1 Bid Request fr Preventative Maintenance Service Agreement Fr HVAC and Mechanical Systems in the Ellis Cunty Detentin Center, Sheriff s Sub-Statin and Law Enfrcement Center Waxahachie, Texas Descriptin Ellis Cunty is seeking bids fr a yearly preventative maintenance service agreement fr the HVAC and mechanical equipment at the Ellis Cunty Detentin Center lcated at 300 Suth Jacksn Street in Waxahachie, the Sheriff Sub-Statin lcated n Hyt Rad six miles west f Waxahachie ff FM 1446 and Law Enfrcement Center lcated n FM 878 tw miles east f Waxahachie. 2 Inspectin and Maintenance Schedules A. TWICE PER YEAR All HVAC units and chillers are t be inspected, serviced, tested and reprted n tw times per year. Spring Inspectin (prir t the cling seasn) shall include, but is nt limited t the fllwing: Check and clean r replace filters Cnnect gauges and check perating pressures Recrd liquid line and suctin line pressures Check fr signs f refrigerant leaks Check all mtr amperage draws Recrd temperature differential acrss evapratr cil Check evapratr suctin line temperature Lubricate mving parts as applicable Check belts and adjust tensin, if needed Check pressure cut-ut settings Check start capacitrs and ptential relays, if applicable Check cmpressr cntactr Check all wiring and wiring cnnectins Clean cndenser cils Check cndensate drain peratin Supply and place bicide tablets in cndensate pans Check reversing valve (heat pumps nly) Check defrst cntrl peratin (heat pumps nly) Recrd and reprt all data t wner Fall Inspectin (prir t the heating seasn) shall include, but is nt limited t the fllwing: Check and clean r replace filters Check and adjust thermstat Check and adjust all safety cntrls Lubricate mving parts as applicable Check belts and adjust tensin, if needed Check and/r replace filters Check fan cntrl Recrd temperature rise Check cmplete heating cycle Check electrical wiring cnnectins and insulatin Clean burners and pilt (gas furnaces) Check spark ignitin peratin (gas furnaces) Check fr gas leaks (gas furnaces) Check vent pipe and draft diverter (gas furnaces) Check amperage draw n each element (electric heaters) Check sequence f peratin (electric heaters) Recrd and reprt all data t wner

Each piece f equipment inspected shall have an individual wrk sheet denting at a minimum the fllwing items: Unit #, Unit Mdel and Brand, Unit size, the area serviced by unit, unit lcatin, date, service technician and a cmplete listing f all service infrmatin checked n the unit. The cmpleted written reprt shall be submitted t the wner in a 3-ring binder n later than ne week after the inspectin is cmpleted. B. QUARTERLY The successful bidder shall check, change and supply all filters as needed n a quarterly basis during nrmal perating seasn. Bicide tablets shall als be supplied and placed in cndensate pans. Upn cmpletin f the Quarterly Inspectin a single written signed reprt shall be submitted t the wner nting any filters that required attentin, repairs made r needed and any ther ptential prblems r abnrmalities nted. C. MONTHLY A visual walk thru inspectin shall be made nce per mnth. Any cils r filters that are dirty shall be cleaned r changed. Upn cmpletin f the Mnthly Walk Thru a single written signed reprt shall be submitted t the wner nting any filters that required attentin, repairs made r needed and any ther ptential prblems r abnrmalities nted. D. WEEKLY During spring Cttnwd Seasn cleaning and washing f the chillers and AC cndenser cil is required n an as needed weekly basis until Cttnwd lint subsides. Cleaning f Cils The standard fr cleanliness fr an acceptable cil is that the cil surface must be fully vid f dirt and debris, and light must pass thrugh the cil fins. Sme cils may require several cleanings t meet the standard.

4 Upn cmpletin f the cleaning f the cils, the cntractr shall submit a signed wrksheet denting the cils were cleaned, the pre-cleaned cnditin f the cils and an estimate f when the cils might require cleaning again. Inspectin f Mechanical Items All piping valves assciated with the water, ht water, fire r chilled water system are t be exercised by fully pening and clsing each valve n a regular schedule tw times per year. Tw sump pumps lcated in the prisner tunnel shall be inspected and tested fr peratin n a mnthly basis. All debris and grwth remved frm the flat cntrls during each inspectin. The sump pits, and sump channels shall be prperly maintained and cleaned n a regular basis as needed. All vents and exhaust hds assciated with the kitchen and laundry areas shall be cleaned and services as required n a mnthly basis. All adjustable HVAC vents and fresh air intakes shall be cleaned and maintained as necessary t keep them in gd perating cnditin. Exhaust vents lcated n the rfs f the buildings shall be inspected, cleaned, secured fr wind and kept in gd perating cnditin. Maintenance schedule and service requirements fr mechanical equipment nt specifically listed in this request shall be serviced fllwing accepted industry standards. All such equipment shuld be listed in the bidder s cmprehensive equipment inventry alng with the respective prpsed service. Initial Minr Repairs and Cleaning f the entire HVAC System Bidders shall include in their bid a cst fr a ne time minr repair and cleaning f the entire HVAC System. This item shall include, but nt be limited t examples items such as: Securing f lse cnduits Reattachment f missing sheet metal cvers n units Replacement f electrical cnduit bx and mtr bx cvers and lids Reattaching all grund wiring Cmplete cleaning f units and remval f all feathers and bird drppings in and arund units Cleaning all dampers and bring them int wrking cnditin The bid shuld include a cmplete list and descriptin f all items t be repaired and cleaned. Initial repairs and cleaning is f the majr items cnsidered in the Bid Evaluatin Criterin. The mst cmprehensive and cst effective bid will be rated the highest. Jail Rf Access Access t the rf is btained by means f an elevatr lcated in the secured prtin f the jail. During maintenance every effrt will be made t cperate with the successful bidder t minimize wait time fr access. Hwever, guard escrt t the rf is always mandatry. Cnsequently, careful planning and crdinatin by the cntractr will be required t minimize trips.

5 Chiller Circulatin Water Ellis Cunty maintains a separate cntract with a water cmpany t keep the chemical balance f the water in the chillers. Filters The cntractr shall purchase and install all necessary filters. Hwever, it is nt the intentin f the cntract t waste prducts r resurces. If n rare ccasin, a filter can be cleaned and reused and still remain within acceptable industry standards the practice is acceptable. Incidental Labr and Material Rates Bidders shall submit labr and material rates fr repair and maintenance wrk beynd the scpe f the Preventative Maintenance Agreement. Rates shall be prvided fr nrmal wrking hurs as well as fr nights, weekends and hlidays. Ellis Cunty reserves the right t shp pricing fr such repairs and t have thers make such repairs if deemed advantageus t the Cunty. Replacement r Installatin f New Equipment The successful bidder shuld be prepared t prvide pricing fr any new r replacement equipment necessary during the term f the preventative maintenance agreement. Hwever, Ellis Cunty reserves the right t shp pricing fr such equipment and its installatin. Furthermre it shall be at the sle discretin f Ellis Cunty t have any equipment desired installed by thers at any time. Inclusin f New r Replacement Equipment int the PM Agreement Any new r replacement equipment can be incrprated int the existing PM Agreement upn mutual agreement f the successful bidder and Ellis Cunty. Warranty wrk n any new equipment installed shall be the respnsibility f the installer. Warrantee f wrk The cntractr shall include in the bid a full descriptin f their warrantee f labr and material. Legal Actins, Financials and Safety Recrd The cntractr shall include in the bid statements regarding the cmpany s finances, any present f recently past legal actins and safety recrd. Cntractr Persnnel The successful bidder shall schedule the same persnnel t perfrm regular maintenance wrk n this Preventative Maintenance Agreement. Substitute persnnel shall be used nly n rare ccasins due t vacatin, sickness, etc. Ellis Cunty reserves the right t request different persnnel in the event that the PM Agreement is nt being fulfilled as desired. Agreement Cancellatin Ellis Cunty reserves the right t cancel the entire agreement fr any reasn with 10 days ntice. Billing and Payment fr Agreement Mnthly billing and payments shall be made fr the PM Agreement. All additinal wrk and materials shall be apprved n a wrk rder with a signature by an Ellis Cunty representative prir t cmmencement f wrk.
