C.R.Z (at the stage of ToR) and the recommendations of the State coastal zone Management Authority (at the stage of EC). Simultaneous action shall also be taken to obtain the requisite clearance under the provisions of the C.R,Z tification, 1991 for the activities to be located in the C.R.Z. 2. The projects to be located within 10 km of the National Parks, Sanctuaries, Biosphere Reserves, Migratory corridors of wild Animals, the project proponent shall submit the map duly authenticated by Chief Wildlife Warden showing these features vis-a-vis the project location and the recommendations or comments of the Chief Wildlife Warden thereon (at the stage of EC). 3. All correspondence with the Ministry of Environment & Forests including submission of application for TOR/ Environment Clearance subsequent clarifications as may be required from time to time, participation in the EAC Meeting on behalf of the project proponent shall be made by the authorized signatory only. The authorized signatory should also submit a document in support of his claim of being an authorized signatory for the specific project.

Water Pollution Control During sand mining no water pollution will be there. However garland drain will be provided along one bank of river by the side of lease area. The garland drain will collect water from catch drain to direct flow of water to the end of lease area. 9. 17 CHAPTER - I EXECUTIVE SUMMARY 1. The proposal relates to grant of Environmental Clearance for mining of sand from the bed of Koel River in Olmunda Mouza of Olmunda panchayat of Sisai block within the district of Gumla, Jharkhand. 2. Mining lease area is acres (5.67 ha) in the river Koel which is a seasonal river. The LOI for the lease was issued on for three years to Shamim Khan, resident of Village & P.O.: Olmunda, P.S.: Sisai, District Gumla, Jharkhand. 3. This is a Category B2 project. Mining will be done only during non-monsoon season. The mine has been planned to produce 500m 3 of sand per day. Mining will be done manually and loaded to trailer/ trucks for transportation to customer. 4. The mine site is connected to Sisai Basia Road (17 km from Sisai) by 3.0 km long all- weathered road. 5. A large number of construction projects including infrastructures, roads etc. have been taken up in this region. Presently there is great demand for sand as construction material and demand for sand is likely to grow in future. Sand mined from this project would be able to meet partial demand for sand as construction material. 6. Capital cost for the project works out to Rs. 10,20,000/- (Rupees ten lakhs twenty thousand only). 7. Project has a provision of Rs. 1,50,000/- for CSR activities. 8. Production will be started after getting EC from SEIAA and NOC/ Consent to Operate from JSPCB.

19 2.2 Identification of Project Proponent Md. Shamim Khan (Prop. of Olmunda Sand Mine) resident of Village & P.O.: Olmunda, P.S.: Sisai, District Gumla of Jharkhand state proposes to grant environment clearance of his sand mine located in village & P.O.: Olmunda, P.S.: Sisai in Gumla District of Jharkhand. 2.3 Brief Description of Project Proponent As given in Para 2.1 & 2.2 above. 2.4 Need of the Project & Importance to Country/ Region A large number of construction projects have been taken up in this region such construction industries include widening/strengthening of NH/SH, construction of new highways, institutional buildings, industrial structures & private building & township buildings, high rise buildings etc. All these construction projects need sand as construction material. This project will be able to meet partial demand of sand in this region. Presently most of the population in this region depends on agriculture. In absence of irrigation facilities in the area, mono-cropping is practiced in the area which is confined to monsoon season only (July-Sept). In absence of alternate income generation /employment opportunities in other sector of economy, people are, in general, unproductive during non-monsoon season. The proposed project would operate only during non-monsoon period. It will provide employment opportunity to some people in the area. In addition to creating employment opportunity, sand mined from the project would support construction industry in the region. These construction industries, in turn, create employment opportunity/ income generation source for local people of the region. The project would also contribute to socio-cultural development of the area by way of activities taken up under CSR. Project would contribute to state revenue in terms of cess, royalty and sales tax. Thus the project under consideration is important to the region for its socio-cultural & economic development. 2.5 Importance to Country The region, in which the project is located, is tribal dominated comparatively underdeveloped. For a balanced growth of the state and the country, all the regions are to be developed. There is need for proper growth of basic infrastructures in all regions that will fuel growth in other sectors of economy. This project & such other projects will play its role in balanced growth of the region & country.

20 2.6 Demand & Supply As stated earlier, large number of infrastructure projects including road, industrial buildings, private buildings etc. requiring sand as construction material have been taken up in this region. More of such projects are likely to come-up in future. There is large demand for sand to support and sustain these projects. Adding to growing demand for sand, these projects are seasonal. Thus there is always demand for sand in the region. 2.6 Imported Vs Indigenous Production This is a product which the market is completely dependent on indigenous production for two products produced in the region. Imported product or product produced in other region will be too expensive. Projects under construction in the region have to depend on local resources. 2.7 Export Possibility In view of the fact that there already exists a gap between demand & supply scenario in the region, there is no possibility for export of the product to be produced from the mine. 2.8 Employment Generation (Direct/ Indirect) This type of project generates direct & indirect employment for local peoples as well as non local peoples.

21 CHAPTER III PROJECT DESCRIPTION 3.1 Type of Project The project envisages to mining of sand, a minor mineral by manual method of mining. The sand deposit is in bed of River Koel. Manually excavated sand from riverbed is to be loaded into trailer and hauled by tractor to consumer. 3.2 Project Location The project is located in Village & P.O.: Olmunda under P.S.: Sisai, District Gumla, Jharkhand. Geographical co-ordinates of the lease area is given below; Latitude Longitude : Between 23 o N to N : Between 84 o E to E Lease area map is shown in Plate - I General location of leasehold is shown in Index Map (Plate II) Specific location of the leasehold on SOI Toposheet (. F45 A/12 & 73 A/16) is shown in plate III (Location Map). Location Map also shows the buffer area (5 km) beyond the project area. 3.3 Site Selection The Department of Mines & Geology of State Government identified a number of Balughats along the stretches of various Nalas/Rivers in the region. They were advertised for open competitive bidding. The project proponent was allotted the Balughat based on his financial bid. As per prevailing practice in the state, the government allots the balughat. The project proponent has no role in selection of mine site for Sand Mining. 3.4 Size of the Project Mining Lease Area ha (14.00 Acre) Gross sand reserve - 2,20,273 M 3 Mineable Reserve - 1,14,068 M 3 Annual Production - 1,12,500 M 3 Daily Production M 3 / day 3.5 Project Description Active mining area in the Koel River bed comprises of stretch of river within the lease area and width of the river less 15m from each bank or 1/5 th of river

22 width from each bank whichever is greater. The area identified for sand mining is shown in Plate-4 The depth of mining is limited to 3m only. In order to facilitate safe & uninterrupted mining a catch drain of 2m width will be provided on upstream side of the lease area on river bed. Excavation of sand will be done in parallel strips of 10m. Sand will be excavated manually by shovel and loaded into trailers to be spotted by the side of mining area. Bench height will be limited to 3m and bench width to 10m. Mine Lease Map is shown in Plate Raw Material This is a minor mineral mining project which will be operated manually. The mining operation will not require raw material for mining activities. 3.7 Ore Marketing Sand excavated from the river bed will be transported by trailer-tractor to local consumers.

23 CHAPTER IV SITE ANALYSIS 4.1 Connectivity The mine site is connected to Sisai Basia Road (17 km from Sisai) by 3.0 km long all- weathered road. 4.2 Land Form, Land use, Land ownership The proposal relates to mining of sand from the bed of River Koel in village & P.O.: Olmunda, P.S.: Sisai, District: Gumla, Jharkhand. The land within the lease area is non- forest GM land. Department of Mines & Geology, Govt. of Jharkhand has issued LoI for sand mining lease for a period of 3 years. 4.3 Topography with map The land within the lease area is bed of Koel River. 4.4 Existing Land use pattern (Agriculture, n-agriculture forest, water bodies, shortest distance from periphery of project of forest to national park, wild life sanctuary from sensitive area, water bodies (distance from HFL of River) The land within the lease area is non-forest GM land. 25 CHAPTER V PLANNING BRIEF 5.1 processing Area Sand mined from the river bed does not need any processing. Sand mined from the river bed is to be transported to consumers. 5.2 Residential Area Workmen working in the mine are local. They live in the nearby villages. As such there is no need for development of residential units for the employees. 5.3 Green Belt It is proposed to raise 3m wide strip plantation along the banks of river. It is proposed to use local species of plants particularly fruit bearing trees for developing green belt. Green belt to be provided along both sides of mine access road. 5.4 Social Infrastructure Social infrastructures including primary school, health care center, post office, bank etc. are available either in the vicinity of lease area. There is no immediate need for expansion of social infrastructures as there would be no immigration of outside population to this area. 5.5 Connectivity The mine site is connected to Sisai Basia Road (17 km from Sisai) by 3.0 km long all- weathered road. Nearest Railway Station is Pokla Railway Station which is about 35 km away. Ranchi is nearest civil airport which is about 100 km away. 5.6 Drinking Water Management A dug well will be provided for drinking water and other purposes. Drinking water requirement has been estimated as 2 KLD.

26 CHAPTER- VI PROPOSED INFRASTRUCTURE 6.1 Introduction The proposal relates to obtaining Environmental Clearance for opencast sand mine (manually) from the river bed of Koel River in Gumla district of Jharkhand. The mining lease has already been granted for the period of three years. The infrastructures required to operate the mine have already been developed. 6.2 Industrial Area Project involves mining of sand from river bed by manual opencast mining method. Mined out sand are to be transported to local consumers by tractors or trucks. Thus in lease area industrial activity is limited to mining of sand only. This covers an area of 5.67 hectare (14.00 acre). 6.3 Residential Area There is no provision for residential area. Local people will be employed in the mine. 6.4 Green Belt It is proposed to raise 3m wide strip plantation along the banks of river. It is proposed to use local species of plants particularly fruit bearing trees for developing green belt. Green belt to be provided along both sides of mine access road. 6.5 Social Infrastructure Social infrastructures like School, Primary Health Centre, post office etc. already exist in proximity (within 2.0 to 5 km) of mine site. 6.6 Connectivity The mine site is connected to Sisai Basia Road (17 km from Sisai) by 3.0 km long all- weathered road. 6.7 Drinking Water Management One dug well is proposed nearby the lease area to meet the water requirement. Potable water demand is 2 KLD (For 70 personnel).

27 CHAPTER VII REHABILITATION AND RESETTLEMENT (R & R) PLAN 7.1 Policy Framework State Govt. has framed R & R Policy. This policy lays down guidelines for identification of project affected families and for framing compensation package for every category of Project Affected Families/ Project Affected Persons. However in this case there is no acquisition of tenancy /private land for the project. Lease area is government land i.e. river bed. R & R is involved with this project.

29 CHAPTER IX ANALYSIS OF PROPOSAL (Final Recommendations) 9.1 Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The project assumes importance in both national & local context as the project will supply raw material for construction of roads, industrial projects and housing projects in the area. The project will offer opportunity for employment in the mine. New job opportunity will also open in secondary & tertiary projects & industrial projects. These projects will also lead to industrial & economic development of the area.
