Isle of Anglesey County Council Job Description Job Title: Planning Officer Wylfa New Nuclear Build Project (2 year fixed term contract with potential for extension) Post Number: - Directorate: Service Unit: Sustainable Development Directorate Planning and Public Protection Service Grade: Background: The New Nuclear Build at Wylfa Newydd represents an investment in excess of 10 billion which has the potential to transform the economy and communities of Anglesey. The new build being a Nationally Significant Infrastructure Project (NSIP) will require a Development Consent Order (DCO) from the Secretary of State for Energy on advice of the Planning Inspectorate. In response to this the Isle of Anglesey County Council established a Planning Core Team (PCT) whose role it is to undertake responsibility for the co-ordination of all IACC consenting and related activities for the proposed New Nuclear Build. The PCT ensures that the IACC meets its statutory consenting obligations to a standard that meets Horizon s expectations and timescales. Overall Job Purpose: To assist Lead Case Officers in for dealing with statutory planning and environmental matters relating to the New Nuclear Build development at Wylfa.
Principal Accountabilities / Key Tasks: 1. Provide professional advice and input into planning & regulatory aspects of the New Nuclear Build Project 2. Support dedicated Lead Case Officers in dealing with planning application(s) as well as statutory/non-statutory consultations associated with the New Nuclear New Build Project 3. Responsible for dealing and formulating recommendations on planning applications either for presentation to the Planning and Orders Committee or under the Authority s delegated functions scheme 4. Ensure that the work of the Team takes cognizdice of the policies of the relevant Development Plan, Supplementary Planning Guidance and national planning policies. 5. Work to the highest potential and consistency in order to ensure that the planning application(s) and consultations are effectively managed 6. Work as part of a coordinated Team which will also deal with the Development Consent Order, Associated Developments and Highway Improvements etc. 7. Support Case Officers in preparing and coordinating the Planning Service s input into the Local Impact Report/Statement of Common Ground as well as any other reports, studies, consultations required as part of the process of dealing and determining this Nationally Significant Major Energy Development 8. Liaise and discuss with other Sections of the Planning Service other Services of the Authority, external organisations, regulatory and statutory bodies etc. as well as members of the public as and when required 9. Attend, as directed, meetings in order to advise Members on statutory consenting matters, including consultations and any other such matters relating to the New Nuclear Build Project 10. Utilise appropriate project management tools in order to direct work activities in line with various requirements of the statutory consenting regime 11. Work with the Multi Disciplinary and Legal Teams which have been procured under a Planning Performance Agreement to assist the Authority in dealing with the New Nuclear Build development 12. Attend and support as directed at National Inquiries which will be convened in order to deal with this Major Energy Infrastructure Development. 13. Prepare and present Planning Appeal Cases to the Planning Inspectorate if required. 14. Deputise for the Lead Case Officer(s) when required
The postholder will need to be flexible in his/her approach to the post and be required to carry out any other responsibilities as appropriate with the nature of the post and its grade. There will also need to be fluidity associated with the post in order to assist, if necessary, with different elements of other major infrastructure developments. The postholder should be aware of the fact that funding for the post will be linked to the Planning Performance Agreement which has been signed by Horizon Nuclear Power and Anglesey County Council.
