1.0 INTRODUCTION EXECUTIVE SUMMARY Balanga Sand Bed over an area of 12.50Ac./5.06Ha. of, Sri Nilamani Behera is located in village Uthaninuagaon, under Tahasil- Badasahi in Mayurbhanj district of Odisha. The revenue department, Govt. of Odisha has settled the sairat source,auction by Tahasildar, Badasahi and the same is intimated by Tahasil vide letter No-844 Date 24.03.2015 Balanga Sand Bed over an area of 12.50 Ac./5.06Ha. in favor for the year 2015-16 to 2019-2020.The proposed production of the plan period is 19144 cum. The lease area is bounded by 21 0 50 31.5 N, to 21 0 50 54.3 N & 86 0 43 6.2 E, to 86 0 43 30.7 E. It is a part of the area covered in the Survey of India Toposheet No. 73K/9. Lease area is approachable to Nuagaon at a distance of 3.0 Km. of Morrum road. The nearest railway station is Baripada at a distance of 15km. As per the provision for grant of environmental clearance in Environmental Impact Assessment (EIA) Notification, 2006 and its amendment on 24 th December, 213 regarding categorisation of Category B projects / activities in to Category B1 and B2, this project comes under Category B2 and require prior environmental clearance from the State Environmental Impact Assessment Authority, Odisha. This project will be appraised based on following documents: (i) Form-1 as per Appendix under EIA Notification, 2006 (ii) Pre-feasibility report of the project (iii) Mining plan approved by the authorized agency of the concerned State Government. 1
So, this mining plan is prepared in FORM-ZB under Rule 27-A (3) of the Odisha Minor Mineral Concession (Amendment) Rules, 2014 by the RQP, Sri Pradeept Mohapatra, (Regn. No. RQP/BBS/102/2011/A, Boneikela Near Nac Gate,Joda Keonjhar,, Odisha with detailed planning for the year 2015-16 to 2019-2020. and duly approved by Joint Director Geology, Keonjhar vide letter no. 1705 on dated 29-06-15. As per the Approved Mining Plan, there is quarry excavation present on the lease area. The lessee has proposed to excavate Lessee has proposed capacity during the plan period is 19144 cum. ordinary sand from the Balanga Sand Bed on plot no 2203/1 by Manual mining method. Considering the cost of the project, cost towards production, sale value etc, the project is viable and bring some positive benefit directly or indirectly to the nearby locality 2.0 INTRODUCTION OF THE PROJECT /BACKGROUND INFORMATION 2(i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given Balanga Sand Bed Lease is negotiated for the year 2015-16 to 2019-2020 by auction sale, over an area of 12.50Acre/5.06 ha. in village Uthaninuagaon, under Tahasil Badasahi in Mayurbhanjdistrict of Odisha. is valid for financial the year 2015-2016 to 2019-2020. The lease is granted 12.50Acre /5.06ha. in favour,at-uthaninuagaon, P.s- Baripada,Dist-Mayurbhanj. 2(ii) Brief description of nature of the project. The project for production of ordinary sand, (minor minerals) from Sand Quarry has been proposed for an annual production of 3829 CuM (max) by Open Cast Manual method. 2(iii) Need for the project and its importance to the country and or region These Sand are used in almost any type of construction activity. It is also the most important input in Building & road construction activity. Further they are also required by 2
Bridge projects for other construction activities. Thus in current times, where the focus of the governments is on improvement of basic infrastructure like roads, Building, dams and other social infrastructure both in rural and urban areas, there is a constant need for ensuring regular supply of these minor minerals. 2(iv) Demand-Supply Gap Due to ban on illegal mining and with increasing growth of infrastructure industry the demand of construction material has increased by almost 50%. India is one of the fastest growing economies of the world, and its focus since last few years has been on infrastructure development. Minor minerals like sand boulders/aggregates are one of the basic inputs in any kind of construction work. Further since these are low value items and is voluminous the users of this basic input- looks for local supply sources instead of transporting the material from far away areas. With hectic construction activity in the area, there is always a constant need of ensuring a regular supply of this basic input. Thus any efforts for increasing minor mineral production in the district must be encouraged to ensure smooth supply of aggregates to match the pace of developmental activities in the area. Further, there are not many large scale sand deposits in the districts and thus the focus is to systematically develop known small and medium size deposits. 2(v) Imports vs. Indigenous production Minor mineral demand of the country is entirely met domestically, i.e there are no imports of such low value mineral. In fact since these minerals are low value high volume items- efforts are made to source the material from the nearest point of supply. This is to avoid high cost of transportation and keeping the cost within reasonable limits. 2(vi) Export Possibility It is low category material and to be procured from local market.no export is feasible. 3
2(vii) Domestic/ export Markets The proposed mining activity is for obtaining o r d i n a r y s a n d for sale to nearby cities and towns located in the state of Odisha. 2(vii) Employment Generation (Direct and Indirect) due to the project The mining operation will be carried out by manual method. Keeping in view of manual loading. OMS has been assumed to be 2.278 Cu.M only. A total of 7nos. of Labour are to be employed in mine for production of 3829 Cu.M. Avg. per annum ordinary sand. Indirect employment through creation of shops, hotels, hired vehicles, etc also can be generated to full fill the day to day requirements of the mining personals. 3.0 PROJECT DESCRIPTION 3(i) Type of project including interlinked and interdependent projects, if any. The project has been proposed for excavation of ordinary Sand from the Balanga Sand Bed. It is estimated that the Quantity of total production of sand is 19144 CuM which is to be exacavation by open cast manual method during plan period. This is not linked or dependant on any other project so far, as the production of Sand is concerned. 3(ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The lease area is bounded by 21 0 50 31.5 N, 86 0 43 6.2 E & 21 0 50 54.3 N, 86 0 43 30.7 E. It is a part of the area covered in the Survey of India Toposheet No. 73K/9. 3(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. 4
Balanga Sand Bed lease area is a virgin land.the lease area and also having ordinary sand deposit and the lease area is non forest govt. land. Hence no such alternative sites have been considered. 3(iv)Size or magnitude of operation Total lease area is 12.50 acre/5.06ha. of non-forest Govt. land. And the lessee is going to work within the said area for 5 year (2015-16 to 2019-2020) with a maximum production of 3829cum. per annum. Mineral Reserve: The updated geological reserve as well as mineable reserves have been estimated in the entire lease area under measured, indicated and inferred resource categories and proved reserves categories. The category wise Geological Measured, Indicated and Inferred reserve well as Mineable Proved Reserves have been calculated for the lease area. The following table shows the detailed estimates. As estimated, geological reserve of sand Pre-feasibility Report is 28800 Cu.M. and mineable reserve is 21196Cu.M.. During the plan period, a total of 19144 Cu.M. ordinary sand will be produced.. Reserve of sand may increased after the modification of rainy season if required. 3(V). Project description with process details (a schematic diagram/flow chart project layout, components of the project etc. should be given) showing the Method of Mining Baitarani Sand Bed is a virgin land, The lease area demarcated as plot no 118 on the ground is over an area of 12.50acre/5.06 ha. During the plan period of 5 year faces will be developed from south to north side. At the end of the plan period, there will be development of between 31.00mt RL and 30.00 mt RL. to achieve the year wise production. Benching has not been development in the sand due to looseness in nature, only of pit area developed for excavation of sand The year-wise quantum of development, production of Ordinary sand, and generation of rejection for the plan period is given below: 6

Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw Material and Finished Product. This is mining project, so raw material is not required. Here the Sand produced from the river is the raw material for infrastructural industries. 7
3(vii)Resource optimization / recycling and reuse envisaged in the project Not applicable in the present case as all size of minerals will be extracted and transported to various crusher units outside the mine lease area for sorting and grading purpose. 3(viii) Availability of water its source, Energy / power requirement and source Water Requirement Water requirement for human consumption, plantation and dust suppression is 2 KLD, which shall be met from tanker supply. Power Requirement No electrical power shall be required for operations as the mining will be worked out during day time only. Minimum power required for office shall be taken from the general electric supply of the area. 3(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal. The waste generation is nil, So no need extra dump for the purpose. 3(x) SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As the project is categorized in category-b2 of Schedule under item 1(a) in the EIA notification, 2006 and its subsequent amendments; it will be considered at the State 8
Expert Appraisal Committee (SEAC) for the purpose of obtaining Environment Clearance and no need of EIA. 4.0 SITE ANALYSIS 4(i) General Balanga Sand Bed over an area of 12.50 Acre/5.06ha. is negotiated in favour of Sri. Nilamani Behera,, At-Uthaninuageon,Ps- Baripadar, Dist- Mayurbhanj, Odisha, Mob:- 9583816193, And the lease area is bounded by 22 0 48 7.0 N, 86 0 43 34.4 E & 21 0 48 20 N, 86 0 43 54.8 E. It is a part of the area covered in the Survey of India Toposheet No73F/12 Connectivity Lease area is accessible from Uthaninuagaon, town covering a distance of 3.0 km Morrum road to M.L area. The nearest railway station is located at Baripada at a distance of 15 km from the lease area. 4(ii) Land Form, Land use and Land ownership. The mining lease hold area over 12.50 acre/5.06ha. contains Non-forest Govt. waste land. The area is a part of flat area. The lease area is characterized having NE-SW strike and elevation from 31.00m. to 30.00m. The ownership of the land is state Govt. 4(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. 9
There is no national park, wild life sanctuary, eco sensitive areas and industrial area situated within 10Kms radius of the lease area. 4(v) Existing Infrastructure. There is no existing infrastructure, however during mining temporary rest shelters for workers will be provided. 4(vi) Soil Classification. As no toxic substance will be generated or involved, the impact on soil quality is not likely to be more intensive than the existing level. However, the dust generated during operation of mining activity, loading and unloading and vehicular movements normally constitute heavier particles that would readily settle on very small areas within the lease area. 4(vii) Climatic data from secondary sources. It ia hot in summer, Baripada summer highest day temperatures is in between 40 0 C to42 0 C. The climate in the district is generally cold in winter and hot in summer with temperature ranging from 10 0 C to 42 0 C and annual rainfall is 1200 mm 4(viii) Social Infrastructure available. Nearest local market facilities are available at Nuageon at a distance of 3.0 km. & while full fledged market facilities are available at Baripada, Mayurbhanj district in Odisha state. Medical facilities are available at Baripada (15 km). 10
Primary education upto high school level is available at Uthaninuageon. College level education are available at Baripada.Rest shed, First aid centre, drinking water facilities, time office, canteen etc, has been proposed to be provided.. 5.0 PLANNING BRIEF 5(i) Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning/Development authority Classification. Manual mining method will be adopted for sand mining. Project will annually produce ordinary sand @ 3829 CuM,(max) which will be used for utilized the huge demand of construction material required in building construction and infrastructure works, sand for construction and maintenance of Bridge &Buildings; Odisha. in the state of 5(ii)Population projection. It has been proposed that the work will be carried out by Manual method. The labours are mainly required for loading sand. It has been calculated that, about 7 labours are required. Hence, there will be an overall improvement of socio-economic status of the people of surrounding areas. 5(iii) Landuse planning (breakup along with green belt etc.) The proposed land use pattern of the ML area. 11

Local species like Mango,Neem, Mahaneem etc. 5(iv)Assessment of Infrastructure Demand (Physical & Social) Adequate infrastructure facilities are available in the vicinity of mine lease area and due to the mining activities; no extra infrastructure over and above the existing infrastructure is required. 5(v) Amenities/ Facilities 12
Helmets, safety shoes, ear plugs, spectacles, globes, pads etc will be provides for safety of the labour, while working. Rest shed will be provided to take rest in lunch period. Vocational training will be provided to the labours by trained executive to work safety in the mine. Firstaid facilities will be made available in the mine or to take care of the health. 6.0 PROPOSED INFRASTRUCTURE 6(i) Mining Area (Processing Area) Temporary arrangements like site office, rest shelters & approach roads etc shall be provided. No permanent infrastructure is proposed 6(ii) Residential Area (Non Processing Area) As the local person shall be employed, no residential building are proposed. 6(iii)Green Belt 7.5 meter width along wastern the lease boundaries will be utilized for plantation. This area is calculated to be 0.70 ha proposed to be planted by 250 saplings during the plan period. Local species like Mango,Neem, Mahaneem etc. 6(iv)Social Infrastructure In-line with the Social Responsibility Activities at other operational sites, relevant developmental assistance shall be rendered depending on the local needs identified during operation. 6(v)Connectivity (Traffic and Transportation Road /Rail /Water ways etc.) 13
Lease area is accessible fromnuageon, a distance of 3.00 km Morrum road to M.L area. The nearest railway station is located at Baripada at a distance of 15 km from the lease area. 6(vi)Drinking Water Management.Water required for drinking purpose will be obtained through tankers from the nearby available sources.therefore, there is no possibility of ground water puncture during the plan period. 6(vii)Sewerage Systems Not applicable. 6(viii)Industrial Waste Management Not applicable 6(ix) Solid Waste Managment Not applicable 6(x)Power Requirement & Supply/ Source: The mine will work in day time only, so no lighting arrangement will be required 14
7.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN 7(i)Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless labourers (a brief outline to be given). There is no human settlement in the applied lease area which is entirely located in Government non-forest land of 12.50Acre/5.06ha Therefore, rehabilitation and resettlement proposal is not required. Plantation work is carried out in the area from time to time and shall continue in future also on yearly basis, as a part of rehabilitation to maintain and improve the ecology of the area. 8.0 PROJECT SCHEDULE & COST ESTIMATES. 8(i)Likely date of start of construction and likely date of completion (Time schedule for the project to be given). Since the geological reserve is sufficient enough, therefore question of time scheduling for abandonment does not arise in this scheme period. Time schedule of all abandonment operations as proposed is as follows: It is to be noted here that the area is potential one and the reserve will be much more than the estimated reserve when the exploration will be completed in future. 8(ii) Estimated project cost along with analysis in term of economic viability of the project. Financial Assurance The mine is under Category B 2 manual The financial assurance in shape of Bank Guarantee will be submitted by lease to the concern Govt. department as per the demand. 15
9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9(i)Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The Projects will bring economical benefit to the state by way of royalty on the mineral excavated and dispatched.achieving a huge infrastructure as bring envisaged by Government of india particularly in the road and housing sectors requires basic building materials. The mining actives as proposed are the back bone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Balanga Sand Bed excavated is in high demand at the local market for real estate industry. The project operation will provide livelihood to the poorest section of the society/economically backward population and tribal s in the area. It provides employment to the people residing in vicinity directly or indirectly.the mine management will also help near by villagers by providing aid to school, conducting medical and social awareness camps helping in formation of self help groups etc. Thus the project will bring about socio-economic improvement of the area and will prove beneficial to the area. ************ 16
