3 1.0 Executive Summary The New Zealand Cllege f Midwives has remained a central player in the develpment f midwifery educatin. It has actively prmted and facilitated cllabratin between midwives, educatrs, wmen and the prfessin, thrugh a number f mechanisms (Guilliland & Pairman, 2010). Cntinued educatin fr midwives will strengthen and grw bth the individual midwife and the prfessin as a whle. Accessibility f quality educatin which meets the needs f the learner and the prfessin is paramunt t the Cllege. Therefre evlutin f all cntinuing educatinal pprtunities fr its members is an imprtant strategic gal f the Cllege. This dcument highlights the areas f pririty fr future cntinuing educatin, prpses methds t enable these t ccur and explres the principles f the imprtance f the educatin fr midwives within the Clleges Educatin Framewrk. 2.0 Intrductin: Cntinuing Educatin NZ midwives have always engaged in educatinal pprtunities bth at cntinuing educatin and pstgraduate levels. Hwever ne f the mst significant changes relating t educatin has been the intrductin f the Recertificatin Prgramme (Midwifery Cuncil New Zealand 2004). This prgramme fcuses n the prfessinal develpment needs f each midwife within a natinal prfessinal framewrk. Under the Prgramme each midwife is nw required t participate in bth elective educatinal pprtunities alng with prfessinal develpment activities ver a three year perid. Whilst the intrductin f this Prgramme has encuraged mre midwives t engage in educatinal pprtunities the underlying principles and assumptins are nt dissimilar t that f the Clleges Educatin Framewrk in There are nw natinally apprved cntinuing educatinal pprtunities fr midwives which are prvided by apprved educatin prviders thrugh the Cuncil; the Cllege at bth reginal and natinal levels, Schls f Midwifery, DHB and independent educatin prviders. One f the key assumptins frm the 1999 Framewrk was that midwifery educatin prgrammes shuld be natinally cnsistent, with natinal standards and utcmes. The Cllege believes that educatin is a cre functin f its rle fr 3
4 its members and the wider maternity setting in general. A key cncept fr the Cllege is t endeavur t prvide a natinal educatin prgramme thereby supprting its members by prving educatin in their wn place f practice and midwifery cmmunity. Current educatin ccurs at natinal levels and is prvided by the Cllege frm a natinal perspective and als by cllabrative prjects with the MOH: Midwifery First Year f Practice Prgramme. The purpse f Midwifery Standards Review (MSR) is t prvide a supprtive and educative fcus which emphasises reflective practice. At the time f the 1999 Educatin Framewrk nly case-lading midwives undertk a MSR. Under the Recertificatin Prgramme, tday all midwives, despite their chsen practice setting, are nw required t undertake a MSR every tw years. This strategy which was presented and apprved by the Natinal Cmmittee (Bard) 2010 supprts educatinal pprtunities planned fr the next 3 years and fr guidance with future directin f cntinuing educatinal pprtunities fr Cllege members. 2.1 Backgrund: The New Zealand Cllege f Midwives The New Zealand Cllege f Midwives (NZCOM) is the prfessinal rganisatin and recgnised vice fr midwives and student midwives in New Zealand. The NZCOM represents ver 2900 members and wrks in partnership with maternity cnsumer grups such as Plunket, Parents Centre New Zealand, the Hme Birth Assciatin, La Leche League and individual wmen t ensure high quality maternity services in New Zealand. The NZCOM sets and actively prmtes high standards fr midwifery practice and assists midwives t meet these standards thrugh invlvement in midwifery educatin and the Midwifery Standards Review prcess. The NZCOM, in cnsultatin with its' membership has develped the Philsphy, Cde f Ethics, Standards f Practice and Cnsensus Statements that guide the prfessinal activities f midwifery practitiners. The NZCOM als prvides Reslutin Cmmittees fr cnsumers wh have a cmplaint abut their midwife's practice. The NZCOM represents midwifery and wmen s health interests t gvernment, health rganisatins, cnsumer grups 4
5 and the general public. The NZCOM als represents New Zealand n the Internatinal Cnfederatin f Midwives and is currently the representative fr the midwife assciatin members in the Asia Pacific Regin. 3.0 The cntinuing educatin strategy This strategy is supprted by the Clleges strategic plan which demnstrates the strng links with cntinuing educatin and prfessinal develpment activities t strengthen the midwifery wrkfrce. This in turn supprts midwives prviding evidence infrmed practice fr the wmen and whanau receiving midwifery care. This strategy is als reflective f current midwifery practice and prvides a future visin fr cntinuing educatin fr its members verall. 3.1 Strategic visin and values The New Zealand Cllege f Midwives cntinuing educatin strategy prvides a set f principles and characteristics t guide partnerships between its members within all sectrs f the midwifery wrkfrce. This strategy supprts the changing envirnment f maternity care and ensures that cntinuing educatinal pprtunities fr midwives cntinues t evlve. The strategy ensures a quality experience fr learners which in-turn benefits and strengthens the prfessin as a whle. Whilst the Clleges strategic gal is t supprt educatinal pprtunities fr midwives this strategy als recgnises the imprtance f interdisciplinary educatin which benefits the maternity wrkfrce in general. The strategy is supprted by the Standards f Practice, Cde f Ethics and Cmpetencies t the Entry f the Register f Midwives (MWCNZ, 2005) 5
6 3.1.1 Guiding principles f cntinuing educatin Midwifery is a prfessin in its wn right and the NZCOM, as the prfessinal bdy fr midwives, has a legitimate rle in shaping midwifery educatin and practice in New Zealand. The NZCOM hlds certain beliefs abut pstgraduate midwifery educatin in general and recgnises that whilst there are key assumptins that underpin the Natinal Midwifery Educatin Framewrk (NZCOM 1999) there are specific beliefs relating t cntinuing educatin. These are that cntinuing midwifery educatin: Reflects midwifery as an autnmus prfessin. Reflects the principles f partnership, prtectin and participatin as identified in the Treaty f Waitangi and incrprates Turanga Kaupapa Reflects the needs f sciety and f wmen, particularly in relatin t maternity services. Reflects the centrality f wmen inherent in the Midwifery Philsphy and has its fundatin in practice Reflects and meets the needs f the midwifery prfessin. Be accessible t all midwives with a natinally cnsistency Acknwledges that all midwives are accuntable fr their practice and fr maintaining and updating prfessinal knwledge and skill in midwifery practice. Encurages psitive experiences fr the learner by ensuring that cntinuing educatin are facilitated by educatrs/teachers in a supprtive envirnment. Recgnises that the learning is the respnsibility f the participant and is enhanced by sharing experiences, critical reflectin, acknwledging cultural differences and beliefs and valuing the cntributin f each member t the learning f the grup. 3.2 Pririties f cntinuing educatinal pprtunities ver the next 3 years The aim f the initiatives in this strategy are t meet the educatinal needs f midwives practising in the current maternity envirnment and fr the future sustainability f the midwifery prfessin. In additin, this strategy is cgnitive f the prfessin in general. The Cllege believes the pririties reflect the future directin f cntinuing educatin which will strengthen the prfessin ver the next 3 years and in the freseeable future. This strategy has been prpsed frm a natinal perspective and althugh this strategy recgnises the unique and autnmus educatin ccurring within the regins f the Cllege, the verall gals and strategic visin f the Cntinuing Educatin strategy is verarching. 6
7 3.3 Methds f delivery f cntinuing educatin This strategy supprts the cncept f the Cllege prviding educatin in bth urban and rural settings. Over the next 3 years the Cllege will develp educatinal pprtunities that can be delivered via varius methds: e-learning, blended/mixed and videcnference methds whilst als ensuring that face-face delivery f educatin cntinues. E-learning pprtunities enable midwives lcated rurally t engage in cntinuing educatin and are seen as a gd mdel particularly fr sustainability f rural midwifery practice. The recgnised areas f pririty fr cntinuing educatin ver the next 3 years are demnstrated in Appendix 1. Many f these have been prpsed by the membership whilst sme are initiatives f the Natinal Office. The Cllege is cmmitted t prviding quality educatin t all its members and recgnises the imprtance f wmen-centred educatin t supprt midwifery practice. 3.4 Develping and mentring f New Zealand Cllege f Midwives educatrs T enable the Cllege t evlve further as an educatin prvider this strategy recgnises the imprtance f supprting the develpment f educatrs within the midwifery setting. This cncept als supprts the NZCOM Pstgraduate Educatin strategy in relatin t develpment f educatrs fr the future. Supprt mechanisms will cntinue t be an imprtant aspect f mentring Cllege educatrs particularly as the rle invlves ff-site teaching. Supprt meetings will be held ver the year and the Cntinuing Educatin Advisr will prvide the link between the educatrs. 3.5 Implementatin, mnitring f the prpsed initiatives and evlutin f Cntinuing Educatin prvided by the Cllege The Cntinuing Educatin advisr will lead the Cllege in the prpsed initiatives whilst taking advice and having supprt frm the Natinal Cmmittee and the Clleges membership ver the three year perid (Appendix 2). This will be a three-year rlling strategy with milestnes and targets n the actin plans infrming prgress against this stagey will be reprted at Natinal Cmmittee meetings twice/year. The Cllege will cntinue t maintain 7
8 strng relatinships with all ther educatin prviders natinally. This strategy supprts the cncept f cntinuing with the Clleges annual educatr s frum fr DHB emplyed educatrs and tertiary prviders. This frum will enable the pprtunity f netwrking fr educatrs and create pprtunities t seek directin f educatin fr midwives natinally. Cllabrative research by the Cllege will be undertaken t gain an understanding f the impact f cntinuing educatin pprtunities n midwives. Funding will be required t full fill this initiative. 4.0 Cnclusin The cntinuing educatin strategy is a timely develpment and ne which prvides an verarching strategy which supprts the Clleges strategic gals. Strengthening the prfessin thrugh all aspects f educatin is paramunt t sustaining and develpment f the prfessin. Accessibility f educatinal pprtunities fr midwives is crucial and the Cllege supprts further evlutin f prviding educatin natinally. The strategies in this dcument are nly the beginning and cnsultatin and dialgue will cntinue with midwives, tertiary prviders, MOH, Midwifery Cuncil and cnsumer rganisatins as the strategy evlves and develps. 8
