2 Job Title: Team / Directorate: Band: Responsible to: Accountable to: Business Intelligence Development Manager Commissioning Intelligence, Commercial Directorate 8a Applications Development Manager Head of Development, Data and Integration 1. Context GEM CSU believes that strong management and integration of data is a fundamental enabler to delivery of commissioning intelligence services. Supporting early national work through the DMIC programme, GEM has been fully accredited to deliver data processing and integration services as part of the national HSCIC model. GEM CSU will continue to develop to achieve accreditation for its own data warehouse under the new guidelines recently released. This role will work within the GEM CSU Data and Development Team. GEM CSU, one of the largest CSUs in the country, is developing a new and innovative approach to commissioning intelligence systems aiming to support not only CCGs with the commissioning cycle but also by extending the remit of the system to inform and influence change of behaviour directly with practices to support their role within CCGs. 2. Job Summary To lead a Business Intelligence Development Team whose purpose is to manage all aspects of reports development for the GEM integrated commissioning intelligence system. To ensure reports are designed and developed in accordance with specifications describing customer and internal GEM requirements. Maintain high levels of quality through management of an assurance process working closely with information managers and leads. 3. Key responsibilities To deliver a high quality, responsive and efficient BI development service supporting GEM and customer objectives through delivery of reports through the GEM CI system. To work with spoke information teams and customers, identifying opportunity to deliver reporting services at scale through a do once approach to support customers in commissioning and improvement of health care services. To supervise the work of a team of developers to deliver the agreed programme of work motivating the team to implement a culture of customer service and continual improvement. To have a central role in the development of the GEM Commissioning Information System including the design and build of the reporting architecture To ensure that report developments are approached in an agile manner and are developed as efficient as possible being in line with best practice which enhance the end user experience To be subject matter expert in BI development techniques and technologies including best practice to support the teams in developing their specialist understanding and knowledge. 2
3 To develop BI reports based on a wide range of data sets, using BI development tools and products as appropriate, to ensure reports deliver accurate and useful information in meaningful form to customers. To provide innovative insight utilising the appropriate BI tools To support definition and development of reports for new data sets to embed reporting through the GEM CI system to ensure consistent delivery of high quality of reporting. To work with the wider CI team to deliver a data quality programme ensuring that reports available are accurate, complete and fit for purpose. To work with other teams within GEM and relevant customer leads to ensure that BI development for commissioning is integrated with reporting requirements for contracting, performance management, service redesign and financial workstreams. To maintain detailed and up to date specialist knowledge of BI development techniques and tools and implement within the team as appropriate. To support spoke teams and customers in use of GEM CI system and other BI tools which may be deployed to facilitate increased us of information and self-service analytics. Deliver training to GEM staff and CCG / general practice users in use of GEM CI tools. To work with customers to develop KPIs related to report delivery and the availability of the commissioning information system and address areas of concern To support measurement of the hub development function in relation to key performance indicators through collection of relevant data. To be a proactive member of the extended senior management team for commissioning intelligence supporting strategic development of the service. 4. Staff Management Responsible for the day to day range of staff management matters, which will include responsibility for supporting appraisals, development of staff, recruitment and where necessary processes such as grievance and disciplinary matters. Responsible for an individual s development on the job and job performance management. Work in conjunction with line managers and other job managers to assess and manage confidential information about an individual s performance and capability development. 5. Key Working Relationships Develop and maintain strong customer relationships, working closely with a number of customers including developing good knowledge of the customer organisational aims, objectives and initiatives so as to provide meaningful expert advice. The post holder will be required to communicate and provide highly complex and specialist information to a wide range of internal and external stakeholders. Commit to working and engaging constructively with internal and external stakeholders on a range of complex, specialist and often contentious issues. Nurture key relationships and maintain networks internally and externally, including national networks. Support collaborative working across GEM CSU, customers and other stakeholder organisations as relevant Assist with public relations and marketing activities Assist with Freedom of Information requests, maintaining records as required within the framework and in accordance with the legislation.

Person specification requirements Factors Description Essential Desirable Assessment * Education / Qualifications Experience and Skills Significant experience and training in the Microsoft SQL Server 2008 or 2012 software especially SSIS, SSAS and SSRS including performance point services an IT or related technology qualification Significant experience in delivery of the responsibilities described at senior management level Evidence of relevant continued professional development in specialist area Management / leadership training (or experience) Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master s level equivalent Demonstrable understanding of the background to and aims of current healthcare policy in the NHS and local area Member of relevant professional body Extensive experience of developing extract, transform and load routines using SQL Server. Experience of developing large scale enterprise BI Solutions utilising the Microsoft BI stack and SharePoint 2010 Ability to interpret and express user requirements and translate them into specifications. Experience of supervision of a team Experience of working in a pressured and complex environment requiring prioritisation of workloads and negotiation of delivery timescales Excellent verbal and written communication and persuasion skills Extensive experience of management of report development and resolution and monitoring of data quality issues. Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution AF / C / T AF / I / T
