Persons with disabilities are encouraged to apply MANAGEMENT ECHELON POST 06/55 : DIRECTOR: POLICY ANALYST (LEVEL 13) REF NO: 001/2015 SALARY : R per annum Total Package REQUIREMENTS : A graduate degree in the Humanities and Policy Development e.g political science, governance, law or with social degree with modules in govern-ance, public policy, political studies is the minimum requirement. Ensure DMV strategy and operations plans are aligned to departmental and national policy. Col-laborate with Monitoring and Evaluation to enhance the implementation of policies, practices and procedures. Research comparative benefits related theories and practices to inform military veteran s policies. Maintain and enhance stakeholder (interest groups and academics etc) relations through regular consultations with relevant civil society 41

2 crime prevention initiatives within the policing community of the South African environment. Assist provincial spheres of government in develop-ing military veteran s policies to ensure strategic alignment with national military veteran s policies and strategies. Manage the policy directorate and measure organisational performance accordingly. Develop policy and discussion papers on aspects of military veterans affairs as requested by the Chief Director and EXCO. DUTIES : Areas/Duties: Implement policy develop-ment processes, develop sustainable Military Veterans policies through the pro-vision of administrative, technical and logistical support. Assist provincial spheres of government in developing Military Veterans related policies in order to ensure strategic alignment with the national policy. Undertake policy research, analysis. Conduct policy research, analysis and provide feedback to the department regard-ing policies. Support the development of policy and discussion paper on military vet-erans affairs. Provide support in the alignment of departmental policies through the interpretation of applicable laws, strategic as well as political policy determinations. Support the introduction and understanding of new and revised policies, guide the departmental functionaries in the development of new policies and provide support in the development of new priority policies. Undertake policy review processes, con-tinuously evaluate and review Military Veterans policies in order to align them with appropriate laws and national governments objectives. Analyse and provide inputs on policies, conduct general and comparative policy research, analysis, review and provide feedback to the department, support the undertaking of general and spe-cific literature review on national and international best practices regarding policy models. Handle the provision of secretariat services to the departmental policy com-mittee and the advisory committee. Support the policy implementation, interpreta-tion and u understanding processes, support the implementation of mechanism and consultative processes in order to ensure proper rulings in the case of uncertainties and disputes in relation to policies. Support the implementation of workshops and work session in the in the department in order to ensure continued awareness and understanding in relation to policies, associated strategies and guidelines. Provide administrative, technical and logistical support in demarcating and ensuring mutual understanding of respective roles and responsibilities in relation to policies. Man-age the establishment of networks with stakeholders and the maintenance thereof, support consultative interactions with stakeholders and partners on policies and develop and maintain policy stakeholders and partners database. 42

3 POST 06/57 : DEPUTY DIRECTOR: ICT: INFRASTRUCTURE (LEVEL 11) REF NO.:003/2014 (12 Months Contract) SALARY : R per annum, Total Package REQUIREMENTS : A bachelor s degree or national diploma in Computer Science, Information Technology or equivalent qualification (NQF Level 6). The successful candidate must have demonstrated experience with the internal controls, risk assessments, business processes and /or general internal IT control and operational auditing. The applicant with professional certificate such as CCNA, CCNP/MCSA and PRINCE2. Hands on switching, VMware, SAN and familiarity with CoBIT, ISO 2700x, ITIL and CMM, demonstrated research, organization and analytical capabil-ity, writing and presentation development skills. Facilitate the development policies, standard and procedures for risk, crisis management and continuity planning, en-suring IT is compliant. Wi-Fi, Team management, Documentation, VOIP, IP services TCP/IP, DNS etc. 5 8 years working experience. DUTIES : The ICT Infrastructure manager is a key resource responsible for the three areas within the infrastructure team, Project Management, Security and Technology. This is responsible for the management, implementation and delivery of IT projects for the Department of Military Veterans infrastructure and all aspects of the assigned projects and initiatives. This role would assist with the stable operation of the infrastructure by being the subject matter expert leading the ITIL governance competency and assist in the development of strategic planning and optimizing processes and policies of all server platforms and associated systems (e.g. Network, platforms etc.). This person will work with and coordinate with all IT teams to analyse business requirements and assist in the development of structured well thought out solutions that will address immediate needs and provide for future growth. Provide technical guidance and direction to the information systems, use strong technical skills to provide Hands-on management to the networking, telecoms, desktop, and server team members. Be strong player and provide efficient and effective management to drive both day-to-day sup-port and project work. Use your previous experience as the Infrastructure manager to develop disaster recovery plans, maintain the wired and wireless network and provide direction and guidance on all technical aspects. It is critical that you have hands-on technical skills set with strong team leadership experience of a medium sized information systems department. He/ she must have in-depth knowledge of networking and telecommunication protocols including IP services TCP/IP, DNS, DHCP, SIP and Radius and also have technical Cisco and Microsoft certifications, CCNP, CCNA, MCSA etc. POST 06/58 : DEPUTY DIRECTOR: ICT: GOVERNANCE, COMPLIANCE AND APPLICATION DEVELOPMENT REF NO.: 004/2015 SALARY : R per annum Total Package (Level 11) (12 months contract) REQUIREMENTS : A bachelor s degree or national diploma in Computer Science, Information Technology and Audit related field or equivalent qualification (NQF Level 6). Demonstrated experience with system development, internal controls, risk assessments, business processes and/or general internal IT control and operational auditing. The applicant with professional certificate such as CISA, CISM, CGEIT, and CISSP desired. Familiarity with COBIT, ISO 2700x, ITIL and CMM, demonstrated research, organization and analytical capability, writing and system development skills e.g. Java, C#, etc. Facilitate the development policies, standard and procedures for risk, crisis management and continuity planning ensuring IT is compliant. Prior experience in IT security or related area a strong plus and 5-8 years previous work experience. DUTIES : Manage the development of systems, frameworks, control matrices, recommendations, action plans and necessary documentation following an appropriate methodology approved by management and aligned with 43

4 international standards (e.g. SDLC, ITIL, COBIT ISO and CMM). Develop detailed plans and programs around Systems Development, IT govern-ance, risk management and compliance by compiling clear and concise oral and written reports and recommendations on issues. Manage department colleagues to prepare and implement IT compliance policies, Governance, Risk Management and Compliance (GRC) procedures and IT control training materials to keep colleagues abreast of relevant industry, legislative and regulatory changes. Perform design and process analysis for IT business processes that impact IT governance, Risk Management and compliance capacity. Perform follow-up reviews to assess the progress of suggested implementations while working directly with the information security team to encourage good process, practice and the development of meas-ures and metrics. Conduct internal IT Audits, summarize and document audit results for management reporting including proper disposition of test exceptions. Act as a consultant or in an advisory capacity, and recommend practical and effective reme-diation to identified issues and Risks. Own overall risk management programs and facilitate the management of IT risks, ensuring a high a high level of compliance for all risks entities associated with IT services and capabilities. Facilitate the develop-ment and testing of IT continuity plans, supporting critical processes by enabling the recovery of required IT services and critical applications after a disaster. Lead the information security programs to minimize risk to DMV computing and network op-erations, application usage and access to vital DMV data. The successful candidate must understand technology and operational risks related to our internal technology solutions and bring awareness to help ensure that the appropriate controls are in place to address risks as well as to comply with relevant laws, regulations, and industry standards. Working independently, or through leading other colleagues, design, recommend, plan, develop and support implementation of project-specific security solutions to meet tactical and control requirement.understand technology and information, related laws, regulations, and industry standards, specifically as related to internal technology solutions. Provide insight as to the appropriate tools and systems which should be in place to support technology risk management, compliance and governance efforts across the entire ICT Directorate. DUTIES : Provide secretarial support services such as typing of documents, take minutes during meetings, compile and distribute agen-das and minutes, receive and routine incoming calls, record and relate messages, operate and ensure that office equipment is in good working order, coordinate and schedule meetings, coordinate the provision of refreshment and water during meet-ings, follow up with the supervisor regarding scheduled meetings and appointments and manage the cancellation and rescheduling of appointments. Provide records management and filling services, ensure the effective flow of information to and from the office, receive and register incoming correspondence, file and safe keep documents in line with the file plan and other relevant regulations and practice, register and distribute outgoing correspondence and maintain the confidentiality of documents. Receive clients and visitors, receive and seat visitors, provide 44

5 refresh-ment to clients and visitors where necessary, respond to general queries of visitors and manage tidiness of the office. Provide administrative and logistical support services, order stationery for the office, serve as a chief user clerk and coordi-nate the procurement of office supplies, computer consumables and stationery for the office, check invoices for correctness and certify them for payment, coordinate the payment of invoices, make bookings for venues, accommodation and man-age travel arrangement, collate and compile reports and any other information as requested, obtain the necessary signatures on documents, scrutinise documents to determine actions, manage the leave register and the submission of leave forms for the office, monitor budget spending for the office in order to note under and over utilisation and collect and coordinate all documents that relate to the budget and funding requirements.
