2 EXECUTIVE SUMMARY The application has been done for M/s. Amrut Stone Quarry for the Environment Clearance of lease area 1.57 hectare by Mr. Rajnikant Bhagwanjibhai Kathiriya Partner of the mining of mineral Black Trap located at Block No: 98, Vill: Zab, Tal: Mandvi, Dist: Surat , Gujarat. Some facts about the mining lease :- I. This is an existing Black Trap mining project. II. III. IV. The lease has been issued on dated 06/01/2008 which is valid for 10 years upto 10 years. Blasting shall be involved in this project. Explosive license from Petroleum and Explosives Safety Organization (PESO), (Formerly Department of Explosive) is already obtained. Black Trap mining is done only in lease area as provided by the Geology and mining department. V. Approximately 15 Nos. of workers shall get employment opportunity. VI. VII. VIII. IX. Category of project B Sr. No. In the schedule 1(a) The existing Lease area hactare. The lease area is located between the 21 18'25.85" N Latitude and 73 12'06.60" E Longitude. X. The production of Black Trap 1,80,000 MT/Year. XI. XII. Water consumption is 1.50 KL/Day. Out of this, 0.5 KL/Day is used for Domestic purpose and 1.00 KL/Day is used for Sprinkling & Plantation purpose. Source of Water is borewell. There is no any industrial water consumption and wastewater generation from the project. 2

3 XIII. XIV. There is no any permanent power requirement for the existing project. Approximately 50 Lit/Day Diesel is required only for the mining machinery i.e. excavator, compressor which is brought from nearby diesel pump. No such solid waste or hazardous waste is generated from mining. Only overburden and rejected materials (soil/stone) is generated. It is used for refilling of low lying area or for paving roads. 3

5 CHAPTER 1 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION 1.1 IDENTIFICATION OF THE PROJECT AND PROJECT PROPONENT This is an existing project of Black Trap mining. The project name is M/s. Amrut Stone Quarry which is located at Block No: 98, Vill: Zab, Tal: Mandvi, Dist: Surat, Gujarat. Category of project B Sr. No. In the schedule 1(a) The existing Lease area hactare. The applicant Mr. Rajnikant Bhagwanjibhai Kathiriya is a Partner of the existing black trap mining project. The Lease has been issued to the Geology & Mining Department, Surat on dated 06/01/2008. Lease copy is attached as Annexure 1 of Form I. 1.2 BRIEF DESCRIPTION OF NATURE OF PROJECT. Black Trap mining is a practice to extract Black Trap, mainly through blasting in Black Trap/Rocks area in an open pit mining. Black trap is a raw material for the kapchee, grit like construction material. In the construction business black trap plays an important role. Black trap is mineral present as stone benches. The height and thickness of bench is vary with place to place. The average thickness of the overburden is around 2.00 to 3.00 meters. The Over Burden or waste will be stacked separately and temporarily for ultimate dispose off by means of backfilling and also for covering the mine area. Black Trap is proposed to be excavating mechanically with blasting. The over burden/ waste is proposed to be backfilled in worked out areas. It is proposed to produce Black Trap at 15,000 MT/Month. 5

6 1.3 NEED FOR THE PROJECT AND IMPORTANCE TO THE COUNTRY The Mining project falls in the area of the Tapi district, Guajrat. As industrial growth and infrastructure growth is going on day by day in Gujarat, there is huge requirement of concrete or kapchee that plays a very crucial role in any developing countries. These black trap should be transfered to stone crushing plant for making different size of kapchee. 1.4 DEMAND AND SUPPLY GAP As infrastructure growth and infrastructure growth is on peak in Gujarat, there is a huge demand of Black Trap as a raw material (To be used by stone crusher company). There is a marginal gap between demand and supply. 1.5 EXPORT POSSIBILITY Black trap extract from the mining will be transferred to the stone crushing unit. 1.6 DOMESTIC/EXPORT MARKET Black trap extract from the mining will be transported to the nearby stone crushing unit. No export is proposed. 1.7 EMPLOYEMENT GENERATION (DIRECT & INDIRECT) DUE TO THE PROJECT. About 10 staff members including labors directly and approximately 10 persons will be engaged indirectly in this proposed Black Trap mining project. Thus total 100 person will get employment including directly or indirectly. Considering 5 people in a family, total 500 person will be benefited and shall depend on the mining activities of this mining lease area. 6

7 CHAPTER 2 PROJECT DESCRIPTION 2.1 TYPE OF PROJECT (including Interlinked and Interdependednt projects, if any) This is a Existing Mining project for production of mineral Black Trap from the lease, having an area of 2.57 hectare. 2.2 LOCATION (MAP SHOWING GENERAL LOCATION, SPECIFIC LOCATION AND PROJECT BOUNDARY & PROJECT SITE LAYOUT) WITH COORDINATES. The entire project area is 2.57 hectare. Key plan of the project is attached as per Annexure 2 of Form I application. Layout plan and short view is attached as per Annexure 3 & 4 of Form -I. The lease area is located between the 21 18'25.85" N Latitude and 73 12'06.60" E Longitude. 2.3 DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING PROPOSED SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATION SHOULD BE HIGHLIGHTED. The exting mining shall be in the lease area only for excavation of mineral Black trap and overburden/soil layer. 7

8 2.4 SIZE AND MAGNITUDE OF OPERATION Existing project is Black Trap mining project in a lease area of 2.57 hectare which is existing to produce Black 1,80,000 MT/Year by opencast mining. 2.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHE MATIC DIAGRAM/FLOW CHART SHOWS THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. ) 2.5 PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM/FLOW CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC.) At present the manual opencast mining will be carried out. There is no overburden in the area. Mining in general will be carried out by manual open cast method by forming benches up to 2.0 to 3.0 m height. The sides of the benches have slopes at a safe angle not more than 45 degree from horizontal. Excavated Run Of Mine (ROM) will be subjected to manual sizing into fraction of +25 mm to 100 mm. The yield of sized black trap will be around 85%, undersize limestone will be around 10% and remaining 5% as mining losses. Mining losses are on account of dust generation during drilling / blasting, wash off from the area etc. This sized black trap will be loaded into trucks manually and dispatched to the stone crushing plant. Remaining 10% of undersize material will be stacked on the worked out pit floor. Drilling and blasting will be also carried out by using air compressor and drill machine / jack hammer drill. Manufacturing process detail is attached as per Annexure 5 of Form I application. Quarry limits of all workings are planned with a 7.5 mtrs statutory barriers against the lease boundary or roads existing in the lease hold. All haulage roads, the alignment of which keeps on changing depending upon the working in the pit, joins the existing surface roads of the lease hold. Four Wheeled Trolley attached to tractor will be generally used for movement of mineral. The mineral transported out of the lease hold will be with the help of tippers and trucks. 8

9 All pit working will be securely fenced as per the standards prescribed by DGMS. Approach roads to pit faces shall be maintained as required. Mining will be carried out for black trap only. In the available thickness of 5 m of deposit, two benches are proposed to be developed. Width of bench is proposed to at 3-4 m. BLASTING The black trap being medium hard category requires some drilling and blasting for excavation. To maintain a bench height of 3 meters, drilling by 65 /100 mm dia drill machine, is recommended. However in future effort will be made to improve upon it. Blasting frequency is recommended as twice in every six days (i.e. twice a week). Benches shall be kept sloped at an angle of 15 from the vertical (i.e. 75 from the horizontal). Same angle of slope shall be maintained for drill /blast holes also. With 3 m high benches, sloped at an angle of 15 to vertical, the bench slope height shall be 3.1 m and with sub-grade drilling of 0.2 m. The depth of shot holes to be drilled shall be 3.3 m. BLASTING PATTERN For every hole, one delay detonator would be used. Blasting would be done by using short delay action detonators to reduce ground vibration. Holes would be connected in a row in series and the rows in parallel, i.e. Series Parallel connection would be made at the time of blasting. Double row blasting would be preferred to single row so as to cut down on the number of blasts required for maintaining production. Various types of explosives such as ANFO, slurry, emulsion etc. will be used for blasting. Since ANFO is cheaper and economical, it will be used as much as possible except in rainy season. Delay detonators or Nonel detonating fuse will be used since multi row system of firing will be carried out so as to reduce the ground vibration, noise, fly rock etc. due to blasting. Sequential blasting techniques using sequential blasting machine shall be used to reduce explosive charge per delay to a minimum to reduce ground vibration. The details about storage and transport of explosive are given below: 9

10 STORAGE OF EXPLOSIVES The total storage of explosive material is as per the licence of Petroleum & Explosive Safety Organization (PESO). The storage of explosive material is as per the guidelines of PESO. PRECAUTIONARY MEASURES Adequate precautionary measures will be taken as given below: (a) Adequate siren system will be in operation. (b) Legible warning sign in the language understood by the local people. (c) Enough security guards, especially posted on roads etc. (d) Before blasting the upper surface of the bench shall be cleaned off any stones lying above. (e) The trunk line of the detonating cord shall be covered with sand to reduce air over pressure, as it is major source of air blast noise. (f) Controlled blasting shall be practiced and only between 12 Noon and 2 pm. (g) All safety measures as prescribed under MMR 1961 and circulars issued by DGMS. (h) An effective record of instruction to guards given for working and clearance shall be maintained. FREQUENCY OF BLASTING The blasting activity is proposed to be carried out during day time The frequency of blasting will be based on requirement of ROM/ Sized black trap. 2.6 RAW MATERIAL REQUIRED ALONG ESTIMATED QUANTITY, LIKELY SOURCE, AND MARKETING AREA OF FINAL PRODUCTS MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED PRODUCT. This is a existing project for mining of Black Trap and mining shall be done by blasting. So only Explosive Material shall be used as Raw Material for blasting Purpose. No another major Raw Material is required. 10

11 Raw Material shall be obtained after getting permission from Petroleum and Explosives Safety Organization (PESO). Final product shall be marketed in Sevalia, Vadodara etc. The Final Product will be Black Trap which will be transported directly by road through Tractor or Truck to the Stone Crushing Unit Located in the nearby Area. 2.7 RESOURCE OPTIMIZATION/RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED. No optimization/recycling and reuse envisaged in the project. 2.8 AVAILABILITY OF WATER ITS SOURCE, ENERGY/POWER REQUIREMENT AND SOURCE SHOULD BE GIVEN. Water consumption 1.50 KL/Day. Out of 1.50 KL/Day, 0.5 KL/Day will be required for domestic purpose and 1.00 KL/Day for sprinkling purpose. Source of water will be Tanker. Diesel used for running mine machinery, Excavator and Compressor. Total Diesel consumption shall be 50 L/Day. Diesel will be brought from nearby diesel pumps. No another power is required for the project. 2.9 QUANTITY OF WASTE TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/DISPOSAL. Overburden & rejected mineral materials will be the waste material which will be generated during mining. There is no such waste or hazardous waste shall be generated from mining. Only overburden and rejected materials (soil/stone) shall be generated. It shall be used for refilling of low lying area or for paving roads. 11

12 CHAPTER 3 SITE ANALYSIS 3.1 CONNECTIVITY The existing project site is well connected with all the infrastructure i.e. telephone, fax, road, railway, airport, etc. The nearest railway station is Bardoli which km in SW direction from project site. The nearest airport is Surat which km in WSW direction from project site. The nearest city is Surat which km in SSW direction from project site. Also the school, collages, hospital, etc are available within the 15 km radius from the project site. 3.2 LAND FORM, LAND USE AND LAND OWNERSHIP. The entire lease area is 2.57 hactare. The total lease area will be used for the Black Trap mining. Mr. Rajnikant Bhagwanjibhai Kathiriya is a Partner of this existing mining project. A copy of NA is attached as per Annexure 6 of form I application. 3.3 TOPOGRAPHY (ALONG WITH MAP) The mine lease area at present exhibits almost plain topography which will marginally change during running of mine and on its abandonment at the end of the proposed mining, due to digging of shallow pits upto 3.0 m depth. 13 3.4 EXISTING LAND USE PATTERN (AGRICULTURE, NON- AGRICULTURE, FOREST, WATER BODIES (INCLUDING AREA UNDER CRZ), SHORTEST DISTANCES FROM THE PERIPHERY OF THE PROJECT TO THE PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY, ECO SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF THE RIVER), CRZ IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPY OF THE GAZETTE NOTIFICATION ARE GIVEN. The existing land is Non Agriculture. A copy NA of land is attached as per Annexure 6 of Form I application. There is no any National Park, Forest, Wild Life Sanctuary, Eco Sensitive Area and notified industrial area are presented within 15 km radius of the project. 13

14 CHAPTER 4 PLANNING BRIEF 4.1 PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, TRANSPORTATION ETC) TOWN AND COUNTRY PLANNING/DEVELOPMENT AUTHORITY CLASSIFICATION. It is a mine project hence mining of Black Trap shall be carried out. The production of Black Trap is Proposed at around 1,80,000 MT/Year. Transportation of Black Trap shall be done to the Stone Crushing Unit through road by covered Tractors and/or trucks. Other facilities such as power, transportation and communication, social infrastructure facilities are locally available near project site. 4.2 POPULATION PROJECTION The project is small in magnitude. No influx of population is expected as labor shall be hired from nearby area and/or local villages. About 15 staff members including labors directly and approximately 10 persons will be engaged indirectly in this proposed Black Trap mining project. Thus total 150 person will get employment including directly or indirectly. 15 4.3 LAND USE PLANNING (BREAKUP ALONG WITH GREEN BELT ETC.) Existing Black Trap mining is covered 2.57 hectare area. SR. The labour requirement shall be drawn from the nearest villages, which shall also be trained as per requirement. Other requisite infrastructure as transport of mine labours is available by way of jeep, two-wheeler. Medical facility i.e. first aid is available at project site. Private Clinic & Hospital, Government Dispensary is available within 15 km of the project site SOCIAL INFRASTRUCTURE About 10 staff members including labors directly and approximately 0 persons will be engaged indirectly in this proposed Black Trap mining project. Thus total 10 person will get employment including directly or indirectly. Primary infrastructure like road, water, phone, etc are easily available in nearby area. 4.5 AMENITIES/FACILITIES An office-cum-store shall be constructed near working area. Water is required for drinking purpose as well as for domestic, sprinkling and plantation. Source of water will be Borewell. First aid box with all necessary materials will kept all time in the office building for minor injury. 15

16 CHAPTER 5 PROPOSED INFRASTRUCTURE 5.1 INDUSTRIAL AREA (PROCESSING AREA) An office-cum-store will be constructed at mine area for primary necessities. 5.2 RESIDENT AREA (NON PROCESSING AREA) No residential area is proposed. Workers are available in nearby area. 5.3 GREEN BELT To improve the environment of the area it is proposed to plant 40 trees along periphery of the mine. 5.4 SOCIAL INFRASTRUCTURE This project shall providing employment oppertunity for about 10 people directly and indirectly, employment shall be generated for providing about 15 persons which are shopkeepers, mechanic, drivers, transporters etc. The lessee will be responsible for social benifits like water, health care measures, educational benifits, promotion of culture & religious activities. 5.5 CONNECTIVITY (TRAFFIC AND TRANSPORTATION ROAD / RAIL / METRO / WATER WAYS ETC) The existing project site is well connected with all the infrastructure i.e. telephone, fax, road, railway, airport, etc. The nearest railway station is Bardoli which km in SW direction from project site. The nearest airport is Surat which km in WSW direction from project site. The nearest city is Surat which km in SSW direction from project site. 16

17 Also the school, collages, hospital, etc are available within the 15 km radius from the project site. 5.6 DRINKING WATER MANAGEMENT (SOURCE & SUPPLY OF WATER) Water consumption will be 1.50 KL/Day. Out of 1.50 KL/Day, 0.5 KL/Day will be required for domestic purpose and 1.00 KL/Day for sprinkling purpose. Source of water will be Bore Well located in our crushing plant which is nearer to our mining activity. 5.7 SEWAGE SYSTEM 0.40 KL/Day Sewage shall be generated from the domestic purpose only which is disposed through soak pit/septic tank system. 5.8 INDUSTRIAL WASTE MANAGEMENT No Industrial waste will be generated from the proposed project. 5.9 SOLID WASTE MANAGEMENT Overburden & rejected mineral will be the waste material which can be generated during mining. The waste accumulated shall proposed to be backfilled in the worked out area and a part of the waste material is proposed to be taken away by nearby villagers for masonry works, road repair/construction at no cost. It is proposed at the end of the life of mine the waste available in the area shall be spared all around the water reservoir. A few quantities of waste stone shall be set all around the rainwater accumulation. This shall strengthen the banks of the rainwater accumulated and shall be used for plantation after spreading soil over it POWER REQUIREMENT Power shall be required only for running the machines, involved in it. Diesel shall be used as fuel and shall be purchased from the local suppliers. No another power is required for this project. Mining activities shall be done is day time only. 17

18 CHAPTER 6 REHABILITATION AND RESETTLEMENT(R&R PLAN) No R&R plan is required as no displacement of people is proposed for the mining project. 18

19 CHAPTER 7 PROJECT SCHEDULE AND COST ESTIMATE 7.1 Likely date of start of construction and likely date of completion (time schedule for the project to be given) This is a existing Black Trap mining project. There is no such construction activity is required for this project. Only a small office is required when operation shall be occurred. The application shall be made for the lease approval. After getting Environment Clearance from SEAC, they will start work for setting of office. 19

20 CHAPTER 8 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION) 8.1 CONCLUSION The project is expected to provide employment to local people in different activities such as Mining, sizing, transportation and plantation activities. The project activity will not have any major impact on the environment. At Post mining stage of proposed project, the existing waste land shall be converted to water harvesting bodies and green belts. The company provides the helping hand in the development of the nearby villages by following ways: a. Development of facilities within the villages like roads etc. b. Supply of drinking water in the period of scarcity to the nearby villages. c. Up gradation of primary school in nearby villages. In the interest of mineral development infrastructure boom and improving the social conditions of the local habitants, this proposed project should be allowed after considering all the environmental aspects. 20
