Context GEM Commissioning Intelligence Services are delivered through a hub and spoke delivery model. This role leads a spoke information team whose purpose is to support information analysis and interpretation for customer organisations. The role will also be required to support development of the hub services and the GEM commissioning intelligence system. 2. Job Summary Develop, and provide leadership to, a comprehensive information service that supports customer organisations to meet their strategic and operational objectives. To deliver services in a consistent and corporate manner aligned to the GEM CSU vision to design and deliver high quality, cost effective commissioning support valued by our customers. Working with the wider Commissioning Intelligence team and customers the postholder will support design and delivery of a programme of continuous improvement. The role will work closely with the customer, as subject matter expert, to identify customer requirements and plan the locally focussed programme of work, linking with the wider team to develop services at scale where appropriate. The postholder will be required to ensure that the local service is performing well against key performance indicators, as set out in service specifications and to liaise with customers to address any areas of concern promptly. 3. To support customers proactively, identifying opportunity to use information to support customers in commissioning and improvement of health care services. To provide inspirational leadership to the spoke information team to drive innovation in delivery of service, motivating the team to implement a culture of customer service and continual improvement. To be responsible for the day to day running of the spoke information function aligned to corporate standards and processes whilst maintaining a customer focussed and responsive service. To work closely with customer organisations to understand their requirements, identify and negotiate appropriate services, working with a range of customer forums as appropriate 2
To develop and deliver a locally focussed programme of work as agreed with customers and aligned to the corporate programme of work required to deliver mandated elements of the service. To work with other teams within GEM and relevant customer leads to ensure that information support for commissioning is integrated with contracting, performance management and financial workstreams. Develop and implement a comprehensive data quality improvement programme, working with the Development, Data and Integration team and Hub Information Manager to ensure a corporately consistent approach to data quality. To maintain specialist knowledge of methodologies for analysis and reporting and support development of the team in achieving excellence in delivery of services to recognised professional standards. To maintain detailed and up to date knowledge of national policy and professional best practice in the field of NHS information and support the Head of Information Services to undertake the necessary planning, change and development of GEM information services to meet changes in policy. To maintain a detailed understanding of NHS data flows and work with the Head of Information Services to incorporate all flows consistently into the GEM DMIC and CI systems. To support customers in use of information to ensure informed decision making in commissioning of healthcare, including promotion and support for the GEM CI system. To improve the efficiency of the service by identifying work programmes suitable for delivery at scale and linking with the hub to ensure these are developed appropriately. To contribute to the programme of work to delivery an integrated commissioning intelligence system adding significant value to the offer for the customer and ensuring local customer needs are reflected in the development of the system. To implement and contribute to the development of GEM and local information strategy. To monitor the spoke information function in relation to key performance indicators and develop remedial action plans if appropriate. To be a proactive member of the senior management team for commissioning intelligence supporting strategic development of the service. 4. Staff Management Responsible for the day to day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters. Responsible for an individual s development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individual s performance and capability development. 5. Key Working Relationships Develop and maintain strong customer relationships, working closely with a number of customers including developing good knowledge of the customer organisational aims, objectives and initiatives so as to provide meaningful expert advice. The post holder will be required to communicate and provide highly complex and specialist information to a wide range of internal and external stakeholders. Commit to working and engaging constructively with internal and external stakeholders on a range of complex, specialist and often contentious issues. Person specification requirements Factors Description Essential Desirable Assessment * Education / Qualifications Experience and Skills Degree in numerate / informatics subject or equivalent significant experience in delivery of the responsibilities described at senior management level Evidence of relevant continued professional development in specialist area Management / leadership training (or experience) Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master s level equivalent Demonstrable understanding of the background to and aims of current healthcare policy in the NHS and local area Member of relevant professional body Experience of NHS information and data flows to support commissioning of healthcare Extensive experience of information analysis, business intelligence and reporting Significant experience, at a senior manager level, of providing information / intelligence services to customers to support a variety of commissioning requirements Experience of leading a large information team with particular experience of information strategy development and implementation Demonstrable track record of success in management of teams Experience of working in a pressured and complex environment requiring prioritisation of workloads and negotiation of delivery timescales Excellent verbal and written communication and persuasion skills AF & C
