Historical Roots The world s oldest planning school. The Department of Civic Design was founded in 1909 through a deed of gift from William Hesketh Lever (later the first Viscount Leverhulme of the Western Isles) following his success in a libel action against the Daily Mail. He declared it: a boon to future generations that there should be an opportunity of training men to a full knowledge of the best possible methods of Town Planning and Civic Design
