The ultimate pit dimensions are given below. The depth of the quarry is restricted up to depth 26m below ground level. 6 1.3 Creation of new land uses? The total quarrying activity is proposed to carry out within the quarry lease area. Hence, there is no proposal for creating of new land uses. Temporary approach road within the project area will be form for the easy access of men and machinery which will be well maintained. The tippers will transport the Rough Stone and to the needy crusher by existing road. 1.4 Pre-construction investigations e.g. bore houses, soil testing? The Rough Stone is clearly visible by the existing pit, hence pre-construction investigation and soil testing is not proposed before quarrying operation. 1.5 Construction works? Yes 1.6 Demolition works? There will be no major civil works, other than the following infrastructure: office building, storeroom, toilet and first aid room will be provided on permanent structures within the quarry lease area in the safety barrier. After the grant of lease. There are no existing building within the lease area hence no demolition work is involved. 1.7 Temporary sites used for construction works or housing of construction workers? Yes Sites service on permanent structure will be constructed only after grant of quarry lease within 7.5msafety barrier. 1.8 Above ground buildings, structures or earth works including linear structures, cut and fill or excavations There are no tall buildings or linear structure found within the quarry site. There is no requirement of cutting and filling in the site. 1.9 Underground works including mining or tunneling? Conventional open cast semi mechanized quarrying operation involves Shallow jack hammer drilling, slurry blasting will be adopted. underground mining or tunneling is proposed. 6

In the proposed mining plan only 26m below ground level depths has been envisaged as workable depth for safe & economic mining during the lease period. Hence, after quarry reaches ultimate pit limit (for this lease period) of 26m below ground level fencing will be constructed around the quarried pits to prevent inherent entry of the public and cattle. There is no such type of activities involved in this opencast quarrying operation. 8 1.16 Facilities for long term housing of operational workers? The proposed project is Ha for a period of Sixty seven Months (Five year and seven months) ( to ) only. The minimum employees are available in the nearby villages, hence long term housing of operational workers are not proposed. The quarry operation is restricted up to a depth of 26m below ground level. Quarry operation will not affect the drainage pattern of the lease area. During operation phase, after grant of lease quarrying personnel will be brought from surrounding villages by applicant s jeep or van. Use of Natural resources for construction or operation of the project (such as land, water, materials or energy, especially any resources which are non - renewable or in short supply): S. The lease area is exhibits almost plain topography covered by topsoil. The massive Charnockite formation is clearly inferred followed by the 1m (Avg) Topsoil and gentle sloping towards southeastern side of the area, the altitude of the area is above 187m (maximum) from MSL. 10

11 2.2 Water (expected source & competing users) unit: KLD Yes The project does not require huge water for quarrying operation, about 1 KLD of water will be used for the project.(more than 5 L/Person) 1. Green belt KLD Total 1 KLD 0.3 KLD of Packaged Drinking water will be brought from the approved water vendors in Meyyur Village which is about 2.0km on rthern side of the area. Water for dust suppression and Green belt development around 0.3 KLD & 0.4 KLD. Total requirement for the project is around 1KLD. 2.3 Minerals (MT) 2.4 Construction material - Stone, aggregates, and/soil (expected source-mt) 2.5 Forests and timber (source-mt) minerals used for construction purposes. The proposed Rough Stone quarry project does not require any construction material. This project itself is to produce Rough Stone. There is no forests and timber (source MT) 2.6 Energy including electricity and fuels (source, competing users) unit: fuel (MT),Energy (MW) Yes The limited scale of activities adopted in Rough Stone quarrying does not require high-tension electric power supply. The quarrying operation is only for daytime. The electricity will be used only for mine office and lighting around the quarry during night time. The existing electric line near the quarry site will be used. Fuels are used for operating machineries and vehicles during quarrying process and transportation. Fuel required for this project life is about 86330Liters of HSD for entire project life. 2.7 Any other natural resources (use appropriate standard units) other natural resource will be required. 11

Use, storage, transport, handling or production of substances or materials, which could be harmful to human health or the environment or raise concerns about actual or perceived risks to human health. Information/Checklist confirmation Yes/ Details thereof (with approximate quantities/rates, wherever possible) with sources of information data 3.1 Use of substances or materials, which are hazardous (as per MSIHC rules) to human health or the environment (flora, fauna, and water supplies) There is no proposal for storage, handling or transportation of any hazardous materials or substances as per MSIHC rules in this Rough Stone quarry project. 3.2 Changes in occurrence of disease or affect disease vectors (e.g. insect or water borne diseases) The Rough Stone does not produce any toxic effluent in the form of solid, liquid and gas, hence the diseases related to insect or water borne diseases is not envisaged. There is no proposal of storage of water inside the project area. The seepage water and rain water will be drained immediately by 7.5HP pumps and it will be used for Green Belt Development and for dust suppression on haul and quarry roads. 3.3 Affect the welfare of people e.g. by changing living conditions? Welfare of people will get positive change due to the project, where a number of Welfare activities are being undertaken. Due to increase of the employment earning of local people and lifestyle of the people will enhance, around 12peoples will be directly and 9 peoples will be indirectly benefit to this project. child labor will be engaged for any type of quarrying operation. All the labor will be insured and the salary and benefits will be paid as per the Labor enforcement officers (Ministry of labor and welfare) rms. 12

13 3.4 Vulnerable groups of people who could be affected by the project e.g. hospital patients, children s, the elderly etc., There is no effect envisaged for the vulnerable groups of people who could be affected by the project. The Rough Stone will be transported to the needy crusher by tarpaulin cover to prevent spillage. 3.5 Any other causes There is no other cause are envisaged. 14 4.9 Contaminated soils or other materials There is no a contaminated material or soil observed in the quarry lease area Agricultural wastes There is no agricultural waste anticipated Other solid wastes There is no other solid waste anticipated. 5.Release of pollutants or any hazardous, toxic or noxious substances to air (Kg/hr) S. Information/Checklist confirmation Yes/ Details thereof (with approximate quantities/rates, wherever possible) with sources of information data 5.1 Emissions from combustion of fossil fuels from stationary or mobile sources Yes The emissions of SO 2 (Sulfur dioxide) &NO 2 (Nitrogen dioxide) may be due to use of diesel operated quarry machinery and vehicles. Better maintenance of equipment in good condition will help to reduce such emissions. 5.2 Emissions from production processes Yes Dust is the main pollutant produced in the proposed activity. Emission from loading, drilling and blasting but they will be maintained within limits by proper maintenance and sprinkling of water and Afforestation developments. Tarpaulin covers will be covered in vehicles during transportation. 5.3 Emissions from materials handing including storage or transport Yes Fugitive dust will be generated from material handling activities. Dust suppression by water sprinklers will be provided to prevent the fugitive dust emissions during loading. Tarpaulin covers will be covered in vehicles during transportation. 5.4 Emissions form construction activities including plant and equipment major construction activities are envisaged. It s a conventional Eco friendly quarrying operation. 14

15 5.5 Dust or odors form handling of materials including construction materials, sewage and waste Minor Dust will be generated during breaking of rocks, transportation of Rough Stone and it will be controlled. However, there is no possibility of any odor generation as there are no organic solvents/processes involved. 5.6 Emissions from incineration of waste The Rough Stone quarrying does not produce any toxic effluent Emissions from burning of waste in open air (e.g. slash materials, construction debris) Emissions from any other sources There is no such type of activities involved in this quarry project. Emissions from other sources are not envisaged. 6. Generation of ise and Vibration, and Emissions of Light and Heat: S. Information/Checklist confirmation Yes/ Details thereof (with approximate quantities/rates, wherever possible) with sources of information data 6.1 From operation of equipment e.g. engines, ventilation plant, crushers Yes Due to operation of machineries there is likely hood of some increase in noise level. The noise level at site will be maintained below permissible limit. Measures like lubrication & preventive maintenance shall be taken to control noise from the machineries. The vibration during the moment of machinery will be minimal for a short span that will be well within the prescribed limits. 6.2 From industrial or similar processes There is no proposal of processing plant. 6.3 From construction or demolition 6.4 From blasting or piling construction or demolition work takes place. The quarrying activity will be carried out blasting for shattering effect and loosen the Rough Stone. However, controlled blasting measures will be adopted for minimizing ground vibration. 15

16 6.5 From construction or operational traffic Yes The transport of Rough Stone through tippers can produce noise but are maintained within permissible limits, by keeping machinery in proper condition as per RTO & TNPCB rms and maintenance under experience and qualified mechanics. 6.6 From lighting or cooling systems 6.7 From any other sources The quarry operation will be carried out at the day time only hence the lighting and cooling systems are not required. This quarrying project is site specific which is operated by jackhammer drilling and limited blasting; hence external power other than HSD is not involved in this project. 7. An efficient and effective management plan is proposed for the project; hence it may not have any significant impact on the surrounding environment. such type of activities not involved in this quarry. 8. Risk of accidents during construction or operation of the project, which could affect human health or the environment Details thereof (with approximate S. The drilling and blasting are involved in the project for liberation and splitting of Rough Stone. The explosive materials will be brought from authorized explosive license holder during blasting. There is no proposal of storage of explosives after the grant of quarry lease. The risks of accidents are envisaged in quarry operations, failure of quarry pit slopes, excavators, tipper movement, etc. However, all safety measures shall be taken to prevent any accidents. The quarrying activities will be monitored under the supervision of experienced and qualified competent mines foreman. There is no earthquake, floods, Landslides, cloud burst recorded in the lease area. It s an opencast quarrying, hence this project could not affect severely due to the natural disasters. 17

The atmosphere is quite fresh and it is proposed to carry out the quarrying operations an Eco friendly manner. 20

N.SURESH PRE FEASIBILITY REPORT OF MEYYUR ROUGH STONE QUARRY LEASE AREA FOR OVER AN EXTENT OF HA IN MEYYUR VILLAGE, TIRUVANNAMALAI TALUK AND DISTRICT AND TAMILNADU OF THIRU.N.SURESH, (Under the Guidelines of Ministry of Environment and Forest in terms of the provisions of EIA notification 2006 and specifically in circular J-12022/41/2006- IA.II (I) dated 20 th December, 2020) 1.1 Executive Summary of the project The total extent of the Area is Ha, Government land in Meyyur Village of Tiruvannamalai Taluk, Tiruvannamalai District. The category of project is B2. The lease area exhibits Almost plain topography. The quarry operation is proposed to carry out with open cast semi mechanized mining with 5.0m vertical bench width of the bench is not less than bench height. Quarrying operation is carried out Splitting of rock mass of considerable volume from the parent rock mass by jackhammer drilling and blasting, hydraulic excavators are used for loading the Rough Stone from pithead to the needy crushers. Occasionally hydraulic excavators are attached with rock breakers for fragmentation to avoid secondary blasting. The quarry operation is proposed up to depth for 26m below ground level Geological Resources is estimated as 5,00,000m 3 of Rough stone. Mineable Reserves is estimated at 1,72,645m 3 of Rough Stone after leaving necessary safety distance from the lease boundary as indicated in the precise area letter and relevant mining laws in force. Production Schedule is proposed an average production of 1,72,645m 3 of Rough Stone formation for the period of Sixty seven Months (Five year and seven months) ( to ) only. Mining license applied for period of Ten years only. The Mining plan period proposed for the remaining lease period of Sixty seven Months (Five year and seven months) ( to ) only. The project area does not fall in HACA region. There is no interstate boundary within the radius of 10Kms. The project area does not fall in CRZ zone within the radius of 10km from project area. There is no Western Ghats within the radius of 10Kms from project area. 1

Other existing pit situated within the radius of 500m. 0.3KLD of water for labor drinking and domestic purpose will be available from nearby village through package drinking water vendors. 0.3KLD and 0.4KLD for dust suppression in haul roads and Green belt during the course of quarrying will be taken from the existing Borehole on near the quarry. Three benches are proposed with a height of 5m on Rough Stone. The width of each bench is proposed not less than the height. The lease area is exhibits almost plain topography covered by topsoil. The massive Charnockite formation is clearly inferred followed by the 1m (Avg) Topsoil and gentle sloping towards southeastern side of the area, the altitude of the area is above 187m (maximum) from MSL. The proposed quantity of Mineable reserve 1,72,645m 3 of Rough Stone formation for a period of Sixty seven Months (Five year and seven months) ( to ) only. The excavated rough stone will be directly loaded into tipper to the needy crushers for road project and construction works for filling and leveling of low lying areas. (iii) Need for the project and its importance to the country and or region The Rough Stone is important building material to our country and Region, it s a vital material for construction industries and the Rough Stone quarrying project falls in the area of Tiruvannamalai District, where plenty of Road widening projects are been carried being under massive development hence a lot of Rough Stone is required for (Granular sub base GSB) and also for the culverts and bridges, Besides catering domestic construction projects. Other infrastructure projects like building, Bridges are also under progress hence there is a huge demand of Rough Stone for public sector companies and local private sector projects also. The earning source in the targeted area is limited, most of the people in and around the area depend upon the seasonal agriculture and much of the people migrate to nearby towns where good industries and factories are growing up. Through this project will give employment opportunities to 12 employees directly and 9 employees indirectly. 3

N.SURESH Mineral Industries of the state of Tamil Nadu provides employment opportunities for the people of the state as well as in the specific project area. The Quarrying is one among the major core sector for industries, which plays a vital process of country s economic development. (iv) Demand and supply gap There is a huge demand of Rough Stone in Tiruvannamalai District as many National Road projects is under massive development for its widening and strengthening operation apart from this many bridges and fly over s are also being under construction. There is a huge demand of Rough Stone for infrastructure development of the state; hence the project is significant to the state. The Railway line is also under progress where huge Demand of Rough Stone is required as Ballast. Other internal panchayat Roads, State Highway roads and Major District Roads are also under progress, besides all these public works projects the Rough Stone is widely used for domestic construction project like Hospital, School, Government Building and Housing, Construction. It is worth mentioning that the Rough Stone of Tiruvannamalai District. (v) Imports vs indigenous production There is no import of Rough Stone at present in India. (vi) Export Possibility There are no possibilities for export. (vii) Domestic/Export Markets After obtaining the lease the applicant will fetch a domestic market as mentioned earlier. It is propose to the excavated rough stone will be directly loaded into tipper to the needy crushers for road project and construction works for filling and leveling of low lying areas. (viii) Employment Generation (Direct and Indirect) due to the project It is proposed to deploy about 12 directly and 9 persons will be indirectly benefited. It is been ensured that the labours will not be deployed under 18 years, Child labours will engaged or entertained for any kind of quarrying operations. All the labours engaged for quarrying operations will be insured till the end of life of quarry. 3.0 PROJECT DESCRIPTION (i) Type of project including interlinked and interdependent projects, if any There is no interlinked & interdependent project. This is a quarrying project for proposed production of 1,72,645m 3 of Rough Stone for a period of Sixty seven Months (Five year and seven months) ( to ) only. The quarry operation is proposed depth for 26m below ground level. The project is site specific. The entire rough stone will be directly loaded into tipper to the needy crushers for road project and construction works for filling and leveling of low lying areas. (ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates It is Government land the applicant has obtained tender from the Government Please refer annexure no - IA. The area is mentioned in GSI Toposheet. 57-P/04. The Latitude between of 12 08'59"N to 12 09'05"N The Longitude between of 79 01'49"E to 79 01'54"E WGS 1984 datum. The Altitude is 187m (Maximum) from MSL. (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted There is no alternative sites are examined, The entire rough stone will be directly loaded into tipper to the needy crushers for road project and construction works for filling and leveling of low lying areas. (iv) Size or magnitude of operation The total area of the project is about Ha. It is proposed to excavate 1,72,645m 3 of Rough Stone formation for a period of Sixty seven Months (Five year and seven months) ( to ) only. TRANSPORTATION BY TIPPERS TO NEEDY CRUSHERS. (vi) Raw material required along with estimated quantity, likely source, marketing area of final products, Mode of transport of raw Material and Finished Products This is a quarrying project for exploiting Rough Stone; hence, there is no requirement for raw material. The final product of Rough Stone irrespective of sizes will be sold to needy crushers. (vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined optimization/recycling and Reuse envisaged in the proposed Rough Stone quarry. (viii) Availability of water its source, Energy/power requirement and source should be given This Rough Stone and quarry project does not require huge water and Electricity for the project. 6

Diesel (HSD) will be used for quarrying machineries around 86330liters of HSD will be used for the entire project life. Diesel will be brought from nearby diesel pumps. power is required for the project. Lightings on the Night will be taken from nearby electric poles after obtaining permission from concerned authorities. Hence, there is no waste in this quarrying operation. There is no toxic effluent expected to generate in the form of solid or liquid and gases and the no requirement of treatment of waste. The National Highway (NH-66) Tiruvannamalai- Krishnagiri is about 7.5km on rthern side of the area. The State Highway (SH6) Tiruvannamalai Kallakurichi is about 350m on Eastern side of the area. (iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given. The Quarry Lease Area is Almost plain topography. The area is a dry barren land devoid of Agriculture and Habitations. The land is not used for any specific vegetation. The massive Charnockite formation is clearly inferred right from the surface. The Ground water occurrence in this area is 40m depth. The quarrying is restricted up to depth 26m below ground level; hence the quarry operation will not be affected by the ground water. The region experiences semi humid climate and there is scanty growth of vegetation in and around the lease applied area (seasonal vegetation is mostly practiced). This land does not sustain any type of vegetation or Agriculture (vii) Climatic data form secondary sources The area receives rainfall of about 800mm to 900mm/per annum and the rainy season is mainly from Oct - Jan during rth East, monsoon. The summer is hot with maximum temperature of 42 C and winter encounters a minimum temperature of 22 C. (viii) Social infrastructure available There is no social infrastructure within the radius of 1Km like schools, universities, hospitals, prisons and community housing etc. 5. PLANNING BRIEF (i) Planning Concept (type of industries, facilities, transportation etc) Town and Country Planning/Development authority Classification Opencast Semi Mechanized mining is adapted to in the Rough Stone. The excavated Rough Stone will be transported to Needy crushers, Facilities such as power, Transportation and commodities infrastructure facilities are locally available near the project site. There are no habitations or villages en-route between the quarry and crushing site the loaded vehicles are allowed to move only below 40Kms per hour on the roads. The haul roads are sprinkled periodically to prevent dust. Transportation There is an existing road from the area leads to Meyyur Nachchianandal road on eastern side of the area.
