1 Overview 1.1 Prgram/Prject Title This prgram planning dcument has been prepared fr the Gap analysis f dmestic vilence service system prject. The dcument will be reviewed and may be amended t meet changed cnditins r bjectives during the prject s life span. 1.2 Executive Summary The Natinal Plan t Reduce Vilence Against Wmen and their Children 2010-2022, the ACT Preventin f Vilence Against Wmen and Children Strategy 2011-2017 and the reprt arising frm the Dmestic Vilence Preventin Cuncil (DVPC) Extrardinary meeting f 2 April 2015, all emphasise the need fr a mre integrated service delivery system fr wmen and children experiencing dmestic and family vilence. The ACT Strategy and the DVPC reprt nte that develpment f an integrated service delivery system shuld include clear infrmatin sharing guidelines and explratin f the ptential use f a cmmn risk assessment. The first key step in creating a truly integrated whle f service system respnse is t identify thse areas/places where wmen and children are falling thrugh gaps and nt receiving the full range f services they need at the time that they need them. Such a review shuld als include an analysis f duplicatin f services r resurces and make recmmendatins fr redirectin f resurces where verlap r duplicatin is fund. A key issue identified in the ACT Strategy and the DVPC reprt was the need t view all the supprts and systems related t dmestic vilence alng a cntinuum frm early interventin thrugh crisis and n t sustained safety. A similar analysis using the cntinuum cncept was cnducted by CSD fr a series f refrms t the hmelessness sectr and this prject will utilise the tls and prcesses used in that refrm wrk as well as tls used by the Strengthening Families prject, ntably the cncept f client jurneying. The prject will be verseen by The Better Services Taskfrce and will use the fllwing definitin f integrated frm the Human Services Blueprint: The fcus f integratin is n rganisatinal and prcess bundaries and hw t ensure smth handver acrss them. While there are many ways this can be achieved, the ultimate measure is that, fr the service user, the bundaries are invisible and their experience is f 'ne service'. A senir prject fficer will be tasked t undertake the analysis with supprt frm ther staff in CSD and the prject will be managed by Senir Manager Office fr Wmen. 1.3 Prject Initiatin and Backgrund The ACT Gvernment has a lng standing cmmitment t addressing vilence against wmen and children. As nted abve, the Natinal Plan, the ACT Strategy and the DVPC reprt all stress the imprtance f integrated respnses t dmestic vilence. One f the issues that was stressed in the DVPC meeting and ensuing reprt was the need t ensure that services are available alng a cntinuum frm early interventin and preventin thrugh t pst crisis supprt fr wmen and children wh have experienced dmestic vilence. The DVPC nted that: 2

there are currently gaps in early interventin, particularly in relatin t children wh have lived with dmestic vilence and may therefre be at risk f becming perpetratrs r victims later in their life; a lack f clarity abut the rle and place f care and prtectin n the cntinuum; and gaps in the prvisin f pst crisis supprt, particularly fr wmen and children wh did nt access the specialist dmestic vilence hmelessness system at the time f crisis but wh are at risk f becming hmeless 6-18 mnths later. A significant number f the issues raised and recmmendatins made in the DVPC reprt have been included in the Secnd Implementatin Plan f the ACT Strategy (the 2IP ). The 2IP is the key mechanism by which gvernment ensures its cmmitments t imprved service delivery in relatin t dmestic vilence are actined and met. Cmmitment t undertake the gap analysis prject was apprved by the Cabinet Sub-Cmmittee n Scial Inclusin and Equity n 1 April 2015 and is included in the 2IP: Cmmunity Services Directrate t versee a gap analysis f the entire service system related t dmestic vilence (including specialist dmestic vilence services, justice and mainstream services) using the lens f Human Services Blueprint. The analysis will map the system n a cntinuum frm early interventin t nging lng term safety. The analysis will determine if the systems are accessible and easy t navigate, are utcme fcussed and identify areas fr imprved integratin. The analysis will als address the need fr clear infrmatin sharing prtcl and will explre the ptential use f a cmmn risk assessment as a strategy fr imprving integratin and cllabratin. (2IP Pririty Three-supprting innvative services and jined up service systems). 2 Prgram/Prject Descriptin 2.1 Prject Objectives The prpsed gap analysis will map ut and review all services and systems that interact with wmen and children wh have experienced dmestic vilence, viewing all these pieces and parts f ther systems (such as health and educatin), as the system fr respnding t dmestic vilence. The analysis will identify gaps, duplicatin and crss ver within the system and the prject will use this analysis t: Identify pprtunities t realign resurces t better meet the needs f wmen and children alng a cntinuum frm early interventin t pst crisis stability; and Make recmmendatins t imprve integratin acrss and within the system. 2.2 Strategic Alignment 2.2.1 ACT Gvernment Objective(s) as utlined in the ACT Preventin f Vilence Against Wmen and Children Strategy 2011-2017: Wmen and children s needs are met thrugh jined up services and systems; and Achieve an integrated cntinuum f care cmprising preventin, early interventin, secndary and targeted services. 2.2.2 Australian Gvernment Objective(s) as utlined in the Natinal Plan t Reduce Vilence Against Wmen and their Children 2010-2022, Secnd Actin Plan: Services and systems need t wrk well tgether fr wmen and their children t be prtected and supprted. This means fstering integratin and wrking in new ways acrss a number f levels. 3

2.2.3 Directrate Objectives Actins include: Strengthen systems and service integratin t ensure that respnses fr identifying and respnding t vilence against wmen and their children are supprted and effective, including thrugh; Cllabrative mdels f service delivery and Infrmatin sharing prtcls and risk assessment tls. Wmen and children wh are living with r have experienced dmestic vilence in the ACT will have access t a mre chesive and integrated service respnse that is persn centred, flexible and matched t their specific needs. 2.4 Apprach The gap analysis will use research n best practice and integrated systems in ther jurisdictins, infrmatin emerging frm the death review being cnducted by the ACT Victims f Crime Cmmissiner, findings frm frthcming research prject by Wmen s Centre fr Health Matters and natinal and internatinal research t identify current gaps in the system and areas fr imprvement alng the whle cntinuum frm early interventin t pst crisis stability. The analysis will be cnducted thrugh the lens f the Human Services Blueprint, will include client jurneys as a tl and will be driven frm knwledge f the particular needs f victims f dmestic vilence as it is crucial that respnses are nt based nly n what a service delivery system believes is needed (DVPC reprt p 7). T undertake this analysis the prject will: Map the current service system n a cntinuum frm early interventin t sustained lng term safety; Use client jurneys t identify if system is easy accessible and utcme fcussed; Use the mapping and client jurneys t identify gaps and verlaps in the current system; 4

Examine current infrmatin sharing prtcls, particularly whether they hinder r enable integrated and persn centered service delivery ; and Explre the ptential use f a cmmn risk assessment acrss all sectrs and agencies wrking with victims f dmestic vilence and whether this wuld imprve and enable mre integrated and flexible service delivery; and Prepare a reprt utlining findings f the analysis and recmmendatins t imprve integratin. 2.5 Scpe Parameters 2.5.1 Within Scpe The gap analysis will lk at all areas f gvernment and the cmmunity sectr that interact r have cntact with wmen and children wh have experienced r are at risk f experiencing dmestic vilence at any pint alng the cntinuum. This includes the human service system, the justice and legal system, health, educatin etc The analysis will lk at hw ACT gvernment Directrates interact with each ther, hw ACT Gvernment interacts with cmmunity partners, hw cmmunity partners interact with each ther and which ther systems culd r shuld be cnsidered as part f a whle f system respnse t dmestic and family vilence (such as Centrelink, General Practitiners, Real Estate sectr, childcare sectr). 2.5.2 Out f Scpe While the gap analysis may make recmmendatins abut realigning existing resurces and service fcus, it will nt address r make recmmendatins abut additinal funding. A financial analysis f current ACT Gvernment spending and resurce allcatin t address dmestic vilence is utside the scpe f this prject. While the analysis will lk at gaps fr wmen frm diverse grups such as Indigenus wmen, wmen with disabilities and wmen in newly emerging migrant cmmunities, full and separate gap analysis fr specific grups is beynd the resurces and scpe f this prject. 5

The management and versight structures utlined abve prvide bth a supprt t the prject as well as varying levels f management and prject cntrl. 3.4 Resurce management The prject will be undertaken by the Senir Manager Office fr Wmen in additin t the duties f that rle. This will need supprt frm a number f ther staff and areas within CSD and JACS. 9

4 Risk Management 4.1 Risks HIGH RISK 1. Prject creep the parameters established in this prject dcument are cnsistent with the resurces and time available t cnduct the prject. The prject may find r be infrmed f issues (such as undertaking a full mapping f services fr peple with a disability experiencing vilence) that it will nte fr future wrk but will be limited t achieving the bjectives as set ut in this dcument. 2.
