2 Chapter 1. Executive Summary Auction holder M/S S T Minerals Pvt. Ltd. of Dankari black stone quarry is a private Limited firm having its office At Plot No , Acrus Gokul Plaza, Cuttack Road, Bhubaneswar of Odisha state. The Dankari black stone quarry was initially executed earlier by so many auction holder these are the sairat sources coming under revenue department to perform the auction procedure and to award the highest bidder to execute the quarry. M/S S T Minerals Pvt. Ltd. has awarded the Dankari Black stone Quarry having area of 4.00 acares Kisam Pahad, with sairat case No -74/14-15 khata No 221, Plot No 600 for a period of 1 year. As per MOEF notification dated 24 th December 2013, the provision of mineral conservation and development rules 1988 mining plan has been repaired by RQP Shri Sushanta Kumar Mishra, RQP/BBS/049/2004/A. The method of mining indicated in the mining plan is semi-mechanised open cast working with bench wise development. There is no any forest land within the vicinity of working. The total mineable reserve of black stone is 3,96,900Cum, it has been planned to produced 41,437.5 Cum during the lease period by open cast semi-mechanised mining along strike direction and both in east & west direction as per MOEF this project is coming under B2 category where both pre-feasibility report and approve mining plan is required for miner mineral environmental clearance of Dankari black stone quarry.

3 Chapter -2 Introduction of the Project / Background information I)Identification of project and project proponent. In case of mining project, a copy of mining lease letter of intent should be given. For Dankari black stone quarry of M/S S T Minerals Pvt. Ltd.is situated in Village Dankari, PO Mahisara, Tahasil Dharmasala, Dist. Jajpur of odisha state. The area is featured in the Survey Of India Topo Sheet No. F45U1, Latitude: N min second to N min 41.4 second, Longitude: E min second to E min second. The mining lease of Dankari black stone quarry mine was granted as auction holder to M/S S T Minerals Pvt. Ltd. for a period of one year. The auction awarded paper (quarry lease) is attached. ii) Brief description of nature of the project. The Dankari black stone quarry is a mine for exploitation of stone boulders. The production is proposed 41,437.5 Cum during the lease period. The expansion of the quarry project under reference has got its importance because it is mainly used in civil work like major projects and infrastructure development so to meet the market potential and cost to cost basis semimechanised method of mining is feasible. 2 P a g e

4 iii) Need for the project and its importance to the country and or region. The major use of boulder stone of dankari black stone quarry for stone crushers situated in Jajpur district. Those stone crushers are the major suppliers to the nearby upcoming Tata projects in Kalinga Nagar Steel Complex, East Coast Railway, National High Way, State High way and Paradip port Trust, Jetty development work. So the development of Jajpur district and nearby districts also depends upon Dankari black stone Quarry. This has necessitated the enhancement in production of raw materials to cater the demand and also these value added product will fetch more royalty and revenue to the state as well as to the country as a whole. iv) Demand-Supply Gap The relationship between demand and supply underlie the forces behind the allocation of resources. In market economy theories, demand and supply theory will allocate resources in the most efficient way possible. As per estimation the granite black stone production in the country is not matching the growing consumer demand this clearly show the gap between the demand and supply of boulder stone materials. To minimise the gap auction holder has initiated to enhance the production the stone quarry. 3 P a g e

5 v) Imports vs. Indigenous Production. Development of infrastructure growth of a country depends to a great extent on the availability of economic minable minerals. This minor minerals of black stone quarry plentily available in Jharkhand, Chhattisgarh, Odisha and west Bengal. Our quality of black stone granite is much better than the material available in other states and abroad it is less cost if the stone quarry material available, if we will import the said material its cost will be three times more than the available black stone material in our state because of logistic cost. vi) Export Possibility Earlier our country exported hues quantity of granite stones to middle east, European and Arab countries for their infrastructure developments projects but now our country and regional local demand prevents us to export the building stone materials to other country. The major projects depend upon the Dankari black stone quarry is given below. 1. Tata Steel Ltd. Kalinga Nagar, Jajpur. 2. NH 215, NH 5 Expansion road and bridge work. 3. 6 vii) Domestic / Export Markets. The Quarry project is design to meet 100% of the demand of the domestic market the total quantity of 41,437.5 Cum is proposed during the plan period produced from the lease from the shall be consumed in the domestic market. viii) Employment Generation (Direct & Indirect) due to the project. The mining operation is carried out by semi- mechanised method having the total employment of 35 persons direct & indirect means including or ricers labours & supervisory staffs. 5 P a g e

7 Chapter 3 Project Description i)type of project including interlinked and interdependent projects, if any. Our stone quarry projects are mainly for exploitations of boulder stone. The present project is well connected by roads to all important construction sites of the local area and inside the states it is not link or dependant or any other project so far us the production of black stone us concern. I)Location (Map showing general location, specific location and project boundary & project site layout with coordinates. Dankari black stone quarry is coming within the survey of India Topo Sheet No. F45U1, Latitude: N min second to N min 41.4 second, Longitude: E min second to E min second. The Subject area is marked on Indian Topo Sheet No and it is F45U1 enclosed in location cum key plan (plat-!). The village map showing the khata No. Of the lease area, is enclosed in plate II). The area is located at a distance of 20 KM from NH - 5 at Chandikhole. Chandikhole is the nearest place to the lease for all infrastructure facilities like hospital, school, bus service and market. The nearest railway station is Haridaspur which is 10 KM from the mine site. It Comes under Dharmasala Police station. 6 P a g e

8 a) Details of alternate sites considered and the basis of selecting the proposed site particularly the environmental consideration gone into should be highlighted. As far the environmental consideration the lessee is abiding by all relevant acts and rule provisions of environmental protection act. There is no environmentally fragile area such as century or biosphere reserve within the 10 KM radios of the applied area. There is no endangered or rare species are found in the above lease hold area. i) Size or magnitude of Operation. It is proposed to produced the black stone of 41,437.5 Cum during the lease period. ii) Project description with process details (a schematic diagram / flow chart showing the project layout, components of the projects etc. Should be given.) Production during the 1 year will be about 41,437.5 Cum. The details of development and production are given in the following table. 10 Keeping a proposed production target of 41,437.5 Cum per annum the development of the ensuring 1 years has been proposed. The year wise production planning waist generation already mentioned in the table. The projected year wise production planning is projected based on the following parameters. i) The slope of the individual bench will be almost vertical where as the overall pit slope will be less than 45 degree. ii) The height of the benches will be kept maximum 5 meters and width of the benches is twice of the HEMM width plus 30% clearance. iii) The tones factor is consider to in case of black stone and 1.6 in case of OB. VI) Raw material required along with estimated quantity, likely sources, marketing area of final products, mode of transport of raw material and finished product. This is mining project, so raw material is not required. Here the black stone produced from the mine is the raw material for stone crushers, civil and other construction work. 9 P a g e

11 VII) Resources optimization / recycling and reuse envisaged in the project, if any, should be briefly outlined. During ensuing 1 year proposed production the mine will produce cum of waste including top soil and overburden. The manner of year wise dumping, save of dump along with protective majors and plantation has to be taken up phase wise manner. VIII) Availability of water its sources, Energy / power requirement and source should be given. The ground water level of the area, observed from open wells, tube wells, nallas, nearby quarry and ponds within 5 km radius of the mining lease hold area during monsoon and perk summers. Water required for domestic purpose, will be sourced from ground water, i.e. bore well. Consumption of water (Domestic) It is estimated that about 1000 litre per day water will be required for domestic purpose. Consumption of water for mining Activities and Plantation. About 6000 litres per day of water will be required for sprinkling purpose to suppress the dust and another 7000 litre per day will be required for the plantation. 10 P a g e

12 Total Consumption of water. A total of = litre per day of water is required at the mine site daily for domestic as well as non- domestic purposes. IX) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal. During ensuing 1 year proposed production the mine will produce cum of over burden waste. Toxic elements from the solid waste material are not expected. To control erosion in the proposed waste dump, regular compaction development of terraces and vegetation are proposed. Also the retaining wall and garland drain for the proposed waste dump will be constructed to arrest wash offs from the dump. It is proposed to construct both the retaining wall and garland drain during the lease period. 11 P a g e

13 Top-Soil: As the out crop is mainly hard granite and very little quantity of top soil available with overburden in the hill. Sub-Grade Dump: There is no generation of sub grade material in this plan period. Tailing Dump: As there is no proposal for processing plant within the lease area, management of tailing dam does not arises. 14 Chapter - 4 Site Analysis i) General Dankari Black stone quarry of M/S S T Minerals Pvt. Ltd.is situated in Village Dankari, PO Mahisara, Tahasil Dharmasala, Dist. Jajpur of odisha state. The area is featured in the Survey of India Topo Sheet No. F45U1, Latitude: N min second to N min 41.4 second, Longitude: E min second to E min second. ii) Connectivity The area is located at a distance of 20 KM from NH -5 at Chandikhole. Chandikhole is the nearest place to the lease for all infrastructure facilities like hospital, school, bus service and market. The nearest railway station is Haridaspur which is 10 KM from the mine site. iii) Land form, Land use and land ownership. The lease hold area bears hilly topography. The mining lease hold area is 4.00 acres contains both Hilly (Kisam _ Pahad) not suitable for agree culture land and situated At - Dankari whose land ownership is Govt. Of Odisha. 13 P a g e

15 iv)topography (along with map). The applied area forms a hilly topography. The highest & lowest contour is 52m RL & 42m RL respectively. One jeepable road runs parallel to western side of mining lease, with minor bends, maximum part of the area is covered by 15% top soil and 85% black stone.the drainage pattern of the area is hilly one, only during rainy seasons the rain water will flow all around. There is no water in and around the area.the area falls in the Survey If India Topo Sheet No. F45U1, Latitude: N min second to N min 41.4 second, Longitude: E min second to E min second.a topo sheet map is attached herewith. v)existing and use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. Dankari Black Stone Quarry having area 4 acres (1.618 Hects.) includes nonagriculture land & Waste land. 16 Bramhani River is bout 10Km and the national park and wild life century is more than 40km and no eco sensitive areas and industrial area situated within 10km from the lease hold area. vi)existing Infrastructure There is no infrastructure developed within 2km around the mining periphery only small hutments present in nearby village which is 3-4km away from the lease hold area. The area is located at a distance of 20 KM from NH - 5 at Chandikhole. Chandikhole is the nearest place to the lease for all infrastructure facilities like hospital, school, bus service and market. The nearest railway station is Haridaspur which is 10 KM from the mine site. The postal and telephone facility is available in Chandikhole and Dharmsala. vii)soil Classification As no toxic substance will be generated or involved, the impact on soil quality is not likely to be more intensive than the existing level. However the dust generated during operation of mining activity like excavation, loading, unloading and vehicular movement normally constitute heavier particles that would readily settle on very small areas within the mines itself and due to water sprinkling arrangement the emission of dust reduced. viii) Climatic data from secondary sources The area has a topical climate. The peak summer will be in month of May. During the summer the temperature varies from 40 0 c to 44 0 c.the winter will be effective in this area. The lowest temperature during the winter is between 15 P a g e

17 12 0 c to 18 0 c. Rain fall is normal in this area. There is no flood due heavy rain or river. ix)social Infrastructure available Dankari black stone quarry lease area is located near village Dankari in the district of Jajpur Odisha. Primary school level education is available at Baramana Village at the distance of 2.5Km from the lease hold area. Hospital, Bank and college level education is available at Chandikhole at a distance of 20km from the lease area. Electricity and telecommunication and railway facility are available at Haridas Pur 10km from the lease area. Nearest airport (Biju Pattnaik Airport Bhubaneswar) is 110km away from lease area. Nearest port (paradip port ) is about 89km away from lease area. 16 P a g e

18 Chapter -5 Planning Brief (I) Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning/development authority Classification. First by the excavator one road way has to make for transportation of man and material to the working point. The top soil has to be excavated and kept separately for back filling or reclamation purpose. The granite black stone has to be thoroughly cleaned by excavator and then drilled as per the specification taking into account of spacing and burden the height of the drill hold has to decide then the holes are cleaned by compressed air.after that the holds are charged by explosives like gun powder or ANFO and steamed properly after the safety fuse and detonator in shorted in the holes. In multi row blasting for vibration control and good fragmentation mille second delay detonators are used. As per the scheduled blasting time fixed by the authority the charged holes fired. When the desired size is ready then it has to be loaded and transported day by day because the process starts from hilltop towards bottom of the heal with the number of working pits. Other social infrastructure will be developed like employment of local people in the mines, provision of communicational educational & medical facilities, sanitation, family planning, provision & supply of clean & whole sum drinking water capacity buildings etc. V ) Amenities / Facilities Helments, safety shoes, ear plugs, spectacles, gloves etc will be provides to the labour to save their body parts while working. Rest shed will be provided to take rest in lunch period. Vocational training will be provided to the labours by trained executive to work safety in the mine. First-aid as well as medical facilities will be made available in the mine or to take care of the health. In 20 P a g e

22 addition of these, following amenities / facilities will be provided to the local communities in due course of time during operational period. a) Improvement in cultural status through vocational training and recreational facilities. b) Co-operative and fair price shops. c) Parks and gardens for recreational entertainment. d) Public health amenities. e) Sports. f) Greening of the area outside the lease area. 21 P a g e

23 Chapter -6 Proposed Infrastructure I) Mining area (Processing area) At present ha. area is proposed excavated during the plan period. Residential Area ( Non processing area) Office, rest shed-cum fast aid centre etc. will be made available in the lease area for day to day mine operation. since the lease area is near the P.S Haridaspur, in the infrastructural facilities in respect road, market, telephone, power etc. are well developed electricity will be made available for office and quarters in the M.L area. Accommodation or housing As far as experience is concern, local people will work in the mind staying in their own villages. Accommodation and housing will be provide to the essential workers near the M.L area. Rest shed and Fast-Aid facilities. The rest shed will be provided near quarry site as per the mines rule56, toilet, First-aid and lunch facilities will be attached with the rest shed. Magazine There is no proposal for construction of magazine in the M.L area. Alternatively, blasting will not be carried out due to float deposition 22 P a g e

24 II)Green Belt It is a mining project. A green belt is proposed along /Inside the lease boundary to form a barrier mainly for dust flow control. During this plan period 0.42 ha. Land will be used for plantation process along the lease boundary 40 nos of sapling proposed to be planted in s spacing of 2.5 m. 2.5m. The species to be planted are Neem, Nilagiri, sal, teak etc. III) Social Infrastructure. There is provision for develop the social infrastructure like employment of local people in the mines, provision of communicational, educational and medical facilities,emitation,family planning, provision and supply of clean and wholesome drinking water capacity building etc. IV) Connectivity (Traffic and transportation road/rail/water ways etc.) The area is located at a distance of 20 KM from NH-5 at Chandikhole. Chandikhole is the nearest place to the lease for all infrastructure facilities like hospital, school, bus service and market. The nearest railway station is Haridaspur which is 10 KM from the mine site. Nearest airport (Biju Pattnaik Airport Bhubaneswar) is 110km away from lease area. Nearest port (paradip port ) is about 89km away from lease area. V)Water quality management Working benches will be kept free from loose overburden/waste materials. Check dam will be constructed around the dump to prevent washing off of the 23 P a g e

25 loose sediments. All the drainage system used for surface flow water will be cleared off and will be utilized for the natural flow of rain water from the very beginning of 1 st year working. Settling of surface run off will be provided for in settling tank to separate suspended particulate matter from the same. It is anticipated that no perceptible impact on water regime will take place during the working of the mine. VI) Air Quality Management No industrial activities within 5Km radius of the lease area. Therefore air pollution are felt to be below the permissible limit. Impact on air quality due to mining will be reduced by water sprinkling arrangement on haul roads, working phase, loading and unloading point s etc. A thick green belt also check the fugitive dust movements outside the lease hold area VII) Waste Management About Cum waste will be generated during the plan period and waste will be staged on the east side f the mine lease area. VIII) Top-Soil Management There will be no generation of top soil after 1yr workings, If Top Soil will be available it has to be kept separately and used as soling material over the over burden dump for reclamation and plantation purpose. 24 P a g e

26 IX) Tailing Dam Management There is no proposal for any processing plant within the lease area, so management of tailing dam does not arriving. X) Disposal of Mining Machinery There will be no disposal of machineries during 1 st yr. XI) Safety and Security Safety and security will provide to the mine as for statutory requirement. a) Mining area will be fenced off to prevent falling down of man, animals and materials. b) A guard will be employed to prevent theft c) Danger Zone of 500mtrs and blasting time should be marked and displayed in the board for safety during blasting. XII) Disaster and Management and Risk Assessment It is a small mine, there is no chance of disaster or any major type of risk factor in case of any disaster, except natural calamities like(earthquake,cyclone, landslides etc.) The mine owner will be responsible. 27 Geo logical and climatic hazards such as landslide, subsidence and inundation is not expected owing to the competence of strata available in the area Though earthquake is felt several times in Orissa, damage to man and material has not been accrued to this part of area Keeping in view the past occasions flooding is not expected as the area is located in hilly terrain much above the HFL of the area. No mine fire is possible, since erupt on of inflammable gas in the workings is remote possible. XIII) Care and Maintenance During temporary discountenance Temporary discountenance may happened to various causes such as o Court order o Natural calamities o Accident (Mine related) o Slope Failure o Failure in fulfilment of statutory requirement o Local issue of 26 P a g e

28 o Any other unforeseen circumstances Since it is a temporary discontinuance, the following measures can be undertaken partly /fully depending open the causes. o Intimation to local mine and legal administrative authorities regarding the discontinuance o Preparation of the machine and materials o Tightening the securities at the time of discontinuance o Repair and maintains of haul roads o Regular monitoring of air, water, noise etc. in the permitted area and inspection of quarry working by competent persons. XIV) Power requirement and supply/source Fuel (Diesel would be used for operating equipment and heavy machinery) 27 P a g e

29 Chapter -7 Rehabilitation and resettlement (R&R) Plan I) Policy to be adopted (central/state ) in respect of the project affected persons including home outstees,land outstees and land less labourers (a brief outline to be given). There is no human settlement in the applied lease area which is entirely located in Government land (kisam-padad) is over 1.618ha. Therefore rehabilitation and resettlement proposal is not required. Plantation work is carried out in the area from time to time and shall continue in future also on yearly basis, as a part of rehabilitation to maintain and improve the ecology of the area. 28 P a g e

30 Chapter -8 PROJECT SCHEDULE & COST ESTIMATES a)likely date of start of construction and likely date of completion (Time schedule for the project to be given) Since the geological reserve is sufficient enough, therefore question of time scheduling for abandonment does not arise at present. b) Estimated project cost along with analysis in term of economic viability of the project. Remediation / Mitigation measures : An area of 0.03Cum is proposed for conceptual dumping. Total cost required for constructing check-dam, garland drain and reclamation and rehabilitation of dumps through plantation are calculated as follows. i)construction of check dam : Taking an average length of 27m total amount required will be Rs. Rs.44/- per meter. Size of the check dam will be 27m 9m(length) 2m (width) 1.5m (height) ii) providing garland drain :- Taking an average length of 45m. total amount required will be per meter.
