1 Practice Manager Children s Social Care Role Profile: Practice Manager Grade: Grade 12 Accountable to: Accountable for: Role Context & Purpose Group Manager Line management of a local team of 5-7 fte staff To lead motivate, nurture and manage a team (social workers and unqualified staff), to deliver a children s social care service on a day to day basis. They are responsible for ensuring the service provided is effective and delivering the required outcomes, as well as ensuring cases are dealt with in a timely manner. They will manage by performance and quality assure the work of their teams. They will be responsible for effectively managing resources and budgets in collaboration with others and key stakeholders and the co-ordination, planning and delivery of agreed activities and objectives. They are accountable for the practice of social workers within the team they manage, and provide or ensure effective professional and practice supervision, as well as performance appraisals, takes place. They will enable their staff to become effective managers or risk and make effective decisions independently. In liaison with the Advanced Practitioner, they will support mentoring and coaching to enhance the quality of practice. They will contribute to the development and shape of future team or group service provision and inform the work of the organisation and that of other service providers, supporting and managing change as needed within their area of responsibility. They will contribute to and support the development of practice, policies and procedures within their operational team. Build and maintain relationships and influence activities including working across and outside of the organisation to ensure the best outcomes for service users. Key Accountabilities The specific accountabilities of this flexible role may alter from time to time in order to meet the needs of the business/client, but accountabilities will include (or be equivalent in nature to) those listed below: Lead a team of HCPC registered and unregistered staff and, under the direction of the Group Manager. Ensure the operational delivery of a Children s Social Care Service is in accordance with the legislation and County policies and delivers improved outcomes for children.

2 Enable and challenge others to develop their knowledge base and make knowledge informed judgments, including improved independent decision making regarding risk. Model and use critical reflective skills in management, practice or organisational supervision settings to enhance practice. Model and help others to maintain professional/personal boundaries and the skilled use of self in more complex situations. Including supporting an environment that promotes learning and practice development within the work place. Responsible for managing a team including the performance management and professional development of those staff. This will include establishing regular individual and group supervision arrangements, mentoring, setting and monitoring targets and objectives and balancing this with the development of skills and ongoing training. Develop team plans and objectives to ensure delivery of the business plan. Take responsibility for compliance with agreed working practices and identifying and meeting practice development needs. Provide detailed business and technical knowledge and skills relating to social care issues, applying detailed knowledge to analyse information and identify solutions to problems or plans, including conducting internal practice audits, assessing the quality of report writing and conducting complaint investigations into the management of individual cases. Modeling and taking responsibility for the positive use of workload tools; using workload data to inform the organisation s workload management and risk management approaches. Liaise with the Group Manager, establishing and maintaining effective interagency working arrangements. Develop effective relationships with internal managers and stakeholder partners and to develop and extend service provision. Contribute to the analysis and evaluation of service provision, future service provision and technical or service specialist information; identifying solutions (according to existing policies and procedures) which shape service delivery, recommending changes to systems, processes, procedures and practices both internally and in partnership with external stakeholders. Responsible for direct provision and management of county wide crisis response service out of hours. Directly assisting day to day service users, carers and families and maintaining managerial responsibility across the service during evenings and weekends. To be included for specific roles only. Shared accountability for overall budget of up to 1.5 million per annum. Directly responsible for local budget, including committing expenditure, ensuring effective spend and contributing to budget setting and monitoring. Advisory impact on external expenditure. Act on any allegation or suspicions of abuse or potential abuse of a vulnerable person. Follow County Council procedures and contribute and lead on Safeguarding Investigations and child protection planning where appropriate. Ensure the accurate and timely reporting of issues and ensure correct procedures are followed.

3 Responsible for the care of, accuracy, confidentiality, security and maintenance of all individuals records and related manual and/or computerised information, including highly sensitive and confidential adult/child protection issues. Remain up to date and compliant with all relevant legislation, organisational procedures, policies and professional codes of conduct in order to uphold standards of best practice. Role Demands The role requires the post holder to undertake periods of concentration where they are balancing a range of priorities, demands and analysing information to ensure that the service is being delivered effectively and team workloads are balanced. The job involves regular exposure to disagreeable people related behaviour due to contact with clients who can be aggressive or abusive. The work will involve considerable exposure to people or subject matter, which occasionally places significant emotional demands on the postholder due to responding to families who are in crisis, and/or supporting staff working in crisis situations. This role will have a requirement to work flexibly out of hours and participate in an on call rota to directly assist service users, carers and families and to maintain managerial responsibility across the county. (included for certain teams only) Initiative - Anticipates problems and makes informed decisions, particularly in relation to day to day service provision, complex case work, partnership building and the day to day management and direction of the team. Organises own and others workloads. Practice Manager Person Specification This section outlines the key criteria that must be addressed when submitting an application for employment or registering with West Sussex Futures as shortlisting for interview will be based on information supplied here. Level of Knowledge Relevant advanced theoretical Social Work concepts and practices and detailed organisational knowledge relating to the provision of a professional Social Work service dealing with very complex issues e.g. attachment, impact of developmental trauma, child development and signs of safety.

4 Detailed knowledge of the wider Social Work legislation, organisational policies practices and procedures. Good, up-to-date working knowledge of legislation relevant to the specialist area of the post e.g. Children Act 1989, Adoption and children Act 2004, Working Together 2013, Fostering regulations and standards, Public Law Outline. Working knowledge of how to recognise political context of social care and respond appropriately at management level. Sound and accurate IT knowledge, such as Word and Excel (or equivalent packages). Breadth of understanding of the therapeutic interventions that can be used, e.g. solution focused, systemic programmes, and evidence based programmes. Knowledge of management strategies in order to confidently manage internal and external issues. Qualifications and Professional Membership A recognised professional Social Work Qualification e.g. Degree in Social Work, DipSW, CQSW or equivalent as recognised by the Health and Care Professions Council. A recognised post qualifying award in Social Work or demonstrable evidence of continuous professional development at a similar level. Current Health and Care Professions Council Registration and responsibility for maintaining registration with the Health & Care Professions Council. Demonstrate a willingness to achieve Full Practice Educator qualification at stage two essential (Hold Full Practice Educator qualification at Stage two desirable) Valid, full driving licence. Experience Extensive post qualification experience to include experience of the application of technical theories, issues and related principles in complex or specialist areas of social care with families with complex needs and applying this in a social care setting e.g. Child Protection, Looked after Children, Families in Crisis. Evidence of good assessment skills, including the ability to ensure regular reviews and risk management with a variety of individuals, carers or families. Evidence of effectively prioritising work and meeting deadlines. Demonstrable experience of dealing with a wide breath of issues and complex situations and using highly developed analytical skills to provide solution focussed and resource efficient options.

5 Experience of maintaining and developing effective working relationships within a multi-agency/multidisciplinary and/or partnership setting with evidence of influencing change in order to maintain a focus on the needs of the service users. Experience of involving service users and carers in the planning, development and evaluation of services. Budget management experience including costing of resources in order to provide accurate and viable solutions, which can be delivered within available resources. Desirable Skills Key Skill 1 Ability to anticipate problems, plan solutions and make sound pragmatic problem solving decisions which will have a wider service impact, particularly in relation to providing a varied and complex service, resource issues, partnership building (internally or externally) and the day to day management and direction of the team. Key Skill 2 Excellent interpersonal and communication skills with the ability to influence the actions of others and communicate information which may be complex and contentious. Including the ability to negotiate solutions across wide areas of the business, manage conflict and successfully convince others of the need to take a specific course of action. Key Skill 3 Effective people and performance management skills and the ability to provide direction and motivate and inspire the team to deliver quality professional practice. Key Skill 4 Ability to diagnose, research, analyse and interpret highly complex or technical information to make effective and robust judgements and write reports, to use evidence gained to inform good practice and maintain a focus on positive outcomes for service users, families, carers and communities. Key Skill 5 Ability to apply project management principles and practice. Monitoring and evaluating performance and ensuring on-going improvement of the service. Effectively managing change processes. Key Skill 6 Able to manage self, is self-aware and understands impact of work on self and others and responds constructively to situations. Understanding the need for emotional intelligence/resilience, specifically in relation to risk, ensuring that there is a positive balance between perceived risk and protection from harm where necessary. Ability to respond calmly and appropriately to situations where others are in a stressful or anxious situation. Able to reflect on practice and learn from experience and feedback, taking responsibility for own performance and being proactive in relation to own work and professional development.

6 Ability to promote and encourage the participation, engagement and involvement of children, young people and families in their care and service delivery. Ability to maintain clear, accurate records of all work undertaken and produce case reports and correspondence for a variety of audiences including meetings, conferences, Court panels and other agencies. Ability to work in a customer focused way, gaining the trust and involvement of customers/service users identifying and anticipating needs and providing a high quality service with a high level of attention to detail. Sound and accurate IT skills including good working knowledge of Word, Excel and Powerpoint (or equivalent packages) for the integral use of word processing, data processing and report writing.
