1 LINCOLNSHIRE COUNTY COUNCIL JOB DESCRIPTION DIRECTORATE: Development Service/Sub-Division: Technical Services Partnership JOB TITLE: Senior Engineer (AIP) Division/Section/Branch: Highways and Traffic JEM Number:1776 GRADE: REPORTS TO : Principal Engineer (AIP) 1. PURPOSE OF JOB: To lead the delivery of the Accident Investigation and Prevention (AlP) team in its delivery of services to Lincolnshire County Council and other external clients. To support the Lincolnshire Road Safety Partnership (LRSP) through participation in its Management Team and in delivering its objectives. 2. MAIN RESPONSIBILITIES, TASKS & DUTIES i. Being a senior officer in the Technical Services Partnership, with specialist knowledge and experience in accident investigation, including interpretation and operation of standards and regulations. ii. iii. iv. Supporting the management of systems of work, including the Quality Management system, through ensuring compliance and contributing to improvement of processes. Identification, investigation and evaluation of accident sites, collating relevant information from various sources, for improvements to existing highways, making use of specialist computer software as appropriate. Planning and design for improvements on existing highways, including commissioning surveys and inspections, compliance with standards, statutory procedures, corporate regulations cost estimating and risk management. v. Preparation of contracts and specifications for the procurement of highway infrastructure construction services, including orders through HERMIS for Term Contract works. Responsible for supervision and control of highway infrastructure construction works. vi. Monitoring and control of the cost of AlP Local Safety Schemes and their construction. Authorising payments to contractors and service providers through the County Council's financial and contract regulations and

2 procedures. vii. Contribute to the development of the Service, Business and Strategic Plans of Lincolnshire Road Safety Partnership. viii. ix. Contribute to the development of innovative partnership working within LRSP Investigate, liaise with divisional highways officers as appropriate and write factual reports on highway conditions at the site of fatal road accidents. x. Carry out all stages of Safety Audits as Lead Auditor of a team. xi. xii. xiii. Lead and develop the input, analysis, provision and quality management of accident data from the county accident database to the County Council, LRSP, other external and Partner organizations and consultants. Provide of statistics for key CC performance indicators Represent LRSP on the H&P Highways Standards Group Carry out specialist investigations and give advise on road safety related issues both internally and for partner organisations 3. MANAGEMENT OF PEOPLE Supports Principal Engineer in the supervision of the AlP team. Participate on job interviews. Mentoring and appraisal of junior technical and administrative staff including non TSP staff. SUPERVISION OF PEOPLE Responsible for the day to day supervision and quality checking of work of up to five, technical and administrative staff in specialist areas in the provision of, data input, data management and administration. The postholder is required to supervise construction works carried out by the term contractor and other specialist contractors, and will be required to inspect the quality and safety of work, and instruct the contractors regarding non compliance and any changes required to the works. 4. CREATIVITY AND INNOVATION Creativity is a key feature of the job to plan and design highway improvements and innovative engineering solutions within the general framework of national standards and codes of practice. The post holder is also responsible for assisting the Senior Managers in developing standards and policies for the County Council relevant to AlP work. 5. CONTACTS AND RELATIONSHIPS

3 Providing reports and advice on AlP issues to senior managers, members of the council, the LRSP and external clients and developers. Representing the Directorate on road safety matters at meetings with County Council Members, Senior Officers, District and Parish Councils and at public meetings. Management of contractors and consultants delivering specialist and support services. Liaison with colleagues in client project management and other sections relating to highways projects and initiatives, including Safety Audit. Liaison and negotiation with internal and external agencies and other Councils, utilities, landowners and their professional representatives, developers, members of the public, and local businesses. Providing point of contact for media enquiries including proactively supplying information to the Public and media when required including interviews from the local press and per-recorded and live interviews for radio and TV Giving evidence as a witness at judicial hearings 6. DECISIONS. a) Discretion The post holder will be required to interpret guidelines and standards and to make judgments where the guidelines do not directly indicate a possible solution. The post holder will be required to select from a range of options to achieve the most economical and/or serviceable and/or safe and/or publicly acceptable solution using their experience and awareness of relevant information outside the usual guidelines. b) Consequences Significant implications for the Service and/or service provision, affecting the Council and it's partners, together with external agencies and the public in terms of the standards, cost and timeliness of AIP schemes. 7. 4 a) Work Demands The post holder will be required to take a lead role in work that is the subject of deadlines and is also subject to changing and occasionally conflicting priorities and demands. b) Physical Demands The work requires normal physical efforts. c) Working Conditions The majority of the work is in an office environment, but with frequent visits to construction sites. Work is exposed to risk inherent with operations on the Public Highway. d) Work Context The post holder's work usually involves some potential risk to safety and well being with occasional visits to construction sites and meetings with members of the pubic adversely affected by the post holder's work. 9. KNOWLEDGE AND SKILLS Customer care and interpersonal skills will be required with the ability to persuade and to overcome objections. The post holder would need to have 5-10 years relevant experience and would need to be qualified either as IEng. or CEng in civil engineering or a related discipline, and be certified as a construction or highways related manager through the Construction Skills Certification Scheme. Management of Health, Safety and Welfare - IOSH 1 day course and certificate. Experience in managing budgets and financial reporting to meet the County Council's Financial Regulations and Procedures. Experience in the development and operation of procedures and practices to control complex and innovative engineering and construction arrangements, including risk management. Training to ROSPA standards. Experience in working in partnership with the private sector in consulting and contracting, including knowledge and experience in the use of Term Contracts, traditional ICE and non - adversarial contractual forms for construction works, notably the NEC. Detailed knowledge and experience of accident investigation techniques, highway planning procedures highway design standards and specifications, construction methods and materials and cost estimating Knowledge of specialist IT packages.
