Please kindly refer t the Terms f Reference Annex I fr detailed infrmatin n: Prject s backgrund Scpe f wrk and Respnsibilities Deliverables Requirements fr Experience and Qualificatins BACKGROUND INFORMATION OF THE PROJECT AND THIS CONSULTANCY SERVICE: Frm , Reginal Office fr Sutheast Asia and the Pacific will be delivering a prject titled Strengthening and enhancing the capacity f law enfrcement fficials in cmbating travelling child sex ffenders in Cambdia, La PDR and Viet Nam. It is a multi-cuntry initiative t cmbat the sexual explitatin f children in travel and turism in the Mekng sub-regin and builds n wrk undertaken in the last five years that addressed the serius issue f sexual explitatin f children in travel and turism in the afrementined cuntries. The prject cnsists f three main utcmes related t legal refrm, training and inter-agency and crssbrder cperatin mechanisms n crimes against children. It will utilize tls and mechanisms develped by that are necessary t supprt cuntries in Sutheast Asia, but in particular will be used t strengthen capacity f plice, prsecutrs and judges Cambdia, La PDR and Viet Nam. In Cambdia, La PDR and Viet Nam, has supprted plice, prsecutrs and judges t address legal gaps in dmestic legislatin n the prtectin f children frm sex ffenders. has facilitated discussins between natinal and reginal level agencies and frums n legal refrm and has drafted tw curricula fr use by frntline fficers and specialist investigatrs in training institutins. The Purpse f the review: Under the supervisin f the Prgramme Crdinatr, the cnsultant will be respnsible fr: - Finalizing the updated Legal Analysis Reprt: Child Sexual Explitatin in Travel and Turism - Finalizing the reginal training curriculums fr prsecutrs and judges n prsecuting traveling child sex ffenders (La) - Assisting t rganize the Reginal Legal Research Grup Meeting - Assisting t prvide training fr plice fficers, prsecutrs and judges Scpe f wrk and Objectives: Within the prject s framewrk and reprting t the Prject Crdinatr (RCEAP), the cnsultant will be respnsible fr: - Finalizing the updated Legal Analysis Reprt: Child Sexual Explitatin in Travel and Turism (in La).

3 - Finalizing the reginal training curriculums fr prsecutrs and judges n prsecuting traveling child sex ffenders (in La). - Attending and recrding ntes f discussin at wrkshps. - Prviding the internatinal cnsultants substantive inputs n the legal situatin in Las PDR. Required qualificatins Advanced University degree in law and/r criminlgy. At least 2 years f prfessinal experience in the area related t law r the practice f law is required. Knwledge f and expsure t wrk in the field f child abuse investigatins, child prtectin and child sexual explitatin r human trafficking are strngly desirable. Demnstrated ability t cnduct cnsultative legal research and analysis. Experience f detailed legislative reviews and drafting f recmmendatins apprpriate fr gvernment deliberatins and decisin-making. Experience f undertaking cnsultative research and in prducing high quality analytical reprts. Excellent ability t write and cmmunicate rally in La and English, with accuracy and prfessinalism. Evaluatin f Prpsals Individual cnsultants will be evaluated based n the fllwing methdlgy: Cumulative analysis Evaluatin f prpsals and award criteria: 1.
