1 PRE-FEASIBILITY REPORT FOR QUARRYING ROUGH STONE Over an Extent of Hectares in S.F. No. 22/5A (Patta Land) in Kachchirayanpatti Village, Melur Taluk, Madurai District & Tamil Nadu State 1. EXECUTIVE SUMMARY This project is for quarrying of Rough stone 1174 m³ per year totalling for the period of 5 years is 5870 m³ for Rough stone as permitted by The district collector, Madurai District and classified as a Minor mineral over an extent of Hectares in S.F. No. 22/5A (Patta Land) in Kachchirayanpatti Village, Melur Taluk, Madurai District by Thiru. N.Solaimalai, S/o. Narayanan, Kachchirayanpatti, Veerasudamani Patti, Melur Taluk, Madurai District The quarry permission was granted by the district Collector, Madurai district vide his letter No. NA. KA. No. 434/ 2014 Kanimam, Dated: for removal of Rough Stone under Rule 41 & 42 of Tamil Nadu Minor Mineral Concession Rules, 1959 and amended up to date. Approved Mining Plan is prepared under the provisions of Draft Minor Minerals conservation and Development Rule, 2010 and approved by Deputy Director of Dept of Geology and Mining, Madurai district vide his letter Roc.No. 434/2014-Mines, dated The location for removal of Rough Stone is given below. STATE DISTRICT UNION TALUK VILLAGE S.F.NO EXTENT (Ha) Tamil Nadu Madurai Kottampatti Melur Kachchirayanpatti 22/5A INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION As per the Environmental Impact Assessment (EIA) Notification dated 14th September, 2006 and its subsequent amendments the proposed quarry project falls under category B which required Environmental Clearance from the State Environmental Impact Assessment Authority (SEIAA), Chennai region. 1

2 The proposed lease area is Patta land. The applicant got surface right from land owner. Thiru. N.Solaimalai, his project is more beneficial to nearby crushers for producing crusher aggregates. Thiru. N.Solaimalai has applied to the District Collector for permission to mine Rough stone and Gravel and the precise area letter for the area to which lease to be granted was issued by the District collector, Madurai as per the direction of the district collector the Proponent is seeking Environmental clearance from SEIAA, Chennai for grant of fresh Quarry Lease with the District Collector, Madurai. (i) Identification of project and project proponent. No. 434/2014 Kanimam, Dated: (ii) Brief description of nature of project The Rough Stone quarry lies over an extent of Hectares in S.F. No. 22/5A (Patta Land) in Kachchirayanpatti Village, Melur Taluk, Madurai District falls in at latitude N Longitude E It falls under Survey of India Topo sheet No: 58 J/8. The area applied for mining lease is a gentle plain terrain. Small amount of top soil noted on the east side of the lease applied area. No vegetation is noted in this area. 3 The name of the mineral intends to quarry is Rough stone. No toxic elements or hazardous materials are reported from this area. The applicant has received necessary clearance reports from all the authorities concerned for quarrying Rough stone. The proposed area for quarry lease is not a forest land of any category. Type of Mining Opencast Manual shall be shall be excavated and loaded directly in to the tipper lorry for despatch. Period of Mining 5 Years from the date of operation of quarrying Rough Stone. (iii) Need for the project and its importance to the country and or region 1) Rough Stone is quarried for producing crusher aggregates to the nearby crushers. 2) After quarrying the entire reserves the mined out area will be used as water reservoir to have an artificial recharge factor to the nearby wells. 3) The Rough Stone is hard and compact in nature. It can be crushed only in crushers for producing aggregates. 4) No damage to land is caused, no reclamation or back filling is required. 5) During quarrying dust will be produced. Wet drilling method will be adopted to suppress dust during drilling and during vehicle movement the roads will be made arrangement for water sprinkling to suppress the dust. The drillers and dumper operators will be provided with safety equipments. (iv)demand - Supply Gap The demand for Rough Stone depends up on requirement of boulders to crush from the nearby crushers. (v) Export Possibility Rough Stone is a low cost high volume product and therefore the proponent would like to sell and the boulders will be marketed to the nearby crushers for producing crusher aggregates. The hard boulders will be marketed to filling and foundation works for construction. The crusher aggregate will be marketed to nearby areas. (vi)domestic Export / Markets 3

All safety equipments will be provided for the persons employed in the mine. The supervisor will be provided with mobile phone to contact the owner or any officials during emergency time. SAFTEY AND SOCIAL SECURITY MEASURES Safety equipments to be provided for the persons employed in the mines. 1. Safety helmet approved by Director General of mines Safety. 2. Nose Mask. 3. Ear Plug for machine operators and drillers. 4. Safety shoes as specified by Director General of Mines Safety. 4

5 5. Safety Goggles for drillers. 6. Safety Belt and safety rope approved by Director General Mines of Safety for labourers, working in the mine for removing danger over hang and undercut boulders. Employment of child labour will be strictly prohibited in the mines. All persons employed in the mines will be provided with Group Insurance System from a Govt. Recognised insurance Agency. The applicant has given Notary Affidavit for Non employment of child labour directly or indirectly while operating the mine. The Affidavit is enclosed. 3. PROJECT DESCRIPTION (i) Type of project interlinked and interdependent projects, if any This project is located in Kachchirayanpatti Village, Melur Taluk, Madurai District. It is mandatory to obtain environmental clearance for all mining project irrespective of mining area as per the order of the Honourable Supreme Court of India in I.A.No. 12-/13/2011 in S.L.P.No of 2009 etc., dated: , the Ministry of Environmental and Forest Office Memorandum dated: clearance has to be obtained for Minor Minerals from the State Level Environmental Impact Assessment Authority, Tamil Nadu. As per above order all projects less than 5 hectares falls in B Category of Schedule 1 (a). The extent of this lease area is hectares, and falls in B Category of Schedule 1 (a). (ii) Location The area is at a distance of 3.5 Km from Karungalakudi Pettai. Karungalakudi Pettai which is at a distance of 14 Km from Melur to Kottampatti NH-45B Road.. The nearest railway station is at Madurai Junction in a distance of 43.5 Km. (iii) Details of alternate sites considered and the basis of selecting the proposed site This is a mining project, which is site specific due to availability of mineral. Hence the site cannot be shifted. Opencast Manual mining is proposed in the area for quarrying. The quarry site is considered on the availability of deposits. (iv) Size or magnitude of operation 5

6 Targeted production of quarrying Rough stone will be 1174 M³ per year totalling for the period of 5 years is 5870 M³ for Rough stone by Open cast manual method. (v) Project description with Process Details Mining Process Details The area will be worked by Open cast Manual method. Small amount of top soil noted on the east side of the lease applied area. In this area, while preparing Mining plan we observed Poramboke land (North & East) and Patta land (South & West) along the lease area boundaries. A safety distance of 10 meters from Poramboke lands & 7.5 meters from Patta lands will be provide and maintained. During the first year the work will be commenced from the North to South side of the lease area. The Rough Stone bench of 5 meter height, slope of 60⁰ and width more than the height will be formed and maintained for safe working. During the Second, third, fourth and fifth year the quarry face will be moved further South side of the first and Second bench. During the 5 years working the quarry will be having height 5 meter height of two benches in hard Rough Stone. At the end of the fifth year the proposed working for the 5 years will be having a height of 10 meter. The production is planned for 10 meter. The Western side of the existing quarry is having depth of 6.5 meter without ground water. Hence the programme of working will not affect to the nearby wells. Removal of Over Burden Small amount of top soil noted on the east side of the lease applied area. Extent of Mining From the quarry face the ROM will be dumped at the top of the quarry area. Segregation from ROM will be done manually at the top of the surface. a) Mining The area will be operated by Opencast manual method with a bench height of 5m, bench slope of 60 and bench width more than the height will be formed and maintained. b) Loading Equipment For drilling tractor mounted compressor of 175 cfm will be used matching with jackhammers. For drilling two Tc drill rods of 33 mm dia will be used and the drill rod depends upon the depth of drilling. Normally drill rods of.900m length and 1.5m length will be used in the quarry. For transportation 10 tons tippers will be used for transporting ROM and reject from the quarry. The boulders will be loaded by excavator and will be 7

8 dumped on the top of the quarry face. The ground water table in this area is ranging from 35 to 38 meter. A diesel pump will be kept for dewatering rain water during rainy season. (vi) Raw material required along with estimated quantity, likely source, marketing area of final products/ mode of transport of raw material and finished products This is a mining project for mining of Rough Stone and so no need of raw material except utility items like fuel and lubricants Diesel, oil and water for drinking and utilities. The Product will be natural rock. No stocking is required or permitted anywhere either inside the lease area. (vii) Resource optimization/recycling and reuse envisaged in the project The Rough Stone boulders will be despatched to nearby crushers. (viii) Availability of water its source, energy/power requirement and source During quarry working time the labours are provided with drinking water for 5 litres/head in a shift for the persons employed. For water sprinkling and green belt area water tanker is provided. For permanent solution a bore well will be drilled near the office room to care take drinking water, water sprinkling and for green belt. Two face 8

9 power supplies will be obtained from TNEB for lightning and dewatering purpose from the bore well. (ix) Quantity of waste to be generated (liquid and solid) and scheme for their management/disposal Small amount of top soil noted on the east side of the lease applied area. The inter burden 20% reject will be segregated manually and will be used for levelling the haul road. Big reject boulders will be used for basement purpose for construction of building. (x) Schematic representations of the feasibility drawing which give information of EIA purpose As per the order of the Honourable Supreme Court of India in I.A.No. 12-/13/2011 in S.L.P.No of 2009 etc., dated: and the Ministry of Environment and Forest Office Memorandum dated: clearance has to be obtained for mining of Minor Minerals from the State Level Environment Impact Assessment Authority, Tamilnadu. Form I and Pre-Feasibility report is required to get Environmental Clearance for the project from SEAC. EIA Report identifies all of the issues and technical requirements of a proposed operation, with particular attention to potential Environmental, Health and Safety, Social and Economic Impacts. The purpose of EIA is to ensure the protection and conservation of the environment and natural resources including human health aspects against uncontrolled development. The long-term objective is to ensure a sustainable economic development that meets present needs without compromising future generations ability to meet their own needs. EIA is an important tool in the integrated environmental management approach. The aim of Environmental Impact Assessment (EIA) is to enable the approving authority, the public, local and central government and the developer to properly consider the potential environmental consequences of a proposal, and to make recommendations to reduce the environmental consequences if necessary. It is important to provide sufficient information for the approving authority to make a decision on whether to approve a proposal and if so, under what conditions. The EIA provides the basis for sound ongoing environmental management. 4. SITE ANALYSIS (i) Land form, land use and land ownership The area applied for mining lease is a gentle plain terrain. Small amount of top soil noted on the east side of the lease applied area. 9

10 No vegetation is noted in this area. The patta land is used for quarrying Rough Stone. Necessary infra structure will be provided in the lease hold area. First aid, sanitation facilities will be provided in the office building. Afforestation will also provide on the boundary barrier as the green belt area. (i) Topography The area applied for mining lease is a gentle plain terrain. Small amount of top soil noted on the east side of the lease applied area. No vegetation is noted in this area. (iii) Existing land use pattern ( agriculture, non-agriculture, forest, water bodies ( including area under CRZ ), shortest distances from the periphery of the project to periphery of the forest, national park, wild life sanctuary, eco sensitive areas, water bodies( distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the gazette notification should be given. The project site is not coming under notified Industrial Area and does not fall under CRZ notification and also there is no forest, national park, wild life sanctuary, Eco sensitive areas, archaeological monuments and water bodies. (iv) Existing infrastructure There is no existing infrastructure available in the site. The entire requisite infrastructure required for mining shall be developed. An office room and rest room is going to be built. A well equipped first aid facility will be maintained. Extent of Mechanization The working will be by Open cast Manual method. Loading of ROM from the quarry will be done by manually. (vi) Soil classification Small of top soil noted on the east side of the lease applied area. (vii) Climatic data from Secondary Sources The climate of the area is tropical and the annual rainfall is about 900mm during North - East monsoon. 10

11 Temperature From the middle of February, temperature increases steadily. In May which is usually the hottest month in the interior, the mean daily maximum temperature rises to 38 0 to 41 0 degree Celsius and during winter period it drops to 20 0 to 25 0 C. The weather is quite hot in May and June and the maximum temperature sometimes reaches 40 Celsius. With the onset of the southwest monsoon by the end of May or beginning of June, there is some drop in temperature. Humidity The relative humidity in general, during the year, is between 55 and 65 % in the region of the project area, except during the northeast monsoon season, when it is over 65%. Cloudiness During the months of April and May, the skies become heavily clouded and threatening in the afternoons on many days when thunderstorms follow. In the southwest and northeast monsoon seasons, the sky is heavily clouded or overcast. Winds Generally light to moderate in strength and NW-SW and vice-versa. Between May and September winds are mainly north westerly or westerly From October to February winds are mainly north easterly or northerly Rainfall Main rainy season is from October to the middle of January. November is generally the rainiest month. The average rain fall in the in the region of the project area is 900 mm per annum during North - East Monsoon. (viii) Social infrastructure There is no village available in the lease area. So inhabitants do not require any rehabilitation.on the contrary nearby villagers earn livelihood by working in mine. 5. 13 Physical Infrastructure The road facility is already available which shall be used and maintained. The labour requirement is taken from the nearest village. Other requisite infrastructure as transport of mine labours is available by way of jeep and twowheeler. Medical facility is available for first aid at project site. Government Dispensary is available nearest to ML area at 5.0 Km in Karungalakudi. Rest room to meet the demand of shelter and office room for project management will be built in the project area. The tippers / lorries will convey the mined boulders outside the quarry site to the end users. General safety precaution will be taken as per mining practices. Access Roads Access roads from the main road to the quarry site to a length of 3.5 Km from Karungalakudi Pettai are available for transport facilities. Access roads will be restored to pre-quarry conditions or better condition. Usage of public road for transport shall be done as per approved Practices. Social Infrastructure This project is providing employment for villagers and shopkeepers, mechanic, drivers, local labour and transporter. Proper safety measures will be taken for the safety of the workers by providing helmets, hand gloves, masks and first aid facilities. (v) Amenities/facilities As the workers are from nearby villages, the shelter room with toilet facility and the first aid room will be built in proposed building. Water required for drinking purpose is available by the water tankers from nearby area. Power is available at proximity. First aid box with all necessary materials will be kept all time in the office for use as and when required. 6. PROPOSED INFRASTRUCUTRE (i)industrial area (processing area) No processing unit is require the earth material can be directly Consumed by the end user. An office-cum-store will be built at mine site. A thatched shelter room with toilet facilities & the first aid facilities will be built. (ii) Residential area (non processing area) 13

14 Not applicable, local personnel will be employed and so no residential area is proposed. (iii) Greenbelt Afforestation will be made above the top soil on the peripary of the boundary. (iv) Social infrastructure This project is providing employment for villagers, shopkeepers, mechanic, drivers, transporters etc. The lessee will be responsible for social benefits like water, health care measures. Plantation done will improve environmental conditions in the area and aesthetic beauty of the area. Positive community relationship proposed will be adopted by following methods: Care will be taken to ensure Mining Industrial Traffic not degrading public roads or jeopardize public safety. Consulting with local people in a sincere manner. Protecting drinking water and all water sources. Minimize visual impacts to the landscape. Minimize disruption of local footpaths and public areas. Initially mineral water will be provided by purchasing from markets and for permanent solution a bore well will be drilled to provide water supply and for water sprinkling. (vii) Sewage System No sewage will be generated from this project. There is no Sewage System available in the Mining proposed area. (viii) Industrial Waste Management There is no industrial waste. 16 Mine Drainage The proposal for quarrying has given for 10 meter depth. From the local enquiry the ground water is ranging from 35 to 38 meter. The hydro geological study made in the 2 Wells in the radius of 600 meter distance reveals that the depths of wells are ranging from 11 to 13 meter. The hard Rough Stone are noted hard massive compact in nature with Ferro magnesium fine grind minerals. There is no Strike and dip joints, fracture zones are moisture nature noted in the well cuttings. All the wells are dry. The details of well study are given below and the location of the well is marked in the Plate No. VII - A. Due to mining activity there will not be any adverse effect for the nearby wells. Noise Levels The noise produced during blasting and loading will be under permissible limit. Before blasting all safety precautions will be taken in a radial distance of 500 meter. After obtaining clearance for non availability of persons and blasting activities will be performed. Vibration Levels To minimise ground vibration delay electric detonators will be used during blasting. (ix) Solid Waste Management The solid waste will be removed from quarry area after making necessary drilling and blasting. The reject boulders will be used for pitching and making stabilisation of ramps in the nearby crusher areas. 16

REHABILITATION & RESETTLEMENT PLAN (R & R Plan) (i) Policy to be adopted (central/state) in respect of the project affected persons including home ousters, land ousters, and landless labours. a) PAP There is no hutment in the lease area. No human being will be displaced from the project area so no person will be affected contrary local people will get job opportunities and better facilities. There is no rehabilitation & resettlement of people is required. b) Mine Closure Once the process of economical extraction of a mine is complete there is need for scientific mine closure which will not only restore ecology and regenerate bio mass but also take into account the socio-economic aspects of such closure. When mining activities are carried out, mining communities get established and closure of the mine means not only loss of jobs but also disruption of community life. At the mine closure, it will be orderly and systematic and so planned as to help the workers and the dependent community to rehabilitate them without undue hardship. The mined out area after closure of mine will be used as a water reservoir. 8. PROJECT SCHEDULE & COST ESTIMATES (i) Likely date of start of operation and likely date of completion The proposed mining operation may commence from and may be completed within 5 years.the mine will be commenced after execution of quarry lease and will be renewed or completed before the expiry date of quarry lease. ANALYSIS OF PROPOSAL AND FINAL RECOMENDATIONS (i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any in the area 18

19 Social Benefits Mining in the project area will provide employment to nearby villagers. This employment will help in raising the standard of living on the people in the area. The mining activity in this belt will benefit the locals both directly and indirectly. The direct beneficiaries will be those who get employed in the mines as skilled and un-skilled workers. The indirect beneficiaries will be those who open small business to sell goods required by the residents whose Per Capita income will be enhanced by the mining activity, and thereby their purchasing power. In the long run a lot of social goods are expected in the comparatively backward area when the inhabitants will be able to send their children to school, the change, though slow, is bound to be perceptible. Financial Benefits It is clear from the objectives of the project that it will have significant positive impacts since it will: Provide filling material to the society at large. Give a boost to economic development in the region in the long run. Make a significant contribution to the construction and infrastructure sector of India. The Management will ensure good production and in turn there will be good revenue to the Government of Tamilnadu and Government of India through taxes. The industry is an asset to the nation.
