2 Role Profile Role Title Technical 2 Role Ref T2 Overall Purpose of Role Responsible for specialist technical advice and guidance. The role will require developed skills in a technical specialist area gained ideally through a qualification e.g. a professional qualification or equivalent practical experience. The role demands a broad understanding of the technical specialist area. Key Areas Services to the Community Delivering high quality services to the community/customer Key Accountabilities Act as a point of contact for service users, managers and external organisations, (Discuss Examples). Produce a range of accurate and timely work, (Discuss Examples). Use technical knowledge to support the delivery of assigned projects. Work with internal and external customers to achieve the delivery of the team s objectives in the Level 2 Action Plan. Provide technical specialist advice to maintain internal systems and processes to support compliance with legislation and statutory duties and to facilitate the effective delivery of assigned projects. Apply technical judgment to support decision-making required within your role. Be aware of the alterations to national, regional and local influences, legislation, the Service procedures etc. and support the changes to the team and implications for the Service. May represent the Service in meetings with customers and act as a point of contact with the public. Proactively deliver your duties in a responsible and sustainable way, reducing the impact of your work on the environment. Take personal accountability for delivering the performance objectives specified in your Individual Performance Development Review. Deliver service outcomes for the team required to meet the needs of the diverse local communities/customers as determined through The Plan. Be aware of any alterations to local procedures and support any necessary changes to the team. Contribute to the preparation of proposals to ensure that the team delivers what is required. Have an understanding of the team s contribution to Service objectives to support the team to deliver the function s objectives and the Directorate Action Plan. Technical 2 2

Ensure that internal policies, processes, practices and systems for your technical/specialist discipline are of a high standard, conform to best practice, comply with legislation, minimise environmental impact and meet the needs of the Service and its diverse community. Collect and record information for use by others (Discuss Examples) maintenance of databases and manual records. Review the effectiveness of procedures and policies that have an impact on the service delivery of your team, ensuring that you work collaboratively with others within the Service for the overall improvement of services to the community. Fully endorse and adhere to the principles of the Data Protection Act (1998). Identify priorities for development and learning within your technical/specialist team. Ensure that the Service is supported in providing the necessary skills to enable change. Monitor, evaluate and provide feedback on the performance of the team and associated external organisations; take the lead on, or contribute to the actions necessary for the achievement of agreed targets and continuous service improvement. Support the process of continual review of procedures and practices within own area of knowledge taking into account: Views of internal/external stakeholders, i.e. customer surveys Likely future needs of the diverse community Alterations to national and regional strategic frameworks, legislation, internal procedures etc. Environmental impact Efficient and effective use of resources And where necessary advise on any potential changes to improve service delivery or performance indicators. 6 Progression in Role INDUCTION During this period whether being paid at this SCP or not the Probation Process (Quick Forms) should be discussed and planned and/or the Induction Process available from HR Resourcing. NB: For internal promotions or individuals with previous Green Book Service only the induction process needs to be followed. Band C: To achieve this band the role requires the following: Undertake specific delegated tasks that require dexterity and sensory skills with an element of precision and speed, for example keyboard skills, such as systems analysis, spreadsheets, etc that support the delivery of the section s and directorate Action Plans. Support the identification and recommendations of change and improvements within technical delivery area. Communicate effectively with a range of audiences, within and outside your section; exchanging varied information both orally and in writing, and continually sharing knowledge of relevant systems and procedures to ensure their consistent application, which may require some advisory and guidance skills. Work within recognised procedures with some room for initiative; responding independently to resolve unexpected problems or situations. Demonstrate an ability to utilise and impart sound technical expertise, based on thorough and complete, predominantly practical and procedural knowledge across a specialist area or the section s relevant processes and procedures, to support the delivery of the section s Action Plans and project delivery. Recognise where decisions need to be taken and make effective decisions on the application of processes and procedures within your own technical service area; and identify when decisions need to be referred to another person. Interpret information or situations using judgemental and creative skills, and solve straightforward problems, demonstrating the application of ideas, concepts and process. Use financial and physical resources effectively on a day to day basis; being accountable for expenditures from an agreed budget, controlling supplies or equipment; or ensuring maintenance of equipment; or handling and processing considerable amounts of manual or computerised information which requires care, confidentiality or security. Communicate effectively with a range of audiences, within and outside your section; exchanging a wide range of information both orally and in writing; continually sharing knowledge of relevant systems and procedures, and exercising training, advisory or guidance skills to coach and support others where appropriate. Interpret information or situations using analytical, judgemental and creative skills, and solve varied problems, creating solutions or plans over the short term. Identify changes and improvements within technical/specialist field and make recommendations informed by technical knowledge. Work within recognised procedures with some room for initiative; responding independently to resolve unanticipated problems or situations. Recognise where decisions need to be taken and make appropriate, effective decisions on the application of processes and procedures within your own technical service area; and identify when decisions need to be referred to another person. Support the efficient use and management of financial, physical and human resources within your sphere of activity; supporting and assisting the management of allocated budgets; or having some responsibility for the security of buildings; day to day maintenance of equipment; or handling and processing of manual or computerised data where care and confidentiality is important. Maintain dexterity, co-ordination or sensory skills, with a high demand for precision and accuracy in the application of technical skills or under considerable exposure to disagreeable, unpleasant or hazardous conditions. Utilise own technical/specialist expertise based on specialist practical and procedural knowledge across a specialist area or the section s relevant procedures and processes to impact on tasks that support the delivery of the section s and directorate Action Plans. Demonstrate participation and support project delivery within your service area by proactively seeking and generating opportunities for cross team working. Work within recognised procedures; organising and prioritising own workload effectively, and responding independently to resolve unanticipated problems or situations, making appropriate decisions with limited direction. Communicate effectively with a range of audiences, within and outside your section; exchanging varied information both orally and in writing, imparting knowledge of systems and procedures to ensure their consistent application, which may require some advisory and guidance skills and take responsibility for the induction of new team members. Proactively support the implementation of improvements to the service using technical expertise to ensure effective practical application in day to day delivery.
