Service: Planning and nvironmental Protection Location: Job Title: Building 4, North London Business Park, Oakleigh Road South, London, N11 1NP nvironmental Health Officer / Senior nvironmental Health Officer / Principal nvironmental Health Officer Grade: BBB (36-39#42#43) Post No.: Reports to: Group Manager 2. Context and Purpose of the Job 2.1 To provide technical professional nvironmental Health services with the overall aim of protecting and improving the health and well being of every resident, worker and visitor within the Borough. 2.2 The postholder will be required to undertake their duties in one of the following sections:- Nuisance/Private Sector Housing nforcement and Improvement Teams The Food Safety Team The Health and Safety and Scientific Services Team 2.3 Post holders will operate flexibly and changes in priorities may involve the postholder being employed in any of the above areas. 2.4 The post holder will hold a full driving license and provide a car for work purposes. 3. Accountable for:- 3.1 Key Accountabilities Specific for This Post Undertake the investigation of service requests, contravention of legislation, appeals, licensing requirements, infection, accidents, risk or other circumstances within the general purview of the Section. Inspect or visit vehicles, stalls, plant or equipment Carry out the enforcement of legislation, licences and other powers as may be required in line with service and statutory legal guidelines. Initiate legal action where appropriate advising the Legal Service of technical considerations and contraventions Prepare and deal with correspondence, licences, briefs and other documents Originate reports in the appropriate format including the preparation and evaluation of statistics Present and provide evidence at legal proceedings and other quasi judicial hearings. 2 3.1.6 Scrutinise, process and comment on applications, plans reports schemes or other submissions for environmental guidance or clearance as directed Undertake the sampling, testing or seizure of products, materials, gases or substances and recording of noise Liase with Officers within the nvironment Service, other council services, outside organisations, companies and individuals in order to deliver an effective nvironmental Health Service nsure the Group Manager is kept fully informed on any aspect of work which is controversial, political, strategic, financial or otherwise of a sensitive or highly complex nature Keep up-to-date with changes in legislation, policies, attitudes and techniques relevant to their service groups Assist in the preparation and execution of publicity campaigns and educational work Assist at meetings, working parties, public meetings, exhibitions or demonstrations Conduct training for staff and official visitors with regard to the function and duties of an nvironmental Health Officer and for new initiatives and developments. Guide and supervise trainees, administrative and other staff as necessary Carry out specialist nvironmental Health duties as requested and in accordance with experience and training Carry out research or survey work related to the work of the nvironmental Health Service. Participate in specialist project teams as required To respond to emergency situations and as directed carry out related plans including service issues arising out of office hours In addition to the above Officers graded Sc.P 43 will also be required to undertake the following: To provide expert advice and guidance to management and other nvironmental Health staff as required with the aim of protecting and improving the health and well being of every resident, worker and visitor within the Borough To provide cover for Group Management Team member as necessary As required to act for the Group Manager in their absence and provide day to day cover and support within the Group Support the Group Manager in the professional management of a team of professional and/or technical staff including their professional supervision and appraisal as required Produce reports and reviews for the relevant Group Manager and the Head of Page 2 of 7 2
3 nvironment Participate in the emergency standby system and carry out related visits out of normal office hours as necessary As required to be responsible for the use of equipment available within the Section, and to train and assist team members in the effective use of equipment Manage the preparation and execution of publicity campaigns and educational work as required by the Group Manager and the Head of nvironmental Services Participate in and lead specialist project teams and co-ordinate distinct service areas as required. This may include corporate and professional issues Undergo any additional training in order to provide an effective service in accordance with the Corporate plan and service goals/objectives Assist in conducting Best Value Service Reviews and developing services to achieve high quality service provision Provide, and carry out as appropriate the further training of HO s within the group and the training of staff and official visitors with regard to the function and duties of an HO Participate, as required in the recruitment process for staff. 3.2 Financial And Asset Responsibilities Staff graded No budget responsibility Staff graded As required to manage any allocated budgets within the Group, understanding the relevant budgets and ensuring correct procedures are followed in expenditure and income collection. To build budgets from zero base as required. 3.3 Staff Responsibilities No direct supervisory responsibilities, although Officers graded Sc. P. 39 and above may be required to professionally supervise other team members on a regular basis. 3.4 Other None. 4. Promotion Of Corporate Values 4.1 To ensure that customer care is maintained to the agreed standards according to the council s values 4.2 To ensure that a high level of confidentiality is maintained in all aspects of work. Flexibility 5.1 In order to deliver the service effectively, a degree of flexibility is needed and the post holder may be required to perform work not specifically referred to above. Such duties, however, will fall within the scope of the post, at the appropriate grade. 6.
