1 BARNET AND SOUTHGATE COLLEGE JOB RESPONSIBILITY PROFILE POST: Head of Human Resources & Organisational Development SALARY SCALE: Service Area Head Scale Points RESPONSIBLE TO: RESPONSIBLE FOR: Director of Organisational Development Human Resources and Workforce Development Staff JOB PURPOSE: To have personal responsibility for the production and implementation of an HR, OD and Workforce Development Strategy To manage the provision of an effective and efficient HR and OD service which is solution orientated and proactively supports the requirements of the organisation, managers and staff Responsible for the successful delivery of organisational development projects embedding cultural change To lead on the delivery of a workforce development function that ensures that the skills and capacity of the workforce meet current and changing organisational service needs and supports and implements ways of working that reinforce and enable cultural and organisational change. Human Resources and Organisational Development Develop and implement a 3 year HR and OD strategy reflecting the objectives and agreed priorities of the organisation and the teams contribution to these. Support and co-ordinate employee relation activities with the recognised trade unions, providing specialist HR advice and guidance as required Lead on the development, delivery and embedding of effective employee performance management, appraisal, assessment systems and processes ensuring that reporting requirements for Ofsted and impact of performance management across the organisation are captured accordingly. Manage the College's recruitment and selection processes to ensure a supply of skilled and experienced staff to meet the College's changing needs and develop a consistent and coherent employer brand. Work closely with managers to implement local change programmes to ensure that change is in accordance with organisational values implementing creative solutions to address resistance and problems and to maximuse the benefits of change activities Deliver key initiatives aimed at sustaining and further developing managerial and operational effectiveness and high performance Ensure that all manual and computerised personnel records are secure, accurate and complete and that the College complies with legal requirements, meets the information demands of external bodies and can access relevant and timely information for management purposes. Ensure that HR policies are up to date and in accordance with employment legislation, amending the content as required to reflect internal and external changes. Implement a standard format for all HR policies which provides managers with a user friendly document to refer to for HR matters and outlines key actions to be taken to ensure legal obligations are met.
2 Provide training, support and advice to Governors as appropriate to ensure HR matters are dealt with in accordance with College policy and employment legislation. Lead and participate in OD projects as required. Take the lead on transfers of undertakings that may arise ensuring that TUPE Regulations are met. Conduct equality impact assessments on policy documentation as required. Draft internal reports for College management / Governing Body meetings as required, providing concise, relevant, accurate and informative updates. Effectively manage and monitor allocated budget to ensure service requirements are efficiently delivered Regularly liaise with Senior Managers providing expert advice and guidance and HR matters and offering practical solutions in accordance with College policy and employment legislation. Undertake job evaluation, ensuring that equal pay requirements are adhered to. To provide high level HR input in complex disciplinary and grievance matters Manage the human resource administration, including salary administration, ensuring the timeliness, accuracy and confidentiality of all information recorded and provided. Leadership and Management Ensure effective development and implementation of cross College initiatives. Lead by example, manage and direct the staff within the department so as to promote the highest standards in all its activities. Monitor and develop the quality, efficiency and effectiveness of service delivery, in line with College policies. Ensure that the service area is responsive to the needs of customers, including learners Support the College in its corporate endeavours to achieve student success. Contribute as a member of the College s management team, to the development and operational leadership of the College Identify and contribute to the development of applications for funding, and new initiatives and where appropriate, lead and manage projects Quality and continuous improvement Complete the service area s annual self-assessment report working closely with relevant colleagues and monitor the implementation of related action plans incorporating clear criteria and measurements of success and promoting the dissemination of good practice. Contribute to the implementation, maintenance and improvement of the College s quality assurance and improvement system, addressing under performance and activity supporting a culture of continuous improvements. Ensure service area operations are delivered to agreed service level standards Support the development of new initiatives to ensure the implementation of a high quality support service which contributes to improving success levels. Staff Assist in recruitment and selection of service area staff. Manage performance, appraisal and development of relevant service area staff, setting annual performance targets. Coach and support service area staff to achieve, improve and develop to their full potential. Utilise staff skills effectively and delegate as appropriate. Oversee arrangements for the induction and support of new staff in the curriculum area Establish strong team working approaches and effectively manage any associated challenges.
3 Support the planning of staffing requirements in order to deliver the service area s targets and ensure flexibility, efficiency and succession planning. Line manage relevant service area staff and implement all relevant College policies relating to staff. Use a range of communication strategies to inform and be informed (team meetings, team briefings, social events). Holding regular team meetings are an expectation of this role. They may be varied from time to time after consultation with the post holder. You may, from time to time, be required to work evenings, Saturdays or on a Sunday
4 PERSON SPECIFICATION Head of Human Resources and Organisational Development Essential Qualifications Educated to degree level or relevant professional qualification in human resources management Full member of the Chartered Institute of Personnel and Development Evidence of continuing professional development in relation to leadership and management skills and improving outcomes for customers. Desirable Management qualification Project management Experience / Knowledge Experience of developing and delivering an HR and organisational development strategy for a large, complex organisation and managing associated resource. Successful experience of advising on employee relations issues with strong legal knowledge Successful experience of embedding culture change within a large organisation Experience of working in a unionised environment Experience of compiling reports for senior management / Governing Body and making recommendations Experience of effective working with senior managers and their management teams Experience of successfully delivering projects and effectively managing associated resource Senior Management experience, preferably within a further education setting in the UK. Knowledge and experience of FE and HE landscapes. Experience of change management and leading successful teams. Knowledge of current issues and future trends impacting on FE. Experience of effectively managing budgets Skills / Competencies Proven ability to provide vision, leadership, motivational and negotiation skills. An ability to engage effectively with staff at all levels within the organisation An ability to work effectively as a member of a team and autonomously as requiredgood communicator who can provide strong, practical leadership for the function and understand how it contributes to the overall strategy and success of the College An ability to work under pressure and to meet targets and deadlines. IT skills sufficient to meet the requirements of the post Proven ability to delegate effectively and manage performance of others, including tackling underperformance.
