1 LEED Rating System Develpment Why are the LEED rating systems being updated? The hallmark f LEED and its ability t affect market transfrmatin is its cntinuus imprvement cycle that enables the rating system t increase in scpe and stringency as market readiness increases and new technlgies becme widely available. With LEED 2009, the primary changes were fundatinal changes, such as rating system cntent alignment, credit pint value allcatin, the develpment f LEED Online v3, and changes t the prfessinal credentials and certificatin prcess. These fundatinal changes cntinue t be refined in the cntext f LEED 2009, but will nt be fundamentally changed again with the next update f LEED. Fr the future LEED update, USGBC will fcus n increasing the technical rigr f the rating system, and expanding the market sectrs able t use LEED. The update t LEED builds n LEED 2009 in a thughtful way. It ptimizes the fundatins in LEED 2009, and will cntinue t imprve the clarity, usability, functinality and intercnnectedness f the rating systems thrugh future versin develpment. What will updates t LEED lk like? The next update t LEED is a general technical update t the LEED rating systems, including the Building Design + Cnstructin, Interir Design + Cnstructin, Operatins + Maintenance, Neighbrhd Develpment, and LEED fr Hmes rating systems. It presents the pprtunity t engage with LEED prgram develpment and will include: multiple public cmment perids, respnses frm USGBC member cmmittees, and a ballt vte amng USGBC s industry-wide membership. The prpsed update reflects a year s wrth f develpment by USGBC cmmittees that was shaped by market feedback. The public cmment perid launching in fall 2010 will prvide stakehlders the pprtunity t influence the evlutin f the cntent as it mves tward becming a ballted rating system. What are the differences between LEED 2009 and the next update t LEED? The differences between LEED 2009 and the update t LEED are limited t three main areas: New Credit Categries that help teams understand hw t best achieve their prject pririties; Changes t Technical Cntent that increases the technical rigr f the rating system. The prpsed technical changes have been infrmed by market data, stakehldergenerated ideas, expert engagement, and advances in technlgy and market acceptability f LEED and green building practices. Revised Pint Distributin that will mre clsely tie the rating system requirements t the pririties articulated by the USGBC cmmunity. This revisin is currently in prcess, and the prpsed distributin will be reflected in the draft at the time f the secnd public cmment perid. At this time, prpsed credits have n pint value assciated with them. Are there new prerequisites? There are new prerequisites acrss the credit categries and rating systems. Prerequisites have been carefully cnsidered in rder t create a basic level f perfrmance amng LEED prjects. Like all changes t the rating systems, new prerequisites are available fr cmment and will be tested in the Pilt Credit Library, and will evlve based n the feedback USGBC receives. 1 f 5

2 Are there new credits? There are new credits acrss the credit categries and rating systems available t prject teams, and have been harmnized as apprpriate acrss ur prducts t further align the rating systems. New credits have been develped t increase the scpe f issues that LEED addresses, and prvide additinal incentive fr prjects t address issues critical t USGBC s missin. Like all changes t the rating system, new credits are available fr cmment and will be tested in the Pilt Credit Library, and will evlve based n the feedback USGBC receives. Are there new credit categries? There are three new credit categries intrduced in the LEED update, aimed at assisting teams in understanding which credits help them best ptimize the issues mst imprtant t them, and als harmnizes the cmmercial rating systems with the LEED fr Hmes rating system in terms f rganizatin. The three categries are: Integrated Prcess (IP): highlights the imprtance f the use f iterative, inclusinary prcess in the design, cnstructin, peratins and maintenance f green prjects Lcatin and Transprtatin (LT): rerganizes prject lcatin, planning and transprtatin issues int a new categry t highlight the imprtance f and increase dialgue abut these issues. Mst f the credits in the new LT categry previusly existed (in sme frm) in the Sustainable Sites categry. Perfrmance (PF): highlights the imprtance f n-ging peratinal perfrmance in LEED prjects. Credits that deal with perfrmance measurement and verificatin will be rerganized int this categry and are intended t be a natural link t USGBC s Building Perfrmance Partnership (BPP). The scpe f this categry includes, but is nt limited t Metering Cmmissining Utility cnsumptin data reprting Occupant cmfrt/satisfactin surveys Have the pint values f existing credits changed? Each rating system will g thrugh a weightings prcess similar t LEED In LEED 2009, the U.S. Envirnmental Prtectin Agency s Tl fr the Reductin and Assessment f Chemical and Other Envirnmental Impacts (TRACI) categries were used t determine a relative weight f each credit as cmpared with the thers within a given rating system. Fr the update t LEED, USGBC has develped a number f impact categries mre clsely aligned with ur missin that will infrm the pint allcatin acrss the rating system. This prcess will take place between the first and secnd public cmment perids. It is anticipated that LEED will maintain the 100-pint system, and that a minimum f 1 pint per credit will be available. Hw did USGBC decide which parts f the rating systems wuld be prpsed t change? USGBC s member cmmittees utilized several member- and stakehlder-driven tls t infrm the highest-pririty changes. In mid-2009, a Call fr Ideas was pened t all LEED stakehlders and generated ver 700 cmments regarding areas t imprve LEED, including technical cntent imprvements. Additinally, ideas suggested in the LEED 2009 public cmment prcess that were nt addressed at the time infrmed the current prpsed changes. Market sectr and credit achievement data were reviewed t determine which credits are histrically 2 f 5

3 unachievable, and which have succeeded in market transfrmatin, bth necessitating revisins t requirements. USGBC s LEED cmmittees, with field expertise, guidance frm USGBC leadership, and stakehlder-driven feedback, infrmed the pririties fr this update. Are the Minimum Prgram Requirements (MPRs) changing? The Minimum Prgram Requirements (MPRs) may change, and the MPRs fr the LEED update are still under discussin and develpment. Future MPRs will be prvided during later public cmment perids. Will the Minimum Prgram Requirements be available fr cmment? Yes, Minimum Prgram Requirements will be available fr cmment during subsequent cmment perids, but are currently under discussin and develpment as the prpsed updates enter the first public cmment perid. Des the LEED update cater t mre market sectrs r space types? Yes. The updates t LEED will have cmpliance paths fr additinal market sectrs, including new and existing data centers, new and existing hspitality prjects, new warehuses and distributin centers, existing schls, and existing retail. D I need t cmply with the prpsed updates nw? N, prject teams need nt cmply with the rating system prpsed fr public cmment. Prject teams shuld fllw the rating system versin fr which they are currently registered. USGBC encurages prject teams t review the public cmment draft and prvide feedback regarding the pprtunities and challenges that the prpsed requirements wuld pse based n yur knwledge and expertise. When is the update t LEED expected t replace the current versin f the rating systems? It is anticipated that the updated LEED rating systems will be available in apprximately tw years, after the public cmment and respnse perids. As the prcess prgresses, we will better be able t anticipate an exact launch date. When will we see this update used in the market? In rder fr the market t be prepared fr an update t LEED, it is critical that USGBC prvide ample time fr the market t understand the cncepts and expectatins assciated with an update t the rating system. As ur stakehlders input cntinues t drive refinement t the prpsed update ver the next tw years, market leaders shuld align with the develpment t be pised fr cntinued leadership in the years t cme. We expect the updated rating systems t be available fr ballt after three public cmment and respnse perids, arund the furth quarter f I have prjects using a current r lder versin f LEED. Will these prjects be required t fllw this prpsed updates? Prjects currently registered with LEED shuld fllw the versin under which they are currently registered. Prject teams will nt be required r able t register fr the updated rating system until it has undergne a ballt vte by USGBC membership. Prir t ballt, the prpsed rating system will g thrugh at least tw public cmment and respnse perids. Prjects that have nt yet certified at the time f launch will still be able t certify under the rating system which they are registered. 3 f 5

4 Will there be a new LEED Online mdel? N. USGBC intends t cntinue t utilize LEED Online v3, and will cntinue t refine this tl. LEED users wh have familiarized themselves with LEED Online v3, and thse wh will learn it in the future, will be able t cntinue t utilize these skills even after the prpsed updates t LEED. Will the LEED Prfessinal Credentials change again? It is anticipated that the LEED Prfessinal Credential prgram administered thrugh the Green Building Certificatin Institute will remain the same. The update t LEED will cver additinal areas and will have mre infrmatin, including examples, guidance, and ther pertinent infrmatin, s prject teams will benefit frm having the reference guide available. Hwever, USGBC is actively cnsidering innvative ways t bring the reference guide cntent t users that minimize cst and best address the infrmatin mst beneficial t users. First, LEED stakehlders are encuraged t participate in the public cmment prcess, which will begin Nv. 8, The first public cmment perid will be pen fr a perid f apprximately 60 days, fllwed by a perid f respnse and revisin t the rating system. Secnd, current LEED prject teams are encuraged t utilize the LEED Pilt Credit Library, where teams can test new and substantially mdified prerequisites and credits prpsed fr the LEED update, as well as ther test credits pilted in areas nt currently addressed within the LEED rating systems. The dcuments prvided by USGBC fr the 1 st public cmment perid are rganized as the five aligned dcuments currently used fr the LEED 2009 reference guides. The Building Design + Cnstructin dcument includes requirements fr New Cnstructin, Cre and Shell, Schls, and Retail prjects with additinal cmpliance paths fr hspitality, warehuses and distributin center, and data center prjects. The Interir Design + Cnstructin dcument includes the Cmmercial Interirs and Retail rating systems. The Existing Buildings: Operatins + Maintenance dcument includes the Operatins and Maintenance rating system, with additinal cmpliance paths fr schls, retail, hspitality, and data center prjects. The LEED fr Hmes dcument includes requirements fr LEED fr Hmes single family, multi-family lw-rise, and 4 f 5

5 multi-family mid-rise prjects. Finally, the Neighbrhd Develpment dcument includes the updated requirements fr LEED fr Neighbrhd Develpment. All rating systems currently used in LEED still exist, but are packaged tgether in this way t indicate areas f alignment between rating systems, and allw thse participating in public cmment t reflect n a rating system as a whle r a requirement as it relates t each prduct in which it appears. Why are the prerequisites and credits in the alignment dcuments lacking numbers assciated with their title? Because the arrangement f the requirements has been dne by alignment dcument rather than individual rating system, numbers have been eliminated within the public cmment alignment dcuments nly t reduce cnfusin and avid listing multiple numbers fr each prerequisite r credit. Each individual rating system will have credit numbers, and these numbers can be viewed in the screcard dcuments prvided with the alignment dcuments n the public cmment page. I submitted cmments during a public cmment perid. Will my cmments be taken int cnsideratin? Wh reads my cmments? All cmments submitted during public cmment thrugh the USGBC web-based frum, as well as Pilt Credit Library feedback generated at the LEEDuser frum, will be cmpiled and cnsidered in the evlutin f LEED by staff and LEED cmmittee members. All cmments submitted will be prvided a respnse and psted nline fr stakehlders t view during the next public cmment perid. LEED fr Neighbrhd Develpment was just released. Why is it being changed again? LEED fr Neighbrhd Develpment is included in the LEED update in rder t align credits as apprpriate, mdify similar credits that have substantially changed in the Building Design + Cnstructin Rating System, and als reweight the rating system based n USGBC s new versin f impact categries. The majrity f LEED fr Neighbrhd Develpment will remain the same regarding technical cntent in the update t LEED. Hw is the LEED fr Hmes rating system being integrated int this prcess? LEED fr Hmes has undergne a technical update and will fllw the same public cmment and ballt prcess as the cmmercial and neighbrhd rating systems, and at the same time. The LEED fr Hmes rating system will align credits similar t the cmmercial rating system, align credit categries with the cmmercial rating systems, and g thrugh the weightings prcess fr pint allcatin based n USGBC s defined impact categries fr LEED. Hw will LEED v3 and the LEED 2009 rating systems cntinue t evlve ver time? LEED v3 and the LEED 2009 rating systems will cntinue t evlve as we refine LEED Online and address rating system issues thrugh the LEED Addenda prcess.
