2 job description and person specification Job Title: PROJECT MANAGER Name: Reports To: Department/Location: Principal Project Manager Projects/ Strategy Directorate Date: August 2012 Job Purpose: Successfully deliver small and medium sized projects within the South Yorkshire Passenger Transport Executive's (SYPTE) capital programme from inception to completion, and actively contribute to the successful delivery of larger scale projects undertaken within the Projects Team. 3 Dimensions: Context: Responsible for the delivery of small/ medium sized projects within SYPTE s capital programme, typically, projects will range from 0 to 3m in value and will generally consist of a single partner and/or funding source. In addition the postholder will be expected to assist the Principal Project Manager in the delivery of large/complex projects, typically, projects will range from 5m to 25m in value and are likely to consist of multiple partners and/or funding sources. Typically, the postholder will be responsible for approximately 8 projects at any one time. Departmental Budget: In 2011/12 the Capital Programme is forecast to be 10M General Responsibilities: SYPTE s aim is to provide the best Public Transport system possible. SYPTE and its Managers are fully committed to the training and development of staff. Responsibilities/Key Accountabilities: 1. Manage small/medium sized projects to deliver their agreed targets, securing and appointing the Project Team (potentially through an open tendering process), delivering the economic and financial evaluation and complying with all relevant legislation and other statutory processes. 2. Assist in the delivery of large/complex projects and clusters of small/medium projects, under the direct control of the Principal Project Manager in order to ensure the effective on-going delivery of SYPTE s wider Capital Programme.

Manage and monitor the outputs of Project Teams, in relation to all directly controlled projects, ensuring agreed responsibilities delegated to Project Team members are continuously achieved to time, budget and required standards. 4. Undertake and manage appropriate consultation processes in relation to all directly controlled projects, ensuring effective and timely consultation throughout the life-cycle of each individual project. 5. Assist in negotiations with external bodies (private and public) to form partnerships, commercial deals, funding arrangements and/or legal agreements necessary to deliver projects. 6. Assist the co-ordination, monitoring, reporting and control of the wider capital programme in order to ensure delivery of the annual programme and Local Transport Plan targets. 7. Undertake any other duties commensurate with the post as directed by the Principal Project Manager. Planning and Organisation: The Project Manager will be responsible for a varying number of small/ medium sized projects and assisting others within the team in relation to larger and more complex projects. The majority of the workload consists of projects delegated by the Principal Project Manager and opportunities generated from the Project Manager's own activities. Deadlines vary from ad hoc to urgent items (timescales measured in hours) to the planning of projects up to 5 years in advance. Within the projects the Project Manager is fully responsible for the management of his/her workload and the Project Teams reporting to them. Produce and maintain reports for the Project Manager s own projects and assist with larger project reporting to inform internal and external partners of the team and carry out this activity on both a routine and ad hoc basis. Assist in the analysis and act on new and changing requirements, including new funding opportunities and legislation. Arrange, organise and attend internal and external meetings as necessary both during and outside normal office hours. Contribute to team working within the Development Team and liaise with others to improve cross-functional efficiency.
5 Decision Making and Use of Judgement: The Project Manager uses information from Senior Managers /Project Teams/Finance Department/Internal and External bodies to prioritise work within programmes and to ensure that projects deliver their agreed targets. The main contributors to the Project Manager's decisions will be the Project Teams he/she leads and will seek guidance where competing demands are in conflict. Further guidance is sought from the Principal Projects Managers when required. The Project Manager is directly responsibility for most of the decisions made regarding the projects. Guidelines exist with regards to Standing Orders, procurement regulations and Health & Safety Legislation. A Development Manual is also available to assist the decision making process, the Project Manager will assist in the development of the Manual. Actively participate in Department and Team decision making through membership of informal and formal groups, committees and project teams. Essential Internal and External Relationships: Ensure that the projects are delivered to target by: i) Developing and maintaining relationships with Operators/Specific Districts/Funding Bodies. ii) iii) iv) Managing Project and Professional Teams and contractors. Maintaining the relationship with all internal clients and Departments. Being able to deal with the General Public when required. Under the direction of the Principal Project Manager and/or Senior Project Manager, the Project Manager will also be responsible for undertaking negotiations with external bodies in relation to funding, legal agreements and fees/work contracts.
