Particulars Details Requirements of The Project Water Requirement The total water requirement for the mining will be 100 KLD which will be sourced from Narmada water Supply and proposed desalination plant. 11. Man Power Requirement 120 persons. 1.1 ENVIRONMENTAL MANAGEMENT PLAN Air Quality Management Drilling & blasting will not be carried out in the Mining Lease area. Haul roads & loading area will be regularly sprayed with water to arrest dust from being air-borne. Proper maintenance (preventive as well as scheduled maintenance) of vehicles will be carried out regularly for minimization of generation of gaseous pollutants. No overloading of material will be done during transportation. Personal Protective Equipments (PPEs) such as dust masks will be provided to employees working in dust prone areas. Greenbelt along the Mining Lease periphery will be developed. Periodical air quality monitoring will be carried out Water Quality Management Domestic waste water generated form mine office, colony toilets will be sent to soak pit via septic tanks. Catch drains & siltation ponds will be constructed to check surface run-offs from entering any natural water course directly. The rainwater falling directly into the mine pits will be stored and used for afforestation & dust suppression. 2

6 At the conceptual stage, an excavated area will be converted into water reservoir which will serve as recharge pit and part of the abandoned area will be developed under plantation. Periodical monitoring of ground water quality will be carried out Noise Quality Management No drilling & blasting will be carried out in the Mining Lease area. All the HEMMs will be equipped with acoustic cabins for operators. In order to reduce the effect of noise pollution, personal protective equipments like ear plugs, ear muffs will be provided to workers exposed to high noise levels. Scheduled & preventive maintenance of all the machinery will be carried out regularly. Green belt will be developed around periphery of the mining lease and plantation will be done along haul roads to attenuate the noise level. Regular monitoring of ambient noise level will be carried out Green Belt Development/Plantation Green belt will be developed around periphery of the lease area. Plantation will be done along the haul roads, on undisturbed area etc. Regular watering & manuring will be done. Native species will be planted. 2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION (i) Identification of project and project proponent is proposing new Limestone Mine (M.L. Area ha) with Production capacity of MTPA at Villages- Kalsar, Dayal & Kotda, Taluka- Mahuva and District Bhavnagar (Gujarat). Letter of Intent (LOI) was granted for Limestone over an area of ha by Department of Industries & Mines, Gandhinagar vide letter no.- MCR (12)1377- CHH-1 dated for a period of 30 years (Copy enclosed as Annexure-II). Later on, the name Grasim Industries is changed to UltraTech Cement Ltd. vide letter no. MCR/102012/1248/CHH, Secretariat, Gandhinagar, Department of Industry and Mines, Government of Gujarat dated (Copy enclosed as 3

7 Annexure-III). UltraTech Cement Ltd. is the unit of Aditya Birla Group which is India s first truly multination corporation. Global in vision, rooted in Indian values, the group is driven by performance ethic pegged on value creation for its multiple stake holders. The production units are spread across 12 integrated plants, 16 grinding units, 6 bulk terminals and 4 captive jetties in India. It has pan India presence. All the plants have ISO 9001, ISO 14001, OHSAS certification. UltraTech also has its own jetty (Captive Berth) at its plant in Gujarat. (ii) Brief Description of Nature of the Project Proposed Limestone Mine (M.L. Area ha) with Production Capacity of MTPA at Villages- Kalsar, Dayal & Kotda, Taluka- Mahuva, District- Bhavnagar (Gujarat) by As per EIA Notification dated 14th September, 2006, as amended from time to time, the project falls under Category A, Project or Activity 1(a) 3. (iii) Need for the Project & its Importance to the Country and or Region (UTCL) has proposed this mining project in order to meet the requirement of Limestone for the manufacturing of Cement in the Proposed Cement Plant to be set up in Mahuva/Talaja Taluka of Bhavnagar District of Gujarat. The proposed limestone mine will be captive to proposed Cement Plant of UTCL. However, till the time new cement plant is set up the limestone will be transported to existing nearby Cement plants of the company located in Gujarat. Besides this, the project will prove beneficial in terms of socio-economic development as it will provide employment to locals. Further, the average income level, which is the indicator of socio economic status of households is expected to increase, which will ultimately result in better standard of living of the local people. With respect to the importance of the project to the nation, it can be well said that in a developing nation like India, cement makes a backbone for infrastructural development. Thus, keeping in mind this requirement, mining of limestone is necessary for the nation s growth. (iv) Demand Supply Gap Limestone produced from this mine will be used for the manufacturing of Cement in the Proposed Cement Plant to be set up in Mahuva/Talaja Taluka of Bhavnagar 4

8 District of Gujarat. However, till the time new cement plant is set up the limestone will be transported to existing nearby Cement plants of the company located in Gujarat. (v) Imports vs. Indigenous Production Limestone produced from this proposed limestone mine will be used for proposed cement plant near the limestone mines to be set up. In the interim period the limestone will be used in the existing nearby Cement plants of the company located in Gujarat. (vi) Export Possibility Not applicable as the produced limestone will be used in proposed and existing nearby Cement plants of the company located in Gujarat. (vii) Domestic/Export Markets Limestone will be only utilized in proposed cement plant and till the time the proposed cement plant is set up, excavated limestone will be used in nearby cement plants of the company located in Gujarat. Thus there will be no other users for the limestone from this mine. (viii) Employment Generation (Direct & Indirect) due to the Project Direct and indirect employment will be generated due to the proposed mining project. Some skilled manpower may be required from outside the area while remaining unskilled/ semi- skilled manpower will be sourced from the local villages. Preference will be given to local persons as per eligibility. The manpower of approx. 120 persons will be required which will be taken from nearby villages. Preference will be given to local people on basis of their experience & eligibility. 3.0 PROJECT DESCRIPTION (i) Type of Project Including Interlinked and Independent Projects, if any (UTCL) is proposing for Limestone Mine (M.L. Area: ha) with production capacity of MTPA at Villages- Kalsar, Dayal & Kotda, Taluka- Mahuva, District- Bhavnagar (Gujarat). 5

11 (iii) Details of Alternate Sites Considered No alternative site has been taken into consideration as the mineral (Limestone) is available at this site. GEOLOGY OF THE AREA Regional Geology Reconnaissance survey from Gopnath to Methla village of Talaja taluka was carried out by the Directorate of Geology and Mining, Government of Gujarat in the field season and further drilling work was carried out in the field season During the drilling programme, 25 Nos drill holes with an average depth of about 14.5 meters (367 meters) were done by Mindrill minor drill machin in irregular pattern. The drilling operations revealed that the band of limestone occur in three forms viz. Compact limestone, Nodular limestone and Friable limestone. In the field season , from village Datha, Valar, Talli, Bhambhor, Kotda, Dayal, Kalsar, Naip, etc have been also covered under Reconnaissance Survey/mapping by the Directorate of Geology & Mining and occurrence of limestone have been established in the area. Local Geology The Kalsar, Dayal and Kotda area forms a part of coastal plains fringing the trappean 8

12 highlands with a maximum altitude of 26.0 meters and minimum of 2 meters. It consists of tertiary and quaternary sediments. This Segment shows transition from an open sea to a gulf environment. The major morphological features includes mudflats, cliffs, rocky platform, beaches and submerged dunes. Limestone formation of Kalsar, Dayal and Kotda area (mining lease area) belongs to miliolite series of post tertiary age below alluvium. B. Details of Mining Method of Mining Mining will be by fully mechanized opencast method. No drilling and blasting will be involved in the mining process. Mining will be done using Surface Miner. I. Top soil removal The mine working will involve removal of topsoil. Top soil will be stacked separately and will be used in plantation/ green belt development. II. Drilling & Blasting No drilling or blasting would be undertaken for limestone production. Entire limestone production is planned to be raised by deploying Surface Miner. III. Loading The ripped / limestone would be raised using wheel loader and will be loaded to the tippers. IV. Crushing Mining will be conducted by slicing method by surface miners therefore crushing of limestone will also not be required. V. Transportation The limestone will be transported to proposed cement of the company However, till the time new cement plant is set up, the limestone will be transported to existing nearby Cement plants of the company located in Gujarat. VI. Use of Mineral The mineral will be used in proposed cement plant to be set up and till the time that the captive plant is set up, it will be used in nearby Cement plants of the company located in Gujarat. 9

13 (vi) Raw Material Required Along with estimated Quantity, likely Source, Marketing Area of Final Products, Mode of Transport of Raw Material and Finished Product This is a limestone Mining Project, thus no raw material will be required. Limestone will be used in nearby plants of the company in Gujarat, so no marketing area will be required. Limestone will be transported from mine to the existing nearby Cement plants of the company located in Gujarat by road. (vii) Resources Optimization/ Recycling and Reuse Envisaged in The Project, If Any, Should Be Briefly Outlined No waste water will be generated during mining operations. Waste water from workshop in the mine will be recovered by oil- water separator & same will be used for plantation/ dust suppression. Waste water generated from mine office will be sent to soak pit via septic tank. Used lubricants/ oil will be sold to authorized CPCB recyclers. Top soil will be utilized for development of greenbelt and afforestation. (viii) Availability of Water Its Source, Energy /Power Requirement and Source A. Water Requirement Total water requirement for the mining will be 100 KLD which will be sourced from Narmada water Supply and proposed desalination plant of the company. B. Power Requirement The total power requirement for the mining will be about 2 MW. Source Proposed Captive power plant/state Electricity Board (ix) Quantity of Waste to be Generated (Liquid and Solid) and Scheme for their Management/Disposal: A. Liquid No waste water will be generated during mining operations. Waste water generated from mine office and colony will be disposed off in soak pits via septic tank. Water generated from workshop will be treated by oil- separator & treated water will be used for dust suppression. 10

14 B. Solid Top soil will be utilized for development of greenbelt & Afforestation. No waste will be generated during the mining process. During the first five years of working, there will be no generation of waste rock. Around million tones of top soil will be generated. Later on, the waste rock of million tonnes will be generated. The entire quantity of waste rock will be utilized for road making purpose. C. Rejects No over burden or any other waste rejects will be there. 4.0 SITE ANALYSIS (i) Connectivity The site is well connected with NH- 8E. Nearest town is Mahuva (~17 km in WSW direction) & Bhavnagar city is in NNE direction (~68 km). Nearest airport is Bhavnagar (~68 km in NNE direction) from the site. The site is well connected with communication facilities like telephone, fax, wireless and as such, no constraints are envisaged in this respect as Taluka Mahuva is ~17 km in WSW direction and District headquarter- Bhavnagar is approx 68 km in NNE direction from the mine site. (ii) Land Form, Land Use And Land Ownership Total Mining lease area is ha, which falls in Villages Kalsar, Dayal and Kotda, Taluka- Mahuva. Out of the total lease area, ha is Govt. land and ha is Private land. (iii) Topography The area exhibits a flat topography. However, small mounds in the western side and a very small mound in the southern side of the deposit are present. The elevated area is practically barren and outcropping. There is no local nallah/ river in the area. In the western side, hillock attain maximum RL of 26 m. The rest of the area is flat and having gentle slope from NW to SE side. This is due to erosion and creek. Towards the eastern side of the area, the terrain is flat and covered with soil, which varies in thickness from 0.3 m to 1.0 m. 11

17 (v) Existing Infrastructure The lease area is well connected by National Highway-8E at a distance of about 7.5 km in NW direction of the lease area. The lease area is about 17 km away from Mahuva railway station. Bhavnagar is the nearest airport at a distance of about 68 km from site in NNE direction. (vi) Soil Classification The alluvium/ soil overlies the limestone having a maximum thickness up to m having calcareous nature. Color of the alluvium varies from reddish to buff depending upon contents of calcareous material. (vii) Climatic Data from Secondary Sources The area experiences hot semi arid climatic condition. The summer season between March & mid June is characterized by dry and hot climate, wet monsoon season from mid June to October (Average 550 mm of rainfall) and mild winters from November to February. The average temperature from November to February is around 20⁰C, with low humidity. The maximum temperature recorded during the summer month is 44⁰C while minimum temperature is 24⁰C. During winter, minimum temperature is 15⁰C and maximum temperature rises upto 32 ⁰C. (viii) Social Infrastructure Available Schools, government hospital, dispensaries, places of worships, police station & transport facility are available within 15 km of the mine site and as such no constraints are envisaged in this aspect. 5.0 PLANNING BRIEF (i) Planning Concept (Type of Industries, Facilities, and Transportation etc.) Town and country planning/development authority classification Proposed mining area falls in Govt & Private land. The mining lease will be granted after grant of Environmental Clearance by MoEF & CC, New Delhi. The limestone will be transported to the proposed cement plant of the company However, till the time new cement plant is set up the limestone will be transported to existing nearby Cement plants of the company located in Gujarat. 14

18 (ii) Population Projection Temporary influx of people will be there as the managerial and supervisory staff will generally be from outside the area. There will be a marginal increase in population. (iii) Land Use Planning There will be construction of some infrastructure like mine office, workshop within the lease area. Area for built- up structures, greenbelt etc. will be as per approved mining plan. Land use planning for the proposed project will be followed as per approved mining plan. (iv) Assessment of Infrastructure Demand (Physical & Social) UTCL will assess the demand of infrastructure (Physical & Social) in nearby area of the proposed mine site and same will be developed under corporate social responsibility programme. (v) Amenities/Facilities Employees from outside working at the mine will be housed at a colony. Following welfare amenities and recreational services will be provided at the colony. (a) Hospital A well equipped hospital will be provided which will have full time male and lady medical officers assisted by necessary staff, for the company s employees. In addition, in case of emergency, best possible medical aid will be provided. (b) Housing The employees will also be provided with well designed houses having electricity and water connections. The colony will be well laid out with tree lined lanes, parks etc. (c) School A secondary school will be provided in the colony with the assistance of management. (d) Communication Free transport will be provided from colony to mines. The colony and quarry will be well connected with P & T phones as well as internal telephone network. Walkie 15

19 talkie will be utilized for mining area. (e) Bank Branches Efforts will be made for Nationalized Bank s branch in the factory colony. 6.0 PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) Proposed limestone mining lease area is ha and required infrastructure for limestone mining activities will be provided. (ii) Residential Area (Non- Processing Area) Employees working at the mine will be housed at a colony. (iii) Green Belt Development Greenbelt will be developed around periphery of the Mining Lease area. For initial years, plantation will be done along the haul roads, on undisturbed areas, near mine office etc. Later on plantation will be enhanced in undisturbed areas. Local species will be planted after consultation with local forest officer and as per CPCB guidelines. (iv) Social Infrastructure The CSR activities will be undertaken by UTCL. The company will take steps for social welfare and upliftment. UTCL will carry out various activities for social welfare and upliftment by providing water supply, health care, safety, medical facility, education and training, employment, public transportation and communication for local villagers. Water Supply: The facilities to be provided to the villagers are like installation of hand pumps, construction of water storage tanks through rain water harvesting system and deepening of old water wells in the nearby villages. Health and safety: Polio vaccination camp and eye camps will be organized by the company in the nearby villages. Education & Training: The Company will extend support for maintenance of school buildings in the villages, copies, books, and pencils for the students in village 16

(v) Connectivity The site is well connected with NH-8E. Nearest town is mahuva (~17 km in WSW direction) & city is Bhavnagar is approx 68 km in NNE direction. Nearest airport is Bhavnagar. (Approx 68 km in NNE direction) from the site. The site is well connected with communication facilities like telephone, Mobile etc. and as such, no constraints are envisaged due in this aspect. (vi) Drinking Water Management (Source & Supply of Water) 10 KLD water is proposed for drinking purpose which will be sourced from Narmada water Supply. The same will be treated well before using. (vii) Sewerage System Domestic waste water will be generated from colony and mine office. Sewage treatment plant will be installed for treatment of waste water. Treated water will used for dust suppression. (viii) Industrial Waste Management No industrial waste will be generated from the proposed mining project. (ix) Solid Waste Management Top soil will be stacked properly and will be used in plantation. During the first five years of working, there will be no generation of waste rock. Later on, the waste rock of million tones will be generated which will be utilized for road making purpose. (x) Power Requirement & Supply/Source Power requirement for proposed limestone mine will be about 2 MW which will be sourced from proposed captive power plant/ State Electricity Board. 17
