individuals attended from Lynwood USD: Linda Vaughan Herman Winslow Sam Connor Kisha Welch Cynthia Williams Jim Morton Maria Quinonez Kristin Olson Elva Ruiz Madelynn Hooks Donald Ridgway Regina Ramos Falencia Hill Stacy Cole Farsiar Zandian CSEA President CSEA Vice-President SEIU Chief Stewart SEIU Steward Site Representative, SEIU Vice-Chairperson, Personnel Commission Member, Personnel Commission Director of Classified Personnel Executive Assistant, Classified Personnel Senior Personnel Analyst, Personnel Classified Personnel Specialist, Personnel Classified Personnel Specialist, Personnel Classified Personnel Technician, Classified Personnel Personnel Technician, Classified Personnel Personnel Intern, Classified Personnel (Volunteered with the committee) The interests of the CSPCA are to promote the principles and practices of the Merit System; this commitment was demonstrated through the theme of the conference: The Merit System: Investing in Student Achievement. Merit System employment is key to providing students with highly qualified classified personnel who work in concert with and in support of student educational advancement. CSPCA is a nonprofit organization dedicated to contributing to and improving the field of personnel and human resources in school districts throughout the State of California. It is the aim of this organization to positively impact student learning and the student learning environment through sound and efficient personnel and human resources practices This year s conference lasted four days, with intensive seminars lasting from 8:30 a.m. in the morning each day until 4:30 p.m. in the afternoon. Some of the topics of the conference included legally defensible testing practices, planning and selecting today to ensure success tomorrow, innovations in selection practices, personnel practices and cost effectiveness, benchmarking strategies, and integrating technology into personnel practices. Presenters included nationally renown experts in the field of personnel. Lynwood Unified School District employees are always welcome to attend the Personnel Commission Meeting and speak on any concerns or questions.
7 P AGE 7 CSPCA 2007 ANNUAL CONFERENCE: HONORS AND RECOGNITION Lynwood USD was honored at the CSPCA conference by Jack Hayes, Executive Director of CSPCA, for excellent work. During the formal awards banquet Mr. Hayes made the announcement that the Lynwood USD Personnel Commission Annual Report was an example of impressive work. At the request of Mr. Hayes, Executive Director, the Lynwood USD Annual Report was made available for distribution to all Merit School Districts throughout the State of California in attendance. Lynwood USD was further honored with the request that Kristin Olson, Director of Classified Personnel at Lynwood USD be a member on the state-wide Strategic Planning Committee for CSPCA. This committee will help design an action plan for the future direction of CSPCA. The conference this year was a great success demonstrating record highs in attendance. A special thanks also goes to Farsiar, Personnel Intern, Classified Personnel, for volunteering his time to help the program committee. Most importantly a very special thanks goes out to all of Lynwood USD personnel who attended the 2007 CSPCA Annual Conference (A complete listing of attendees is on the previous page). Attendance of this conference demonstrates a commitment to continuous learning, educational advancement, professional development and process improvement, dedicated toward advancement of strategically focused personnel practices within Lynwood USD, with the central goal of supporting student achievement.
