1 PRE FEASIBILITY REPORT ON NAFRI STONE QUARRY NO.2 (IN MAYURBHANJ DISTRICT OF ODISHA) Lease Area: 4.97 acres or 2.01 Ha. of Sri Shyamsundar Bhattar & Others Baripada

2 EXECUTIVE SUMMARY CHAPTER 1 Nafri Stone Quarry No.2 lease extends over an area of 4.97acres or 2.01Ha. and located in village Nafri, Tahasil- Bangriposi in Mayurbhanj district of Odisha. The revenue department, Govt. of Odisha has settled the sairat source case no. 16/ in favour of Sri Shyamsundar Bhattar At-Word No-4 Lalbazar, P.O- Baripada in the district of Mayurbhanj for 5 (five) years from to The lease area is bounded by Latitude: to North & Longitude: to East. It is a part of the area covered in the Survey of India Toposheet No.73-J/12. The Nafri Stone Quarry No.2 is well connected to Baripada- Bisoi State Highway at Bangriposi. The nearest railway station is at Bangriposi which is situated at 15 km from the lease area.there is no existence of Public road and railway line within the Lease area. However, the area is approachable from Bangriposi which is located at a distance of 15km. All type of infrastructure facilities such as water, electricity, medical, education etc. are available at Bangriposi. There are lower and middle Primary Schools are available in the village Nafri. There is neither seasonal nor perennial nala within the lease area. Drainage system in the region is dendritic. Surface runoff water in the region will be discharged to the natural drainage course. In accordance with the provisions of the OMMC (amendment) Rules, 2014, the Sairat Source OMMC letter no: 673 dated was granted in favour of Sri Shyamsundar Bhattar At-Word No-4 Lalbazar, P.O- Baripada in the district of Mayurbhanj. Here the lessee will deposit of E.M.D. Rs. 50,000/- towards submission of approved mining plan and Environment clearance. The lessee has proposed to excavate 3240 cum per annum of stone (Minor Mineral) from Nafri Stone Quarry No.2 on payment of Royalty, Dead Rent, Surface Rent and Income Tax as assessed by the state government of Odisha. As per Environmental Impact Assessment Notification dated 14 th September, 2006, and subsequent amendments thereof, this project falls under Category B of the list of the Project or activities requiring environmental Clearance prior to 2

3 operation of quarry/mines from the from the State Environmental Impact Assessment Authority, Odisha. An application seeking prior environmental clearance has been made in prescribed Form 1 as per Appendix under EIA Notification, 2006,prefeasibility report of the project & Mining plan approved by the authorized agency of the concerned State Government to SEIAA. So, this mining plan is prepared in FORM-ZB under Rule 27-A (3) of the Odisha Minor Mineral Concession (Amendment) Rules, 2014 dated by the RQP, Sri Pravata Kumar Sahoo (Regn. No. RQP/BBS/116/2012/A) with detailed planning for the lease period from year to As per the approved mining plan, there is quarry excavation present on the lease area. The lessee has proposed to excavate 7000 cum of Road Metal (Granite stone) from the Nafri Stone Quarry No.2 on plot no 695/2 by means of open cast Semi-mechanised mining method with drilling. Considering the cost of the project, cost towards production, sale value etc, the project is viable and bring some positive benefit directly or indirectly to the nearby locality. 3

4 CHAPTER 2 INTRODUCTION OF THE PROJECT /BACKGROUND INFORMATION (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given Nafri Stone Quarry No.2 lease has applied for 5 (five) years, over an area of 4.97acres or 2.01Ha. in village Nafri, Tahasil Bangriposi in Mayurbhanj district of Odisha. The lease is granted in the name of Sri Shyamsundar Bhattar At-Word No-4 Lalbazar, P.O- Baripada in the district of Mayurbhanj for 5 (five) years from to vide letter no.673 dated (Copy of letter of Tahasildar order is attached as annexure). (ii) Brief description of nature of the project. The project for production of Road metal (Granite stone) (minor minerals) from Stone Quarry has been proposed for an annual production of 3240 cum (max) by Open Cast Semi-mechanised Extraction method. (iii) Need for the project and its importance to the country and or region These Granite stone are used in almost any type of construction activity. It is also the most important input in domestic activity. Further they are also required by railway projects for track laying and other construction activities. Thus in current times, where the focus of the governments is on improvement of basic infrastructure like roads, railways, dams and other social infrastructure both in rural and urban areas, there is a constant need for ensuring regular supply of these minor minerals. (iv) Demand-Supply Gap Due to ban on illegal mining and with increasing growth of infrastructure industry the demand of construction material has increased by almost 50%. India is one of the fastest growing economies of the world, and its focus since last few years has been on infrastructure development. Minor minerals like Granite stone/ boulders/aggregates are one of the basic inputs in any kind of construction work. Further since these are low value items and is voluminous the users of this basic input- looks for local supply sources instead of transporting the material from far 4

5 away areas. With hectic construction activity in the area, there is always a constant need of ensuring a regular supply of this basic input. Thus any efforts for increasing minor mineral production in the district must be encouraged to ensure smooth supply of aggregates to match the pace of developmental activities in the area. Further, there are not many large scale stone deposits in the districts and thus the focus is to systematically develop known small and medium size deposits. (v) Imports vs. Indigenous production Minor mineral demand of the country is entirely met domestically, i.e there are no imports of such low value mineral. In fact since these minerals are low value high volume items- efforts are made to source the material from the nearest point of supply. This is to avoid high cost of transportation and keeping the cost within reasonable limits. (vi) Export Possibility Not required (vii) Domestic/ export Markets The proposed mining activity is for obtaining Granite stone for sale to nearby cities and towns located in the state of Odisha. (viii) Employment Generation (Direct and Indirect) due to the project The mining operation will be carried out by semi-mechanised method. Keeping in view of semi-mechanised loading, sorting & sizing, OMS has been assumed to be 0.60 cu.m only. A total of 22 nos. of workers are to be employed in mine for production of 3240 cum per annum road metal. Indirect employment through creation of hired vehicles, etc also can be generated to full fill the day to day requirements of the mining personals. 5

6 CHAPTER 3 PROJECT DESCRIPTION (i) Type of project including interlinked and interdependent projects, if any. The project has been proposed for extraction of road metal (Granite Stone) from the Nafri Stone Quarry No.2. It is estimated that the amount of total production of stone is 7000 cum which is to be extracted by open cast semi-mechanised method. This is not linked or dependant on any other project so far, as the production of road metal (Granite Stone) is concerned. (ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The lease area is bounded by Latitude: to North & Longitude: to East. It is a part of the area covered in the Survey of India Toposheet No.73-J/12. (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. Nafri Stone Quarry No.2 lease area contains Granite as basaltic rock which occurs by the process of fractional crystallization of basaltic magma. It is not a virgin land. Occurrence of workable deposit of Granite as building stone within the area has been proved by studying the exposed litho units from the developed pits by old workings inside the lease. The lease area is non forest govt. waste land. Hence no such alternative sites have been considered. 6

7 (iv) Size or magnitude of operation Total lease area is 4.97acres of non-forest Govt. land. And the lessee is going to work within the said area for 5 years from ( ) to ( ) with a maximum production of 3240 cum per annum. (V) Project description with process details Method of Mining The Nafri Stone Quarry No.2 is an open cast stone quarry project from where the Granite stone will be excavated. The lessee has planned to work in opencast semi mechanized method of mining through the formation of safe benches which will be on single shift basis. Height and width of the benches will be kept at 3m and 3m. The individual bench faces will be kept nearly vertical (85 ) and overall pit slope angle will be 45 with the horizontal. No drilling & blasting will be performed for production requirement. Extent of Mechanization The following machines are proposed to be deployed to carry out mining operation in Nafri Stone Quarry No.2. Name of the Machine Capacity Nos. 8 Excavation The materials (Granite stone and waste) are excavated from different benches by manual method. Keeping in view the market demand and resource availability in respect of reserve, proposed Quarry is scheduled to produce Granite 3240 cum/per annum in an increasing order during the plan period as per the following table: Year of Plan Financial Year Production of Road metal (Volume m 3 ) Waste (m 3 ) 1 st nd rd th th Total Transportation The Lessee has a proposal to transport the processed road metal to local domestic market for sale by tippers or tractors. Loading will be done manually. Road metal will be used for different construction, building work etc. Mineral Reserve: Based on the surface exposures, the updated geological resources as well as mineable reserves have been estimated in the entire lease area under measured, indicated and inferred resource categories and proved, probable reserves categories as on based on the following parameters. The category wise Geological Measured, Indicated and Inferred resources as well as Mineable Proved and probable Reserves have been calculated for the lease area as on The following table shows the detailed estimates. 8

During the plan period, a total of cum road metal will be produced. Reserve of road metal may increased after the exploration carried out by the lessee. (v) Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transport of raw Material and Finished Product. This is mining project, so raw material is not required. Here the road metal produced from the mine is the raw material for infrastructural industries. (vi) Resource optimization / recycling and reuse envisaged in the project Not applicable in the present case a constant size of minerals will be extracted and transported to local area for domestic purpose. (vii) Availability of water its source, Energy / power requirement and source Water Requirement This is a mining project to produce road metal as a raw material for building & constructions purpose. However, total water approx. 2 m 3 /day will be required for different purposes like Domestic, Dust suppression, Plantation purposes. 9

10 Power Requirement No electrical power shall be required for operations as the mining will be worked out during day time only. Minimal power required for office shall be taken from the general electric supply of the area. (viii) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal. Waste is incidental and consisting of weathered rock and infertile soil. However, the following assumptions have been made for production scheduling: Sl. Water sprinkling will be done regularly for compaction of haul road during summer season. If required lessee will stack waste material on proposed place for dumpling/stacking with making garland drain & retaining wall to prevent wash-off. 10

11 Waste dump management Catch drains will be developed on either side of the road and receive the wash off during rainy season and these drains will be cleaned periodically depending upon the siltation on the floor of the drains. Proposal for Stacking of Sub-grade Ore: There will be no generation of the sub grade material in the area and the entire Granite stone will be dispatched for domestic use. (ix) SCHEMATIC REPRESENTATIONS OF THE FEASIBILITY DRAWING WHICH GIVE INFORMATION OF EIA PURPOSE As the project is categorized in category-b of Schedule under item 1(a) in the EIA notification, 2006 and its subsequent amendments; it will be considered at the State Expert Appraisal Committee (SEAC) for the purpose of obtaining Environment Clearance and also for determining whether or not the project or activity requires further environmental studies for preparation of an Environmental Impact Assessment (EIA) for its appraisal prior to the grant of Environmental Clearance depending up on the nature and location specificity of the project. 11

12 CHAPTER 4 SITE ANALYSIS (i) General Nafri Stone Quarry No.2 over an area of 4.97acres or 2.01Ha. and located in village Nafri, Tahasil- Bangriposi in Mayurbhanj district of Odisha. The lease area is bounded by Latitude: to North & Longitude: to East. It is a part of the area covered in the Survey of India Toposheet No.73-J/12. Connectivity The Nafri Stone Quarry No.2 is well connected to Baripada- Bisoi State Highway at Bangriposi.. There is no existence of Public road and railway line within the Lease area. However, the area is approachable from Bangriposi which is located at a distance of 15km. All type of infrastructure facilities such as water, electricity, medical, education etc. are available at Bangriposi. There are lower and middle Primary Schools are available in the village Nafri. (ii) land. Land Form, Land use and Land ownership. Applied Mining lease area over 4.97acre is plain, non forest government (iii) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. There is neither seasonal nor perennial nala within the lease area. Drainage system in the region is dendritic. Surface runoff water from the quarry will be discharged to the natural drainage course through garland drain and settling tank. Therefore, there is no possibility of ground water puncture during the plan period. There is no national park, wild life sanctuary, eco sensitive areas and industrial area situated within 10Kms radius of the lease area. 12

13 During rainy season only the rain water passing through the working benches and accumulate at the bottom of the quarry, so the wash off consisting of loose sediments settled at the bottom of the quarry so there is no adverse effect at present all parameters are within specified limits. (iv) Existing Infrastructure. There is no existing infrastructure, however during mining temporary rest shelters for workers will be provided. (v) Soil Classification. As no toxic substance will be generated or involved, the impact on soil quality is not likely to be more intensive than the existing level. However, the dust generated during operation of mining activity, loading and unloading and vehicular movements normally constitute heavier particles that would readily settle on very small areas within the lease area. (VI) Social Infrastructure available. It is a fact that Nafri Stone Quarry No.2 is located in backward areas where general living condition of the people is below poverty line. Agriculture has not been developed in the region to the extent it should have been. People, therefore, depend mostly on this type of mines or other local work for their livelihood. This has got a positive impact on the living condition of the local inhabitants. At least, these people have been assured of their daily bread. Besides the direct employment in the mines, indirect engagement may be two to three times. Mining activity in the area has brought some positive effect like better employment potentiality, better health care, better living, better sanitation conditions, better education facilities etc. 13

14 PLANNING BRIEF (I) CHAPTER 5 Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning/Development authority Classification. Open cast semi-mechanised mining method will be adopted for mining. Project will annually produce road 3240 cum/annum, which will be used for meeting the huge demand of construction material required in building construction and infrastructure works, road material for construction maintenance of roads/highway in the state of Odisha. (II) Population projection. It has been proposed that the work will be carried out by semi-mechanised method. The labours are mainly required for sorting of mineral from ROM. It has been calculated that, about 22 labours are required. Hence, there will be an overall improvement of socio-economic status of the people of surrounding areas. (III) Land use planning (breakup along with green belt etc.) The proposed land use pattern for mining in the mining lease area is 4.97acres. 15 Afforestation 7.5 meter width all along the lease boundaries will be utilized for plantation. This area is proposed to be planted by saplings during the plan period. Local species like Neem, Acacia,Chakunda etc. is proposed to be planted at 2.5m spacing. (IV) Assessment of Infrastructure Demand (Physical & Social) Necessary approach & mine roads will be constructed. (V) Amenities/ Facilities All the site services and other facilities including regular & periodic health check up, Eye camp, Adult & Female education & training programmes shall be provided outside nearer to the lease. 15

16 CHAPTER 6 PROPOSED INFRASTRUCTURE (i) Mining Area (Processing Area) Temporary arrangements like site office, rest shelters & approach roads etc shall be provided. No permanent infrastructure is proposed (ii) Residential Area (Non Processing Area) As the local person shall be employed, no residential building is proposed. (iii) Green Belt 7.5 meter width all along the lease boundaries will be utilized for plantation. This area is proposed to be planted by saplings during the plan period. Local species like Neem, Acacia,Chakunda etc. is proposed to be planted at 2.5m spacing. (iv) Social Infrastructure In-line with the social responsibility activities at other operational sites, relevant developmental assistance shall be rendered depending on the local needs identified during operation. (v) Connectivity (Traffic and Transportation Road /Rail /Water ways etc.) The Nafri Stone Quarry No.2 is well connected to Baripada- Bisoi State Highway at Bangriposi.. There is no existence of Public road and railway line within the Lease area. However, the area is approachable from Bangriposi which is located at a distance of 15km. All type of infrastructure facilities such as water, electricity, medical, education etc. are available at Bangriposi. There are lower and middle Primary Schools are available in the village Nafri. Water Quality Management There is neither seasonal nor perennial nala within the lease area. Drainage system in the region is dendritic. Surface runoff water from the quarry will be discharged to the natural drainage course through garland drain and settling tank. There is no possibility of ground water puncture during the plan period. There are no perennial nalas within the lease area. Drinking water source for the area is from tube wells. (vi) Air Quality Management Since the proposed mining project will have the deployment of small capacity 16

17 machinery of power tipper and excavation machinery a little amount of noxious gas will be released and emitted to air during the mining operation. There will be, however, generation of a negligible amount of dust during excavation and sizing of Granite stone. Suitable measures for dust suppression will be carried out by spraying water at dust generating points. Emission of noxious gas from vehicles can be controlled by regular maintenance. (vii) Waste Management Waste will be utilized for construction and maintenance of haul road. Water sprinkling will be done regularly for compaction of haul road during summer season. If required lessee will stack waste material on proposed place for dumpling/stacking with making garland drain & retaining wall to prevent wash-off. Catch drains will be developed on either side of the road and receive the wash off during rainy season and these drains will be cleaned periodically depending upon the siltation on the floor of the drains. (viii) Top-Soil Management As the lease area is waste land, so the topsoil generation is negligible. During plan period Lessee has proposed to use all the top soil for plantation purpose. Lessee will maintain the records of top soil generation and utilization in plan period. (ix) Disposal of Mining Machinery: As most of the machineries are on hired, removal of machinery can be done any time as per requirement. (x) Safety and Security During mining, proper haulage roads will be provided for movement of machinery and workers between the benches with or without load. Exhaust of road metal will result deep quarry floor. Therefore, there will be risk of falling down of man or animal to the quarries. So, barbed wire fencing shall be required all around the working quarry. (xi) Disaster Management and Risk Assessment: 17

18 High risk factors such as landslide, subsidence flood, fire, tailing dam failure etc are neither encountered nor anticipated. As such, emergency plan for quick evacuation measures are not proposed. Also no local habitant exists in the area. (xii) Care and maintenance during temporary discontinuance A caretaker skeleton staff, mostly guard to take care of the lease area and mine machinery shall be kept under the roll of the management in case of any temporary discontinuation. (xiii) Power Requirement & Supply / source. Fuel (Diesel) would be used for operating equipments like dumper etc. 18

19 CHAPTER 7 REHABILITATION AND RESETTLEMENT (R & R) PLAN (i) Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless labourers (a brief outline to be given). There is no human settlement in the applied lease area which is entirely located in Government non-forest wasteland of 4.97acres. Therefore, rehabilitation and resettlement proposal is not required. Plantation work is carried out in the area from time to time and shall continue in future also on yearly basis, as a part of rehabilitation to maintain and improve the ecology of the area. 19

20 CHAPTER 8 PROJECT SCHEDULE & COST ESTIMATES. (i) Likely date of start of construction and likely date of completion (Time schedule for the project to be given). The project is awaited for the environmental clearance from the concerned Authority to start the mining operation over the lease hold. This is a mining project for production of Granite stone. (ii) Estimated project cost along with analysis in term of economic viability of the project. Considering cost of production in all aspects and market rate of the produced building stone, the project is economically viable. 20

21 CHAPTER 9 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) (i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The proposed project is expected to provide employment to local people in different activities such as Mining, sizing (sieving), transportation and plantation activities. The project activity will not have any major impact on the environment. With progress in mine development activities, the per capita income of local people will increase which will reduce the public expenditure of the Govt. on social consumption need. Ultimately, it will add to the Govt. exchequers in the form of various taxes & returns. On the whole, overall development of the area will be there. This mining project is financial viable and can comply with the environmental norms. In view of the above mentioned benefits we request to grant us Environmental Clearance (EC). 21
